PERUTUSAN PENGERUSI
Pusat Daya Pengeluaran Negara, sejak penubuhannya pada tahun 1962, telahmemberi khidmat kepada sektor-sektor perdagangan dan perindustrian di dalam negeri.Bidang dan bilangan perkhidmatan ini telah berkembang di dalam jangkamasa beberapatahun saja. Saya berkeyakinan bahawa pertambahan ini adalah dari segi mutu dan jumlah,sepertimana yang didapati dari pertambahan bilangan peserta yang menyertai berbagaiprogram latihan yang dikendalikan oleh Pusat ini.
Di dalam tahun 1980 seramai 9,337 peserta telah menyertai sejumlah 436 kursusdan seminar yang diadakan. Bilangan ini menunjukkan pertambahan 18.8% aktivitilatihan dari tahun 1979. Ini menunjukkan kemampuan PDPN dalam memenuhi keperluan-keperluan latihan bagi pembangunan sektor perdagangan dan perindustrian dan jugausahawan-usanawan kecil.
Di dalam usaha untuk membangun perusahaan dan perindustrian kecil di bawahProgram Pembangunan Usahawan yang dilancarkan pada tahun 1976, seramai 12,333orang telah menyertai sejumlah 483 kursus yang diadakan hingga ke akhir tahun 1980.Ini adalah satu kejayaan yang boleh dibanggakan. Perkhidmatan susulan dalam bentuklawatan dan khidmat nasihat juga diberikan kepada perusahaan-perusahaan yang sedia adadan juga yang baru diwujudkan.
Sebagai memenuhi pertambahan permintaan rancangan latihan yang khusus, PusatDaya Pengeluaran Negara telah menjalankan tiga Program Penyeliaan Hotel dan Restorenbagi industri Perhotelan. Tiap-tiap program tersebut memakan masa selama empat bulan.Ini merupakan program tambahan kepada kursus-kursus jangkamasa panjang yangdiadakan.
Peranan dan objektif Pusat Daya Pengeluaran Negara telah menjadi begitu pentingsekali di dalam konteks kebangsaan. Y.M. Raja Tan Sri Mohar bin Raja Badiozamanselaku Pengerusi yang pertama, merupakan orang yang bertanggungjawab menaikkantaraf peranan dan perkembangan PDPN. Sebagai Pengerusi, Y.M. Raja Tan Sri Moharbin Raja Badiozaman telah memupuk dan menggariskan panduan ke arah pembangunanPusat sehingga tamat tempoh beliau sebagai Pengerusi Majlis Daya Pengeluaran Negarapada bulan Ogos, 1980. Saya bagi pihak Majlis dan kakitangan PDPN ingin mengambilkesempatan ini untuk menyampaikan setinggi penghargaan dan terima kasih kepadaY.M. Raja Tan Sri Mohar bin Raja Badiozaman di atas sumbangan beliau yang tidakternilai itu.
Tanda-tanda awal menunjukkan bahawa tahun 1980an akan membawa satutanggungjawab dan cabaran yang besar kepada Pusat ini. Dengan penglibatan kerajaan didalam pembangunan negara dan usaha untuk memberi kehidupan yang lebih baik untukrakyat, maka pembangunan tenaga kerja yang terlatih dan mahir hendaklah dititikberat-kan. Di samping itu, usaha untuk menambahkan daya pengeluaran buruh hendaklahditeruskan. Saya berkeyakinan bahawa dengan kakitangan yang berdedikasi dankerjasama dari sektor awam dan swasta PDPN akan mencapai objektif-objektif tersebutdengan memuaskan.
Bagi pihak Majlis Daya Pengeluaran Negara, saya ingin menyampaikan penghargaankepada semua pegawai dan kakitangan Pusat ini di atas sumbangan mereka sepanjangtahun.

