第 1 章 研修実施概要
1-1 研修概要
1-1-1 研修の目的
化学兵器禁止機関(Organization for the Prohibition of Chemical Weapons、以下「OPCW」
と記す)主催の研修計画(アソシエート・プログラム)は、途上国における化学兵器禁止条約の
国内実施能力を向上させること等を目的に、OPCW 本部ならびに先進国の大学および締約
国の化学プラントに途上国政府職員等を研修生として受入れ、同条約の検証制度および化
学工業の現状について学ぶ機会を提供するものである。
1-1-2 研修の背景
2000 年に開始された本研修には、毎年全世界から公募によって選ばれた途上国政府職員
等の約 24 名が参加していた。しかし、2008 年よりアフリカ諸国からの研修生受入れを一層推
進するとの方針に従って 28 名に増員されている。プログラムの大筋は以下の通りとなる。
・OPCW 本部(オランダ・ハーグ)での導入研修:1 週間
・大学における技術向上訓練:3 週間
・OPCW 本部での条約に関する実践的演習・専門機関訪問:1 週間
・化学事業所での現場運営・労働環境等に関する研修(産業研修):3 週間
・OPCW 本部での総括・成果発表:2 週間
合計 10 週間
上記「産業研修」では、受入企業は以下の何れかに関連する特定のテーマを設定し、3 週
間の滞在期間中に講義、施設見学、実習等を通して研修生に当該テーマに関連する実務を
習得させる。また、研修生は研修期間中に得た成果を報告書としてまとめるという課題が与え
られる。
・プラント運転(質量バランス、P&I チェック、プロセス制御、安全システム)
・プラント技術(ボトルネック解消、プラント改良、省エネルギー)
・プラント及び製品安全(HAZOP スタディー、運転許可)
・環境と保健(環境基準、環境監査)
・研究開発
・マーケティング
・ロジスティック(生産スケジュール、原料輸送)

アソシエート・プログラム開始当初は、ドイツ、フランスといった OPCW 本部(オランダ・ハー
グ)近隣の先進国で実施されていたが、2004 年に OPCW 技術事務局から日本における研修
実施の要請があり、日本企業による研修生の受け入れが始まった。これまでの日本における
研修の概要は次の通りである。

本年度も引き続き日本において産業研修が実施されることとなったが、本年度は当センター
が経済産業省より本産業研修の企画・支援事業を受託した。企画・支援業務の実施にあたり、
当センターは化学工業分野の専門的な知識を要する業務の一部(特に専門的な見地からの
助言や課題・カリキュラム設定などの企画業務部分)を、当該分野に深い知見と十分な経験を
有し、かつ過去に本事業の実施実績のある社団法人産業環境管理協会(JEMAI)へ再委託し、
実施体制を強化した上で実施した。
1-1-3 研修実施期間
本年度の日本における産業研修は、2011 年 8 月 28 日(日)から 9 月 17 日(土)の 21 日間
で実施された。(参考資料 1 参照)

1-1-4 本事業における実施業務
当センターでは本事業を準備・総務的業務を行う「事務局業務」と現場で研修をサポートす
る「コーディネーター業務」に分けて実施した。今回実施した業務の一覧は以下の通りである。

1-1-5 研修生
本年度の日本での産業研修には、次の 2 名の研修生が参加した。
Ms. Siti Noriza Mohd Kamel (マレーシア国防省 化学技術研修所 研究員)
Mr. Raditya Eka Permana (インドネシア工業省 化学工業部 職員)
1-1-6 研修受入企業
本事業受託決定後に経済産業省より、本年度の研修受入企業として三井化学株式会社及
び三菱ガス化学株式会社の 2 社の提示があった。この提示を受けて、当センターと社団法人産
業環境管理協会は各社を訪問し、本アソシエート・プログラムの概要、これまでに実施された
日本における研修の概要を説明し、協力を要請した。さらに、研修生受入の体制等について
確認を行うとともに、研修生受入にあたっての要望等のヒアリングを行った。各社の研修場所
及び研修担当者(Mentor)は次の通りである。

