คํานํา

ในชวงเกือบ 2 ปที่ผานมาหลังสงครามอิรัก สื่อความหมายคํา “ฟนฟูบูรณะอิรัก” หรือ “Rebuild Iraq” นั้น ไดแปรเปลี่ยนไปโดยสิ้นเชิง ในแงรูปแบบ ธุรกิจการคาที่เกี่ยวกับการฟนฟูบูรณะอิรักเกือบจะไมไดเกิดข้ึนในอิรัก เพราะปญหาความรุนแรงหลายหลากในประเทศนั้น คุกคามตอชีวิตและทรัพยสิน ทําใหโครงการตางๆ ในอิรักตองเพิ่มคาใชจายดานความปลอดภัยจํานวนมหาศาลถึงกวารอยละ 30 ของเงินทุน นอกจากนี้ ในแงเนื้อหา “Rebuild Iraq” ก็มิไดจํากัดแตเพียงธุรกิจเกี่ยวกับงานกอสรางซอมแซมอยางที่มักเขาใจ แตหมายรวมถึงการคาขายสินคาอุปโภคบริโภคทุกประเภท ที่เกี่ยวของกับการกิน การอยูของคนอิรักทั้งประเทศ 25 ลานคน

จากสถานการณความรุนแรงในอิรัก ทําใหสถานเอกอัครราชทูต ณ กรุงแบกแดด ตองอพยพออกมาตั้งสํานักงานชั่วคราวในกรุงอัมมาน ประเทศจอรแดน เชนเดียวกับบรรดาองคกรระหวางประเทศและบรรดานักธุรกิจผูมีอันจะกินชาวอิรักอีกกวา 200,000 คน ที่นําเงินเขาจอรแดนกวา 2000 ลานเหรียญ เกิดบริษัทที่ทําการคากับอิรักในจอรแดนอีกรวมพันบริษัท จากขอเท็จจริงดังกลาว รวมถึงที่ตั้งทางภูมิศาสตร และโดยเฉพาะนโยบายสงเสริมหลายรูปแบบของรัฐบาลจอรแดน จึงทําใหจอรแดนกลายเปน “ประตูสูอิรัก” อยางแทจริง “Rebuild Iraq” จึงเกิดในประเทศรอบๆ อิรักที่สําคัญๆ อยางเชน จอรแดน

สถานเอกอัครราชทูตฯ แหงนี้เปนหนึ่งใน 25 แหงทั่วโลกที่รัฐบาลกําหนดเปนสถานเอกอัครราชทูตฯ สําคัญเชิงยุทธศาสตร หรือที่เรียกวา “Strategic Post” และก็เปน Strategic Post แหงเดียวที่มีตัวแทนจากกระทรวงการตางประเทศ เพียงหนวยงานเดียว โดยในชวงที่ผานมา สถานเอกอัครราชทูตฯ ไดประสานจัดใหคณะพอคานักธุรกิจไทยที่มาเยือนจอรแดนพบปะกับพอคานักธุรกิจทั้งจอรแดนและอิรัก โดยเฉพาะงาน “Export Rally” สงผลใหฝายไทยสามารถขายสินคาไดรวมกวา 700 ลานบาท ในแงมูลคาการคาไทย-จอรแดนปที่แลว แมตัวเลขจะเพียงประมาณ 3,558 ลานบาท แตที่นาสังเกตคือ มูลคานําเขาจากไทยเพิ่มสูงข้ึน เฉลี่ย 2 ป (2546-2547) ถึงปละ 38.8% และหากจะพิจารณาในสวนของจอรแดนที่มูลคาการคากับอิรักเพิ่มขึ้นอยางมากหลายเทาตัวหลังสงคราม ก็ย่ิงจะเห็นไดชัดเจนถึงบทบาทของจอรแดนในฐานะเปนประตูสําคัญทางการคาสูอิรักอยางแทจริง

โดยตระหนักถึงศักยภาพที่มีอยูจริงของตลาดจอรแดนดังกลาว และความสําคัญของการสรางโอกาสและมุงหาตลาดใหมทางการคาใหนักธุรกิจไทยตามนโยบายรัฐบาล สถานเอกอัครราชทูตฯ จึงไดประสานจัดใหนักธุรกิจจากประเทศไทยจํานวนหลายสิบบริษัทพบปะกับนักธุรกิจทั้งจอรแดนและอิรักที่สถานเอกอัครราชทูตฯ ในชวงงาน Rebuild Iraq 2005 ระหวางวันที่ 4 ถึง 7 เม.ย. 2548 และไดประมวลรวบรวมรายชื่อบริษัทและกลุมธุรกิจตางๆ ที่ทําการคากับอิรักข้ึน เพื่อประโยชนในการติดตอเพิ่มพูนทางธุรกิจการคาใหนักธุรกิจไทย ซึ่งสถานเอกอัครราชทูตฯ หวังวาจะเปนปจจัยชวยใหเกิดการตื่นตัว และความพรอมของนักธุรกิจไทยที่จะมาบุกและแขงขันในตลาดแหงนี้อยางจริงจัง (นายวิบูลย คูสกุล) เอกอัครราชทูต

ทําไมตองจอรแดน?

