目標Objective

簡單介紹在國際及區域（包括大中華區）層面上與知識產權有關的組織、工作小組或安排

To briefly introduce IP-related organizations / working groups / arrangement on the international and regional (including Greater China) levels


基本法︰第 152 條Basic Law : Article 152

• 對以國家為單位參加的國際組織和國際會議，香港特區政府可派遣代表作為中華人民共和國代表團的成員參加，並以 “中國香港” 的名義發表意見Representatives of HKSARG may, as members of delegations of PRC, participate in international organisations or conferences limited to states and may express views using the name “Hong Kong, China”

• 香港特區可以 “中國香港” 的名義參加不以國家為單位參加的國際組織和國際會議HKSAR may, using the name “Hong Kong, China” participate in international organisations and conferences not limited to states

Member states: 183 nations (over 90 percent of the countries of the world)

• 目標︰通過國家之間的合作並與其他國際組織配合，促進世界範圍內的知識產權保護Aim: to promote the protection of IP throughout the world through cooperation among states and in collaboration with other international organizations

• 功能︰ (1) 發展國際知識產權法律和標準； (2) 提供全球知識產權保護服務； (3) 鼓勵利用知識產權促進經濟發展； (4) 提高人們對知識產權的認識；及 (5) 提供辯論論壇Functions: (1) Developing international IP laws and standards, (2) Delivering global IP protection services, (3) Encouraging the use of IP for economic development, (4) Promoting better understanding of IP and (5) Providing a forum for debate

• 管理 24 項關乎知識產權保護的國際條約Administers 24 international treaties dealing with IP protection

• 為知識產權監管形式定下最低標準Sets minimum standards for forms of intellectual property regulation

• TRIPS 協定指出國家法律必需達到的要求，並列明執行程序、補償及解決糾紛程序TRIPS contains requirements that nations’ laws must meet and also specifies enforcement procedures, remedies and dispute resolution procedures

泛珠三角區域知識產權合作協議Pan-PRD Intellectual Property Cooperation Agreement

• 2005 年 7 月在成都簽署Signed in Chengdu in July 2005

• 由九個省 ( 區 ) 以及香港、澳門特別行政區的政府知識產權保護和管理部門簽署Signed by the administrative authorities of nine provinces/regions in the Mainland, Macao SAR Government and Hong Kong SAR Government

• 目的為加強區域合作，促進泛珠三角區域經濟共同發展Aims at strengthening regional cooperation in order to boost the joint economic development of the Pan-PRD region