BAHAGIANI
PENDAHULUAN
Pusat Daya Pengeluaran Negara Malaysia
Pusat Daya Pengeluaran Negara telah ditubuhkan dalam tahun 1962 sebagai satuprojek bersama oleh Kumpulan Wang Khas Bangsa-Bangsa Bersatu dan Kerajaan Per-sekutuan dengan Pertubuhan Bumh Antarabangsa sebagai pentadbimya. MengikutRancangan Gerakan projek itu, Pusat Daya Pengeluaran Negara akhirnya akan berkuasasendiri.
Dalam tahun 1966 Akta (Memperbadankan) Majb's Daya Pengeluaran NegaraNombor 19 tahun 166 telah diluluskan oleh Parlimen dan Majlis menjadi sebuah badanyang berkuasa sendiri mulai daripada IhbMac, 1966. Akta ini dipinda oleh Akta (Pindaan)(Memperbadankan) Majlis Daya Pengeluaran Negara 1975 (Akta A305 tahun 1975)sejajar dengan usaha-usaha perkembangan Pusat ini.
Majlis ini telah menubuh dan menyelenggarakan Pusat Daya Pengeluaran Negarabagi maksud:
— Meninggikan mutu pengurusan termasuk penyeliaan pada segala peringkatdalam perdagangan dan perusahaan di Malaysia;
— Memperbaiki kecekapan perjalanan perusahaan, jualan-jualan dan pemasarandengan member! perhatian khusus kepada kaedah-kaedah menambah dayapengeluaran, memperbaiki mutu keluaran, mengurangkan belanja-belanja danmemberi latihan dan nasihat mengenai perhubungan antara buruh denganpengurusan;
— Mengadakan latihan dan rancangan-rancangan lain yang boleh sebaik-baiknyamengisi kehendak-kehendak tertentu dan kehendak-kehendak tempatan dannegara pada seluruhnya;
— Menerangkan maksud-maksud, tujuan-tujuan dan usaha-usaha Pusat danmendapatkan kerjasama daripada kumpulan-kumpulan majikan dan pekerja;
— Menasihatkan, sebagaimana kakitangannya berkelayakan, Menteri danpertubuhan-pertubuhan persendirian, pertubuhan-pertubuhan atau orangperseorangan mengenai perkara-perkara yang meliputi segala segi cara dayapengeluaran;
— Berkhidmat sebagai suatu foram untuk membincangkan masalah-masalahpenubuhan, pengurusan dan penyeliaan dalam perdagangan dan perusahaan;
— Membuat penyata tahunan kepada Menteri berkenaan dengan kemajuandan masalah-masalah meninggikan daya pengeluaran dalam perdagangandan perusahaan dalam negara serta membuat syor-syor mengenai cara bagaimanamasalah-masalah itu boleh diuruskan;
— Mengada dan menguruskan perkhidmatan-perkhidmatan perunding;— Mengadakan dan mengekalkan perhubungan-perhubungan dengan pertubuhan-
pertubuhan kebangsaan mahu pun antarabangsa;— Menjalankan usaha-usaha pemiagaan untuk mendapat keuntungan bagi maksud
penjalanan kerja-kerjanya di bawah Akta ini; dan— Membuat apa-apa perkara sebagaimana yang bersangkutan dengan atau terlibat
daripada perjalanan kerja-kerja di bawah Akta ini.
KEGIATAN MAJLIS
Sepanjang tahun 1980, Majlis bermesyuarat sebanyak 7 kali, menyentuh di antaralain-lain perkara di bawah:
1. Belanjawan— Anggaran Belanjawan Mengurus sebanyak $3,678,441 dan Pembangunan
sebanyak $4,519,910 telah diluluskan untuk tahun 1981.
2. Kakitangan— Pengambilan seramai 26 orang Pegawai Latihan dan Penyiasatan (PLP)
dan 6 orang Pegawai Rendah.— 4 orang Penasihat Latihan Antarabangsa telah dilantik berkhidmat dengan
Pusat ini.
3. Rancangan Pembangunan dan Latihan— Rancangan Pembangunan Usahawan bagj Bumiputra.— Kemajuan Institiut Latihan Hotel-Restoren.— Rancangan Pembangunan Sumber Tenaga Manusia.— Penubuhan Pejabat Negeri di Kota Kinabalu.
4. Kemajuan Kakitangan— Latihan tempatan dan seberang laut untuk pegawai-pegawai kanan.— Kursus-kursus "Institiut" untuk Pegawai-pegawai.— Latihan tempatan untuk kakitangan rendah.
5. Bantuan Teknik dari Kerajaan-kerajaan Asing dan Pertubuhan-PertubuhanAntarabangsa— Sepanjang tahun Pusat ini telah menerima bantuan untuk membolehkan
15 orang pegawai kanan meh'puti pelbagai rancangan latihan di seberanglaut dan juga 4 orang penasihat latihan antarabangsa untuk perkhidmatanjangka pendek.
TEMJAUAN UMUM AKTIVITI
Kegiatan Latihan
Kursus-kursus Latihan
436 program latihan untuk seramai 9,337 peserta telah diselenggarakan di seluruhnegara. Di samping kursus yang dijalankan oleh ibu pejabat Pusat di Petaling Jaya,penyelarasan kursus-kursus ini juga dilaksanakan oleh pejabat-pejabat wilayah di PulauPinang, Johor Bahru, Kuantan, Kuching dan pejabat negeri di Kota Kinabalu.
Sebagai usaha menyediakan keperluan latihan bidang perniagaan kecil dalam programPembangunan Usahawan, sebanyak 122 kursus MMU telah dilaksanakan untuk 3,149peniaga kecil diseluruh negara.
Kursus/Seminar Khas
Sepanjang tahun 1980 PDPN ini telah menyelenggarakan 19 seminar mengenaiberbagai bidang pengurusan.
Sebagai usaha menyediakan latihan untuk industri perhotelan dan pelancungansejak pelancarannya pada bulan April 1979, sebanyak 3 program bertauliah bagi penyelia-penyelia hotel dan restoren (Hotel and Restaurant Supervisory Certificate Programme)telah dijalankan yang masing-masing memakan masa selama 10 minggu.
Program "Human Resources Development for Supervisory Positions" telah berjalansejak 1977. Program yang memakan masa selama 7 minggu ini telah berhasil dilaksanakansebanyak 4 kali untuk 81 peserta.
Tahun 1980 menyaksikan pelancaran program Diploma Pengurusan Pemasaranyang keempat. Program ini adalah usaha kerjasama PDPN dan Persatuan Daya PengeluaranMalaysia.
Kursus yang disuaikhas
Sebanyak 59 kursus yang disuaikhas bagi keperluan organisasi tertentu telah dijalan-kan di seluruh negara untuk meningkatkan perkhidmatan latihan di sektor perdagangandan perindustrian.
Ceramah Filem
Ceramah yang berlandaskan pada filem-filem dari perpustakaan ya^g menitikberat-kan pada teknik-teknik pengurusan moden telah mendapat sambutao oaik dari organisasiswasta dan awam. Aktiviti ini adalah usaha PDPN untuk mepiperkuatkan lagi kesanlatihan di samping methodologi yang sedia ada.
Kursus PDPN/PDPM
Kegiatan kursus juga dilanjutkan dengan kerjaamia Persatuan Daya PengeluararMalaysia (PDPM). Kerjasama ini telah menghasilkao sebanyak 29 kursus bagi 886 peserladari berbagai organisasi di seluruh Malaysia.
Perkhidmatan Khidmat Nasihat
Dalam kegiatan perkhidmatan khidmat nasihat sebahagian besar usaha telah di-pusatkan pada bantuan kepada peniaga-peniaga Bumiputra yang umumnya mengendalipengurusan perniagaan-perniagaan kecil.
Prqjek khidmat nasihat jangka panjang yang meliputi bidang pengurusan sepertiperakaunan, pemasaran dan kaji kerja juga diselenggarakan.
Aktiviti Pejabat Wilayah
Sebagai usaha untuk menyebar luaskan lagj kesedaran pengeluaran di seluruh negara,Pusat telah menubuhkan satu lagj pejabat di Kota Kinabalu. Jumlah pejabat wilayahsekarang ini ada 5 kesemuanya. Lebih dari 50% kegiatan latihan telah diselaraskan olehpejabat-pejabat wilayah sejalan dengan kebijaksanaan Pusat untuk desentralisasi.

