1. The optical fiber system which is now working with lower capacity covering the country as shown below in the following diagramThe optical fiber through SDH equipments with capacity STM -1, STM - 4, STM -16.

1. Expansion of the optical cable system by DWDM which is the backbone of communications between the cities and the exchanges inside Baghdad.. .and now the company is inn the final stages to sign the two major contracts for Baghdad and National network- Baghdad - National 2. Operation of Data Transmission which insurance a network to connect the governmental and traditional centers among Baghdad and the main cities in the next stage and we had assign the meaning contract for it ..and in the future we will expand the network to cover the whole provinces and centers in the country.3. Expansion the microwave network to cover the parts of the country and the company now is working on assigning the cleshea contracts of the southern microwave and apart of the faraway distances areas needed.

The microwave transmission equipment was started operation in Iraq 30 years ago .The first equipment were working using analogue technique.Five main routes was put in operate and continued to work till the year 2003 . They are 1- Baghdad – Basra through Samawa2- Baghdad – Basra through Kut 3- Baghdad – Mosul through Samura and Tikrit4- Baghdad – Ramad – Trabil to Jordan 5- Baghdad – kirkuk – Mosul and contained to Syria and Turkey. (the part between Kirkuk and Mosul was stopped after 1991)They were used to transmit telephone and television in the band upper six gage – hertz the capacity was 960-1200 channels . During embargo period moue has agreed to on supplied microwave equipment for three projects are to modernize and change to digital transmission equipment was delivered to Iraq six months before the war and stored and survey to implement was contacted but not put in operation . During the war and the period followed some of the equipments was looted and stole few remains . Now we are trying to put in operation some links to operate part of Baghdad – Basra between Baghdad and Samawa of total capacity of (3)STM-1 We are also trying to operate some links between Baghdad and mosul . Our plan is first to a quire equipment so as to operate the five r outs above with new digital equipments using the latest techniques, because the towers are available. The to have new routes to back-up the optical transmission ,although it is of limited capacity compared with optical transmission.

•Replacing 500,000 subscribers of the old exchange .•To procure a fixed telephone for each residence in Iraq by year 2005 .•Implementing Regional and national switches for all the Governorates.•Implementing two big international transit switches in Baghdad .•Implementing 4 million subscriber access lines by the year 2007 using WLL, fiber cables & voice cables .•Implementing a high bandwidth data network.•Update and expand the fiber optic network nation wide using DWDM technologies .•Rehabilitating and expanding the national microwave back bone .•Having an international fiber optic network.•Implementing two standard A earth stations.

The International telephone service

Prior to the war the international telephone service was carried by :1. 2 earth stations, one was working with the Intelsat satellite of capacity 256

voice circuits. The other was working with Arabsat its capacity was 128 voice circuits.

2. Microwave link with Jordan its capacity was 180 voice circuit.3. Microwave and coaxial cable were working with Syria of total capacity 220

circuit.4. 8 VSAT stations of 4E1capacity each.5. 2 big international transit switching centers located in Baghdad were

transiting the international voice traffic.

During the war, all the international facilities have been destroyed completely and that situation opened the door to the individuals to install small international gateway and operate call offices.

Thruway international mobile phone has been used extensively after the war.

ITPC actions

To restore the international voice service after the war, ITPC arrange the following

• Few VSAT gateways connected via local switches in Baghdad & governorates.

• Connecting the fiber optic cable to Jordan.• Supply and implement new gateway of 24E1 in Baghdad to

carry the traffic via telestar12 satellite.• Requesting two standard A earth stations of 32E1each to

work via Intelsat Atlantic and Indian ocean satellite.

The future requirement: high bandwidth connectivity through submarine fiber optic cables

is needed. Flag is one of the options.

After the present licenses extension or re-licensing: Most likely course of action- More likely to be a 3G license- Normal Competition and bidding process with possible ITPC participation in bidding or ,- Government may decide to award the license to ITPC or other government owned company without competition

Possibility of issuing a forth Mobile License

- Most Countries in the region have lived for a very long time with two operators (some even one) and some are issuing their third licenses just now

A careful study of the competitive situation after the first year of the present licenses may give the answer for the need or otherwise of a fourth operator

The requirements for developing the postal activities:To increase individuals qualifications through trainingPresently preparing a development postal master plan that takes into consideration the distribution of postal offices in Iraq with reference to population and areas.Supplying the postal offices with modern machines and equipment.Supplying sorting machine system for Baghdad and big cities.Modernizing the transportation vehicles.A technical support is needed from qualified people/firms.Its important to separate the postal sector from the communication sector in order to create opportunities for the development of the sector

1.The postal saving service status in Iraq.The postal saving services in Iraq act through 246 post office (nation wide) which covers the whole country. out of the above offices 224 office are working manually and only 22 offices working via computerized system.

Post the war and due to high damages and looting the different ITPC premises and network, the computerized saving system have been stopped so that since 9-4-2003 all the saving offices are working manually.

No. of saving customers are 300,000.

Total saving amount 18 billion Iraqi Dinar.

2. postal saving service requirement computerizing the saving services in all the saving offices and applying the saving software

systems.

Applying the direct connectivity of the saving offices via data transmission network to allow free depositing and withdraws.

Supplying offices with necessary machineries improving the staff level by arranging continuous training program.

Restudying the investment procedures of the saving amounts noting that the saving revenues come from the interest of the save amount at the Rafidain bank

Regulatory Commission• 1st draft to establish independent regulatory

commission was submitted in Nov. 2003 by the Ministry of Communications. The draft was approved by the IGC in Dec.

• Because the sector is under reconstruction, it was proposed that in the interim the commission must have a link with the ministry.

• CPA Administrator did not approve this draft but instead passed an order establishing Media and Telecom Commission reporting directly to the Administrator with no apparent link to the Ministry.