1-2 実施内容
1-2-1 受入企業に対する事業概要説明と要請事項の提示
例年、研修生の来日に先立ってOPCW技術事務局員が来日し、研修生受入企業2 社に対
して本アソシエート・プログラムの目的、意義、これまでの実績、成果等が説明され、研修生受
入にあたって要請事項が提示されるが、本年度はOPCW技術事務局員に代わり当センターよ
り説明を行った。本年度においても例年同様、各受入企業に対して以下の事項を要請した。
① 各社の研修担当員(Mentor)の指名
② 各社の会社概要を示す資料一式の提供(OPCW 技術事務局保管用 1 部及び研修生
用 2 部、計 3 部)
③ 各社における研修テーマの選定
④ 研修テーマに沿った研修計画の策定
⑤ インターネット接続が可能な研修生用居室の確保
⑥ 研修初日の開始時間の通知及び同行
⑦ ホテル及び交通機関に関する助言
⑧ 昼食場所に関する助言
⑨ 研修生評価表の提出
1-2-2 研修テーマおよび研修計画
研修生を受け入れた2社が選定した研修テーマは次のとおりである。
〔三井化学株式会社〕 「三井化学大阪工場における安全管理及び環境管理」
〔三菱ガス化学株式会社〕 「三菱ガス化学新潟工場の全体フロー」
上記研修テーマ策定にあたっては化学物質の安全管理や保安防災を共通項目として取り
入れ、その他の項目については、プラント運転に係る広範な内容を習得するために、各社の
間に内容の重複が無いよう配慮した。各社が作成したそれぞれの研修計画と研修概要に基づ
き詳細な研修計画を作成し、研修生来日前に OPCW 技術事務局に提出した。OPCW は研修
生に対し産業研修に先立つ事前準備の実施を求めていることから、研修テーマ及び詳細な研
修計画は前述(1-2-1②)の各社会社案内とともに事前準備には不可欠のものである。作成さ
れた研修計画は産業研修に関係するすべての機関に配布され、円滑な研修が実施されるよう
周知徹底が図られた。

1-2-3 研修の事前準備
研修期間中は、研修の進行と研修生の知識習得を円滑に支援することを第一義とするため、
通訳能力および調整能力の高いコーディネーターが重要となる。このため、高度な語学能力
ならびにコーディネーターとしての実績が豊富で、かつ過去に本 OPCW アソシエート・プログ
ラム産業研修においても十分な経験を有するコーディネーター(ワシントン寿代)を配置するこ
ととした。通訳業務に万全を期すべく、同コーディネーターを事前に当センター本部に配置し、
研修内容を再確認するなど、十分な準備を行った上で研修に臨んだ。
研修生の宿舎については、各企業からの助言も得て研修先となる高石市(三井化学株式会
社)と新潟市(三菱ガス化学株式会社)にある受入企業の近郊に手配した。
1-2-4 研修実施概要
参考資料 1 に示す通り、研修期間は 2011 年 8 月 28 日(日)から 9 月 17 日(土)までの 3 週
間(移動を含む)であり、三井化学株式会社大阪工場、並びに三菱ガス化学株式会社新潟工
場において、それぞれ研修前半(実質研修期間:8 月 29 日(月)~9 月 6 日(火))及び研修後
半(実質研修期間:9 月 8 日(木)~9 月 16 日(金))を実施した。研修生に同行し、通訳を担当
したコーディネーター(ワシントン寿代)ならびに企画・支援業務に協力を依頼した社団法人産
業環境管理協会からの報告を基に、本年度の 2 社における研修の状況を以下にまとめる。
(1)研修内容
研修生は、主として講義・見学等を通じて研修テーマに関連する知識・技術を習得した。研
修生はこれらを総合して各工場における研修の終盤に、研修の成果発表資料を作成し、研修
内容の理解度をより一層深めるよう努めた。なお、各社の研修テーマの概要は次の通りであ
る。
〔三井化学株式会社〕
同社大阪工場において実施されている安全管理及び環境保全活動に関し、次のような
事項を概観し、同社大阪工場の環境管理の実態を学習する。
① 環境方針、環境関連法、資源利用や環境負荷低減など環境管理の取組み
② 化学プラント運転に係る保安防災や化学物質の安全管理の取り組み
③ 大気環境負荷(SOx、NOx)、水質環境負荷など環境負荷の低減への取組み
④ 省エネルギー、温室効果ガス削減など地球温暖化防止への取組み
⑤ リサイクル及び化学物質排出量削減への取組み

