本會社會服務部在2018/19年度的服務主題是「擁抱生

命，祝福社群」。我們期望每位同事和服務使用者都能

擁抱自己及別人的生命，為身處社群帶來祝福。

2018/19年度已是第四年以「精神健康」為服務方向，

因應不同對象的需要而推行「精神健康」的活動，並逐

年增加數量。本年度舉辦的活動達五成是針對與精神健

康相關的範疇，包括青少年情緒管理、特殊學習需要，

以及向長者推廣正面積極的生活模式。

服務發展

針對特殊學習需要兒童的需要，本年度機構增撥資源給

山景綜合青少年服務中心推行各項支援服務，特別為患

有過度活躍症及自閉症的兒童提供有系統的訓練活動。

本會自2010年起已為元朗三育幼稚園提供社工服務，

為加強對學前兒童的支援服務，社會服務部於2018年

9月起為元朗三育幼稚園提供每週二天半的駐園社工服

務，針對有需要的學童及其家長提供適切的支援服務。

社會福利署在2018年9月起向受津助的長者鄰舍中心增

撥資源，小西灣及新蒲崗長者鄰舍中心各增聘兩位註冊

社工及一位起居照顧員，針對患有認知障礙的長者及有

需要的照顧者提供支援服務。

人才培訓在2018/19年度，本機構運用「社會福利發展基金」

為35位政府津助服務單位的同工提供在職培訓，他們

合共參與之課程數目為95個，課程類型包括輔導、管

理、活動技巧、職安健及電腦知識等。另有1位職員接

受社會工作副學士課程培訓。期望同工透過持續學習，

對提供專業的服務有所幫助。

In 2018/19, the theme of our Social Service Department’s services is "Embrace life, Bless the community." We expect every colleague and service user to embrace their lives and others’, as well as bringing blessings to the community.

This service year 2018/19 is the fourth-year that focuses on "Mental Health”. The activities related to "Mental Health" are carried out in response to the needs of various people, and the number of activities increased year by year. In which, 50% of these activities held include adolescent’s emotional management, special learning needs and the promotion of positive lifestyles for the elderly.

Service DevelopmentIn response to the needs of children with special educational needs, the Social Service Department has allocated additional resources to Shan King Integrated Children and Youth Service Centre this year to provide various support services, particularly for children with hyperactivity and autism.

In order to strengthen the support services for pre-primary children, we have started to provide social work services for Yuen Long Sam Yuk Kindergarten since 2010. In which a two-and-a-half-day school social work services are provided that aim to provide appropriate support services to the students and their parents in need.

The Social Welfare Department has allocated additional resources to the subsidized Elderly Neighbourhood Centre since September 2018. Two additional registered social workers and one personal care worker have been recruited at Siu Sai Wan and San Po Kong Elderly Neighbourhood Centres. Support services are provided for the elderly with dementia and the carers who are in need.

Executive DevelopmentIn 2018/19, 35 staffs from government subsidized service units received on-job training funded by Social Welfare Development Fund. They have attended 58 courses in total, including counseling, management, activity organizing skills development, occupational safety & health and computer knowledge. Also, one of the staff is under an associate degree training in in social work. The staffs are expected to provide more professional services after continuous learning.

