유엔크로니클코리아가 주최한 '다그 함마르셸드 강연회'에서 발표한 자료입니다. 2012년 스웨덴의 웁살라를 방문하여 찍은 사진을 비롯해서 다그 함마르셸드에 대해 석사논문에서부터 시작해 연구해온 내용 일부를 정리해봤습니다. 다그 함마르셸드는 유엔의 2대 사무총장(1955~1961)이었고, 역대 유엔사무총장들이 하나같이 '모델'로 손꼽는 리더였습니다. 그는 동서냉전이 최고조로 올랐던 1950년대 후반, 당시 약했던 유엔을 이끌며 새로운 국제정치의 항해를 책임졌습니다. 원칙에 충실했지만, 변화무쌍한 현실 앞에서 '원칙의 적용'에 상상력과 창의력을 발휘했던 그에게 오늘날 우리가 배울 수 있는 것은 무엇일까요?

Article 97The Secretariat shall comprise a Secretary-General and such staff as the Organization may require. The Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council. He shall be the chief administrative officer of the Organization.
Article 98The Secretary-General shall act in that capacity in all meetings of the General Assembly, of the Security Council, of the Economic and Social Council, and of the Trusteeship Council, and shall perform such other functions as are entrusted to him by these organs. The Secretary-General shall make an annual report to the General Assembly on the work of the Organization.
Article 99The Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security.
