From Our DirectorFebruary's tornadoes caused extensive damage to

trees, homes and utility infrastructure.

Unfortunately, this also makes San Antonio the

ideal environment suitable for frauds, scams and

criminal behavior.

Fraudulent, unqualified contractors or “storm chasers,” come from all over the country looking for

vulnerable consumers. With resources, materials

and contractors limited, homeowners might try and

seek a quick and easier road.

We've created this reference guide and packet of

materials to assist you through this challenging

time. In it are tips of what you can do to decrease

the chance that you become a victim of this crime.

It has also come to our attention that many of the

residents affected are being told the City will be

taking action if clean up or repairs are not done

immediately. These are incorrect statements. If you

hear that, call us directly to have the correct

information.

Because we know how difficult times like these can

be, I'm providing a list of key staff you can call for

information regarding permits, contractors, and tree

maintenance contractors.

Before You Hire a Contractor

It is required that all building contractors are

registered and carry a license issued by the City of

San Antonio for Structural and Non-Structural repair/remodel and obtain a permit followed by

required inspections.

Home Improvement Contractor Registration

is for existing residential construction, repair,

replacement, Non-Structural remodeling

alterations and detached accessory buildings up

to 400 square feet.

A Home Builder Contractor Registration is for

new residential construction, Structural

remodels, Foundation Repair, and detached

accessory building greater than 400 square feet.

Electrical, Mechanical (Heating and Air), Plumbing

contractors are licensed by the State of Texas. All

repairs will need a permit and inspection.

The do-it-yourself home owner will also require

proper permits for the building and plumbing.

Plumbing permits issued to home owners for

homestead only. They will need to hire a licensed

contractor for the electrical, mechanical and

plumbing. Inspections are required for most all

permits issued.

When hiring a contractor, verify the contractor

license with Development Services, make note of

the date of registration and research their

recommendations. Most contractors will not ask

for full payment before the start of construction.

 

Sometimes the cheapest price is not always the

best price if the work is not started, takes too

long, or is done incorrectly.

Before Hiring Someone to

Prune Your Damaged Trees

It is required by City Ordinance that all tree

contractors have a valid, city-issued tree

maintenance license.

Take these simple steps to prevent the spread of

Oak Wilt:

Paint fresh pruning cuts and stumps immediately with wound dressing or latex paint. Clean all pruning tools between sites and/or trees with 10% bleach solution or Lysol™.

dañaron árboles, casas, y infraestructura de

servicios públicos. Infelizmente, esto tambien nos

hace vulnerables a contratistas fraudulentos,

estafas, y criminales.

Contratistas fraudulentos y sis cualifaciones vienen

de todas partes del país buscando a consumidores

vulnerables. Con recursos, materiales y

contractistas en alta demanda, muchos propietarios

pueden buscar una solución rápida y fácil.

Hemos creado este guía y paquete informativo para

ayudarlos durante esta etapa difícil. Aqui

encontrarán sugerencias sobre lo que usted puede

hacer para no ser una víctima de este crimen.

Antes de Emplear un Contratista 

Es un requisito que todos los contratistas estén

registrados con el municipio y que tengan una

licencia de la Ciudad de San Antonio. Esta licencia

es específica a construcción estructural o

remodelación y reparos, y sin ellas, no emitiremos

los permisos necesarios para completar su

proyecto.

La licencia para de un contratista de remodelación permite reparos, reemplazos,

remodelación no estructurales, y alteraciones a

estructuras accesorias no más grandes 400 pies

cuadrados.

La licencia de un contratista de construcción residencial permite construcción de casas

nuevas, reparos de fundaciones, remodelación

estructurales, y alteraciones a estructuras

accesorias no más grandes de 400 pies

cuadrados.

Electricistas, mecánicos (de calefacción y aire

acondicionado), y fontaneros (plomeros) tienen

obtiene su licencia por medio del Estado de Texas.

Todos estor reparos necesitarán permisos y

inspecciones

Para el dueño de casa que quiere hacerlo de por sí,

Post-Disaster Tips Texas Department of Insurance

The following tips can help the claim process go more smoothly after a disaster: • Review your policies carefully. If you don’t know the answers to these questions, ask your agent:

• Which losses are covered? • How much coverage do I have? • What are my deductibles?

• Contact your insurance company as soon as possible to report your claim. Be prepared to answer questions about the extent and severity of the damage and keep a record of any contact you have with the company.

• If you have comprehensive coverage on your auto policy, call your auto insurance company to report auto damage claims. Without comprehensive coverage, your company won’t cover wind, flood, or storm damage to your car.

• If you have a flood policy, call the National Flood Insurance Program. If you have a separate wind policy, call the Texas Windstorm Insurance Association. For information about your rights as a TWIA policyholder, call TDI’s Coastal Outreach and Assistance Services Team.

