International harmonization programs
• Cooperation with other ANSPs, airlines, industry and other partners: AIRE, NEXGEN, SESAR– AIRE with both the FAA and the SJU by supporting
several flight campaigns to promote the utilization by the airlines of the new generation ATM systems and procedures (in-flight reroutes, data link communications).
– Supporting both USA/NEXGEN and EU/SESAR programs as NAV Portugal ATS units are the physical interface between those programs.14/06/2013
International harmonization programs
• Cooperation with other ANPS, airlines, industry and other partners:
– Participation on approx. 30 projects of the SESAR program development;
– Supporting current flight trial campaigns to validate the program technical and operational concepts e.g.:
• SMART – SWIM like application to share a/c flights (progression and planning) between ATC and airlines flight operations centers to support optimized inflight changes.
• ICATS - flight object (FO) concept validation on trans Atlantic flights between the USA and Europe.
14/06/2013
Interoperability between ICAO Reg. (NAT, EUR, AFI, CAR)
• Active participation on the:– ICAO NAT, EUR, and “SAT” technical and operational
groups;– CANSO groups (e.g. interoperability task force);– AEFMP (Algeria, Spain, France, Morocco and Portugal)
ATS working arrangements & improvement plan; • Financial support of the NAT arrangement to
monitor the aircraft RVSM capabilities.• Participation on the Satellite Navigation “EGNOS”
system deployment. Also as shareholder (8.33%) of the ESSP entity that exploits the EGNOS system.
14/06/2013
Regional cooperation
• Facilities exchange with neighbours, e.g.:– With ONDA (Morocco) by delivering radar data and
hosting air ground stations (VHF) on NAV Portugal sites– Sharing radar data with AENA (Spain)
• Project launched to extend the FRAL (Free Route in Lisbon FIR) concept to adjacent areas (Canarias FIR, Oceanic sectors of Casablanca FIR, Santiago & Asturias sectors of the Madrid FIR, Oceanic sectors of Brest FIR).

Europe – South America Aviation Cooperation
• Build on the experience of large multinational & multi-partners projects (e.g. OPTIMI which looked on ways to improve the A/G data link information), NAV Portugal is willing to join and support other initiatives on the Atlantic area for the benefit of the aviation industry and ANSPs on both sides of the Atlantic.
• As an example, NAV Portugal and DECEA (Brasil) signed a general MoU in 2012 for cooperation concerning ATM operational areas. 14/06/2013
Single European Sky, SES
• Participation on the ANSPs consortium with the European Commission to monitor the ATM Interim Deployment Program (IDP);
• Deployment of the IDP elements in Portugal, A/G data-link, CDO approaches, and the ANSP enablers to support enhanced airport operations (e.g. A-ADM).

Conclusions
• Lisboa FIR and Santa Maria Oceanic FIR are in thecore of the geographical link between Europe, LatinAmerica-Caribbean and North America;
• NAV Portugal has the ambition to become animportant partner in promoting the harmonizationbetween our Regions in the ATM field for the benefitof global aviation and protection of the environment.

FAA Safety Goal: Improve Safety
• Improve our safety culture
• Increase the amount of data we collect and analyse for better understanding
• Align our approach to safety with our international partners
• Improve our safety performance
14/06/2013
Multi-layered Approach• Structural changes• Policy changes
• Implement a Safety Management System (SMS)
• Safety culture transformation• Safety culture training• Just culture training• Reporting culture• Learning culture• International partnerships: ICAO, EUROCONTROL, and CANSO
(Associate Member since 2000; Full Member since 2006)
14/06/2013
SMS• As a CANSO Member, the FAA has both participated in the
development of and benefited from Safety Standing Committee concepts, activities and products, including:
CANSO FAA ATO• Standard of Excellence in SMS, published in
2009, a globally recognised scale of SMS maturity.
• SMS Implementation Guide, published in 2011, guidance to aid in measuring and refining safety management techniques.
• CANSO/EUROCONTROL SMS Maturity Survey, first conducted in 2011, a method for assessing an ANSP’s level of SMS maturity.
• SMS Evolution Guide, under development.
• FAA Administrator directs a team to study concept of an SMS, subsequently concluding that an SMS was an important next step for aviation safety.
• FAA SMS Manual, first published in 2004;guidance, processes, tools for managing safety in the National Airspace System.
• ATO SMS Policy, first published in 2006.
• ATO SMS Implementation Plan, published in 2007.
• Safety Risk Management Guidance for System Acquisitions
• CANSO SMS Maturity Survey, since 2011.

Just Culture
Informed Culture
• Safety Promotions• All Points Safety campaign
• Just Culture Training• Voluntary Safety Reporting Programs
• Air Traffic Safety Action Program• Technical Operations Safety Action Program• Confidential Information Sharing Program
• Recurrent Training• Crew Resource Management• ATO Safety Culture Surveys
• CANSO’s active promotion of safety culture as the foundation of safe operations, along with materials produced by the CANSO Safety Culture Work Group, encouraged the FAA to prioritise safety culture efforts and aided the FAA’s efforts to measure and enhance its safety culture/climate.
14/06/2013
Runway Safety• CANSO has developed numerous first-of-its-kind materials that
assist the FAA in analysing and improving its runway safety methods: • Risk analysis tools (e.g., Bow Tie Models for runway
incursions/excursions)• Runway safety maturity measurement (i.e., the Runway Safety
Maturity Checklist)• Educational/promotional material (e.g., ‘Unstable Approaches – ATC
Considerations’ booklet, ATC and pilot flyers)
• The FAA has partnered with the CANSO Safety of Operations Workgroup to develop and launch a mobile application to provide international accessibility to these important materials.
