The global economy is gathering strengths in 2009 for many nations, in particular

Mainland China, thanks to the concerted efforts between governments and their

people, coupled with determination and perseverance. The same applies to the

Group, with its two listed arms, K. Wah International Holdings (“KWIH”) and Galaxy

Entertainment Group (“GEG”), reaping promising results for 2009. As a conglomerate

with foresight, the Group does not only focus on strengthening its own foothold, but

also make contributions to propel regional development, such as rendering strategic

advice on the development of Hainan International Tourism Island at the “Boao

externally. For example, KWIH has recently launched the “Property Management

「2012 政改方案」的啓示:包容、互信、進步的不二法各位同事:

近日香港最受注目的新聞,莫過於個多星期來就「2012 政改方案」的政治討論,我就如大部分市民一樣,每天都跟進討論動態,並觀看了立法會的辯論過程;最終,立法會以超過四分三之大多數票通過了政改方案,使香港民主發展進入了新的里程。

政府體制的民主化,是每一個文明社會進程的必然目標,沒有人會否定這種訴求,而這也並不是甚麼嶄新的政治思維,但有關「民主」這個議題,在過去二十多年,在香港的政壇上爭論不休,各方各派的政治辯論,仿彿到了一個為爭拗而爭拗的地步,這對於一個社會的整體發展而言,不但不是進步,更是一種代價沉重的內耗。

一個「民主」的政府體制的成功要訣,我個人的想法是在於社會的群眾是否擁有良好的公民意識,我不是政治專家,但就一般常識而言,這包括了社會公民對「權與責」的價值觀念,有權利則必有義務,這本來該是不太難懂的道理,可惜現時社會的年輕一代,往往都在公民權利方面著眼,卻忽略了自己對社會的責任,不明白包容禮讓,成就大同的美德。而社會公民的正確價值觀念,並不是一朝一夕便能培養出來的,必須從教育方面著手,培養下一代良好的公民意識。

一個企業機構的發展,包容禮讓,成就大同的美德亦同樣重要,在任何一個企業成長過程中,制度上的改革在所難免,而在改革的進程上,討論和意見上的不同是必然的,但切不可到了一個為了爭抝而爭抝,為了辯論而辯論的地步,消耗了精力,損害了和諧,而忘卻了討論的原本目的是為了強化企業的競爭力。

雖然歷盡風風雨雨,今天政改方案終已順利通過,我感到萬分欣慰的,不單只是看到香港人終於在二十年來漫無休止的政治爭抝中作出理性的抉擇,為了愛護香港,作出求同存異的協議,讓香港踏上真正的民主道路;而我更感欣喜的,是看到我們祖國新一代領導層如何運用開明、包容的政治智慧,機靈善巧地成就了七百萬香港人共同的民主夢想,這是我們中國人的驕傲,亦是我們中國人的希望。

2012 Political Reform Package – accommodation and mutual trust as the gateway to win-win Dear colleagues,

The hottest news in Hong Kong recently is undoubtedly the political discussion over the “2012 Political Reform Package” that has lasted for a week or so. Just like the majority of the public, I kept myself updated with the latest development of the discussion every day and watched the debate session of the Legislative Council. The political reform package eventually got passed by a three-fourths majority and led the democratic development of Hong Kong into a new phase.

The democratization of political regime is an essential objective during the course of development of every civilized society. No one will ever deny such an appeal, nor is it a brand new political concept. However, the issue of “democracy” provoked endless rows in local political circle over the past two decades. It seems political debates among various parties and organizations have come to a situation where one’s fight is purely for the fight itself, which not only fails to drive the overall development of a society, but also creates a kind of internal strife which will make the society pay dearly for it someday.

As I believe, the clue to success of a “democratic” political regime lies in whether the public at large owns a good civil consciousness. I am no political expert, but common sense tells me this includes the value concept of “rights and obligations” perceived by the citizens in society. Obligations always come with rights, which is by no means difficult to understand. Unfortunately, the younger generation of today’s society often eyes too much on their rights and overlooks their obligations towards society. They have no idea about the virtue of accommodation and comity, or the concept of making compromise to fulfil the grand objective. The right value concept cannot be fostered among citizens overnight. We should instead start with education and instil in our next generation a good civil consciousness.

The virtue of comity and making compromise to fulfil the grand objective is equally important to the development of a corporate institution. In the course of development of a corporation, reforms in regime are unavoidable, during which there will certainly be diverse views and opinions. The point is, we should never come to a situation where one’s fight is purely for the fight itself and one’s debate is purely for the debate itself. This not only wastes our efforts but also jeopardizes our harmony and distracts us from the original goal of propping up corporate competitiveness through constructive discussions.

After years of hardship, the political reform package has been passed finally. I am pleased by the rational decision made by Hong Kong people after two decades of endless political fights. They have come to an agreement by seeking common ground and putting aside minor differences for the good of Hong Kong, thus allowing the city to finally step on the right democratic path. I am also pleased to see the new generation of Chinese leaders have maneuvered the political wisdom of staying open and inclusive and cleverly fulfilled the democratic dream that has been shared among seven million Hong Kong people. This is the pride and also the hope of all Chinese people.

嘉華國際及銀河娛樂集團2009年度業績雙雙報捷2009 年,各行各業備受環球金融危機的餘波影響,經歷了極具挑戰的一年。嘉華集團(「集團」)旗下兩家上市公司──嘉華國際集團有限公司(「嘉華國際」,股份代號 0173)及銀河娛樂集團有限公司(「銀河娛樂集團」,股份代號 0027),憑藉更嚴謹及審慎的風險管理和策略部署,成功提升營運效益,2009 年度業績雙雙報捷。

嘉華國際 2009 年度營業額上升 137%

嘉華國際於 2010 年 4 月 13 日公布截至 2009 年 12 月 31 日止年度之全年業績。期內營業額大幅上升 137% 至 27.37 億港元,毛利率上升 4 個百分點至 56%。公司權益持有人應佔溢利增至 9.16 億港元,純利率則錄得 47%。

每股基本盈利為 37.1 港仙。董事會建議派發末期股息每股 10 港仙,連同中期派發的股息每股 1.0 港仙,全年共派發股息每股 11 港仙,較 2008 年躍升 4.5 倍。

銀河娛樂集團 2009 年度 EBITDA 上升 106%

銀河娛樂集團於 2010 年 4 月 20 日公布 2009 年度第四季及全年業績。截至 2009 年 12 月 31 日,銀河娛樂集團之年度收益按年上升 16% 至 122.3 億港元,EBITDA(除息、稅、折舊和攤銷前之利潤)增加逾倍至 11.2 億港元。公司權益持有人應佔溢利增至 11.49 億港元。

KWIH and GEG announce promising results for 2009The aftermath of the financial crisis made 2009 a challenging year for many. Encouragingly, the two listed companies of K. Wah Group, K. Wah International Holdings Limited (“KWIH”) and Galaxy Entertainment Group (“GEG”), announced promising results with improved earnings and operational efficiency, thanks to stringent risk management and prudent strategic planning.

