WELCOME

Dear Friends,

Myanmar has the richest natural resources and one of the most diverse eco-systems in

Southeast Asia. On the other hand, no other country in the region is more exposed and

endangered by the negative effects of global warming.

Goethe-Institut, together with the Myanmar Climate Change Alliance (UN-Habitat

/ UN Environment Program under the Myanmar Ministry of Natural Resources and

Environmental Conservation) and other like-minded partners, have taken the initiative

to organize an international film festival on this crucial topic in order to create greater

awareness of the indicators and the reasons for climate change and environmental

degradation in Myanmar.

This festival, the first of its kind in Myanmar, will offer not only recent renowned and

award-winning international films (both documentary and fiction), but also lesser-

known works by filmmakers from Myanmar, Southeast Asia and neighboring Asian

countries. We were pleased to receive numerous submissions for our competition

program. In total we will present 21 movies from 10 different countries. For the best

films, which will be selected by the festival jury, three awards are waiting.

Another spotlight on the importance of climate and environment will be the

international panel, discussing the new findings presented in Climate Risk Information,

a publication prepared by the WWF-Myanmar and the Columbia University Center for

Climate Systems Research, with contributions from MCCA.

We hope that our program will inspire more festivals on climate and environment

in the years to come.

JURY

Hanna Helsingen is a political scientist with a focus on environmental policy and

currently leads the work on green economy for WWF Myanmar with a focus on policy and

natural capital. Hanna has previously worked for the International Union for Conservation

of Nature and the United Nations Environment Programme and holds a Master of Public

Administration in Environmental Science and Policy from Columbia University, United

States and a bachelor degree in Political Science from Uppsala University, Sweden.

Thu Thu Shein, a freelance filmmaker, was born in 1983 in Yangon, Myanmar. She is a

graduate of the National University of Arts and Culture’s Cinema and Drama course.

In 2010, she got scholarship to study filmmaking in Czech National Film Academy -

FAMU - for 3 year master degree program in English Cinema and Digital Media. In 2011,

she co-founded the Wathann Film Festival which is the very first festival in Myanmar.

Together with her husband Thaiddhi, she established the Third Floor Production in

2013 and produce films related to social issues.

Franz Xaver Augustin, born in 1953 studied history, art history and political science

in Freiburg (Germany), Grenoble (France) and Rome. Working for the Goethe-Institut,

the German Cultural Center since 1986 in Spain, Southern India, Berlin, Vietnam (Hanoi

and Saigon) and Indonesia. Since January 2014 founding director of the Goethe-Institut

in Myanmar.

An official Representative of the Environmental Conservation Department,

MoNREC will join the jury.

Pasquale Capizzi is the Chief Technical Advisor of the Myanmar Climate Change Alliance

programme, implemented by the United Nations Human Settlements Progamme (UN

Habitat) and the United Nations Environment Programme (UN Environment) within the

Ministry of Natural Resources and Environmental Conservation. He is a long-term staff

of UN-Habitat and an urban specialist with expertise on planning in the areas of climate

change adaptation, disaster risk reduction, and urban resilience. In his current work as

CTA of MCCA he is helping in developing awareness to climate change in the country, the

formulation of the Myanmar Climate Change Strategy and Policy, assess vulnerabilities

and risks at local level, and implementing adaptive measures in townships.

Showing solutions, telling a feel-good story… this may be the best way to solve the ecological, economical and social crises that our countries are going through. After a special briefing for the journal Nature announced the possible extinction of a part of mankind before the end of the 21st century, Cyril Dion and Mélanie Laurent, together with a team of four people, carried out an investigation in ten different countries to figure out what may lead to this disaster and above all how to avoid it.

During their journey, they met the pioneers who are re-inventing agriculture, energy, economy, democracy and education. Joining those concrete and positive actions which are already working, they began to figure out what could be tomorrow’s world…

Once celebrated for its purity, the Ganges River of India now carries contaminates from its glacial headwaters, where freshly fallen snow contains zinc from industrial emissions. The 500 million people in the Ganges basin further pollute the river with household trash, industrial waste, raw sewage and the remains of the dead.

Still, the Hindu faithful revere the river as Ma Ganga – or “Mother Ganges” – a physical embodiment of the divine. Millions flock to her banks to bathe and absolve their sins with Ganga jal (Ganges water). And, almost magically, the river does cleanse itself, perhaps through dilution, perhaps through biology and the help of bacteriophages. But, little by little, this sacred and revered power is being lost due to dams and diversions, pollution and population.

Before the Flood captures a three-year personal journey alongside Academy Award-winning actor and U.N. Messenger of Peace Leonardo DiCaprio as he interviews individuals from every facet of society in both developing and developed nations who provide unique, impassioned and pragmatic views on what must be done today and in the future to prevent catastrophic disruption of life on our planet.

Every year, coastal communities in Rakhine State on the north-western coast of Myanmar are exposed to the threat of floods and cyclones. Between 2008 and 2011, Malteser International and Mangrove Service Network (MSN) helped two villages in Sittwe Township to plant and grow over 10,000 mangroves – thus safeguarding the lives of more than 5,000 people. Punctuated by striking images of the coastal landscape, this short documentary describes the critical importance of mangrove restoration in reducing disaster risks aggravated by the changing environment; it also shows how the women of these villages in particular have become part of an eco-vision to protect and help their communities.