〔三菱ガス化学株式会社〕
同社新潟工場は、地下に埋蔵する天然ガスを採掘し、製品の原料及び工場のエネルギ
ーに利用しているという特徴があることから、次の事項に掲げるエネルギー調達、化学製
品製造フローや省エネルギーの取組みについて学習する。
① 原料の採掘から製品の製造までの化学工場の全体の流れの紹介
② 化学プラント運転に係る保安防災や化学物質の安全管理の取り組み
② 限られた資源を有効に利用するための省エネルギーの取組み
各社での研修最終日には、多数の受入企業関係者の出席を得て、研修生による研修成果
報告会が開催された。研修生のプレゼンテーションの後、出席者との活発な質疑応答が繰り
広げられ、その内容から研修生の満足度が高かったこと及び受入企業側により熱心な指導が
行われていたことを確認できた。
(2) 講師
全員が非常に熱心・親切であり、専門分野に精通していた。外国経験のある講師も多く、イ
ンドネシア、マレーシアに駐在経験のある講師とは、母国語で話す機会もあった。また各講師
が研修生に対して温かく接してくれたため、研修生も質問しやすい雰囲気が醸成されていた。
研修生からの質問については、納得のいくまで丁寧な回答があった。
(3) 研修期間・配列・密度
プログラム構成は各社共に「講義」、「視察」、「発表・討論」、「自習」から構成されていた。講
義の後に、現場の視察及び説明という構成は、講義内容の理解を深めるのに非常に有効であ
った。また、視察の後、十分な質問の時間がとられており、研修生の質問には全て丁寧な説明
があった。最終日の研修成果発表会も各社共に十分な時間がとられており、研修担当員の尽
力により多くの参加者があった。研修期間については、日本での研修が 3 週間のみとなってい
るが、受入企業側の負担や、プログラム全体で 10 週間あるということを考慮すれば、妥当な期
間であると思われる。
(4) テキスト・機材・施設
テキストは各講師が独自に作成したものを使用し、資料として各社のパンフレットが数種類
用意された。講義では、パワーポイント、DVD、白板が利用された。資料・テキストが日本語で
提供される場合でも、講義での説明にて補うことが可能であり、現状でも講義内容は十分に理
解できている。
(5) 研修生
両名共に熱心に研修に取り組み、時間も厳守するなど真面目な受講態度であった。マレー
シアの研修生は日本企業の安全と環境保全への取り組みに興味を持っており、安全と環境保
全に関する講義および視察が有用であったと述べていた。特にテレメータシステムは初めて見
る物であったので、将来自国にも導入したいと述べている。インドネシアの研修生は化学物質
の安全に関する政策の立案、化学分野諸問題の解決にも携わっており、化学工場に関わる
様々な法律や、安全と環境保全について講義・視察を通して熱心に学んでいた。

(6) その他
研修生の体調維持(特に熱中症)が心配されたが、特に問題は無かった。両宿舎共に、宿
舎から 10 分ほどの距離にスーパーマーケットがあり利便性が高かった。
研修中に社内にインターネットアクセス環境を求める OPCW 側のリクエストについては、日
本企業ではインターネットセキュリティが厳しいことから、必ずしも要求に応えられない場合が
あるが、本年度は各社ともに快諾を頂き、インターネット環境を整えることが出来た。今後の研
修においても日本でのインターネットセキュリティの環境を OPCW 側に説明しつつ、理解を得
る必要がある。

第2章 課題と提言
2-1 アンケート調査結果
2-1-1 研修生へのアンケート調査
本年度の研修生 2 名に対しては、研修後に本研修に関するアンケート調査を行った(参考
資料 6 参照)。アンケートの個々の質問事項に対する回答は以下の通りであり、両名とも今年
度の日本における産業研修全般について高く評価している。(一部研修後インタビューの回
答結果も含む)。
① も有益と感じたテーマ
両研修生はともに「化学物質の取り扱いに関する安全管理」、「省エネルギー」、「環境管
理」を挙げ、特に以下に挙げる点を強調して、回答があった。
〔三井化学株式会社〕
・ 生産過程で発生するCO2を副産物と考えて、メタノール製造の原料として利用する研
究を行っていることに感嘆した。
・ 化学工場の排水処理において微生物が有機物を分解し、処理水を海に放流できるま
で浄化できるなど、微生物が果たす役割の大きさを認識した。
〔三菱ガス化学株式会社〕
・ 工場の省エネルギーの取組みとして、製造装置の構造や運転条件の 適化、熱回収
コージェネレーション発電など、さまざまな手法を組み合わせていることに感心した。
・ 化学工場において医薬品・健康食品であるコーエンザイムQ10を、微生物を用いて生
化学的に製造していることに大きな興味を抱いた。
・ 水溶性の天然ガスを地下水とともに採掘し、エネルギー源として利用する方法が、目
新しく感じた。
なお、各社に共通して、ボイラー等の燃焼排ガス中の SOx 濃度や NOx 濃度等の情報を、
直接地元自治体に送信するテレメータシステム(環境汚染物質等の測定値を電話回線で即
時報告するシステム)が設置されていることについては、研修生が初めて見るものであり大変
興味を示していた。
② 研修準備および研修の印象・評価
研修の準備は全般に渡って非常によくなされており、研修関係者が協力的であったとの
評価を得た。また、各社の担当者ともに専門性に非常に優れており、質問について的確か
つ迅速な回答があり、満足のいく研修であったと高い評価を得た。異なる 2 工場で研修を実
施したことについても好評であった。その理由として、異なる地域文化、企業文化に触れら
れたことや、化学プラントで行っていることは幅広く、タイプの違う工場で研修することにより