KWIH turnover of 2009 surged 137%

In the financial year ended 31 December 2009, KWIH’s turnover increased by a notable 137% to HK$2,737 million. Gross profit margin rose by 4 percentage points to 56%. Profit attributable to equity holders of the Company amounted to HK$916 million and net profit margin was 47%.

Basic earnings per share were HK37.1 cents. The Board recommended the payment of a final dividend of HK10 cents per share. Together with the interim dividend of HK1.0 cent per share already paid, the total dividends for the year will be HK11 cents per share, up 450% from 2008.

GEG’s EBITDA of 2009 surged 106%

GEG announced its 2009 annual results on 20 April 2010. Revenue for the year ended 31 December 2009 was HK$12.23 billion, an increase of 16% over the previous year. Earnings before interest, taxation, depreciation and amortization (EBITDA) of HK$1,120 million in 2009 was more than double the prior year. Profit attributable to equity holders of the Company in 2009 was HK$1,149 million.

嘉華國際2009年度股東應佔溢利增至9.16億港元核心業務強勁

嘉華國際 2009 年度業績理想,共錄得 24 億港元的售樓收益及約 3 億港元的租金收入,主要源自上海慧芝湖花園第二期嘉寧薈及香港嘉御山的售樓收益,以及上海嘉華中心等投資物業的租金收入。

嘉華國際主席呂志和博士表示:「去年,在中央政府推出一系列經濟措施的刺激下,內地房地產市場迅速回暖,公司早着先機,於上海推售的嘉寧薈,銷售成績相當突出,而最近多個嘉寧薈的特色單位更獲市場追捧,足證嘉華品牌品精質優,深受市場愛戴;另外,上海嘉華中心亦錄得穩定的租金收入,進一步加強公司的財政資源。」

營運效益提升

期內嘉華國際在項目管理、風險管理及成本控制方面,做了大量工作,發揮更佳營運效益,令毛利率及純利率錄得可觀升幅。

增購優質土儲及項目

在充裕的財政資源下,公司把握時機積極擴充土地儲備,於2009 年底至 2010 年初動用逾 30 億港元,分別以獨資或合資形式在香港及上海增購四幅優質地皮,以及增持上海嘉華中心權益至約 70%。目前,公司的物業組合及土地的總樓面面積接近 230 萬平方米,為未來數年的持續發展和增長加添動力。

增長動力持續

2010 年計劃推售 16 萬平方米總樓面面積

嘉華國際位於中港兩地多個豪華商住項目的工程正進行得如火如荼,計劃於 2010 年推出的物業總樓面面積近 16 萬平方米。

上海 : 嘉華國際將分期推出位處上海市中心黃金地段的徐匯區建國西路及靜安區嚴家宅兩大超級豪宅項目,慧芝湖花園第二期嘉寧薈餘下 32 伙特色現樓單位亦會陸續推出。

香港 : 將推出重頭豪宅項目半山肇輝台 6 號以及沙田南半山嘉御山餘下 7 間獨立屋及 21 個特色單位。

廣州 : 花都新華鎮機場 CBD 項目工程進展理想,第一期包括五星級廣州花都皇冠假日酒店,以及一幢高級寫字樓,預期於下半年落成開業。位於花都區市中心的建設北路高級住宅項目亦將於下半年推出市場。

2011 年及以後──多個項目陸續登場

嘉華國際將於 2011 年推售上海慧芝湖花園第三期,該項目總樓面面積約 100,000 平方米,共提供約 1,000 個單位,包括住宅及服務式公寓。此外,公司銳意把閔行區項目打造成高級商住社區,該項目總樓面面積約 168,000 平方米,預計於2011 年推售第一期。於年初購入的青浦區朱家角項目已在規劃中,該項目總樓面面積約 70,000 平方米,將發展為低密度豪華住宅,亦預計於 2011 年推售。

另外,廣州花都新華鎮超大型綜合社區項目將發展為住宅、酒店、服務式公寓、商場、會展等多元化設施,該項目總樓面面積逾 1,147,000 平方米,將於今年內動工,第一期之住宅及商業設施預計於 2011 年推出市場。

至於與其他主要發展商在香港聯手開發的大埔白石角、香港仔惠福道、及西九龍海泓道的豪宅項目已動工,並相繼於2011 年推出。

財務狀況穩健

嘉華國際的財務狀況維持穩健,負債比率下調至 21%,目前手頭可動用資金約為 30 億港元,足以應付未來業務發展需要。

呂博士總結:「現時,全球經濟環境已逐步穩定,公司對中港兩地樓市長遠保持樂觀。配合國家加速城市化發展的大方向,嘉華國際將繼續以穩健進取的策略,專注於大中華區的業務發展,積極於長三角及珠三角地區物色具潛力的投資機會。憑藉公司健康的財務狀況及靈活的經營策略,貫徹綜合發展優勢,冀為股東帶來更佳的回報。」

Earnings growth driven by strong property salesIn 2009, KWIH recorded an income of about HK$2.4 billion

from the sales of proper ty and a rental income of about

HK$300 million. These were mainly attributable to the sales

proceeds generated from Shanghai Westwood II and The Great

Hill as well as rental income from investment properties such as

Shanghai K. Wah Centre.

Dr Che-woo Lui, Chairman of KWIH, said, “China’s property

market picked up quickly last year following a series of economic

stimulus measures launched by the Central Government. KWIH

launched Shanghai Westwood II at an opportune timing and

achieved outstanding sales, which underscored the supreme

product quality and brand value of K. Wah. Shanghai K. Wah

Centre also delivered a stable rental income which has further

strengthened the financial resources of KWIH.”

Improved operational efficiencyKWIH reported significant improvements in gross and net profit

margins thanks to stronger efforts in project management, risk

management and cost control, as it endeavoured to optimize

operational efficiency during the year.

Active land replenishmentWith ample financial resources, KWIH made timely moves

to replenish its land reserve. Between late 2009 and early

2010, KWIH acquired four prime sites or projects in Hong

to approximately 70%. KWIH’s sustainable development and

growth in future years will be fuelled by its property portfolio

including land reserve with an attributable GFA of close to

2.3 million sqm.