• Make a list and take pictures and videos of any damage. Don’t throw away damaged items until your insurance adjuster has seen them.

• Make temporary repairs to protect your home and property from further damage. Don’t make permanent repairs until your insurance company says it’s OK. Keep a record of your repair expenses and save all receipts.

• Remove any standing water and dry the area as soon as possible. Move water-soaked items to a dry, well-ventilated area. If you must move items outdoors, put them in a secure area.

• Make sure your address is visible. Post a sign with your address and the name of your insurance company in a spot easily viewed from the street.

• Try to be present when the adjuster inspects your property. • If you hire a public insurance adjuster, call the TDI Consumer Help

Line to ask if the adjuster is licensed. Public adjusters charge fees to help negotiate claim settlements with insurance companies. If you hire a public adjuster, make sure the fees are listed in the contract.

• Find a reputable contractor to make repairs. Have a written contract before repairs begin and pay only as the contractor completes the repairs.

• Texas law prohibits price gouging once the governor declares an area a disaster. If you suspect price gouging, call the Texas Attorney General’s Consumer Protection Hotline.

• Be on the lookout for insurance fraud. To report suspected insurance fraud, call the TDI Consumer Help Line.

• Call the Red Cross if you need shelter or emergency food or water. • If you aren’t insured and need financial help, the Federal Emergency

Management Agency might be able to help. Call FEMA if the storm is a federally declared disaster.

• Call the TDI Consumer Help Line if you need general insurance information or have an insurance complaint.

How to PREVENT Oak WiltOak Wilt prevention is fairly simple and should be taken seriously to prevent further spread of the disease.

Prevent new infections by following these steps:

AVOIDpruning oak trees

February 1 – June 30This is the time beetles are most active and fungal mats

produce spores.

DISINFECTpruning tools

Disinfect tools prior to cutting. Use an

all-purpose household disinfectant or denatured methyl/ isopropyl alcohol.

ONLYSTORE

seasoned firewood from known sources. Oak wilt can be transmitted

through unseasoned firewood from diseased

red oaks.

PAINT wounds immediately

Oak tree wounds need to be painted immediately, regardless

of the season, with latex or commercial tree wound paint.

The paint minimizes exposure to beetles.

Oak Wilt is a destructive, incurable and deadly fungal tree disease that is a threat to all oak trees, some of our community’s most precious natural resources.

What is Oak Wilt?

Oak Wilt not only impacts trees it impacts our community. Trees with Oak Wilt generally do not survive. Oak Wilt can affect aesthetics, decrease your property value, and is expensive to manage. Ignoring this disease can be very costly: Prevention is Key.

Oak Wilt spreads two ways:

ABOVE GROUND through beetles – Diseased red oaks produce fungal mats generally in the spring. These fungal mats attract small beetles and spores become attached to their body. Beetles, which can travel long distances, are then attracted to fresh cuts and other exposed wounds on ALL oak trees.

BELOW GROUND through root connections – Live oaks grow in dense groups with interconnected roots and this is how it is most commonly spread. Although less common, it can spread through interconnected roots of red oaks too.

How to manage Oak Wilt if your trees are already infected

STOP SPREAD THROUGH ROOTS

Trenching may be an option to break up root connections.

To determine if this is the best method, consult with a qualified

tree care professional.This type of work can be complex

and often requires specific training on Oak Wilt.

FUNGICIDE TREATMENT

Propiconazole (AlamoTM) is a

treatment injected (by a certified applicator) into the oaks root flare.

The treatment is most effective when applied as a preventative; however, may sometimes be applied after symptoms have

been developed.

PREVENT NEW INFECTIONS

Cut and dispose of diseased red oaks immediately.

When planting new trees, choose species that are

resistant or immune to Oak Wilt.

Oak Wilt o Marchitamiento de Encinos, es una enfermedad destructiva, incurable y mortal provocada por un hongo. El marchitamiento amenaza a todos los encinos y robles, que son importantes recursos naturales de nuestra comunidad.

¿Qué es Oak Wilt?

El marchitamiento no sólo afecta a los árboles sino a nuestras comunidades. Los robles afectados generalmente no sobreviven. Los árboles infectados rara vez sobreviven. Es un problema de estética, reduce el valor de propiedades y es costoso de controlar. Ignorar la enfermedad puede salir muy caro: la clave está en la prevención.

Oak Wilt se propaga de dos maneras:

EN LA SUPERFICIE por medio de escarabajos – Los robles rojos, comúnmente en primavera, producen mantos fungosos que atraen pequeños escarabajos, al que se les pegan las esporas de los hongos. Los escarabajos pueden viajar grandes distancias y se ven atraídos a las cortadas frescas y otras heridas abiertas en los robles y encinos de todo tipo.
