Public Relations• Strategic vision for PR functions: Promote
HCCS to establish name recognition in Greater Washington, DC-Baltimore metro area, among the Chinese American community and the “mainstream”.
• Committee members and working group: Zhang Bin (Chairman), Fu Xuli, Gao Xiaoming, Li Dai (community liaison), Other BOD, EC and PTA members
Public Relations Worked with EC and PTA to promote HCCS in different public
events: For Christmas, sent greeting cards to local stakeholders For Chinese New Year Celebration, wrote invitations, followed
up with government officials (County and state officials, PRC Embassy officials, U.S. House and Senate representatives), and hosted VIP reception
Conducted targeted PR activities to help HCCS achieve short-term and long-term goals (e.g., school facilities, library partnerships)
Organized media coverage and sent public press release to report HCCS activities (e.g., Chinese new year celebration);
Coordinated PR activities for fundraising events (e.g., snowstorm, earthquake) and other large local events (e.g., supporting Beijing summer Olympics Games), making sure HCCS name is recognized in some large activities (e.g., Washington-Baltimore New Year Gala, Earthquake Relief Concert).
Attended local community events such as Asia Pacific Heritage Celebration in Howard County, Asian American Healthcare Center Open House and Health Fair.
Made a trip to China to attend the Overseas Chinese Education meeting to promote HCCS and build potential partnership with Beijing Qiaolian.
Public Relations• Future focus:

records are accurate and whether internal controls for HCCS finance are adequate.

Conclusion: HCCS financial records are accurate Internal controls for HCCS finance are adequate HCCS accountants did superb job for maintain and
handling HCCS financial transactions. No blank receipts have been found All reimbursements with more than $300 expenses
are reviewed and signed by both Zhang Jie and Sun Xiaoli
Teachers bonuses were clear and fair Incomes and expenses of Chinese New Year
Celebration are clear. Only one receipt mixed HCCS purchase and personal
purchase together, which was corrected by explanations
Financial Review
Recommendation: Must follow HCCS reimbursement and
inventory procedures Must use original invoices for
reimbursements, not copies, internet invoice, …
Must separate the purchase personal items and HCCS goods from the invoice
Create HCC inventory list, include series number, model and brand name, when and who purchase, how much cost, who keep and so on