Sustainable momentum

2010: A 160,000 sqm premium portfolio pipeline

The construction of several large-scale luxurious residential

and commercial properties in Hong Kong and China is in good

progress. A total of approximately 160,000 sqm in GFA has

been earmarked for launch during 2010.

Shanghai: KWIH will launch two high-end offerings located at

prime sites on Jianguoxi Road in Xuhui District and Yanjiazhai

in Jingan District, as well as the 32 remaining units in Shanghai

Westwood II.

Hong Kong: KWIH will launch its signature luxury residential

project, 6 Shiu Fai Terrace in the Mid-levels. Seven houses and

21 special units of The Great Hill in the mid-levels of southern

Shatin will also be put on sale.

KWIH 2009 profit attributable to shareholders surges to HK$916 million

Guangzhou: The Huadu Airport CBD Project is well underway

for its first phase construction. Phase I consists of Crowne Plaza

Guangzhou Huadu, the first five-star hotel of KWIH, together

with a premium office building, which are expected to be

opened in the second half of 2010. The Jianshebei Road luxury

residential development in the heart of Huadu is also scheduled

for launch in the second half of 2010.

Alex Lui, Executive Director of KWIH, joined K. Wah Group in 1984 and is also a director of a number of affiliated companies of the Group. Mr Lui holds a Bachelor of Science degree in Industrial and Systems Engineering from the University of Southern California, USA. He is a committee member of Guangzhou Committee of the 11th Chinese People’s Political Consultative Conference and a member of Estate Agents Authority (EAA). Mr Lui is also the Vice President of The Hong Kong Association for the Advancement of Real Estate and Construction Technology Limited. He has been a member of the board of directors of The Real Estate Developers Association of Hong Kong since 1999. Mr Lui has been appointed as a Director of Business & Professionals Federation of Hong Kong since 2002 and has become a director of the executive committee since 2003. He was a member of The Appeal Panel on Housing, Hong Kong from 2002 to 2008.

2011 and beyond: Numerous projects to fuel growth

KWIH plans to launch Shanghai Westwood III in 2011, which has

a total GFA of 100,000 sqm, comprising about 1,000 residential

units and serviced apartments. In addition, the Shanghai Minhang

District Project will be developed into a luxury residential-

cum-commercial community. With a total GFA of around

168,000 sqm, its first phase is scheduled for launch in 2011. The

Zhujiajiao, Qingpu District project, which was acquired early this

year with a GFA of approximately 70,000 sqm will be developed

into low density luxury residential property and is expected to

be launched in 2011.

The construction of Guangzhou Huadu Mega Integrated Project,

with a total GFA of more than 1,147,000 sqm, will commence

this year. The mega project encompasses residential property,

hotels, serviced apar tments, shopping malls and convention

facilities. Its first phase including residential and commercial

facilities will be launched in 2011.

The luxury residential projects in Pak Shek Kok, Tai Po, Welfare

Road, Aberdeen and Hoi Wang Road, West Kowloon, which

KWIH develops in partnership with key property developers in

Hong Kong, are currently under construction. All these projects

are scheduled for launch in 2011.

Healthy financial positionKWIH enjoys a healthy financial position with a gearing ratio of

21% and approximately HK$3 billion of available funds which

suffices it to address its business development needs.

Dr Lui concluded, “The global economy has stabilized and we

remain optimistic about the long term outlook of Mainland China’s

and Hong Kong’s property markets. In line with the country’s

policy of accelerating urbanization, we will continue to adopt a

prudent and proactive strategy with a focus on the Greater China

region, and leverage our integrated strengths to explore business

opportunities in the Yangtze River Delta and Pearl River Delta

In response to Mainland homebuyers’ keen interest in The

Great Hill, KWIH organized two roadshows in Shanghai and

Guangzhou in March and May respectively, showcasing the

project’s seven luxurious houses measuring 4,300 to 6,000 sq ft,

including a director’s house, and approximately 20 special units

with size of 2,963 to 3,426 sq ft.

“The renowned brand name of KWIH in Shanghai, as

projected through well received local projects such as

Shanghai Westwood II and Shanghai K. Wah Centre, has

helped attract visitors to the Shanghai roadshow, shortly after

which saw the sale of two duplex units. In mid-April, a 3,160

sq ft-penthouse was sold for HK$44 million, setting another

record in terms of unit price for the district,” said Wilson

Chan, Sales & Marketing Director, KWIH, adding that The

Great Hill’s unsurpassed location, quality, design and amenities

also appeal to homebuyers out of Shanghai, with another

3,426 sq ft duplex unit being sold for HK$35 million during

the Guangzhou roadshow in May.

Located in mid-levels, southern Shatin, The Great Hill has

been sought after by Mainland homebuyers, who show

particular interest in houses. So far, approximately 40% of

those special units have been purchased by Mainland buyers.

星際酒店收益創新高 入住率達 96%

受惠於復甦中的澳門市場,銀河娛樂集團旗下星際酒店表現尤為突出,年度總收益創新高達 96 億港元,較 2008 年增加 35%,全年的 EBITDA 為 9.83 億港元,較 2008 年躍升70%,成為澳門表現最出色的娛樂酒店項目之一。星際酒店於 2009 年的平均入住率保持在 91% 的健康水平,於下半年更攀升至 96%,成績尤勝同儕。

嚴謹成控奏效

期內,銀河娛樂集團積極實行嚴謹的營運和成本控制措施,並以審慎靈活的財務管理,透過債券回購計劃,利用 12.55 億港元現金於市場購回面值 22.32 億港元已發行的債券,為銀河娛樂集團帶來一次性收益 8.15 億港元,進一步加強原已十分穩健的資產負債表。業績期後,銀河娛樂集團於 2010 年 1 月 14 日以 8.24 億港元取消及悉數償還 2010 年到期的浮息貸款票據之餘額,節省了債券期內的總利息支出約 5.2 億港元,進一步改善現金流。

「澳門銀河™」如期 2011 年開幕

StarWorld Hotel celebrates record revenue and 96% occupancyBenefiting from a recover ing economy, StarWor ld Hotel achieved record revenues of HK$9.6 billion, a 35% increase over 2008 and generated HK$983 million in EBITDA for an increase of 70% over 2008. StarWorld Hotel’s average occupancy rate stood at a healthy rate of 91%, reaching 96% in the second half of 2009, making it one of the best performing hotels in Macau.