Penyertaan Bumiputra
Bahagian Perkhidmatan Bumiputra sepanjang tahun 1980 telah meningkatkankegiatannya terutama dalam rancangan Pembangunan Keusahawan.
Berikut adalah senarai aktiviti yang telah dijalankan sepanjang tahun:
(a) Kursus/Seminar Latihan(i) 117 kursus EDPI bagj 3,049 peserta(ii) 11 kursus EDPII bagj 191 peserta(iii) 5 kursus EDP II bagj 100 peserta.(iv) 3* KUPPI bagj 57 pegawai pembangunan KKBS.(v) I KUPP I bagi 25 pegawai pembangunan RISDA.(vi) I KUPP I bagi 17 pegawai pembangunan YPB.(vii) I KUPP II bagj 16 pegawai pembangunan KKBS(viii) I KUPP III bagi 9 pegawai pembangunan KKBS.(ix) 7 kursus Kaedah Menyimpan Kira-Kira dan Pengurusan Wang Tunai
bagj 121 peserta.(x) 2 kursus khas untuk 43 bakal-bakal bekas perajurit.(xi) 1 Seminar Dailog Penganjur - Penyelaras EDP bagi 100 orang pegawai-
pegawai dari seluruh Malaysia.(xii) 3 Seminar Wang Buat Wang untuk 124 peserta telah dijalankan.(xiii) Sebanyak 15 seminar Susulan Sehari dan Penyampaian Sijil telah
adakan pada tahun 1980 untuk 1,327 peserta.(xiv) Sebanyak 9 kursus khas untuk 108 orang Kontrekter.
(b) Sebanyak 180 pemiagaan telah mendapat khidmat nasihat 10 hari dari Pusatini.
(c) 36 Usahawan baru telah dilahir pada tahun 1980. Sejak pertengahan tahun1976, jumlah usahawan baru yang dilahirkan adalah 851 orang.
(d) Bahagjan Perkhidmatan Bumiputra juga memberikan bimbingan kepadapeniaga-peniaga dalam usaha mereka untuk mempersiapkan kertas kerja bagimemperoleh pinjaman modal.
(e) Pegawai-pegawai Kanan dari Bahagjan ini juga ikut serta; dalam ceramah-ceramah mengenai "Pembangunan Keusahawan".
(f) Pusat juga ikut serta dalam perbincangan Kementerian mengenai "PerananBumiputra dalam Perdagangan dan Perindustrian".
(g) Jawatankuasa Pembangunan Keusahawan telah mengadakan lawatan sambilbelajar di Kampung. Contoh: Selama, Perak dan Keratong (kawasan projekFelda dan Dara).
(h) Sepanjang tahun 1980 Jawatankuasa Pembangunan Usahawan telah ber-mesyuarat selama 8 kali.
Perkhidmatan Perundingan Pengurusan
Penambahan dalam aktiviti-aktiviti latihan di PDPN telah menimbulkan lebihbanyak permohonan untuk mendapatkan khidmat perundingan dan nasihat.*KUPP — Kursus untuk Pegawai Pembangunan.

