    Development in the Argyll and Bute Area has the potential to have an impact on the National Parks Special Qualities, both positive and negative. The National Park Authority has a duty to ensure that landscape impacts the National Park are taken into account in the preparation of neighbouring planning authorities planning policies. Details of this response are based on a report submitted to the National Park Authoritys Planning & Access Committee which was approved. This report is attached to this response.

    It is noted that SG LDP REN 1 states that for all wind farms, regardless of scale that landscape and townscape character, scenic quality and visual and general amenity impacts will be addressed. This is supported.

    We also note that policy SG LDP REN1 Part (B) states that Protected Areas within which proposals will be generally resisted unless it can be demonstrated that the proposed development will not have an unacceptable adverse impact on Special Protection Areas, Special Areas of Conservation, and Ramsar sites; National Scenic Areas and Sites of Special Scientific Interest; land within the Green Belt; and that all over material considerations have been satisfactorily addressed. While this approach is supported, the National Park Authority feels that impacts on the special qualities of the National Park should be added to list of designations on which proposed developments have to demonstrate they will not have an unacceptable adverse effect on.

    It is also noted From SG LDP REN1 Part (B) Potentially Constrained Areas will neither be generally supported nor resisted but based on their merits taking into account the same designations as above and additionally Areas of Panoramic Quality; Wild Land and Local Nature Conservation Sites. It is also suggested that impacts to the National Park should be added to the criteria as a designation.

    Changes of this nature would reflect our Adopted Local Plan Policy REN5 Renewable Energy Development Adjacent to the National Park Boundary and Rural Development Policy RD10 : Landscape Setting of the Park in the National Park Partnership Plan which was approved by Ministers in 2012. These policies recognise that development out with the National Park has the potential to have a significant adverse impact on the Park.

    The National Park Authority suggest as above that the National Park is added to the criteria as a designation in which development proposals have to take account of in the bullet points detailing the position on both Protected Areas and Potentially Constrained Areas as displayed on the Windfarm Policy Map.

    SUMMARY AND REASON FOR PRESENTATION

    1.1

    The Argyll and Bute Council Proposed Local Development Plan (PLDP) is the Local Authoritys land use document which sets out its settlement strategy and spatial framework for how the Council wants to see the area develop up to 2024 and beyond. It is going through a 3 month consultation period between 4th February and 29th April 2013. As a neighbouring planning authority, and as one of the local authoritys that includes the National Park in its area, it is relevant to review and report on any cross-boundary issues that should form part of the Authoritys consultation response. This Proposed Local Development Plan raises two issues of note in respect of affordable housing and renewable energy which are outlined below.