財務管理

本會按社會福利署「最佳執行指引」的建議檢視及修訂

現行政策及程序，以善用資源及發揮其效用。本會以保

持審慎及穩健的理財原則去檢視及運用公帑。在本年

度，為感謝員工努力付出，將部份整筆撥款盈餘支付鼓

勵金予員工。本年度仍然延續上年度的方針，使用整筆

撥款增聘前線人手及增加活動開支。人手方面增加活動

幹事職位，以輔助社工推行服務，加強前線服務質素；

而活動開支方面則用來資助各中心舉辦策略性發展服

務。由於本年度有盈餘，故並沒有動用整筆撥款儲備。

至於運用非定影員工的強積金儲備方面，沿用現有政

策，服務十年以下的員工僱主供款5%，服務滿十年的員

工僱主供款8%。因應配合未來一年的人力資源安排，會

預留款項應付增加的供款。

在未來一年，整筆撥款盈餘及儲備主要用於改善員工福

利，調高社工薪金，並增聘額外人手，以提升服務質素。

隨著薪金和人手的提升, 強積金僱主的供款亦相應增加；故

本年度非定影員工的公積金盈餘需保留作儲備以為日後供

款之用。委員會亦會每年定時檢討相關政策和程序，會以

鼓勵員工及提升士氣為原則使用儲備。整筆撥款儲備及強

積金儲備狀況亦隨著周年財務報告上載本會網頁供員工及

大眾覽閱。本會委員會將定時監察各項儲備及定於每年檢

討現行政策及程序。有關整筆撥款及非定影員工的強積金

儲備，可參閱2018/19整筆撥款周年財務報告，在此不贅。

心靈關懷

長者中心得到地區教會的協助，定期舉辦福音茶座，以

滿足長者心靈的需要。在2018年5月，長者中心與教會

合辦「擁抱祝福」長者生活講座，以「快樂七式」為主

題，透過聖經故事及生命見證，鼓勵長者活出積極及正

面的人生。三所長者中心合共舉行了16場講座，共有

788人次出席。

展望

機構在2019/20年度的服務主題仍沿用「擁抱生命，祝

福社群」，以深化「精神健康」的服務方向為社區服

務。在此謹代表機構感謝過去一年在本會各服務單位的

同事的貢獻，無論已離職或仍在任的，他們都付出努

力，盡心為區內群體服務。期望在未來的日子，各同事

仍本著基督愛人的精神，攜手邁向新里程，與服務使用

者同行人生路。

Financial ManagementThe current policy and procedures are reviewed and revised in accordance with the recommendations from Best Practice Guidelines from the Social Welfare Department. The Hong Kong-Macao Conference of the Seventh-day Adventists examines and uses the public money by maintaining prudent financial management principles. This year, part of the Lump Sum Grant will be paid to the employees to show our appreciation for their toil; besides, we continued to use the Lump Sum Grant as the extra budget for manpower and activities. The increased officers can support social workers to enhance the quality of the front-line services, as well as the increased budget on activities can allow centers to organize strategic development services. As we have the surplus this year, the Lump Sum Grant was not used.

As to non-snapshot staff's MPF reserves, the existing policy is adopted to contribute 5% and 8% to employees who have served the organization for under 10 years and 10 years respectively. In order to accommodate some of the human resources’ arrangements for the coming year, we will save more reserve for the future increasing MPF contribution.

In the coming year, the Lump Sum Grant and Reserves will mainly be used to improve staff welfare, increase manpower and social worker’s salary aiming to enhance quality of our services. With the increase in salaries and manpower, the employer’s contribution to MPF has also increased accordingly. Therefore, the surplus of Provident Fund subvention for non-Snapshot Staff needs to be reserved for future contributions this year. The Committee will review related policies and procedures on an annual basis based on the principle of encouraging employees and boosting morale. The Lump Sum Grant and the MPF Reserve details are included in the Annual Financial Report that is available on our website, the Committee will regularly monitor the various reserves and review current policies and procedures. Spiritual CareWith the support from the local churches, the Elderly Centres hold Gospel cafes regularly to meet the spiritual needs of the elders. In May 2018, the elderly centres and the churches co-organized the “Hug with Wishes” Elderly Life Talks. With the theme of “Happy Seven” as well as the Bible stories and life witnesses, the talks encouraged the elders to live an energetic and positive life. A total of 16 talks were held in the three elderly centres, with a total of 788 attendees.

Looking AheadIn 2019/20, the organization will still apply the theme "Embrace life, Bless the community" and develop more services in "Mental Health". On behalf of the organization, we would like to give thanks to all colleagues in various units for their contributions in the past year. Whether they have left or not, they have worked hard to serve the community. I hope that in the days to come my colleagues will continue to march towards a new era in the spirit of Christian love together with the service users.