ปจจัยสําคัญสําหรับภาคเอกชนไทยในการมองจอรแดนในฐานะเปนประตูการคาไปสูอิรักประการแรกไดแก เร่ืองโครงสรางทางเศรษฐกิจของจอรแดนที่ไดรับการออกแบบและพัฒนาเพื่อตอบสนองความตองการของตลาดอิรักโดยเฉพาะ กลาวคือในชวงหลังสงครามอาวเปอรเซียเมื่อป 2534 เปนตนมา ซึ่งอิรักตกอยูภายใตมาตรการคว่ําบาตรทางเศรษฐกิจโดยสหประชาชาติ จอรแดนซึ่งมีความไดเปรียบทางดานความสัมพันธที่ใกลชิด มีที่ตั้งทางภูมิศาสตรและเสนทางคมนาคมที่ติดตอกับอิรักไดสะดวกที่สุด ไดกลายเปนประเทศคูคาหลักของอิรัก โดยขายสินคาเพื่อแลกน้ํามันภายใตโครงการ Oil for Food ตลอดระยะเวลา 12 ป ปริมาณการคาที่เพิ่มข้ึนอยางมากทําใหจอรแดนจําเปนตองขยายชองทาง ตลอดจนระบบสาธารณูปโภคเพื่อเอื้ออํานวยแกการคา ทั้งดานการขนสง การธนาคาร และการสื่อสารโทรคมนาคม ปจจุบัน เมืองทา Aqaba ของจอรแดน ซึ่งมีถนนสายตรงไปยังชายแดนอิรักและบริการขนสงที่มีประสิทธิภาพ สามารถรองรับสินคาไดถึงปริมาณปละ 30 ลานตัน มูลคาการสงออกของจอรแดนไปยังอิรักปจจุบันเฉลี่ยปละกวา 400 ลานดอลลารสหรัฐฯ และแนวโนมกําลังขยายตัวอีกมากหลังจากสหประชาชาติยกเลิกมาตรการคว่ําบาตรฯ ทําใหมีความตองการทั้งสินคาและบริการเพิ่มข้ึนอยางมากทุกประเภท และโดยเฉพาะความตองการของโครงการฟนฟูบูรณะอิรักหลังสงคราม

ปจจัยสําคัญที่นาพิจารณาเกี่ยวกับศักยภาพทางเศรษฐกิจของจอรแดนประการที่สอง นอกจากความพรอมดานพื้นฐานโครงสรางสาธารณูปโภคแลว ไดแก นโยบายเปดเสรีทางเศรษฐกิจซ่ึงผูนําจอรแดนไดพยายามผลักดันควบคูกับการปรับโครงสราง ถือไดวาเปนปจจัยภายนอกที่ชวยสงเสริมปจจัยภายในใหมีการพัฒนาควบคูอยางรวดเร็ว จอรแดนอาศัยความเปนประเทศหนาดานทางภูมิศาสตรและการเมืองระหวางประเทศ โดยมีที่ตั้งอยูกึ่งกลางระหวางอิสราเอลและกลุมประเทศอาหรับ ดําเนินนโยบายเปนกลางระหวางชาติตะวันตกและชาติอาหรับเพื่อขยายความรวมมือทั้งดานการเศรษฐกิจและเทคโนโลยีเพื่อการพัฒนา ผลจากการดําเนินความสัมพันธ ที่ดีกับทั้งสองฝายทําใหจอรแดนไดรับความชวยเหลือรูปแบบตางๆ และโดยเฉพาะสิทธิพิเศษทางการคาจากชาติมหาอํานาจ เชน การมีความตกลงเขตการคาเสรี (Free Trade Area Agreement) กับสหรัฐฯ (รวมทั้งกับสิงคโปรเมื่อป 2547) และมีความตกลงหุนสวนทางเศรษฐกิจ (Partnership Agreement) กับสหภาพยุโรป และในขณะเดียวกัน ก็ไดรับความชวยเหลือดานน้ํามันจากชาติอาหรับ เชน ซาอุดิอาระเบีย สหรัฐอาหรับเอมิเรตส และคูเวต ซึ่งใหความชวยเหลือทดแทนน้ํามันที่จอรแดนเคยไดรับจากอิรักในชวงกอนสงคราม นอกจากนี้ จอรแดนยังมีความตกลงเขตการคาเสรีกับกลุมประเทศตะวันออกกลาง แอฟริกาเหนือ ตลอดจนความรวมมือทางเศรษฐกิจกับกลุมประเทศเมดิเตอรเรเนียน

