Cuyahoga CountyCECOMS AMBER Alert Activation Procedures • The requesting law enforcement agency will contact CECOMS at
216-771-1363 and advise that they are requesting an AMBER Alert.
• The AMBER Alert Urgent Fax and ALPR Vehicle Entry/Removal forms are available electronically at www.ja.cuyahogacounty.us. Click on the “CECOMS” link on the left hand side of the page.
• The requesting law enforcement agency will fax/email the three page AMBER Alert Urgent Fax, including the exact AMBER Alert message to be Transmitted via EAS, and the ALPR Vehicle Entry/Removal Form to CECOMS at 216-443-5705.
ALL FORMS MUST BE ON THE REQUESTING AGENCY’S LETTERHEAD.

• CECOMS will call back the requesting agency on a “Recorded Line” to verify the AMBER Alert request
• CECOMS will not make any changes to the message to be transmitted over the EAS unless directed to do so by the requesting agency.
• Once the alert information and broadcast message have been confirmed, CECOMS will Broadcast the AMBER Alert message via the Emergency Alert System (EAS)
• CECOMS will email and fax the three page URGENT FAX to The National Weather Service, The Ohio Lottery Commission, The Ohio State Highway Patrol, and Local Media Outlets.

CECOMS will activate the Cuyahoga County Ready Notify System. The Ready Notify Alert will be sent through Email, Text and Phone Call.

• CECOMS will contact the Ohio State Highway Patrol and request the victim/suspect information be displayed on the Highway Message Boards.
Note: Only used if there is suspect vehicle information available.

CECOMS will use the “BOLO” feature in our Computer Aided Dispatch Program (TAC Computers).
The “BOLO” feature will notify all Police Department units on patrol instantaneously.
When the “BOLO” is issued all the Automatic License Plate Readers (ALPR) will be Activated

• CECOMS will enter the suspect vehicle information from the Automatic License Plate Reader (ALPR) Entry/Removal form into the ALPR hotlist
• Approximately there are (72) vehicles equipped with the ALPR System.
• ALPR systems are also equipped at all entrances and exits along the Ohio Turnpike.

enforcement agency into the designated LAMAR website for display on the local LAMAR Digital Billboards. A photograph of the child, if available, can be emailed to CECOMS at all_cecoms@cuyahogacounty.us to be displayed with the information on the digital billboards.
• LAMAR will display the AMBER Alert message and photograph continuously for the first hour and after that in regular rotation until the alert is canceled.
Cuyahoga County AMBER Alert Cancellation
• Upon confirmed recovery of the child, the requesting agency will contact CECOMS at 216-771-1363 and advise of the cancellation.
• Requesting agency will then fax the AMBER cancellation form, and the ALPR vehicle Entry/Removal Form to CECOMS at 216-443-5705
• CECOMS will call the requesting agency by phone once the fax is received to verify the cancellation.
Missing Endangered Child Recovery OPTION Plan If the criteria for the AMBER ALERT activation are NOT met or in
addition to an AMBER Alert: Law enforcement should consider utilizing the following agencies and/or services to help locate the missing child:◦LEADS/NCIC entry of child immediately.◦Contact CECOMS for Media Alert Blast to local media and
broadcasting requesting assistance. (attach pictures if available)◦All Points Bulletin through LEADS-can specify areas notified:◦all points in County.◦all points in County and adjacent counties.◦all points NE, NW, etc.◦all points in Ohio or adjacent states.
Missing Endangered Adult Recovery OPTION Plan If the criteria for the Missing Adult activation are NOT met: Law
enforcement should consider utilizing the following agencies and/or services to help locate the missing adult:◦LEADS/NCIC entry of child immediately.◦Contact CECOMS for Media Alert Blast to local media and
broadcasting requesting assistance. (attach pictures if available)◦All Points BOLO through LEADS-can specify areas notified◦Contact ODOT for billboards (Life Threating Emergencies ONLY).◦Gather ODOT Camera footage (Time frame and Possible route of
travel.◦ALPR Reader Activation◦Contact BCI Missing Persons Unit (Request)