Effective cost control Stringent operational and cost control measures were implemented during the year. Adopting a prudent yet flexible financial management strategy, GEG executed a bond buy-back programme where HK$2,232 million worth of bonds on issue in the market were repurchased for HK$1,255 million. The buy-back resulted in a one off gain of HK$815 million, strengthening the already robust balance sheet. On 14 January 2010, GEG called and cancelled the remaining outstanding Floating Rate Notes due 2010. The amount paid was HK$824 million. The combined bond buyback programme and the call of the remaining outstanding 2010 bonds will generate an interest payment savings of HK$520 million over the life of the paper, further improving cash flow by eliminating substantial future interest payments.

Dr Che-woo Lui, Chairman and Francis Lui, Deputy Chairman of GEG, together with representatives from leading Asian banks, attended a HK$8.8 billion club loan signing ceremony on 12 April 2010. Funding for its HK$14.1 billion Galaxy Macau™, scheduled to open in 2011, the club loan was oversubscribed by the participating banks. On the day of result announcement, GEG revealed that the loan has been upsized to HK$9.0 billion as a result of the overwhelming bankers’ response, an endorsement of their confidence in GEG’s financial position and earnings prospect.

The terms of the six-year club loan are significantly more favourable than GEG’s existing bonds with a prevailing interest rate of HIBOR plus 4.5%. The facility also significantly lengthens GEG’s debt maturity profile, enhancing its financial efficiency and flexibility.

The consortium of local banks will undertake to ‘take and hold’ all of the debt, with no selldown. Dr Che-woo Lui, Chairman of GEG said, “Galaxy Macau™, as a “World Class, Asian Heart” resort, will offer uncompromising service and comfort to enhance the vacation and entertainment experience of its patrons.”

Occupying a total development area of 550,000 sqm in Cotai, Galaxy Macau™ will be the first truly Asian centric integrated resort in Macau and one of the largest leisure complexes in Asia. Featuring a 52,000-sqm tropical paradise open air resort on a raised podium incorporating the world’s largest sky wave pool, the resort offers more than 2,200 rooms, specially designed suites and floating villas, as well as F&B outlets and entertainment facilities with unique Asian appeal.

海南島具先天優勢發展旅遊業

2009 年 12 月,中央國務院確定海南國際旅遊島的經濟戰略地位,致力把中國最大的經濟特區和唯一的熱帶島嶼省份,打造為有國際競爭力的旅遊勝地。一向致力推動港澳旅遊及酒店業發展的呂博士,對海南島的發展前景表示樂觀:「海南島擁有優美的天然環境優勢,現更獲得政府落實支持以旅遊及酒店業為重點的經濟結構,從而帶動房地產、零售等行業的發展,是一塊極具投資潛力和發展價值的 virgin land

(處女地)。」

呂博士進一步指出,旅遊業的發展,不但是城市經濟增長的主要引擎,更涉及一個城市的現代化進程,乃為期三、五十年的長遠規劃:「現時,海南國際旅遊島仍處於起步階段,必須各方面配合,包括完善基建設施、提升人才質素和服務業水平,開拓有地方特色的旅遊主題等等,才能逐步成為一個具有吸引力的國際級旅遊城市。」

借鑒澳門成功經驗:「保留、改良、創新」

談到海南旅遊業的未來規劃,呂博士以旗下銀河娛樂集團 (「銀河」)參與建設澳門的實戰經驗作為分享。2002 年,銀河是唯一獲澳門特區政府批出經營牌照的港資企業,有別於其他投資者在澳門「複製」另一個拉斯維加斯的做法,銀河以「保留、改良、創新」為策略,「保留」澳門的歷史文化特色,以西方科學管理「改良」傳統的運作及服務模式,「創新」出一個具亞洲特色的多元化會展、娛樂休閒以及家庭式的休閒度假勝地,主要項目包括位於市中心的星際酒店以及位於路氹將於 2011 年開幕的「澳門銀河TM」度假城。呂博士深信:「海南沒有需要複製另一個關島或夏威夷,而是發掘海南獨有的島嶼風情、豐富的旅遊資源,經過時間醞釀,形成無可替代的地方個性和特質。」

迎合會展旅遊大趨勢 展現國際都會面貌

近年,由於國際商貿活動頻繁,MICE (Meetings, Incentives, Conventions and Exhibitions) 或「會展旅遊」已成為不容忽視的全球旅遊大趨勢。「澳門銀河TM」度假城不但體現 MICE概念,並引入大量娛樂 (Entertainment) 元素,實踐 MICEE的旅遊發展模式,以配合商務、休閒及家庭式旅遊等各種旅客的不同喜好及需要。呂博士認為:「MICE 帶來高端消費的商務旅客,對經濟產生巨大的輻射式效益。但 MICE 需要很多配套,如設施、交通、宣傳等,因此,海南島不但需要在其原有的旅遊主題基礎上,加速推動國際經貿會展建設,亦必須同時對外推廣城市的國際形象及旅遊吸引力。」

嘉華集團冠名贊助之「部長圓桌會」由博鰲亞洲論壇秘書長龍永圖主持,百多名來自各國政府的旅遊局要員及國際旅遊組織領導參與,就「後金融危機時代國際旅遊業的發展策略」以及「海南國際旅遊島建設的機遇與挑戰」進行深入交流,期間亦就《博鰲國際旅遊論壇加强國際間旅遊合作宣言》及《博鰲國際旅遊論壇區域旅遊合作宣言》達成協議,共瞻海南島以至亞洲區的旅遊發展方向。

呂博士認為:「一個城市『旅遊興盛』,自然便『百業暢旺』,這是由於旅遊業帶動多方面的經濟活動,而更深層次的是,旅遊帶來跨民族、跨文化、跨地域的溝通,加深人與人之間的瞭解和共融,對於促進世界和諧是有一定的作用。」

The Ministerial Roundtable, which was title-sponsored by

K. Wah Group, was hosted by Long Yongtu, Secretary General

of Boao Forum for Asia, with hundreds of representatives

of governmental tourism boards and international tourism

organizations attending. Delegates were engaged in enthusiastic

discussions under the topics of “Development Strategies for

International Tourism in the Aftermath of the Financial Crisis” and

“Opportunities and Challenges in the Development of Hainan

International Tourism Island”. Their deliberations have been

summarized in the “BITF Statement on Enhancing International

Cooperation in Tourism” and the “BITF Statement on Regional

Cooperation in Tourism”, in a mutual foresight of the future

development of tourism in Hainan and other parts of Asia.

Recognizing the profound significance of tourism, Dr Che-woo

Lui said, “A thriving tourism industry contributes to economic

growth by driving activities in all sectors. What’s more, it helps to

bring peace and harmony by facilitating cross-cultural interaction

and enhancing understanding among different races.”