ความรวมมือระหวางประเทศดังกลาว ในชวง 4-5 ปที่ผานมา ประกอบกับสถานการณการเมืองในภูมิภาค โดยเฉพาะสงครามในอิรักเมื่อป 2546 ไดมีผลอยางมากตอการพัฒนาโครงสรางทางเศรษฐกิจภายในของจอรแดน โดยเฉพาะในภาคการคาและอุตสาหกรรม ซึ่งสวนใหญนอกจากปริมาณการคากับอิรักที่เพิ่มข้ึนอยางมากแลว ยังมาจากการดึงดูดการลงทุน จากทั้งในและนอกประเทศ โดยการแปรรูปรัฐวิสาหกิจใหภาคเอกชนเขามาดําเนินการ การปรับปรุงกฎหมาย ระเบียบขอบังคับทางดานแรงงานและดานการจัดเก็บภาษี และจัดตั้งเขตอุตสาหกรรมพรอมทั้งมาตรการการสงเสริมการลงทุน เพื่อใชสิทธิประโยชนทางการคา และการยกเวนภาษีจากความตกลงการคาเสรีที่จอรแดนมีกับประเทศตางๆ รวมทั้งการนําเทคโนโลยีสารสนเทศ (สวนหนึ่งไดรับการสนับสนุนจากบริษัท Microsoft) มาใชเปนมาตรฐานสําหรับภาครัฐและเอกชน โดยเฉพาะในการบริการการคาและการธนาคาร และธุรกิจบริการอื่นๆ ตัวอยางสําคัญของความเปลี่ยนแปลงทางเศรษฐกิจของจอรแดนที่เห็นไดชัดไดแกอัตราการขยายตัวของมูลคาการสงออก จากป 2543 มูลคา 1,544 ลานดอลลารสหรัฐฯ เปน 2,342 ลานดอลลารเมื่อป 2546 หรือเพิ่มข้ึนคิดเปนรอยละ 51.6 และการขยายตัวของการลงทุนของภาคอุตสาหกรรมเพื่อสงออกไปยังตลาดสหรัฐฯ ภายใตสิทธิพิเศษทางการคาและความตกลงการคาเสรี ในเขตอุตสาหกรรมเฉพาะ (Qualified Industrial Zones) ที่กระจายอยูทั่วประเทศกวาสิบแหง คาดวาจะมีมูลคาสงออกในป 2548 ประมาณ 1 พันลานดอลลารสหรัฐฯ (เพิ่มจาก 5 ลานดอลลารสหรัฐฯ เมื่อเร่ิมจัดตั้งในป 2543)

ความสัมพันธทางเศรษฐกิจระหวางไทยกับจอรแดน แมในปจจุบันจะยังมีไมมาก แตเกือบทั้งหมดเปนการนําเขาสินคาไทยมายังตลาดจอรแดน ทําใหจอรแดนขาดดุลการคาใหกับไทยปละประมาณกวา 3,200 ลานบาท โดยมีอัตราการขาดดุลกับไทยเพิ่มข้ึนจากปกอนๆ ปละรวม 40% การคาที่เกิดขึ้นสวนใหญพอคาจอรแดนเดินทางไปเลือกซื้อสินคาจากประเทศไทย โดยเมื่อป 2547 มีชาวจอรแดนเดินทางมาไทยประมาณ 37,000 คน ขณะที่ไทยเดินทางไปจอรแดนเพียงประมาณ 1,000 คน ซึ่งตัวเลขดังกลาว สวนหนึ่งแสดงใหเห็นวาตัวเลขการคาที่เกิดขึ้น สวนใหญเกิดจากความสนใจของพอคาจอรแดนเพียงฝายเดียว ซึ่งเรื่องนี้ หากมีการสนใจศึกษาอยางจริงจังโดยภาครัฐเพื่อใหความรูความเขาใจและใหการสนับสนุนแกภาคเอกชนในการขยายความรวมมือทางเศรษฐกิจการคาการลงทุนกับจอรแดนเพื่อใชประโยชนในการเปนประตูสูอิรัก (ดังเชนที่สถานเอกอัครราชทูตฯ ดําเนินการสําหรับเอกชนไทยในงาน Rebuild Iraq 2005 คร้ังนี้) และจากสิทธิประโยชนทางการคาที่จอรแดนไดรับจากตลาดหลักของไทยคือทั้งสหรัฐฯ และยุโรป ตลอดจนจากกลุมประเทศอื่นๆ ในภูมิภาคตะวันออกกลางและแอฟริกาเหนือที่ไทยสามารถใชเปนชองทางในการขยายการคา ก็นาจะเปนประโยชนในระยะยาวสําหรับการเพิ่มอํานาจการแขงขันใหกับเศรษฐกิจไทยไดอีกทางหนึ่ง ซึ่งปจจุบัน หลายประเทศใหความสําคัญและเริ่มมีการดําเนินการอยางเปนรูปธรรม โดยเฉพาะประเทศในเอเชีย ไดแก ญี่ปุน เกาหลีใต จีน และอินเดีย โดยมีการลงทุนจากบริษัทยักษใหญเชน JVC, LG และบริษัท Haier จากจีน และลาสุดสิงคโปรก็ไดมีการลงนามความตกลงเขตการคาเสรีกับจอรแดน