見聞を広められたこと、多数の研修関係者との交流が貴重なものであったことを強調してい
た。事務局への評価として、事前の OPCW 側との調整、宿舎や交通の手配、また食事面へ
の配慮など周到な研修環境の整備について特に高い評価をいただいた。
③ コーディネーター(通訳)の評価
両研修生ともに全研修期間に同行したコーディネーターを非常に高く評価しており、「高
い責任感を持ち、難解な専門的な用語についても齟齬無く通訳を行った」、「同コーディネ
ーターのおかげで大阪、新潟での生活も快適であった」との回答があった。
④ 研修成果をどのように現在の業務に適用するか
Mr. Raditya からは、本プログラムで得ることの出来た、プラント運転に係る技術やシステム、
歴史など幅広い知見を用いて、会議等で発信していきたいとの意向が示された。特に、化学
物質の安全管理や省エネルギーについてはインドネシアでは引き続き諸問題に対応する必
要が有り、我が国との間で本事業のような協力関係を築くことが出来きる、との意見表明があ
った。
Ms. Siti からは、化学兵器の査察において必要となる、プラント運転に関する知識や用語、
技術について、より深く理解できたため、査察官のエスコートチームに応募する際に非常に
役に立つだろうとの回答を得た。査察への対応においては、プラント運転に係る全体的なフ
ローへの理解に加え、関係する条約や法令に係る知識が必要であるが、我が国における関
係法令に基づいたプラント運転や化学物質の取り扱いに係る安全管理マニュアルの整備な
どを通じて知見を深めることが出来たと評価している。
⑤ 次回以降の研修実施への提案
OPCW 側より支給されているクレジットカードが、日本国内で使用する際 1 度に利用可能な
限度額が 1 万円である点について、両名より改善のリクエストがあった。原因は不明であるが、
来年度も同様の問題が発生する恐れがあり、OPCW 側に何らかの対策を依頼する必要があ
る。また、日本語でのコミュニケーションをとるため、母国語と日本語の翻訳本を用意してほし
い、といった要望も示された。次年度以降において、簡単な日本語会話のテキストを提供す
る、あるいは日本語講義を組み込むことを検討しても良いのではないかと思われる。
2-1-2 研修受入企業へのアンケート調査
本年度の受入企業である三井化学株式会社、三菱ガス化学株式会社に対して研修後に書
面によるアンケート調査を行った(参考資料 4 参照)。
研修全般を通して苦労した点について、準備段階で研修生が学びたいと考えているポイン
トや身につけている経験・知識をより早期に把握できていれば、プログラムの完成度や研修生
の満足度も上がるだろうとの回答があった。研修生の食事や文化の違いによる生活習慣につ
いて、今回は問題が無かったものの、適切に対応するためにできるだけ早期に情報が欲しか
ったとの回答が寄せられた。
研修生の印象としては、礼儀正しく、時間にも正確で円滑に研修実施が出来た、明るい性
格で積極的にコミュニケーションがとれたとの回答があった。その他、慣れない日本の文化や

習慣にも問題なく順応し、柔軟性があるとの意見も示された。
事務局の評価、今後の課題についての回答としては、研修生が学びたいポイントや生活習
慣などの情報をできるだけ詳細に提供するべきとの指摘があった。他方で、コーディネーター
の通訳業務については専門的技術、本研修への理解が十分あり、高いレベルでの通訳をお
こなったこと、研修を円滑に進めたファシリテーション能力に高い評価をいただいた。