建立中國酒店品牌 提升現代服務業水平呂博士亦指出建立中國酒店品牌的重要性,因為他深信:「只有中國人,才最清楚中國遊客的需要。」近年,集團在澳門自創五星酒店品牌 ──「星際酒店」,不但在設計、建築等範疇上獲取無數國際獎項,更於 2007-2010 年在芸芸國際品牌競爭中奪得美國服務科學協會頒授「五星鑽石獎」殊榮,為未來中國本土的酒店品牌發展打了一支強心針。

但普遍旅遊業面對最大的挑戰,並非硬件設施,而是人才與服務。呂博士坦言:「在海南島上,許多度假酒店都非常大型、華麗,已經具備五星級的設施。下一步要做的,就是如何在服務質素上進一步提升。」以澳門為例,為了從根本上解決

人才不足及提升服務質素,銀河與澳門政府合作成立專業培訓中心外,同時與澳門大學合作培訓酒店管理人才。此外,集團與香港理工大學和香港中文大學為長期合作夥伴,引入專業知識與國際思維,加速提升本地人才的水平。

呂博士總結:「今日的海南島,如當年的澳門一樣,正正處於城市重新定位,經濟結構轉型,面向國際化的關鍵時機。這些都不是個別營運商獨力可以承擔的重任,而是政府、各界企業,以及每一個海南人的責任,大家共同以未來數十年的規劃發展作為願景,共同發揮海南優勢,攜手建設海南島的嶄新面貌。」

Dr Che-woo Lui, Chairman of K. Wah Group, was invited to the first Boao International Tourism Forum (BITF) held in Sanya, Hainan Province during 20-21 March 2010. This international event was initiated by the State Council Information Office and Ministry of Culture of the PRC and jointly hosted by the Hainan Provincial Government, PRC National Tourism Administration, United Nations World Tourism Organization (UNWTO), China Development Bank and Boao Forum for Asia and other reputable organizations. Over 2,000 delegates from all over the world, including representatives of governments and the tourism, hotel, media, financial, real estate and cultural sectors, attended this meeting as a prelude to the development of Hainan International Tourism Island. Notable guests of honour and keynote speakers included Liu Yunshan, Chief of the Propaganda Department of the Communist Party of China, Wei Liucheng, Secretary of Hainan Provincial CPC Committee, Luo Baoming, Governor of Hainan Province, Long Yongtu, Secretary General of Boao Forum for Asia, Taleb Rifai, Secretary General of UNWTO and Madam Condoleezza Rice, former US Secretary of State.

During the forum, Dr Lui attended the national-level Ministerial Roundtable, for which K. Wah Group was the title sponsor and delivered a keynote speech at the Real Estate and Tourism Session. This was followed by an interview with the media from the Mainland, Hong Kong and Macau. Drawing on his 60 years’ experience in the property development, tourism, hotel and building materials industries of Hong Kong and Macau, Dr Lui expounded the investment potential and growth opportunities of Hainan as an international tourism island, and explained why it was important and necessary to promote the MICE business, establish Chinese hotel brands and nurture local manpower for the tourism and hotel sectors.

Hainan with abundant tourism resourcesIn December 2009, the State Council confirmed developing

Hainan, the largest special economic zone and only tropical

island province of China, into Hainan International Tourism

Island. As one of the leading proponents of the tour ism

and hotel industries in Hong Kong and Macau, Dr Lui was

positive about the island’s future, “Hainan is a virgin land

with magnificent natural resources and now blessed with

government support. An economic structure focusing on the

tourism and hotel sectors would eventually benefit other

industries such as real estate and commerce.”

According to Dr Lui, the development of Hainan’s tourism requires

planning for a longer term in 30 to 50 years. “Only in its embryonic

stage, a lot of work has to be done before Hainan can evolve into

a world-class tourist destination, such as infrastructure construction,

the upgrading of service standard in the hospitality industry and

development of unique local attractions, etc,” noted Dr Lui.

The Macau experience: “Preservation, Renovation and Innovation”Dr Lui cited the role of Galaxy Entertainment Group (“GEG”) in the development of Macau when commenting on the future planning of Hainan’s tourism. GEG was the only Hong Kong-based company granted a gaming concession by the Macau Government in 2002. Unlike other investors in Macau whose approach involved mainly replication of the Las Vegas model, GEG’s strategy was underpinned by “preservation, renovation and innovation”: to preserve the historical and cultural features of Macau; to renovate traditional operations by employing scientific management approaches of western countries; and to innovate an integrated resor t with Asian features, offering MICE (Meetings, Incentives, Conventions and Exhibitions), enter tainment and family recreation facilities. GEG’s flagship

developments include StarWorld Hotel and Galaxy MacauTM in Cotai, scheduled for opening in 2011. “In the same token, Hainan should not try to emulate Guam or Hawaii. Hainan has abundant natural resources and spectacular features of its own, which over time will foster the unique character of the island,” commented Dr Lui.

A metropolitan city well-tailored for MICE tourismAs a result of increasing international trade activities, MICE has become a global trend in tourism since recent years. Galaxy

MacauTM goes a step fur ther by implementing the MICEE

(MICE+Entertainment) tourism model, addressing different needs

and preferences of various tourist groups, such as business

travelling, leisure and family trips. “MICE generates a radiating

effect in retail spending as it brings along high-spending business

travellers,” said Dr Lui. “The MICE model, however, requires multi-

faceted support in infrastructure, transportation and publicity, etc.

Hainan should accelerate the MICE development, while at the

same time gear up international marketing efforts to project itself

as a metropolitan city with strong tourist attractions,” he noted.

Service standard key to breeding China’s own famous hotelsDr Lui also stressed the impor tance of building Chinese

hotel brands, because “the needs of Chinese tourists are best

understood only by Chinese operators.” GEG’s own hotel

brand, StarWorld Hotel in Macau, has received numerous

international awards including the 5-Star Diamond Award by the

American Academy of Hospitality Sciences in 2007-2010, such

achievements augur well for the future development of China’s

own famous hotel brand names.

The biggest challenge for tourism, however, is always about

people and service. “Many resort hotels in Hainan are magnificently

built with 5-star facilities,” said Dr Lui. “Next we should think

about how the service standard might be improved. In Macau,

GEG seeks to resolve the problem of human resources and

improve service standards by setting up vocational training

centres in cooperation with the Macau Government, as

well as organizing related training courses in association with

the University of Macau. Meanwhile , the Group has also

established school-enterprise partnership with the Polytechnic

University of Hong Kong and the Chinese University of Hong

Kong. According to Dr Lui, Hainan is undergoing a process

of re-positioning and economic restructur ing that Macau

underwent some years ago. “Internationalization represents

a critical stage in Hainan’s development, which can only be

completed with the full cooperation among the government, the

business community and every individual who share the same

vision and commitment to build Hainan into a new haven on the

back of its inherent strengths,” he concluded.

