§ 150 suicides on the rail network/ year, accounting for 2/3 of all rail fatalities.

§ Net cost from railway suicide to Australian economy estimated >$1 billion annually.

§ Effects of single railway suicide incident have potential to negatively impact the psychological well-being of hundreds of people, including train drivers, station staff, bystanders, first responders, etc.

The Solution

§ Fully automated and enclosed railway network segregating station from track through provision of platform screen doors (PSDs).

§ Engagement with communities and transport operators to manage the risk of track suicide through education and welcoming station design.

§ Partnering with MATES in Construction and TrackSAFE Foundation to provide the education, training and support to staff intervening in mental health crisis.

Sydney Metro Industry Curriculum

§ Possession Officers receive technical training equipping them with sufficient skills to manage possessions.

§ Training does not include “soft” skills such as communication, negotiation and dealing with conflict.

§ This could lead to some potentially unsafe situations.

Collaboration with TAFE and Sydney Trains to produce atraining package for possession officers working on SydneyMetro sites.

It provides possession officers with the following Units of Competency:

§ TLIE2007 Use of communication systems § TLIE1003 Participate in basic workplace communication § TLIE2029 Conduct workplace information briefing § TLIF2010 Apply fatigue management strategies

The Problem§ Sydney Metro represents a new generation of world

class, fast, safe and reliable trains utilising the latest technologies and revolutionising the way Australia’s biggest city travels.

§ Built environment has a significant impact on how customers perceive their journeys and overall reputation for Sydney Metro.

§ Most basic factors are feeling safe and secure and having a sense of order as the minimum expectation to be able to allow customers to complete their journey safely and efficiently.

The Solution§ Contract calls for prototype installations of all customer and

staff facing aspects of the Railway, and forms part of the design submission and review process.

§ Demonstrate the integration of all customer facing elements with the platform and entrance and to be located in a facility where authorised access can be gained by TfNSW, stakeholders, media and user groups.

Current Security Context§ National Terrorism Threat Level for Australia is

Probable under the new five level of terrorism threat level system. Places of mass gathering are considered to be attractive targets.

§ It is highly likely that a terrorist attack in Australia would use weapons and tactics that are low-cost and relatively simple, including basic weapons, explosives and/or firearms.

§ Railway systems becoming increasingly vulnerable to cyber-attack due to use of automated systems and use of ‘open’ systems.

Credible Intelligence indicates that Australia is a target of terrorist with an intention and capability to conduct an attack

The Solution§ Adoption of best practice approach involving progressive

steps being undertaken by Sydney Metro based on industry expertise including:

– Development of Sydney Metro Security Framework at Program level the defines the tasks and activities and related assurance services to be performed by the Projects.

– Security Risk Assessment Workshoputilising security experts and current members of the Counter Terrorism NSW Police Unit and Federal advisors.

– International Research of Similar Operations utilising existing safety forum with UK Crossrail and other Transport Operators including Singapore Mass Transit to identify emerging trends and use of technology and techniques for security risk mitigation.

The Benefits§ An established and structured approach to

security management applied throughout the Sydney Metro project lifecycle.

§ To provide clarity to key stakeholders on the crucial vulnerability issues and the need for and application of security controls throughout the whole asset lifecycle.

§ To be prepared and prevent, or to act in the event of malicious threats or critical incidents to minimise impacts on Sydney Metro.
