INTRODUCTION: The Kalabagh Dam is a proposed hydroelectric dam on the Indus River

at Kalabagh in the Mianwali District of Punjab Province in Pakistan. Intensely debated and deemed a necessity since its inception, if constructed the dam would have 3,600 megawatts (4,800,000 hp) of electricity generation capacity.

OBJECTIONS ON KALABAGH DAM: Misunderstandings b/w provinces

The reasons due which kalabagh dam is not constructed, includes various objections by provinces of Pakistan.

The conservation of natural resources is the only way of achieving self-reliance and prosperity. Nations which waste or squander away their natural wealth are bound to suffer and face misery. Water is not only a valuable natural resource, it is becoming scarce every day. It must be remembered that even today the world has 20% less water than it requires. 83000 people will be forced to migrate.

Page 9: kala bagh dam

OBJECTIONS BY SINDH: The fertile land of Sindh will become barren Water level of decrease Productive capacity decline delta will effected Water-based jungles will affected Live-stock drinking water decrease Sweet drinking water tube wells will also affected FACTS: Annual flow of water in river increase More water available for winter season Desert convert into cultivatable land

Page 10: kala bagh dam

Objection by KPK Due to reserve of water in kalabagh dam, the severage system of swabi

and mardan will affected in bad manner. Water lodging and salanity will increase in KPK. Productive land of kpk will come under water. Mardan city will affected badly. Naushera will drown in water. Many people will migrate to other areas due to construction of kalabagh

dam.

FACTS: Out of 83000 persons 48500 are punjabi 27 new village will construct with latest facilities 2010 & 2013 flood in naushera is it due to kala bagh dam?

Page 11: kala bagh dam

OBJECTIONS BY BALOCHISTAN: Even the province of Baluchistan will highly benefit from the

construction of Kalabagh Dam. The Katchi canal, which at present has water for 100 days only, will become a perennial canal.

FACTS: Cultivateable land for kharan desert Water Improvement in underground cannal system

LOSSES TO PAKISTAN DUE TO NON-CONSTRUCTION OF KBD

Eminent expert’s viewloss of Rs. 132 billion annuallyload sheddingdifficulty in flood control Shamsul Mulk view on kala bagh dam“KBD will prevent heavy floods by moderating floods of the river in south Punjab, particularly in kacha area between guddu and kotri barrages”

COMPARISON BETWEEN KBD AND BASHA DAM

* Kbd is ready to build and will take five to six years to come on stream compared to twleve years for BD, possibly 15 years.* KBD will utilize water of Kabul, Chitral and Swat; BD will not.* KBD will utilize a big part of the 30 maf (Million acre-foot) annual monsoon flow; BD is beyond the monsoon range.

Page 23: kala bagh dam

* KBD will prevent heavy floods by moderating floods of the rivers in south pujab and sindh, particularly in the kacha are between guddu and kotri barrages; BD will not.

* BD will require many years of seismic investigations before work can start.

* Height 680 to 908 feet ( KBD 260 feet ) storage 8.1 maf (KBD 6.1 maf)

* Implementation 12 years (KBD 6 years) cost USD 12 billion (KBD USD 8 billion)

Sources of surface water availabilityPakistan depends almost entirely on the flows of indus system for surface water supplies for its of irrigated agriculture. The indus system consists of the main indus and its eastern tributaries jehlum, Chenab, ravi, beas and satlulj and north western trubutries, Kabul, swat, haro and soan.

Page 28: kala bagh dam

Water availability in indus system

there is no way of knowing how much water will be available in the rivers in the future. All we can do is study the past trend of rivers flows from available records and assume that more or less similar pattern will manifest in the future.. Fortunately we have historic records of river flows available since the year 1922-23.

recorded history of 72 years(1922-1994) was 186.79 MAF in the year 1956-60 as against the minimum of 97.74 maf in the year 1974-75, with an annual average of 13.8.69, of which 83.6% is in kharif.

Page 29: kala bagh dam

Net water availability-computation and criteriawith the continuolus increase in water use/ commitments since independence, particularly after siging of indus water treaty. 1960 and construction of dams, barrages and link canals, one would have expressed that the net water availability scenario would have been continuousl.y assessed and updated.

ConclusionThe Kalabagh Dam is not only beneficial to Punjab, but it would be more helpful in erasing poverty from Khyber-Pakhtunkhwa, as it would irrigate 800,000 acres of cultivable land that is located 100-150 feet above the level of River Indus. It is ready to construct, but it is impossible to construct due to political eye view.
