certification, benchmarking, classifications, codes of
conduct, etc. => own responsibility!
• Regulation (by way of assignment):
law refers to standard or ‘equivalent’, conformity
assessment (CE)

Background (1)
• Biomass from green revolution to hot issue
• Establishment project group in 2006 by Dutch
government => 'Testing framework for sustainable
biomass' in 2007 with so-called “Cramer criteria”
• Establishment BIOPEC consortium in 2007 aiming at
certified sustainably produced biomass
• Certification system needs requirements (NTA 8080)
and scheme with rules for certification (NTA 8081)
• NEN facilitates process to develop and manage
certification system (note: NEN does not certify!)

• Multi-stakeholders approach (industry, NGOs,
government, research institutes, certification bodies)
• Basis is testing framework (Cramer criteria)
• Timeframe NTA 8080: Jun 08 – Mar 09

validation and acceptance by accreditation council)
• Operational since Jan 11 => continuous improvement

Greenhouse gas balance
Emission savings compared with fossil reference: • 70% for power & heat, ref. coal-fired installations; innovative technologies 50% • 50% for power & heat, ref. gas-fired installations • 60% for biogas • 50% for biofuels; 35% for some biofuels till 2012
Carbon stocks For new production units: • exclusion of areas with high above-ground carbon stocks • exclusion of areas with high risk of significant carbon losses from the soil • carbon losses shall be compensated within ten years

Organization

• Procedure:
– check if organization falls within scope NTA 8080
– complete system plan (self assessment) and
undertake necessary actions if not satisfactory
– apply for certification by recognized certification
body (if organization thinks it is ready)
– co-operate with audit team of certification body
(e.g. documentation, site visit)
– if compliance with NTA 8080 (or RED), certificate is granted to
organization; otherwise first correct non-conformities
– organization is included in central register with scope certificate

European developments and beyond (1)
• Renewable Energy Directive (2009/28/EC)
including sustainability criteria for biofuels and bioliquids
– greenhouse gas (GHG) emission saving shall be at least 35% (and 50% as from 2017)
– raw materials shall not be obtained from land (ref. January 2008):
> with high biodiversity value (like primary forests, highly biodiverse grasslands, areas with nature protection purpose)
> with high carbon stock (like wetlands, continuously forested areas and peatland)
– raw materials cultivated in EU shall be obtained in accordance with good agricultural and environmental condition => ‘cross-compliance rules’

European developments and beyond (2)
• EC report on sustainability requirements for use of solid and gaseous biomass sources in electricity, heating and cooling (COM(2010)011) – no European legal framework (yet) with sustainability criteria for
solid and gaseous biomass
– recommendations to member states who wish to implement a sustainability scheme for solid and gaseous biomass:
> adopt sustainability criteria from RED
> do not apply GHG emission saving to waste
> adjust the GHG calculation to obtain value for total GHG emission
> only apply scheme to large energy producers: ≥ 1 MWe / MWth
> support schemes in favour of high energy conversion efficiencies
• New EC communication planned for December 2011

• CEN/TC 383 "Sustainably produced biomass for energy applications"
– Original scope: sustainability criteria based on "people, planet, profit" for all types of biomass for energy applications
– Current scope: sustainability criteria limited to RED aspects
> Terminology [EN 16214-1 & CEN/TR 16214-5]
> Calculation of GHG emission balance using LCA [EN 16214-4]
> Biodiversity (areas with nature protection purposes, highly biodiverse non-natural grassland, peatland) [EN 16214-3]
> Conformity assessment including mass balance [EN 16214-2]
– Publications expected in course of 2012
– Proposal to develop standards for solid and gaseous biomass based on RED / EC recommendations (to be decided)

• ISO/PC 248 "Sustainability criteria for bioenergy“
– Scope: sustainability criteria for production, supply chain and application of bioenergy; including terminology and aspects related to the sustainability (e.g. environmental, social and economic) of bioenergy
– Membership: 29 P-members and 14 O-members (from both developed and developing countries), several liaisons
– Four working groups to create one standard [ISO 13065]:
> Cross-cutting issues (incl. terminology, verification and audit)
> Greenhouse gases
> Environmental, economic and social aspects
> Indirect effects (study group)
– Publication expected in April 2014
