Abstract The Role of Open Education in Managing Knowledge and promoting Innovation (Al-Quds Open University Case) As a result of the increasing importance of Higher Education and its distinct role in the development of society that can be realized through the very important mission of Higher Education Institutions ,this paper attempts to discuss the role of Open Education and Distance Learning in managing knowledge and promoting innovation by taking Al-Quds Open University as an example (Study Case) .It goes without saying that Higher Education Institutions have the duty of building up leaders ,researchers ,intelligentsia and scientists who in turn have the responsibility of leading up the change for the better .Meanwhile ,Al-Quds Open University is one of the Palestinian National Institutions of Higher Education that aim at providing educational services to the Palestinians who have lived under occupation for tens of years .For the sake of providing a well founded and comprehensive discussion of this topic ,the paper will be divided into nine subtitles as follow : 1-An introductory part of Higher Education in Palestine 2- Concept of Higher Education 3-Objectives of Higher Education in Palestine 4-Concept of Open Education 5-Objectives of Open Education 6-Distance learning And Open Education 7-Concept of Innovation 8-The Role of Open Education and Distance Learning in Managing Knowledge and Promoting Innovation 9-Recommendations and Suggestions In order to cover the main topic of this paper ,emphasis will be given to the eighth subtitle because of the obvious increasingly development of Distance learning and Open Education Institutions which represent an innovative and non conventional system of Education that provides educational services to those individuals who ,for one reason or another ,cannot attend the traditional university .And because the Open Education Program is considered non conventional and mainly meant for home study ,it makes use of all possible up to date equipments and materials that suit such system of education which was introduced to overcome borders of time and place that control and limit the capacities of traditional education .Therefore ,this paper concentrates on the distinct role of AL-Quds Open University in promoting innovation and managing knowledge in Palestine especially when directing its services towards individuals who cannot attend the traditional university for one reason or another, and who need to realize their dreams and improve their social and professional status in this or that field .At last ,the paper ends with a number of suggestions and recommendations in the hope of that they might come true one day .