Projek-prqjek penting yang dijalankan dalam tahun 1980 adalah seperti berikut:
(a) mengubahsuaikan sistem pengeluaran dan susunatur kilang untuk sebuahsyarikat hasil getah;
(b) menubuhkan dan mengimplimentasikan sistem menyeluruh dalam bidangkewangan, perakaunan dan penyimpanan rekod;
(c) menubuhkan dan mengimplimentasikan sistem penentuan kos untuk sebuahsyarikat hasil kawat letrik;
(d) menjalankan perkhidmatan lanjut dalam bidang pengurusan projek untuksebuah syarikat pemaju perumahan Bumiputra;
(e) menjalankan perkhidmatan perundingan dalam bidang sistem gudang untuksebuah syarikat hasi] ubat.
Perkhidmatan Penyelidikan dan Penerangan Pengurusan (MARIS)
Perkhidmatan Penyelidikan dan Penerangan Pengurusan terdiri dari aktiviti-aktivitiPenyelidikan, Perpustakaan dan Perhubungan Awam. Semua aktiviti bahagian ini di-fokuskan ke arah usaha mencipta dan memelihara kesedaran pengeluaran melalui khidmatpenerangan dan lain-lain aktiviti yang sejalan dengan usaha Pusat.
Aktiviti menyebar-luaskan penerangan dan perhubungan awam dianggap sebagaiaktiviti penting yang termaktub dalam usaha Pusat untuk menggalakkan day a pengeluaran.Bersandarkan pada fllsafat inilah MARIS mengatur aktivitinya dalam membantu menonj ol-kan usaha-usaha Pusat memupuk konsep dan teknik daya pengeluaran pada semuaperingkat pengurusan, melalui kegiatan-kegjatan kursus latihan, seminar, khidmat nasihatdan susulan.
Penyelidikan dan Penerangan
Meningkatnya jumlah dan bentuk permohonan dan pertanyaan. dari masyarakatawam dan badan-badan kerajaan mengenai perkhidmatan Pusat membuktikan semakinmeningkatnya kesedaran tentang peranan badan ini. Di samping meningkatnya keinginanuntuk mendapatkan penerangan mengenai latihan pengurusan, minat terhadap informasiyang lebih khusus mengenai produk, kajian pengeluaran, pemasaran, "feasibility study",dan sebagainya terus menerus diterima; di antaranya disalurkan ke bahagian latihan ataukhidmat nasihat.
MARIS sentiasa berusaha membena data-data maklumat yang komprehensifmengenai kegjatan Pusat untuk tujuan penilaian. Data-data ini juga sering digunakanuntuk melengkapi maklumat taklimat di samping dijadikan landasan ke arah usaha mem-perbaiki daya pengeluaran dan mutu latihan Pusat ini sendiri.
Kerjasama dalam bentuk penyediaan maklumat tertentu juga disediakan apabilaperlu kepada bahagian-bahagian latihan dan pejabat-pejabat wilayah guna memperlancar-kan aktiviti-aktiviti mereka. Sepanjang tahun 1980, sebanyak 11 filem latihan pengurusantelah dibeh. Filem-filem tersebut terdiri dari filem latihan pengurusan perakaunan,perhubungan perusahaan, kemajuan pengurusan, keselamatan perusahaan, automesyenkos rendah yang dapat memperkayakan lagj perpustakaan filem Pusat, dan memperbaikimutu perkhidmatan bahagian latihan. Sehingga setakat ini dapat dibanggakan bahawaperpustakaan filem Pusat terbilang di antara yang memiliki koleksi filem latihan