การเสด็จเยือนประเทศไทยอยางเปนทางการของกษัตริยอับดุลลาหที่ 2 แหงจอรแดนเมื่อเดือนสิงหาคม 2547 การเขาเฝาฯ พระบาทสมเด็จพระเจาอยูหัว และหารือกับ ฯพณฯ นายกรัฐมนตรี ตอกย้ําถึงวิสัยทัศนแสดงใหเห็นวากษัตริยจอรแดนทรงมีความสนพระทัยในการพัฒนาความสัมพันธกับประเทศไทยอยางจริงจัง และทรงใหความสําคัญกับการขยายความรวมมือในทุกๆ ดาน ทั้งดานการเมืองความมั่นคง การพัฒนา และโดยเฉพาะอยางยิ่งดานเศรษฐกิจ โดยในระหวางการเสด็จฯ ไดทรงรวมประชุมพบปะนักธุรกิจไทย และทรงบรรยายสรุปเกี่ยวกับบรรยากาศการลงทุนในจอรแดนดวยพระองคเอง จึงนับวาเปนโอกาสที่สําคัญและจะเปนประโยชนอยางยิ่งหากจะมีการสานตอและตอบสนองอยางเรงดวนโดยภาคเอกชนไทยอยางจริงจัง โดยเฉพาะในโอกาสตอจากนี้ ที่จะมีการลงนามในความตกลงคุมครองการลงทุน และความตกลงหลีกเลี่ยงการเก็บภาษีซอนระหวางไทยกับจอรแดน

ทางดานความรวมมือทางเศรษฐกิจการคารายสาขาที่สําคัญ และนาสนใจสําหรับภาคเอกชนไทยในการแสวงหาความรวมมือดานการคาการลงทุนเพื่อเจาะตลาดอิรัก ไดแก ธุรกิจกอสราง ยาและเวชภัณฑ สินคาและบริการดาน ICT การกอสรางโรงพยาบาล ธุรกิจการคาและการบริการเกี่ยวกับดานการศึกษา เชนอุปกรณการศึกษา และการฝกอบรม และความรวมมือดานอุตสาหกรรมการผลิตตางๆ เชน ผลิตภัณฑยางและพลาสติก ผลิตภัณฑเคมี ส่ิงทอ โรงงานบรรจุหีบหอ เฟอรนิเจอร กระดาษ ส่ิงพิมพ อาหาร อาหารสัตว และอุตสาหกรรมการเกษตร เปนตน สําหรับความรวมมือดานการลงทุนในการเจาะตลาดเขาสูตลาดสหรัฐฯ และยุโรปนั้น การรวมทุนทางดานอัญมณีก็เปนอีกลูทางหนึ่งที่นาสนใจ โดยจอรแดนไดนําเขาชางทอง ชางเจียระไนอัญมณีจากไทยกวา 70 คนในปจจุบัน เพื่อผลิตเครื่องประดับสงเขาสูตลาดสหรัฐฯ และยุโรป และความตองการชางฝมือดังกลาวจากไทยก็เพิ่มสูงขึ้นทุกป นอกจากนี้ สายการบินจอรแดนที่บินตรงกรุงอัมมาน-กรุงเทพฯ 5 เที่ยวตอสัปดาห และปที่แลว มีคนจอรแดนเดินทางเขาไทยประมาณ 37,000 คน นั้น ก็เปนโอกาสและลูทางสําคัญอีกอันที่โยงถึงเรื่องการทองเที่ยวที่ฝายไทยจะสงเสริมเพื่อเพิ่มมูลคาได โดยการหาทางขยายการอยูตอในไทยของคนจอรแดนเหลานั้นเพื่อการใชภาคบริการตางๆในไทย และสงเสริมใหมีการเพิ่มพูนทําธุรกิจการคากับไทยใหมากกวาที่เปนอยู เพราะผูโดยสารหลายสวนเปนการแวะผานไทยไปประเทศใกลเคียงอื่นๆ เชน จีน หรือเกาหลีใต สถานเอกอัครราชทูต ณ กรุงแบกแดด (สํานักงานชั่วคราว ณ กรุงอัมมาน) เมษายน 2548