機構簡介

基督復臨安息日會蒙召將我們救主耶穌基督永遠的福音傳

給世人，福音內容包括滿足全人生理、心理、社交及靈性

各方面的需要。本會本著上帝對世人的大愛，以基督徒愛

人如己的精神向社會大眾提供服務，以期接受服務者能

明白上帝愛世人，進而選擇接受上帝的愛，在今世彼此相

愛，效學主耶穌「非以役人，乃役於人」的精神，達到為

別人服務，能渡一個有意義、有目標及充滿盼望的人生。

基督復臨安息日會港澳區會乃非牟利基督教機構，於1888

年在香港展開福音佈道工作，為香港、澳門市民提供服

務。為配合社會的需要，相繼發展醫療、教育、社會福利

等事工。教育事工：屹今已設立了數間三育學校，包括大

專、中學、小學、幼稚園及校外課程部。醫療事工：兩間

港安醫院先後於1968年及1971年落成，積極展開醫療及

健康教育服務。

社會福利事工：早在五、六十年代，本會已有食品、衣物

賙濟工作，其後興建兩所老人宿舍及一所鄉村社區中心。

隨著時代的轉變，社會人士對社會服務的需求不斷提高，

故此，在八十年代初期，本會再度擴展社會福利事工。透

過政府資助，現在屯門區提供一所綜合青少年服務中心，

以及在小西灣及新蒲崗區提供長者鄰舍中心的服務。而在

沙田區亦有營辦一所自負盈虧的長者活動中心。

About USThe mission of the Seventh-day Adventist Church is to proclaim the everlasting gospel. It is to fulfill the physical, mental, social and spiritual needs of becoming a whole person. The Conference aims to serve people by reflecting God’s great love and the spirit of loving our neighbours as oneself. It is expected the service acceptor could understand and accept God’s great love for the world, live a meaningful and hopeful life by loving each other and learn from Jesus about how to serve instead of to be served.

Hong Kong-Macao Conference of Seventh-day Adventists is a non-profit Christian organization. It serves people in Hong Kong and Macao since 1888. It provides services in healthcare, education and social welfares, etc. Education: It established several Adventist schools, including colleges, middle schools, kindergartens and the out-of-school curriculum department. Healthcare: Two Adventist hospitals were launched in 1968 and 1971 respectively to provide services in healthcare and healthcare education.

Social welfares: As early as in the 1960s, the conference started to donate food and clothes. Afterwards, two elderly hostels and one rural community centre were established. As the community required more in the fields of social services, the conference decided to expand its social welfare services. With the subsidiaries from government, an Integrated Children and Youth Service Centre was established in Tuen Mun and two Neighbourhood Elderly Centre was established in Siu Sai Wan and San Po Kong. A self-financing Social Centre for the Elderly has also providing services in Ma On Shan.

「童心•童行」有特殊教育需要的兒童及其家長的支援計劃

計劃以多元化的小組訓練，提升有特殊教育需要的學童的聆

聽、專注力、執行能力、社交技巧、情緒管理與衝突處理。

計劃亦為學童的家長提供心理教育小組及互助小組，增強家長

對有特殊教育需要兒童的認知、協助家長重整管教價值觀與期

望，透過分享管教心得與心路歷程來彼此支援。

除了小組介入，社工亦會為計劃內所有參加的家庭提供個案輔

導服務，以個別輔導的形式為每位學童及其家長提供親子溝通

指導及情緒支援。

參加的家長認為計劃有助他們結連互助的力量、交流管教知識

及分享感受。經評估後，參加計劃的學童在情緒及社交能力方

面有正面的提升。

Let’s grow together Supportive Program for SEN Children and Their ParentsThe program provides diversified group training so as to help the participated children to improve their listening skills, concentration skil ls, executive functioning skills, social skil ls, emotional management and conflict management.

This program also provides the participated parents psychosocial educational group and mutual-aid group. In which, we let the parents to obtain knowledge in-depth about SEN children. We also help the parents to reorganize their values and expectations of their family discipline. These groups also allow participated parents to review and share their life experience, parenting skills and supports to each other.

This program also provides casework service to the participated families. Social workers provide individual co-counselling to each participated children and their parents in order to provide guidance

of parent-child communication skills and emotional supports.

Participated parents agree that th is program helps them to connect each other and provides a good platform for them to share parenting skills and their own feelings. Participated children were also found that their social skills have been improved and gained more positive emotional status.

青年生涯規劃—暑期工作實習計劃2018

2018年的暑期，中心為妙法寺劉金龍中學的37位高中學生提

供暑期工作實習計劃。計劃包括實習前工作坊、模擬職場面

試、五天工作實習及總結分享會。實習職位由不同社區的友

好僱主提供，行業包括餐飲服務、寵物美容、社會服務、銷

售、廣告製作、婚宴統籌以及美術設計。

「試同行者」DSE試後重生成長營

活動為應屆香港中學文憑考試(DSE)考生進行3日2夜的營會活

動，以正向心理學的導向手法讓參加者發掘生命中的希望來

迎接放榜日。活動內容包括：團隊建立、性格分析工作坊、

生命故事分享等多元化的方式為學生提供身心靈的支援。

活動成功協助參加者減輕公開考試帶來的壓力、建立正向社

交支援網絡、提升自我認識及建立希望感。參加者對生命探

索、性格分析的環節十分深刻，認為有助他們反思在困難與

逆境中應如何保持希望。

Youth Career Planning - Summer Internship ProgrammeDuring 2018 summer, we organised a summer internship programme for 37 high school students of Madam Lau Kam Lung Secondary School of MFBM. The programme consisted pre-internship workshop, trials of job interview, five-day internship and a finale sharing session. The venues were rendered by employers from various communities whom have good rapport with us. The venues cover the following industries: catering services, pet grooming, social services, retailing, advertising, wedding planning and visual art designing.