pengurusan yang terbaik di negara ini. Jumlah filem latihan pengurusan yang ada sekarangini adalah sebanyak 271 buah.
Perpustakaan
Sepanjang tahun 1980 sebanyak 875 buku-buku pengurusan dan 17 buah jernaltelah ditambahkan pada koteksi perpustakaan. Perpustakaan Pusat sekarang ini memiliki12,000 monograf dan buku-buku pengurusan, dan 695 jernal.
Pejabat-pejabat wilayah juga diperlengkapi dengan pengjriman buku-buku sertajernal. Sekarang ini pejabat-pejabat wilayah mempunyai rata-rata 250 buku dan jernal.
Para kakitangan perpustakaan telah menampung sebanyak 270 pertanyaan rujukansepanjang tahun 1980. Di samping itu 17 orang mahasiswa dan 7 orang mahasiswa "post-graduate" dari universiti-universiti tempatan telah diberi kemudahan untuk menjalankankajian mereka di perpustakaan.
Perkhidmatan perpustakaan untuk para peserta yang mengikuti Diploma PengurusanPemasaran di Pusat telah berjalan terus dengan lancar. Sepanjang tahun 1980 seramai 140peserta dari program Diploma yang ke 2, 3 dan 4 telah menggunakan perkhidmatanperpustakaan.
Jumlah pengguna perpustakaan Pusat sepanjang tahun 1980 adalah 618 orang.Jumlah tersebut termasuk kakitangan Pusat, anggota yang terdaftar, dan institusi-institusiluar. Sebanyak 3870 buku dan jernal telah dipinjam oleh mereka.
Berikut adalah terbitan-terbitan yang berhasil dikeluarkan pada tahun 1980:
(1) Pemberita (jernal suku tahun, keluaran No. 17, 18 dan 19 — tahun 1980);
(2) Lapuran: Lawat^n Sambil Belajar ke Kampung Contoh, Selama, Perak(2hb -3hb April, 1980);
(3) Lapuran: Lawatan Sambil Belajar ke Karatong, Pahang (2hb - 3hb September,1980);
(4) Program Latihan 1980:
(5) Program Cenderamata — Upacara Penyampaian Sijil PDPN di Melaka 1980;
(6) Program Cenderamata — Upacara Penyampaian Sijil PDPN — Ibu Pejabat,Petaling Jaya, 1980.
Perhubungan Awam dan Publisiti
Usaha untuk menggalakkan dan memberi publisiti terhadap aktiviti-aktiviti Pusat inimelalui media televisyen, radio dan akhbar-akhbar masih dikekalkan melalui perhubunganawam dan kempen-kempen publisiti.
Perkhidmatan Pusat berupa kursus-kursus latihan, seminar/woksyop, ceramah,khidmat susulan dan nasihat ditawarkan melalui alat-alat iklan di akhbar, dan berita-berita tempatan di seluruh negara.
Risalah-risalah dan penerbitan-penerbitan Pusat juga disebar-luaskan untuk mak-

luman dan usaha memperkuatkan kesedaran daya pengeluaran di kalangan para pengusahadan peniaga.
Rancangan perhubungan awamnya juga termasuk layanan berupa penerangan,pengurusan dan perpustakaan, kepada para pelawat/pengkaji luar serta tempatan.
Pejabat-Pejabat WUayah
Dengan bertambahnya aktiviti latihan yang dijalankan pejabat-pejabat wilayah telahmencerminkan betapa meningkatnya minat dan keperluan latihan pengurusan di sektorswasta terutamanya di seluruh negara. Perkhidmatan memberikan kursus latihan ini jugadilengkapi dengan kegiatan seminar, ceramah, khidmat nasihat dan susulan serta lawatan-lawatan ke kilang-kilang oleh para kakitangan di pejabat-pejabat wilayah. Di sampingpejabat-pejabat wilayah di Kuantan, Pulau Pinang, Johor Bahru dan Kuching, Pusat DayaPengeluaran Negara telah membuka satu pejabat cawangan di Kota Kinabalu.

Kursus-kursus yang dianjurkan bersama oteh PDPN dengan Persatuan Daya PengeluaranMalaysia (MAP)
PDPN telah mendapat bantuan dan sokongan dari Persatuan Daya PengeluaranMalaysia melalui cawangan-cawangannya di Semenanjung Malaysia, Sabah dan Sarawak.
Rancangan keempat Diploma Pengurusan Pemasaran yang dianjurkan bersama telahdilancarkan di dalam bulan Oktober dan menampung sebanyak 16 peserta. Seperti jugadengan rancangan-rancangan yang lebih awal, program Diploma yang keempat ini ber-tujuan untuk menyediakan satu golongan eksekutif pemasaran yang boleh menemuikeperluan-keperluan pengurusan perdagangan dan perindustrian yang semakin mencabardi Malaysia.

Sepanjang tahun ini 38 orang kakitangan PDPN telah dipilih untuk mengikutiberbagai jenis rancangan latihan tempatan dan seberang laut (Lampiran H6-9) yangdianjurkan oleh negara-negara asing dan Pertubuhan-Pertubuhan Antarabangsa.
Bantuan dari Negara Asing
PDPN terus mendapat faedah dari Rancangan Kerjasama Teknik Kerajaan RepubHkJerman Barat, Jepun, India, Austria dan Kerajaan Inggeris. Organisasi-organisasi Antara-bangsa seperti International Trade Centre, UNIDO dan International Labour Organisationdi bawah Rancangan Pembangunan Bangsa-bangsa Bersatu, juga memberi bantuan kepadakegjatan-kegiatan PDPN dengan mengadakan kemudahan-kemudahan latihan sepertibiasiswa-biasiswa dan pakar-pakar latihan.