2-2 アンケート調査結果に基づく課題・提言
前項のアンケート調査及び聞き取り調査によって明らかとなった課題について、以下に整理
するとともにそれについての改善に関する提言についてまとめる。
2-2-1 研修内容の要望調査
受入企業側は出来るだけ研修生の希望する研修内容に沿って研修を実施したいとしており、
事前の詳細情報提供を求めている。しかしながら、現在のところ、早期に研修生の技術レベル
を把握し、研修生の技術レベルに合わせた研修内容を設定することは難しい状況にある。今
年度は昨年度当センターから提案を行った、信仰や食事についても詳細に聴取できる
Personal Information Sheet(参考資料 5 参照)を OPCW 側に事前通知し回答を得たものの、研
修生の生活習慣や知識レベル、希望する研修内容について満足のいく回答は得られず、結
果的には「受入れ企業側で研修内容・レベルを設定して欲しい」、「来日を待って本人から聴
取する」という形で依頼することとなってしまった。
短期間の研修をより充実したものにするためには、研修生には事前に希望内容を提出して
もらい、それを前提に受入企業側に内容設定を依頼することが望まれる。現状では OPCW 側
から提供のある研修生情報、本年度より使用した Personal Information Sheet を利用して研修
生情報を把握しているものの、OPCW 側に上記のような必要性を改めて理解していただき、ハ
ーグでの研修が開始されるまでに、より詳細な研修生の研修希望内容の聞き取りを行うことが
望まれる。また企業パンフレットなど受入企業に関する情報を可能な限り早期に通知し、その
中から興味ある分野を選択する、質問事項をとりまとめ通知してもらう、等の方法をとれば、より
効率的かつ効果的なプログラム作成が可能となると思われる。
2-2-2 その他
今年度の受入企業各社の研修場所は大規模工場であり、従業員の数が多いこともあり、研
修生に対して 1 週間にわたる講義や見学等の研修を行うという負担を吸収することができた。
これが、従業員の少ない工場であったならば負担が大きいのではないか、との指摘があった。
このような場合には、研修計画を工夫して、研修生受入企業の負担が過重にならないように配
慮することも必要であろう。
また、研修場所について、独自に研修施設を持つ企業の場合、プラントでの実地研修以外
に既存の研修施設でのプログラム実施を考慮しても良いのではないかという指摘もあった。そ
ういった施設には研修に特化した機材やプログラムが整備されており、新たに本プログラムに
対応する人員の配置する必要も無いことから、より効果的・効率的なプログラム実施が可能に
なると思われる。

2-3 総括
今年度の化学兵器禁止機関(OPCW)アソシエート・プログラム産業研修は、三井化学株式
会社の有吉靖信氏(生産安全・環境部 主席部員)、笹谷員禎氏(安全・環境部 主席部員)、
三菱ガス化学株式会社の高村光喜氏(環境安全品質保証室 室長)、佐川哲也氏(環境安全
品質保証室 主査)をはじめとする両社の多くの関係者の協力によって無事に終了することが
できた。
両社は既に一度本プログラムによる研修生の受入経験があったため、研修の意義について
も十分な理解があり、受入態勢や研修プログラムについても過去の事例を参考に適切に準
備・実施をしていただいた。両社でそれぞれ実施した講習、実習、見学はいずれも、事前情報
が十分ではない中で出来る限り研修生の経歴に配慮した形で構成され、多数の講師により懇
切丁寧に実施していただいた。
また、研修計画策定時には「化学物質の安全管理」や「化学プラント運転に係る保安
防災」を共通の項目として導入し、より広範な内容を習得出来るよう、その他の項目に
ついて研修内容が重複しないように留意した。研修実施にあたっては、研修前半におけ
る研修の実施状況や研修生に関する情報を、研修後半受入企業に伝達できたことなどが、
研修内容の充実や効果的な研修実施に貢献したものと思われる。このように、受入企業
同士の協力関係が研修効果を上げる上で有効な手段であると考えられる。
研修中の生活全般にもご配慮いただき、研修生がリラックスして学びやすい環境を提供して
いただいた。生活環境まで十分な環境が準備されていることは、研修生がプログラムに集中す
るためには不可欠であり、事務局としても特に配慮した点である。このように研修内容から生活
環境に至るまで研修環境の整備が万全に行われていることから OPCW アソシエート・プログラ
ムの研修生の中でも、日本での産業研修は非常に人気があるとのことである。研修生も日本と
いう国自体をとても好きになったとのことであった。これも今回の研修の受入企業となった両社
が本研修を快く受入れ、そして研修生との日々の触れ合いを通じて、研修生と企業側に十分
な信頼関係が構築されたからこそであると思われる。
来日した研修生両名は、明朗快活で周囲への順応性に優れており、日本という異文化の中
でも体調を崩すことなく、受入企業の関係者とも非常にスムーズなコミュニケーションをとること
ができた。また、研修生両名とも研修内容への好奇心・学習意欲を非常に高く持っており、そ
れに対して研修内容の検討、質問への適切な対応等で応えていただいた受入企業の関係者
に心から感謝の意を表していた。
こうした関係者の尽力ならびに研修生の真摯な態度によって、相互の信頼関係が醸成され
た結果、プログラムの成功につながったと確信する。また、研修期間中の各プログラムを通じて、
知識・技術の習得のみにとどまらず、技術者同士の深い部分での国際交流という副次的な効
果が生まれたことも評価に価する。
我が国での本産業研修が、今後研修生が行う業務に何らかの形で貢献できることを大いに
期待する一方、関係者各位の協力体制をより強固にしつつ、継続してこそ一層に本プログラム
の意義が深まり、発展してゆくものと考える。