“We are with you” Post DSE Refreshing CampAfter f inishing the Hong Kong Diploma of Secondary Examination (DSE), participants joined our 3-day camp with tremendous activities that incorporated with theories of positive psychology, it let participants to discover their hopes of life in order to get prepared for their DSE’s result. The camp included multidimensional activities to provide mental health support, such as team building, personality analysis, life story sharing, etc.

The activities successfully alleviated students’ distress yielded by DSE, helped them to build positive supporting network, enhanced self- understanding, and built the sense of hope. Participants were impressed by the personality analysis and the search of life’s mission activities; they responded that these activities facilitated them to reflect, and obtained more insight of gaining hope during adversities.

中心25周年慶祝活動

2018年為中心成立第二十五周年，為與眾同樂，中心籌備了

連串慶祝活動，包括舉行了「二十五周年暖心茶聚」，招待入

會多年的老友記，重温昔日歡樂片段，共聚話當年；另外，

「二十五周年填色比賽」及「標語創作比賽」發揮了長者們的

才華和創意，突顯耆英智慧；還有中心開放日及周年慶祝嘉年

華，讓大眾認識中心服務，務求更多長者得以受惠。

25th Anniversary Centre CelebrationIn 2018, Siu Sai Wan Neighbourhood Elderly Centre has been established for 25 years and the centre held a series of celebrations in the community. The "25th Anniversary Tea Time with Love" was a gathering to entertain elders who had been a member for many years and let them to share their good memories with others at the centre. The "25th Anniversary Colouring Competition" and the "Slogan Creation Competition" enabled the elders developing their creativity and talents; the “Open Day” and “Anniversary Celebration Carnival” exhibited the centre’s services to the public, it aimed to encourage more elders to use our services.

「樂活社區」認知障礙症及護老者支援服務

服務於去年十月展開，透過多元化認知學習小組、護老

技巧訓練及照顧支援服務，以維持長者的認知能力，推

廣社區教育與及減輕護老者的壓力。參加者反應積極，

對活動作出正面評價，而服務亦有助發掘社區需要者，

及早提供適切支援。

「先知先覺」認知障礙預防計劃

計劃由李國賢長者基金贊助，並由2018年1月至2019年

1月於中心進行，每星期三次訓練。計劃的目的，是在社

區中識別出患有輕度認知退化的長者，為他們提供早期

介入服務，以致能減慢認知功能衰退，減低演變成認知

障礙症的機會及延遲病發。活動訓練的內容包括有認知

及運動的訓練，參與的長者及義工十分積極投入活動，

而這批患有輕度認知退化的長者經過評估，結果顯示他

們的整體認知能力有明顯改善。

Happy Life in CommunityDementia-related Services and Support Services for CarersThe service was launched in October 2018. Through the dementia-related learning groups, skills training programmes and support services for the carers who took care of elderly, the service was to enhance the cognitive abilities of the elderly, promote community education and reduce the pressure of carers. Participants showed positive comments on the activities. The services also helped to identify those who are in need from the community and provide appropriate support as early as possible.

Active Prevention & Early Detection of Cognitive Impairment (APEC)APEC was donated by the Simon K Y Lee Elderly Fund. The project was held from January 2018 to January 2019 at the centre and provided training three times a week. It aimed to identify mild cognitive impairment (MCI) elders in the community and provided them early interventions so as to slow down cognitive deterioration, reduce the risk of dementia and delay their onset. The training activities included cognitive and physical training and the participants and volunteers had actively involved in the program. These MCI elders were assessed periodically and the results indicated an overall improvement in their cognitive functions.