CHAIRMAN'S MESSAGE
The National Productivity Centre has, since its inception in 1962, provided servicesto the commercial and industrial sectors in the country. These services have expandedover the years both in scope, as well as in volume. I am confident that this increase hasgone hand in hand with both quality and quantity as indicated by the increase in thenumber of participants who attend the various training programmes offered by theCentre.
During 1980' a total of 436 courses and seminars were organised for 9,337participants. This figure represents an 18.8% increase in training activity over that of1979. This is indeed a reflection of the Centre's ability in meeting the training needsof the growing commercial and industrial sector, as well as the need of the smallerenterprises.
In its efforts to develop small businesses and industries under the EntrepreneurialDevelopment Programme, launched in 1976, it is gratifying to note that a total of 12,333participants attended 483 courses up to the end of 1980. Follow-up services in the formof visits and advisory services were also provided to on-going businesses as well as newlycreated ones.
In response to the growing demand for specialised management and supervisorytraining, the National Productivity Centre conducted 3 Hotel and Restaurant SupervisoryProgrammes for the Hospitality Industry. Each of these programmes was of 4 monthsduration. This is hi addition to the other existing long duration courses.
The National Productivity Centre has grown in stature and importance, in view ofits role and objectives within the national context. That it is now able to play such animportant role was made possible by Y.M. Raja Tan Sri Mohar bin Raja Badiozamanwho was the first Chairman. As Chairman, until he relinquished the post in August 1980,YAl Raja Tan Sri Mohar bin Raja Badiozaman nurtured and guided the Centre to itspresent prominence. On behalf of the present Council and staff of the Centre, I take thisopportunity to express our gratitude and good wishes to Yang Mulia Raja Tan Sri Moharbin Raja Badiozaman.
Early signs indicate the 1980's to be one of great responsibilities and challengesfor the Centre. With the Government's commitment to national development and abetter life for the people, ways and means must be sought to provide the additionalmanpower required with the requisite training and to improve labour productivity. I amconfident that with a dedicated staff and the cooperation of the public and privatesectors, we will achieve our objectives with satisfaction.

PART I
INTRODUCTION
The National Productivity Centre of Malaysia
The National Productivity Centre was established in 1962 as a joint project by theUnited Nations Special Fund and the Federal Government with the InternationalLabour Organisation as the executing agency. According to the Plan of Operation ofthe Project, the Centre would ultimately become autonomous.
In 1966, the National Productivity Council (Incorporation) Act No. 19 of 1966was passed by Parliament and the Council became an autonomous body effective as fromMarch 1, 1966. The act was subsequently amended by the National Productivity Council(Incorporation) (Amendment) Act 1975 (Act A305 of 1975) to keep in line with theexpanding activities of the Centre.
The Functions of the Council
The functions of the Council are to establish and maintain the National Produc-tivity Centre for the purpose of:
- raising the standard of management, including supervision at all levels incommerce and industry in Malaysia;
- improving the efficiency of industrial operations, sales and marketing, withparticular reference to methods of increasing productivity, of improvingquality of output, of lowering costs and giving training and advice on labour-management relations;initiating training and other programmes that would best serve specific andlocal requirements of the country as a whole;
- publicising the aims, objectives and activities of the Centre and obtaining thecooperation of employer and employee groups;
- advising the Minister and private organisations, institutions or individuals on.matters covering all aspects of productivity techniques within the compe-tence of its staff;
- serving as a forum for discussing organisational, managerial and supervisoryproblems in commerce and industry,
- reporting annually to the Minister on the progress and problems of raisingproductivity in commerce and industry in the country and making recom-mendations on the manner, in which such problems may be dealt with;
- undertaking and performing consultancy services;- establishing and maintaining contacts with similar or other agencies, both
national and international;carrying on business undertakings for profit for the purposes of the dischargeof its functions under this Act, with approval of the Minister;doing all such matters and things which may be incidental to or consequentupon the discharge of its functions under this Act.
SUMMARY OF COUNCILS ACTIVITIES
During the year, the Council met 7 times and amongst other things, dealt with thefollowing:
1. Budget— Approval of an Operational Budget Estimate of $3,678,441 and Developmen-
tal Budget Estimate of $4,519,910 for 1981.
2. Staffing— Recruitment of 26 Training & Investigating Officers and 6 junior staff mem-
bers.
— 4 International Advisers were assigned to serve with the Centre.
3. Development and Training Programmes— Entrepreneurial Development Programme for Bumiputras.
— Development of the Hotel/Restaurant Training Institute.
— Human Resources Development Programme.
— Establishment of a State Office hi Kota Kinabalu.
4. Staff Development— Overseas & local Training for Senior Staff
— Institute Courses for Junior Staff.
— Local Training for Junior Staff.
5. Technical Assistance from Foreign Governments & International Organisations.— During the year the Centre received assistance which enabled 15 senior staff
members to attend various training programmes overseas and also acquiredthe services of 4 international training advisers for short term assignments.
GENERAL REVIEW OF ACTIVITIES
Training Activities
Training Courses
A total of 436 training programmes were conducted for 9331 participants through-out the country. Besides the courses run by the Centre's headquarters in Petaling Jaya,courses were also conducted by the Regional Offices in Penang, Johor Baru, Kuantan,Kuching and by the state office in Kota Kinabalu.
In its efforts to cater for the training needs of small businesses, a total of 122Entrepreneurial Development Programmes (EDP) were organised for 3,149 small business-men throughout the country.
Special Courses/Seminars
During 1980 the Centre organised 19 seminars on various aspects of management.
In its efforts to provide specialised training for the Hotel & Tourist Industry, a totalof 3 Hotel & Restaurant Supervisory Certificate programmes for hotel and restaurantsupervisors were run, since their launching in April 1979. The programmes cover a periodof 10 weeks each.
A 7-week programme on 'Human Resources Development for SupervisoryPositions' begun in 1977 was conducted for the 4th time bringing the total of trainees inthis programme to 81. 1980 also saw the launching of the 4th Diploma Programme inMarketing Management. The programme is a joint effort between the Centre and theMalaysian Association of Productivity.
Tailor-made Courses
59 courses which were specially drawn up to suit the needs of specific organisationswere conducted throughout the country to increase the Centre's training services to theindustrial and commercial sector.
Film Talks
Film talks which emphasised modern management techniques received a favourableresponse from the public and private sectors. This activitity is part of the Centre's effortsto strengthen training effectiveness and existing methodology.
Advisory Services
The Centre's advisory efforts were largely directed at helping Bumiputra business-men especially in the area of small business management.
Advisory services conveying longer periods were also provided in the areas ofAccounting, Marketing and Work Study.
Regional Activities
In keeping with its objectives of spreading productivity consciousness throughoutthe country, the Centre established another office in Kota Kinabalu. This brings thetotal number of Regional Offices to 5. More than 50% of the Centre's training activitiesis now handled by the Regional Offices in line with the Centre's efforts to decentralise itsactivities.