In May 2008 a cyclone called Nargis raged for hours in Myanmar’s Ayeyarwaddy Delta, killing 140,000 people. Seven days after the storm, several young Burmese filmmakers made their way – carefully, since filming was banned by the government – to villages that had been utterly devastated, and met people who had lost everything to the cyclone.

They recorded scenes that touched them to the core, moving through a world that appeared more surreal than real, where life and death seemed to coexist. Their images reflect their own feelings as much as those of the people they met; these emotions have been woven into a film that conveys what it means when a natural disaster like Nargis changes forever the lives of so many.

With camera in tow, filmmaker Zhao Liang travels through the prairies of Mongolia’s vast plateau. Unfolding before his eyes are the signs of controversial upheaval due to an aggressive modern economy. Heavenly green grasslands are being covered by the gloomy dust of a growing mining industry.Confronted with the ash and infernal din of incessant mining, herdsmen and their families have no choice but to move away as grazing meadows dwindle. Day and night, miners are busy picking out coals from mountains of rocks. In nearby ironworks, men bake in the scorching heat like the condemned in “Inferno.” In a sort of “Purgatorio,” sufferers of work-related illnesses await death in hospital. A genuine “Paradiso” has been destroyed in exchange for an urban mirage, the empty new buildings of modern ghost town Ordos.

Set in the vast and beautiful coastal regions of Southern Vietnam, NUOC (Water) is a mixed genre of mystery and romance set in the near future when water levels have risen due to global climate change. To subsist, people have to live on houseboats and rely solely on fishing with a depleting supply. Huge multinational conglomerates compete to build floating farms equipped with desalination and solar power plants floating along the coastline to produce the needed vegetables that have become highly priced commodities. The story follows a young woman in her journey to find out the truth about the murder of her husband whom she suspects has been killed by the people of a floating farm. In the process, she discovers the secret of that floating farm.

Government data shows Kathmandu Valley demands 280 million liter water per day. Only 1/3rd of the demand is currently met. Daily 220 million liters is extracted from the ground. No work has been done to conserve the source. If the situation continued Kathmandu will subside in 20-25 years. The basic necessities like food and drinking water are in high scarcity. In order to wash clothes, people gather themselves on the banks of Bagmati River. It is much polluted. We do not have any options. We have already confronted the higher authorities and questioned them for bringing about drinking water, but our concerns have been ignored.

Kim, a 40 years old environmental activist, visits some of the oldest brick kilns in Sylhet (Bangladesh). He has found that the industry is contributing in various ways to the degradation of environment: it leads to the emission of carbon dioxide, causes deforestation and farmland depletion which has an alarming effect on food security. An alternative could be the so called “green brick”. However, more research, awareness and simple availability of the new technology would be needed - something the government should work on.

Every 50 or 60 years, there must be an Exodus. Now they have to run away from a fierce force of nature: the climate change. Prosperous neighborhoods have turned to poor fishing villages, fertile fields and fruitful orchards have been swept by seawater intrusion, and coastal erosion has forced churches and villages to migrate year after year. Life must go on, from old fisherman to younger generations, they still recall those past days but are all waiting for what’s coming up next.

According to an initial research of the Center for Water Resources Conservation and Development (WARECOD) in collaboration with Can Tho University, the construction of irrigation works now has a significant impact on the ecosystem, environmental water resources and especially the livelihood of local people. In 2015, WARECOD in collaboration with three other institutions implemented the research program: “Awareness of the people in the Mekong Delta on the fishery resources of the Mekong River” where they are trying to respond to the issue of environmental and climate change by applying the knowledge and experience accumulated by villagers for a long time.

Prior to the panel discussion Hanna Helsingen introduces the Climate Risk Information for

Myanmar which describes Myanmar’s climate and recent climate trends, giving an outline

of how climate conditions are prognosed to change by 2020s and 2050s.

As the report is a summary for policymakers, Pasquale Capizzi presents how the

findings help to take climate change risks into consideration when planning and

investment decisions are made in Myanmar.

Srinivas Krishnaswamy, an economist by training, has over 15 years of experience in the

NGO sector, working on the issues of economic reforms, sustainable development and the

environment.

He set up Vasudha Foundation in January 2010, with an aim to promote environment

-friendly, socially just and sustainable models of development by focusing on alternative

technologies and lifestyle solutions. The foundation is currently working on a wide range

of projects around renewable energy, energy efficiency and policy related campaigns,

and lobbies both at the national and international level, while promoting green and

alternative technologies at the grassroots level creating the crucial link between energy

and poverty alleviation.

Prior to Vasudha Foundation, Srinivas was heading the Policy and Climate Campaign Units

of Greenpeace in India and also worked with Greenpeace International.

Win Myo Thu is an environmentalist advocating for environmental governance and land

reform in Myanmar. During last twenty years, he has devoted in the work of community

led natural resource management as well as lobbied for civil society development to

catalyze the change in Myanmar. He is co-founder and managing director of ECODEV

Group while serving as executive committee member of several NGO networks.

Miranda A. Schreurs (PhD, University of Michigan) is Professor of Environment and

Climate Policy at the Bavarian School of Public Policy on the Technical University of

Munich. Her research focuses on climate change, low carbon energy transitions, and

environmental movements in Europe, the United States, and Asia. She is currently Vice

Chair of the European Environment and Sustainable Development Advisory Councils, a

network of advisory councils across Europe, International Board Director of the Institute

of Global Environmental Strategies, and on the Advisory Board of the Swiss National

Foundation’s NSF Research Program 71 on the Swiss Energy Transition.
