The Korean Agency for Technology and Standards (KATS) has published KATS Notice No. 2016-139 to amend the Standard of Self-regulatory Safety Conrmation System under the “Quality Management and Safety Control of Industrial Products Act” for protective helmets for sports users (Annex 53). The amendments are eective immediately.
The Governor of Vermont has signed Bill H595 covering a number of amendments to dierent provisions. One of them is to revise 18 V.S.A. §1775 on target dates for reporting chemicals of high concern in children’s products to the Department of Health of Vermont.
The U.S. Consumer Product Safety Commission (CPSC) has published a direct nal rule for the revision of Safety Standards for Carriage and Strollers (16 CFR 1227) (see us_13_018_FollowUp_1) to incorporate by reference a more recent ASTM F833-15, Standard Consumer Safety Performance Specication for Carriages and Strollers, without modication. This rule shall become eective on 2 October 2016, unless the CPSC receives signicant adverse comment by 11 July 2016.
Remark: The previous 16 CFR 1227 refer to ASTM F833-13b, The revise is to refer the latest version of ASTM F833-15.
The Taiwan Bureau of Standards, Metrology and Inspection (BSMI) has approved the mandatory inspection require- ments for travel cases under BSMI Notice No. 10520001750. The mandatory inspection shall be eective on 1 March, 2017. All provisions in the draft regulation are adopted, except:

The Ministry of Health and Social Protection has proposed a Resolution to amend conformity assessment requirements for the technical regulation of toys in Resolution no. 3388/2008. If approved as proposed, it shall come into force six months after the date of its publication in the Ocial Journal and will revoke Resolution no. 3117/2015 (see co_15_001). The proposed amended conformity assessment requirements are highlighted as follows:

Conformity assessment 1. Conformity assessment shall be conducted in accordance with the compliance tests in NTC EN 71-1, NTC EN 71-2 and NTC EN 71-3 (with corresponding updates if any). Compliance of the tests in equivalent technical standards such as ASTM F963-11, EN 71-1, EN 71-2 and EN 71-3 is acceptable. NTC EN 71-1/2/3ASTM F963-11 EN71-1/2/3. 2. The manufacturers or importers shall obtain the certificate of conformity by any of the following alternatives: a. The certificate shall be issued by a certification body accredited by ONAC, under scope of toys, their components and accessories. b. The certificate shall be issued by a certification body accredited by an accreditation body recognised with a multilateral recognition agreement (MLA) that is not part of the ONAC. The conformity assessment body from Colombia that recognises the results of conformity assess ment issued by a foreign conformity assessment body, shall prove to ONAC that has an agreement with his counterpart to ensure competence to perform the conformity assessment abroad. c. The certificate of conformity shall be issued under a MLA between Colombia and another country. 3. Tests shall be conducted in laboratories accredited by accreditation bodies recognised with the MLA signed by ONAC. If there is no laboratory accredited in Colombia, the tests can be conducted in laboratories assessed by certification body according to NTC-ISO/IEC 17025 or by accreditation body recognised with MLA signed by ONAC. The French Directorate-General for Competition, Consumer Aairs and Fraud Control (DGCCRF) has published a methodological document DM/4B/COM/002 on rules relating to food contacting non-metallic materials including glass and ceramics. The document shall supersede the corresponding provisions in Information Notice 2004/64 on Materials in Contact with Foodstus with immediate eect.
The document shall apply to inorganic materials including ceramics, glass, crystal, glass ceramics and enamelled articles intended to come into contact with food.