During the year, the Bumiputra Services Section increased its activities particularlyin the area of the Entrepreneurial Development Programme (EDP).
The following is a review of its activities during the year:—
(a) Training Courses/Seminars

(iii) 5 EDP II Courses for 100 participants.
(iv) 3 KUPP I Courses for 57 Development Officers from the Ministry of Culture,Youth & Sports.
(v) 1 KUPP I for 25 Development Officers from the Rubber Industry SmallholdersDevelopment Authority.
(vi) 1 KUPP I for 17 Development Officers from the Bumiputra Participation Unit ofSabah.
(vii) 1 KUPP II for 16 Development Officers from the Ministry of Culture, Youth &Sports.
(viii) 1 KUPP III for 9 Development Officers from the Ministry of Culture, Youth &Sports.
(ix) 7 courses on Book Keeping Procedures & Cash Flow Management for 121participants.
(x) 2 special courses for 43 ex-servicemen
(xi) 1 Seminar cum Dialogue for Organisers Administrators of the EDP for 100Officer throughout Malaysia.
(xii) 3 seminars as Money makes Money were conducted for 124 participants.
(xiii) 15 one-day follow-up seminars & Certificate Presentations for 1,327 participants.
(xiv) 9 special courses were run for 108 Contractors.
(b) 180 businessmen received advisory services covering a period of 10 days from theCentre.
(c) 36 entrepreneurs were created in 1980 as a result of the Center's entrepreneurialdevelop efforts. This brings the total number of entrepreneurs created to 851since the inception of the programme in mid-1976.
(d) The Bumiputra Services Section also provided assistance to small businessmen inthe preparation of project papers for loan applications.
(e) Senior Officers of the Section participated in talks on the subject of "Entre-preneurial Development".
(f) The Centre also participated in discussions held by the Ministry of Trade andIndustry on the subject of "The Role of Bumiputra in Trade and Industry".