代代相傳無限耆

「代代相傳無限耆」於2018年9月至2019年1月舉行，計劃得

到社會福利署「老有所為活動計劃」贊助，透過培訓長者義工

成為傳承大使，由他們向社區人士推廣傳統玩意、傳統食物、

百家布等，讓不同年齡人士認識傳統的生活智慧，代代相傳，

增進跨代的感情及連結。本計劃共培訓22位長者義工成為傳

承大使，更與區內的青少年服務團體合辦嘉年華活動及共融活

動，讓長者善用自身經歷和專長，而青年義工亦成功將所學的

傳承給其他的社區人士。

Inheritance of the elderlyThe Programme of “Inheritance of the elderly” was held from September 2018 to January 2019 and it was sponsored by the Social Welfare Department's “Opportunities for the Elderly Project”. Through the training of elderly volunteers, the elders became heritage ambassadors who promoted traditional games, food and patchwork. It also aimed to promote the traditional wisdom of life to the public, pass on from generation to generation, and foster intergenerational harmony. The project had trained 22 elderly volunteers to become ambassadors. It also co-organised with carnival and inclusive activities with the youth service units from San Po Kong to enable the elderly making good use of their experience and expertise. The young volunteers co-worked with elderly volunteers had successfully shared their learning to other people in the community.

新蒲崗區長者友善關懷計劃腳踏實地長者友善家居防跌計劃

為了發掘及接觸區內未被關顧的長者及建立長者友善社區，

本中心於2018年9月至2019年3月與社署及區內長者地區中

心合作，為長者提供跌倒風險及家居安全的評估。計劃透過

職員培訓、街站（防跌評估）、家訪及職業治療服務等方

式，發掘社區上一群需要「行樓梯」、「家居環境不安全」

及「支援較薄弱」的隱蔽長者和護老者，為他們建立網絡，

把服務帶到他們家中。計劃中共有200位居住在新蒲崗區裡

的長者接受防跌的初步檢測，當中較高危的50位長者更以個

案形式跟進其需要（如申請電器、樓宇維修津貼、長期護理

照顧服務等），使他們生活獲得改善。

San Po Kong Age-friendly Community Care Programme for the ElderlyAge-friendly Community Scheme for Fall Prevention of ElderlyIn order to identify and reach out the elderly who have not been cared for and to build an Age-friendly Community for the elderly, the centre was co-working with Social Welfare Department (SWD) and District Elderly Community Centre (DECC) from September 2018 to March 2019 to provide the assessments of fall risk and home safety for the elderly in San Po Kong. Through the staff training, street station (fall risk assessment), home visits and occupational therapy services, we hoped to explore a group of hidden elders and needy carers who had insufficient social support network, especially those living at non-lift landing flat and risky home environment. The project aimed to build up a network and provided the services to support them. In the scheme, 200 elderly people living in San Po Kong joined the assessments of preventive fall. The 50 elderly people who were assessed as high fall risk, social workers and occupational therapist visited individual households to provide further assessment and follow up work such as applying for electrical appliances, allowance from building maintenance grant scheme and long-term care services, so as improve their living condition.

「愛•在家」體弱長者居家支援計劃

為加強提供護老者及認知障礙症社區支援服務，本中心在

2019年正式開展「愛‧在家」體弱長者居家支援計劃。計

劃由社工評估長者及護老者的需要，然後訂立個別的照顧

“LOVE@HOME” Home Support Scheme for the Frail ElderlyIn order to strengthen the community support services for frail elderly and their caregivers, Centre launched the "Love@Home" Home Support Scheme since March 2019. The social workers assessed the needs of the frail elderly and their carers, and set up the individual care plan. The services included the provision of home care services aiming to relieve the pressure of the carers and provided rehabilitative and cognitive training services to the elderly in need. It also improved their physical and mental health to enhance their sense of self-efficacy.

「陪您走過三十年」周年紀念暨改善工程竣工感恩典禮

為慶祝中心成立三十周年，並紀念中心改善工程竣工，中心於

2018年9月11日（星期二）舉辦「陪您走過三十年」周年紀念

暨改善工程竣工感恩典禮。當日誠邀了社會福利署沙田區策劃

及統籌小組代表及恆安社區中心內各服務中心代表參與此典

禮。活動設有攤位遊戲、影片回顧、會員分享、開幕禮、茶點

等，讓嘉賓及會員共同回顧中心過去30年的服務發展。

"Stay with You for 30 Years" Anniversary and the completion of Improvement Programme of Elderly CentreThe Programme of “Inheritance of the elderly” was held from September 2018 to January 2019 and it was sponsored by the Social Welfare Department's “Opportunities for the Elderly Project”. Through the training of elderly volunteers, the elders became heritage ambassadors who promoted traditional games, food and patchwork. It also aimed to promote the traditional wisdom of life to the public, pass on from generation to generation, and foster intergenerational harmony. The project had trained 22 elderly volunteers to become ambassadors. It also co-organised with carnival and inclusive activities with the youth service units from San Po Kong to enable the elderly making good use of their experience and expertise. The young volunteers co-worked with elderly volunteers had successfully shared their learning to other people in the community.
