THECENTRALgovernmentis settointroduceanewlegislationthatwilladdresshumantraffickinginallitsforms andenforceincreasedpenaltiesfor traffickingof minorsandfor repeatoffenders.
It is on the directive of theSupremeCourt,while hearingapublic interest litigation inDecember2015,that theMinistryo f Wo ma n a nd C hil dDevelopment has decided tomovea comprehensivelegisla-tionthatwilllookbeyondtraffick-ingofwomenandchildrenforthepurpose of sexual exploitation.Officialssaidthenewlawwillalsohaveacomponentforrehabilita-tionof thevictims.
Human trafficking is thethirdlargestorganisedcrimeintheworldafterarmsand drugtrade.It hasacquiredmany di-mensionswithpeople beingtraf-fickedor smuggledfor thepur-poseof forced labour,domesticwork,organharvestingand beg-ging.TheSupremeCourtfeltthattheremustbe a singlelawthattacklesall kinds of traffickingwhetheronanationalorinterna-tionalscale. Thenew lawwillre-movetheexistingambiguitiesindefinitionandhaveseverepenal-tiesfor trafficking of minors andincaseofrepeatoffenders,saidaministryofficial.Theministryhasalsosanctioned moneyfromthe
Nirbhayafundforsettingupofanorganisedcrime investigatingagency tolookintothe issue.
Data from the NationalBureauof Crime Recordsshowsthatcrimerelatedtohumantraf-ficking hasgoneup by59.7per-centbetween2010and2014.Therecords,however, mainlypertaintotrafficking forthe purpose ofsexualexploitationunder whichtotalof 5,466suchincidentshavebeen registered.
Theministryis expected tosubmititsconceptnoteon theproposedlegislation to an inter-ministerialpanel on January27.Thepanel willincluderepresen-tatives from the ministries ofHomeAffairs, External Affairs,Labour, Health and FamilyWelfare,andLaw.Onceapprovedbythepanel,theproposalwillbesent to the law ministry forpreparingthe draftlegislation.
Currently,the issueof traffick-ingisdealtthroughvariouslegis-lationincluding ImmoralTraffic(Prevention) Act (ITPA),Protection of Children fromSexualOffencesAct andsectionsoftheIndianPenalCodeandCodeofCriminalProcedure.
Accordingtoofficials,theseei-therexcludecertaintypesof traf-fickingorhave provisionsthatareinadequateor contradictoryinnature.For instance,ITPAdealsmerelywith traffickingfor thepurposeof sexualexploitationandyetfailstoclearlydefinesex-ual exploitation.

THEGOVERNMENT hasissuedclosurenoticesto150industriesonthe Ganga riverthat hadnotadhered to the new pollutionstandardsandnotinstalledreal-timeeffluent dischargemonitor-ingsystemsasmandatedby theCentralPollutionControlBoard.
Amongthoseaskedto shutoperationsare 68tanneriesinKanpur, nine sugar units, sixslaughterhouses,28textileunitsandsixpaperandpulpindustries.These150unitswereamong the764industriesthat wereidenti-fiedasthemajorculpritsofindus-trialpollutionin theGangariver.
Theseindustries wereaskedlastyearto adhereto newstan-dards, connect themselves tocommon effluent treatment
plants,bringdowntheirwaterus-
age,andinstallreal-timeeffluentdischargemonitoringsystemthatcould be trackedfrom a centralcontrolroom.
Environment MinisterPrakash JavadekarWednesdaysaidbarringthese150unitsalltheothershadadoptedthenewstan-dardsor were intheprocessofdoingso.He saidthe stepsbeingtakenby theunitshad startedshowingremarkable results.
HesaidindustrialpollutioninGangahadcome downby aboutathird. Thetotalwastewatergen-erationfromthese industrieshadbeenreducedby125millionlitresper day, whilethe biochemicaloxygen demand,a keyindicatoroforganicpollutantsinrivers,waslikelytocomedownby30tonnesaftertheclosureof the150units.
Javadekarsaid theclosed in-dustrialunitscanbe allowedtoresumeoperationsiftheytakeall
theactionsrequired ofthem.