(g) The Entrepreneurial Development Committee made study visits to kampungs inSelama, Perak & Kerotang which are both projects of *Felda and *DARA.
(h) During the year the Entrepreneurial Development Committee met 8 times.
Management Consultancy Services
The increase in Training activity created an increase in the number of requestsfor consultancy & advisory services.
The important projects undertaken in 1980 were as follows:—
a) The reorganisation of a production system and the restructuring of a factory for arubber products company.
b) Establishment and implementation of a Finance, Accounting and Records Keepingsystem.
c) Establishment & implementation of a costing system for an electrical cableCompany.
d) A follow-up assignment in Project management for a Bumiputra housing develop-ment Company.
e) A consultancy job in the area of store systems for a pharmaceutical company.
Management Research & Information Service (MARIS)
The Management Research & Information Service comprises the activities ofResearch, the Library & Public Relations. All the activities of this unit were focused onefforts to develop productivity consciousness through the information service and otheractivities undertaken by the Centre.
The dissemination of information and the public relations activity were seen asimportant activities in the Centre's attempts to promote the concept of productivity. Inkeeping with this concept, MARIS organised its activities to assist the Centre in itsefforts to spread the concept and techniques of productivity at all levels of managementthrough training courses and services.
Research & Information
The increase in the number of enquires and requests from the Public and govern-ment bodies about the Centres' services attested to the growing awareness of the Centre'srole. In addition to the increased desire for general information on management training,there was a growing interest for more specific information on production studies,marketing, feasibility studies and others. These enquires were subsequently channelledto the respective training and advisory services sections.
MARIS continued to build a pool of comprehensive information on the Centre'sactivities for the purposes of evaluation. Hiis information was also used to preparebriefings as well as act as a basis for improving the productivity and quality of theCentre's training services.
MARIS also assisted in the preparation of specific information to meet the needs

of the training sections and Regional offices in the launching of their activities. Duringthe year 11 management training films were purchased. These were mainly in the areasof Management Accounting, Industrial Relations, Management Development, IndustrialSafety & Low Cost Automation. These new films enriched the collection of existingfilms and improved the quality of the training sections's services.
The Centre's film library boasts of some of the best management training films inthe country. The collection presently stands at 271 films.
The Library
During the year a total of 875 management books and 17 journals were added tothe library's collection. The Centre's library now consists of 12,000 monographs andmanagement books and 695 journals. The Regional offices were also equipped with aReference facility of books and journals.
Presently the Regional Offices possess 250 books and journals.
The staff of the library received a total of 270 enquires during the year. Inadditions, 17 students and another 7 post graduate students from local universities wereallowed facilities to do research work at the library. The library's services continued to beused by the participants of the Diploma Programme in Marketing Management. Duringthe year 140 participants of the 2, 3 & 4th Diploma programmes used the services of thelibrary.
The total number of library users during the year was 618. This included staff ofthe Centre, registered readers and institutional members. A total of 3870 books andjournals were borrowed during the period.

Public Relations & Publicity
Efforts to promote and publicise the Centre's activities through the media oftelevision, radio and newspapers were emphasised through public relations and publicitycampaigns.
The Centre's services in the form of Training courses, seminars/workshops, talks,advisory and follow-up services were offered to the public by way of advertisements inthe papers and local news throughout the country.
Brochures and publications on the Centre were also distributed for information

and to strengthen productivity consciousness amongst businessmen.
The Centre's public relations programme also included the hosting of local andforeign visitors to the Centre.
Regional Offices
With the increase in Training activity the Regional Offices reflected an increasedinterest and need for management training particularly by the private sector throughoutthe country. Training services were augmented with the provision of talks, advisoryand follow up services as well as visits to factories by staff of the Regional Offices.In addition to the Regional Offices in Kuantan, Penang, Johore baru and Kuching theCentre opened a state office in Kota Kinabalu.

Programmes jointly organised by the Centre and the Malaysian Association ofProductivity (MAP)
The Centre continued to work closely with the Malaysian Association of Pro-ductivity through its branches in Peninsula Malaysia, Sabah and Sarawak.
The 4th Diploma Programme in Marketing Management was launched in Octoberfor 16 participants. Like the programmes before it, this programme is aimed at developinga pool of marketing executives who will be able to understand the increasingly complexneeds of the commercial and individual environment in Malaysia.
The Centre in cooperation with the Association also organised other trainingprogrammes. The following is a list of programmes organised during the year.

Structure of the Council
As provided by the National Productivity Council (Incorporation) Act of 1966 andthe National Productivity Council (Incorporation) (Amendment) Act 1975, the Chairman& Members of the Council are appointed by the Minister of Trade and Industry. TheDirector who is the chief executive of the Centre, appointed by the Council, with theapproval of the Minister, is also a member of the Council. The members of the Council,other than the Chairman and the Director of the Centre, are representatives of govern-ment, management, institutions of higher learning and management institutions, labour,employers, commerce, manufacturing industries, financing and industrial developmentinterests.

Ihe Centre had a staffing strength of 224 personnel at the end of 1980 (AppendixHl-2).

Staff Development
During the year 38 members of the staff were selected to attend various trainingprogrammes both locally and abroad under the sponsorship of foreign governments andinternational bodies.
Foreign Assistance
The Centre continued to benefit from the Technical Aid Programmes of the FederalRepublic of Germany, Japan, India, Austria and Britain. International organisations likethe International Trade Centre (ITC), UNIDO and ILO under the United NationsDevelopment Programme also supported the activities of the Centre by providing trainingfacilities in the form of fellowships and training experts.

The attached Balance Sheet and Statement of Income and Expenditure have beenexamined under my direction in accordance with the Audit Act, 1957. All theinformation and explanations required have been obtained.