隨著人力架構及資源的持續優化與整合,嘉華國際於 2010 年的人才培訓與發展計劃已進入另一層次,本著「工學合一、教學相長」的宗旨,計劃亦以推動資源共享、促進協作為重心。

首階段的課程集中房地產核心領域的培訓:財務課程簡介不同預算的概念、關係和流程;工程管理課程概括項目從開發到交付使用整個過程的策劃與實踐;成本管理課程則重點說明項目的成本控制要義和思維方法。

部門主管與員工互動增值

在內部培訓這溝通平台上,培訓人員與員工均在「教」與「學」的互動交流中自我增值。講者之一的嘉華國際項目助理總經理陳志權表示:「無論是課前與其他講師的內容準備,或是員工在課堂上認真熱烈的討論,都讓我感受到當中可貴的團隊精神。」

理論與實踐並重事實上,由部門主管向員工傳授工作經驗,比邀請外來的專家或學者作理論分析,更切合公司及員工的實際需要。嘉華國際成本控制總經理吳劍飛對此亦有一番見解:「理論及專門用語一般可從書本或網路等渠道獲得,個案分析則可讓員工理解當中的竅門,並於工作中應用出來。因此,我著重引用生活化的例子,一來可讓其他部門的員工較易掌握當中要點,二來亦可令日後的跨部門協作更順利。」

本著「薪火相傳」的理念,嘉華國際於 2010 年 3 月 30 日展開「房地產專才管理培訓課程」。此課程由人力資源部主導及策劃,來自上海、廣州、江門及香港的員工與管理層齊集香港嘉華國際中心總部,進行為期兩天的培訓。第一階段的課程內容涵蓋企業財務管理、建築工程管理及建築項目成本管理,由部門主管親自教授,以座談會形式與各部門同事進行多角度之探討,實戰經驗與專業理論並重,藉以加強部門及員工之間的凝聚力,讓團隊的協力效應得以發揮。

跨部門溝通增進了解為達至更佳的培訓效果,人力資源部亦相當重視員工的反饋。作為參與者之一的廣州項目經理伍志偉分享道:「具針對性的課題探討增加部門間的交流,同時讓我了解到中港兩地在運作模式及文化上的差異。」

來自江門的市場、發展及報建副經理陳以瑩亦有同感:「深入淺出的案例分享讓我更清楚認識公司整體運作及細量化的崗位指引,恆常的溝通則可增進部門間的了解,令彼此學懂包容及欣賞。」

此外,技術系統經理莫家來亦娓娓分享他的體會:「一般來說,資訊科技部都是按同事要求才提供相關支援,角色相對被動,而這次課程不但加深我對其他部門工作流程上的認知,亦讓

KWIH Property Management Training in full swing

KWIH, with a view to passing on the wisdom of success, kicked off its Property Management Training

Programme on 30 March 2010 as staff and management from Shanghai, Guangzhou and Jiangmen offices

joined colleagues in Hong Kong for a two-day training session at the head office. Initiated and organized by

the Human Resources Department (“HR Department”), the training programme aims of leveraging KWIH’s

expertise and experience for the benefit of its staff. Hosted by heads of various departments, the first stage

of the programme addressed issues in corporate finance, project management and cost management from

multiple perspectives with emphasis on both theory and practice. Training apart, such meetings have also

provided an opportunity for interaction among staff and helped to foster team spirit and synergies.

Incorporating learning into working for continuous staff development On the back of constant optimization and integration of its staff

structure and human resources, staff training at KWIH has taken

on a new turn since 2010 with an emphasis on resource-sharing

and fostering synergy through on-the-job training.

Given KWIH’s rapid development in recent years, it is imperative

that the quality of its manpower grows in tandem with its

business to assure competitiveness in the long run. As such,

the staff training policy of the company is designed to offer

full support to its business development strategy, so that the

strengths in human resources would be brought into full play

under an optimal structure.

Claudia Cheung, Executive Director of KWIH, elaborated on the

philosophy underlying the training programme. “Every business

operation is supported by unique values and philosophies. At

K. Wah, we believe in excellence, innovation and precision. These

are the qualities that underline our corporate culture, which

we hope would be communicated to our staff through senior

department supervisors as proven maestros in their respective

areas of expertise. Their experience and know-how, especially in

relation to the tackling of challenges and difficulties, will be most

useful for their younger colleagues,” she said.

Claudia emphasized the importance of knowledge integration at

the individual level when it came to the inheritance of knowledge

and skills. “K. Wah’s people have shown a high level of technical

sophistication. To advance fur ther in management, one must

seek refinement also in terms of interpersonal communication

skills, leadership, creativity, judgement and business acumen,” she

explained. “The right training should be provided to employees

in every position and special attention should be given to those

who show potential and commitment, so they can be charged

with the responsibility for the company’s sustained growth,”

added Claudia.

In one mindset: enhancing management efficiencyThe training programme covers a number of areas in corporate

management and the course materials have been compiled by

the heads and supervisors of various departments. Certificates

will be awarded to staff who complete the programme.

The first stage of the programme focused on the core aspects

of the property business: different concepts and approaches to

financial budgets were dealt with in the financial section; project

management section briefed on the whole process of planning

and implementing a project, from development through delivery;

and the cost management section summarized key concepts and

principles in cost control in a development project.

Supervisor-staff interaction contributes to self-enhancementInternal training as a platform for communication facilitates self-

enhancement for both the instructor and the learner through

interaction. One of the instructors, C. K. Chan, Assistant General

Manager - Projects of KWIH, was impressed by the positive

results of the training. “I see great team spirit throughout the

process, be it pre-lesson preparations with other instructors or

enthusiastic discussions among staff during the meetings,” he said.

Theory and practice make perfect operationsIn fact, depar tmental supervisors are the best instructors to

pass on experience that will answer the practical needs of the

company and its staff. Keith Ng, General Manager - Cost Control

of KWIH, opted for the case study approach. “You can get all the

theories and jargons you want from books or the Internet, but

case analysis allows our colleagues to understand the key issues

and apply such understanding in their day-to-day work,” he said.

“That’s why I have been inclined to citing situational examples

for easier understanding and smoother coordination among

departments in future,” he further explained.

Acknowledging the effectiveness of training through interaction

and sharing, Bell Kam, Assistant General Manager - Management

Accounting - Finance of KWIH, shared her experience in train

the trainer programme. “With guidance from the company, the

instructors would be able to pass on the values to staff and

promote more effective communication,” she said.