WHILECLOSEto40percentstu-dents in colleges across Indiafacedsomekindofragging,only8.6per centreportedthe inci-dents, a study funded byUniversity Grants Commission(UGC) on the directions ofSupremeCourthasfoundout.
The study also found lan-guageand regiontobe thebasisofmore than25per centraggingincidents,whilecastewas afac-torin8percentcases.Italsodis-coveredthat raggingwas morerampantin professionalcolleges,withnearly60percentstudentsbeingtargeted.
TitledPsychosocial StudyofRaggingin SelectedEducationalInstitutionsinIndia,thereportisbased on a survey conductedamong over10,000studentsin37collegesacrossthe country.
Theresearchteamwasledbyacommitteeofscholarsfromthe
JawaharlalNehruUniversity.Itwas mandated by a 2009SupremeCourtordertostudytheprevalence,causesandsolutionstoraggingmenace inuniversities.The committee included asmembers Prof MohanRao, DrShobnaSonpar,DrAmitSen,ProfShekhar P Seshadri, HarshAgarwalandDivyaPadalia.
Highlightingsocialdiscrimi-nationinragging,thereportsaid,Caste-baseddiscriminationwasadmitted by eight per cent ofstudents; however, high per-centages were reported fromcollegesinthe North.Caste-andgender-based discriminations
aremost prevalent ina govern-mentmedical collegein UP.
Accordingto thestudy,a sig-nificantnumberof students(32percent) enjoyedragging,whileover 60per cent said afterrag-gingtheirseniors helped them.Thestudy,however, noted that
almost60per centstudentshadnegative emotions about rag-gingandnearly65 percentdid-ntgetalongwithseniorswhoragged them. The study citedthis data tobustthe myththatragging helped freshers bondwithseniors.
Initsgender-wiseanalysis,thereportsaid: While thepercent-ageofmalestudentsbeingragged
ishigher, there isa great dealofraggingin girls,althoughof adif-ferentkind. Morethan physical,overt,explicit ragging, girlsin-dulgeinmoresubtleandpsycho-logicalformsof ragging that aremoredifficulttoobservebut canbeequallyor moredamaging...
Thereportsaidmorethan25per centstudentsreportedlossof concentrationin studiesafterbeing ragged. It claimed thatabout 4 per cent students aresubjected to sexual raggingwithactingout sexualscenes,narrating stories with sexualcontentand stripping beingtopdemandsby seniors.
About the reasons behind
ragging, the report said: Themotivesof seniorstoragseen toliepredominantlyin theirdesiretofeelpowerful,tofollowcollegetradition, to getover their ownraggingexperienceand tofeelgrown-up.
While33.8percentstudents
saidthatragginghelpedbuildconfidenceand34.8 percentfeltit madethem mentally strong,over65 percentfelt thatit hadlasting emotional impact andharmedself-confidence.
Although the report notedfairbit ofacceptancefor raggingamongstudents and adminis-tration,it alsociteddata toshowsignificant repulsion, even
among seniors. The surveyhighlighted that almost two-thirdof seniorsdid notapproveofraggingandover50per centfeltsorryfortheirjuniorsbeingsubjectedto it.It saidthatclosetoonethirdof theseniorsevenintervenedtostop it.

onthesaleofcitycompostmadeoutof municipalsolidwaste.TheCabinethasapprovedas-
sistanceof Rs1,500per tonne onsaleofcitycompostwhichcanbeusedasorganicfertiliserbyfarm-ers, UnionFertilizer MinisterAnanthKumar saidWednesday.

just providing carbonand pri-maryandsecondarynutrientstosoilbutalsohelp inkeeping thecityclean.Ecomarkstandardforcitycompostwould ensurethatenvironment friendly qualityproductreaches thefarmers,thegovernmentsaid.
Initially,marketingandpro-motionof city compost ispro-posedtobedonethroughtheex-isting fertilizer companies. Indue course, compostmanufac-turers andothermarketing en-tities, recognised by the state
government concerned, mayalsobeincludedforthepurposewith the approval of Depart-mentof Fertilisers. Themarketdevelopmentassistanceshallberoutedthroughtheentitywhichismarketingit,itadded.
