像是 ERP 或 CRM 的導入、大型主機移轉,或是網路升級等大型專案來說,問題不見得百分之百來自 IT 。企業端通常也脫不了關係。 但不幸且不公平的事實是,因為這些專案被視為「科技專案」,所以在歸咎責任時,企業幾乎總是會盯上 IT 部門。 當問到 IT 專案責任時,有 71% 的企業將管理高層視為該負責的那群人。但提到 IT 專案運作時,非 IT 的高階管理者就開始退縮辯解。 「資訊長有責任確保利益關係人的 IT 投資報酬最佳化。」「企業投資需要負企業責任。但是當專案失敗時(特別是耗資不斐的 ERP 導入專案), IT 會被指責─但這不全然是 IT 專案。」

Modernize (Don’t Replace!) Your Legacy Applications (1/2)

隨著時間的流逝,每家公司都發現到它們的系統已經過時。這些系統很早就開發導入,雖然在某些關鍵領域上,功能缺東缺西,但也還算堪用。 有些公司選擇進行大規模系統開發。他們會針對新系統應用需求採用外包或自行撰寫,並在測試後導入上線,當然也會有使用者訓練、資料轉換與導入評估等。但這並不是唯一的解決方案。 有些廠商提供螢幕轉譯的工具,扮演使用者與舊系統間的前端瀏覽器的角色。這些工具會直接從老舊系統抓取資料,將其呈現在以新技術標準所開發的現代化介面,而盡量不對原來背後的環境動手腳。 有時候,更新系統是個合理的作法。然而,有時公司只是覺得舊系統介面簡陋,運作還算良好,且該系統處理組織的關鍵流程,若要更新取代則需特別小心,抑或是目前缺少所需的資源(經費、時間)。在上述情境下,延長舊系統的使用壽命,並套上新的更新介面是個可行的方案。

Hannaford Bros.: The Importance of Securing Customer Data (1/2)

2008 年 3月, Hannaford Bros. 的資料安全出現漏洞。根據公司在網站對所有客戶的公告,有侵入者於 12 月 7 日至 3 月 10 日期間,自系統偷走 420 萬份信用卡與金融卡帳號。 一星期內就有兩個團體對 Hannaford Bros. 提出集體控訴。它們認為

Hannaford Bros. 的資料安全保護不當,才會危及顧客的個人財務資料,讓大眾暴露在被詐騙的風險之中。它們同時宣稱 Hannaford Bros. 在發現問題時並未立即將事實公諸於世。

除了面對顧客提出的訴訟外,有類似遭遇的商家也需要面對銀行和信用卡公司。這些公司也很怕需要花費數以萬計的費用在幫客戶換卡或是連繫上。 商家認為每次交易時付給信用卡公司的佣金已經包含防範詐騙的相關成本,若需付出任何其他金額都像是受到雙重罰款。它們也宣稱,自己之所以儲存顧客的付款卡片資料,也是因為配合主要信用卡往來公司的要求。

過去二十年來,資訊長( CIO )被視為融合資訊與企業功能的最終角色。但是在第一線的執行上,企業分析師( business analyst, BA )才是真正被定位來負責企業中的 IT 應用開發,協調各部門能順利運作。

企業分析師是 IT 設計與企業顧客間的橋梁,解決設計與需求間的落差。 Forrester研究機構最近的研究報告指出,成功的企業分析師一定能「溝通、促進與分析」。 風險評估、協調和問題解決是最重要的能力。企業分析師在計畫執行的期間,會不斷地解決衝突與進行變革。「企業分析師必須時時學習」。 「一個好的企業分析師會學習企業的知識,並將其與開發計畫結合。」