Cross-department interactions fostering mutual understandingThe HR Depar tment has been keen to gather information

on staff response to the training programme, with a view to

attaining optimal results from the sessions. “Sharing and exchange

among different departments facilitated through an issue-specific

training programme is invaluable,” said Sam Ng, Project Manager

from Guangzhou. “I have also gained insight into the cultural

differences between the Mainland and Hong Kong and how

things are run differently across the border,” he remarked.

Jane Chan, Assistant Manager of Marketing, Development

and Construction Reporting from Jiangmen, concurred. “Case

studies have given a clearer picture of the overall operation

of the company as well as detailed job guidelines. Regular

communications enhance mutual understanding and appreciation,

allowing us to accommodate differences,” she said.

Alex Mok, Technical System Manager, also shared his views.

“Traditionally, IT Department is considered to be less proactive

as we provide support upon request. The training session is a

good opportunity for us to better understand the processes of

other departments as well as the reason behind requesting IT

support in particular areas. As such, we will include value-added

features when formulating IT plans for these depar tments to

better address their needs,” he said.

Nurturing a learning cultureElla Yu, Assistant General Manager - Operations, and David

Cheung, Assistant General Manager - Human Resources

and Administration, both from Shanghai Proper ty Division,

participated in the training programme as students and showed

active involvement during the session. They and other participants

also called for fur ther sharing-training sessions to be held in

the area of architectural designs, marketing and sales, law and

regulation, etc, in expanded scale and for longer periods. As

noted by Claudia, staff at any level can benefit from training and

improve their integrated capabilities, leveraging K. Wah’s unique

values to drive growth and development.

The second stage of KWIH’s training programme is scheduled

for the third quarter of 2010, with a more extensive coverage

of topics such as sales and marketing strategy, information

technology, corporate branding, internal auditing and human

resources, aiming to benefit staff in terms of both work

performance and personal development. Further details will be

released by the HR Department in due course.

ICGS iceman celebrates 4th consecutive victory in snow sculpture contest

InterContinental Grand Stanford’s (“ICGS”) Tam Wai Lun once again bagged the

honour at the 37th International Snow Sculpture Contest in Sapporo, Japan in

February. Competing among 14 entries from all over the world, he and the Hong

Kong Ice Carving Team were awarded 3rd place with their rendition of “Ghost

Warrior – Zhong Kui.”

CEIBS LUI Che Woo Auditorium fosters school-enterprise partnershipSeeing talent cultivation is of utmost importance for a country, the Group ceaselessly supported a number of key universities in Mainland China. Francis Lui, Deputy Chairman of GEG under the Group, together with the Group management attended the China Europe International Business School (“CEIBS”) Beijing campus inauguration ceremony on 24 April 2010, followed by an unveiling ceremony of the LUI Che Woo Auditorium in response to the Group’s RMB8 million donation.

The inauguration ceremony featured numerous notable guests including government officials, European ambassadors and scholars. Francis endorsed the belief of talent cultivation during the unveiling ceremony of LUI Che Woo Auditorium, “Our Group deems local professionals as the key in building up a strong country. Just as CEIBS’s mission to nurture highly competent talents who are capable of working in local economic environment while adapting to business globalization, we aim at going further through collaboration between school and enterprise.”

CEIBS is a non-profit joint venture of the Chinese Government, Shanghai Jiaotong University and the European Commission, and is the leading China-based international business school in Asia with an aim to contribute to the economic development of China by offering its students a thorough understanding of the latest international management knowledge and practices coupled with local expertise. The school came 4th in the Best Business School by Forbes in 2009, and ranked 22nd in the world’s MBA programme by Financial Times in 2010.

Dr Che-woo Lui donates MOP30 million to support University of Macau’s new campus in Hengqin, ZhuhaiDr Che-woo Lui, the Group Chairman, pledged a donation of

MOP30 million to the University of Macau via Lui Che Woo

Foundation. The donation allows the university to extend new

campus in Hengqin, Zhuhai, and to establish scholarships and

exchange programmes.

As a token of gratitude, the university named one of its

residential colleges after Dr Lui. During the donation ceremony

on 12 April 2010, Francis Lui, representative of Lui Che Woo

Foundation and Deputy Chairman of GEG, said, “Dr Lui holds

a strong belief that education underpins a nation’s prosperity

and enhances the quality of its people. We hope the donation

would help the University of Macau to implement whole-person

education and nurture all rounded local talents, as a contribution

to the educational development of Macau.”

The new campus is expected to be completed within three years,

providing students a multi-faceted school life and enhancing the

university’s competitiveness with its 10 new residential colleges

and state-of-the-art facilities.

澳門大學於 2010 年 4 月 12 日舉行捐贈儀式,並宣佈將其中一所住宿式書院命名為「呂志和書院」,以答謝呂博士對大學的熱心支持。「呂志和基金」代表、銀河娛樂集團副主席呂耀東表示:「呂博士一直深信教育是提升國家素質的根基,並在中國內地捐資辦學及撥款支持多間海內外重點大學進行學術研究、交流及提升教學設施。是次捐贈計劃不單推動澳大實踐全人教育,亦為澳門培育全方位優秀人才,延續呂博士多年來『興學強國』的理念。」

澳門大學之新校區預計於三年後落成,將帶來國際化的辦學環境、先進的科研設備及優越的校園設施,包括約十個住宿式書院,讓學生體驗多元校園生活模式,全面提升辦學質量。

KWCM charity cycle for millionsKWCM Social Club participated in the HSBC Pok Oi Cycle for Millions on 7 March 2010.

Jointly organized by the Pok Oi Hospital and HSBC, the event aims to raise fund to support

the development of Pok Oi’s social services. Through promoting cycling to the community,

everyone is encouraged to lead a greener lifestyle. Starting at Tai Po Waterfront Park, the

participants rode 10 km until reaching the destination at Yuen Wo Park in Shatin. Although it

rained occasionally, staff was in high spirit to complete the journey. Exquisite bicycle helmet

and jersey were given as souvenirs, making the charity ride a fun and memorable one.