危険 予知 KIKEN YOCHI Risk Prediction / Hazard and Operability Study (HAZOP)
is a structured and systematic examination of a planned or existing process or operation in order to identify and evaluate problems that may represent risks to personnel or equipment, or prevent efficient operation by assessment and prediction.
examples :
1. Always slowdown vehicle and pointing finger to the right and left in every cross road within the plant to avoid collision.
2. Always measure the action between operation point to the nearest point of neutralization point e.g from valve to eye wash point, from plant to the telephone point, etc.
3. Provide plant diagram to assess hazard might appears.

Process
• This facility processes 5,280 tons of wastewater from the manufacturing processes per day.
• Wastewater containing organic matter is passed through an closed aeration tank, a primary sedimentation tank, and a final sedimentation tank.
• In the aeration tank, organic matter is decomposed by the action of bacteria. The resulting clean water effluent is discharged into the Osaka Bay.
• The released water is monitored continuously for discharge flow rate, water quality and other parameters.
• If any abnormal reading is taken, release is stopped immediately.

• Visited the AW wastewater treatment.• Sludge waste after coagulation process with coagulant will then processed, cut into size, dried and packed to be sent to the industrial company for further purposes.
• Wastewater treatment technology at Osaka Works used pure oxygen for effectiveness of the waste treatment.

• Waste at Tank Yard is about 1000m3/hour
• 27% NaoH, 45% H2SO4 and Poly Ammonium Chloride (PAC) added to the treatment tank
• COD value after treatment is 17 ppm, Total Phosphorus 1.5 ppm and Total Nitrogen 35 ppm
• pH is about 6.2 – 8.2
• Process Temperature 10‐35 ° C

• For Benzene, Toluene and Xylene (BTX) was are trapped by the activated charcoal and degasified and then recycle again for use.

Mitsubishi Gas Chemical (MGC) is a big petrochemical company that produce the raw materials to supply manufacture industry for daily life goods production.
Beside in Japan it also has another production facilities in Saudi Arabia, Venezuela, Thailand and Singapore.
MGC has 7 plants in Japan. They are Mizishima Plant, Kashima Plant, Yokkaichi Plant, Yamakita Plant, Naniwa Plant, Saga Plant and Niigata Plant.

MGC Niigata Plant is located in the central of Japan. This plant stands beside the west coast Niigata where big natural gas reserves are laid down underneath it. Niigata Plant has been operating since 50 years ago.
Products :ammonia, formalin,dimethyl ether, MMA,MAA, Co Q10,pharmaceutical compound, MXDA, IPA, PTA, plastic monomer, electronic chemicals, polycarbonates, etc

MGC Niigata Plant is extended in 120 Ha area which close to citizens residence. However, MGC is to maintain this issue which is not to harm the environment by noise, air pollutant, water pollutant and also odor pollutant.
MGC installs appropriate numbers of telemeter in each corner of this plant. They are pH meter, wind speed and direction meter, odor meter, noise meter even though MGC treats all the waste from production before release in to the environment.

Water dissolved gas method to lift the natural gas as the energy source in Niigata Factory is something new to me. This is such a creative method that implement simple principle and very useful in the natural gas spot with very low reserves.
Wastewater treatment also become my concern. I never thought microorganisms also play the role to decompose the waste disposal from chemical plant. The interesting thing is they also want different menu for their meals like PO4 and methanol to refresh their appetite.
Energy saving lecture also makes me aware that we need to tighten our energy demands to support our next generations. We can save energy in so many ways as long as we concern on it