嘉華建材愛心單車百萬行嘉華建材同樂會於 2010 年 3 月 7 日參加由博愛醫院及滙豐銀行合辦的「滙豐博愛單車百萬行 2010」,為博愛醫院籌募善款之餘,亦合力推廣單車運動,積極實踐綠化生活模式。當日同事及親友由大埔海濱公園出發,以沙田源禾路為終點,期間雖然有微雨,但無損參加者的士氣,完成了 10 公里的路程。同事們得到鬆弛外,同時亦收到主辦單位送贈的精美單車頭盔及戰衣,大家有個難忘的慈善單車之旅。

and comforted by Chinese Premier Wen Jiabao, together with her sister Liu Ling,

were invited to the 512 earthquake commemorative event in Hong Kong on 8

May 2010, sharing their post crisis experience while encouraging the public to

lead a positive life. ICGS supported this meaningful event jointly organized by

Radio Television Hong Kong and Hong Kong Performing Artistes Guild by offering

free stay for the siblings.

taken thousands of lives and devastated the whole region. To assist in relief

and redevelopment efforts, Dr Che-woo Lui, Chairman of K. Wah Group,

via the Lui Che Woo Foundation, and GEG made a prompt donation of

MOP5 million to the Liaison Office of the Central People’s Government

in the Macau SAR. On the National Day of Mourning, all StarWorld Hotel

staff members observed three minutes’ silence while halting all public

entertainment to express condolence over the quake victims.

Celebrities sparkle at StarWorld Hotel

Guests at StarWorld Hotel enjoyed a few entertainment events during spring 2010. First came in January was a concert by RubberBand from Hong Kong that gave the Macau audience a stunning night with pop rock music. In February a Spring Dinner was held exclusively for VIP club members, during which the quality food and service provided by StarWorld Hotel as well as the performances by celebrities filled the event with joy and pleasure.

經營酒店是非常長線的投資,除了買地及建築兩個階段外,往後的管理及經營更是漫長、艱鉅而專業化的過程。酒店興建完工後,差不多每年每月甚至每天都必須繼續策動市場推廣計劃,管理則是廿四小時不停地進行。而酒店品牌至少要經過三、 四十年的艱苦經營才能建立國際品牌聲譽,箇中如組織推廣、品質控制與管理的複雜,實非一般人能夠理解。

他一直認為,政府應投放資源大力推動香港的旅遊業發展。因為旅遊業可以為香港提供大量的中層與基層職位,且能為香港賺取大量外匯收入,賺的都是外來的金錢,促使本土經濟之實質增長。多年來,呂志和為業界做了不少推動工作,除了在香港及內地多間大學及專業團體講學,還多次向政府提出旅遊業發展的建議,其中多項均已被特區政府採納。作為一個成功的商人,他不但全力投入經濟發展,同時亦肩負了改善香港社會結構及民生的使命。

寧靜致遠

註一:一九九七年除夕呂志和去信當時特首,力陳當時旅協身份不夠正統,「名不順則事不成」,它並未有實權去執行政府所擬定的政策。二零零一年一月香港旅遊發展局正式成立,配合較早前在一九九九年五月委任首位旅遊事務專員,這個安排令業界的發展的確有了方向,後來連串推出的新觀光點建造、開發計劃,或為配合其他政策所策劃的行動,如為內地「個人遊」旅客所做的一切配套安排等,大多都收到非常好的反應。

當局在一九八五年引進立法會選舉時,酒店及旅遊業都沒有被界定為功能組別。三年後,功能議席由十二席遞增至十四席,酒店和旅遊業仍被拒諸門外。直至一九九一年才加入了旅遊功能組別,不過其選民只包括旅遊業議會和當時旅遊協會的公司成員,至於酒店投資者卻被視為地產組別的一員。到了一九九五年,酒店業被併入選民人數較多的飲食業,結合成為一個新的功能組別。此舉猶如盲婚啞嫁,漠視了這兩個行業的基本差異。此安排有如因為啤酒和咖啡都有水份便把它們混和在一起。酒店業和飲食業同是服務性行業,結果便被硬性編排共處一室。目前,功能議席已佔立法會六十個席位的一半。然而,貢獻良多的酒店業始終並未被確立為一個獨立的組別。

‧ 政府應興建具備先進舞台設施,媲美紐約、倫敦的一流歌劇院及文化中心,將中國傳統藝術精髓如粵劇、京劇、越劇、雜技及舞蹈等,配以富現代感的劇本、舞台、燈光及音樂包裝編排,邀請內地一級演員在港作至少六個月的表演,發展香港成為中國文藝表演中心,使之成為世界各地藝術愛好者欣賞中國民藝表演的必到之地,亦可邀請世界一級的表演藝術家到港演出,將香港提升成為亞洲區內的表演藝術中心。

‧ 中國的傳統民間工藝種類繁多豐富,素來受到西方人士愛戴,很多歐美人士甚至專程到香港及內地搜羅具古典色彩的傢俬及擺設以佈置家居,有些則以此類藝術品裝飾酒店及餐廳以招徠客人。如果我們能有系統地將中國的傳統文化工藝融合不同年代的生活方式,介紹予西方遊客,一方面能幫助遊客了解中國的歷史發展,增加他們旅遊的興趣,另一方面亦能推介這些工藝商品,給香港製造更多貿易機會。

‧ 要推動中國內地旅遊業發展,配套元素層面很廣泛,其中包括了服務、管理、衛生、保安、資訊、保養、宣傳、操守監管、培訓、設施與科技配合及現代化室內設計,每方面均要追上先進國家水平。

‧ 香港中文大學當年爭取開辦酒店管理學位課程時,曾遭遇到一些反對的聲音,因為當時所徵詢之「酒店管理專業人員協會」認為本港酒店管理之專業人員已足夠。實質上,過去多年來,本地學院只提供中層及基層酒店業人員之培訓課程,缺乏高層管理的訓練,大部份酒店總經理級都是外國人,他們當然不希望增加本地專業人才。但為了配合香港及中國旅遊業之未來發展,香港必須加強培訓酒店管理專才。作為酒店經營者,我曾大力呼籲政府,支持香港中文大學開設酒店及旅遊管理學位課程,而這課程在前中文大學校長李國章教授大力推動下於1998年正式開辦,成為近年報名人數最多的學系之一。

‧ 香港人在三十年前對酒店經營一竅不通,由零開始,至今成為擁有多個世界酒店網絡的城市,其毅力及拼搏精神可謂驚人。若加上政府的支持,將酒店業的發展與香港整體經濟的政策配合,增加大學培訓課程,香港不難成為世界上獨一無二的酒店城市王國。

‧ 一個地方的大自然美景、歷史及傳統遺蹟、藝術及文化氣息、天氣與生活環境以及對旅客的友善態度,是一個地方最珍貴的旅遊資產,但這些資產並非可以在市場交易的東西,也沒有一個可用金錢衡量的價值,所以往往不被政府重視。

‧ 與旅遊業相關的大多數是服務行業,而服務行業裏,顧客是否會再次光臨(repeatcustomer)是生存的一個重要關鍵,怎樣令客人有重臨之意,就是衡量我們服務是否成功之重點。

‧ 旅遊局的工作應包括統籌海外旅遊宣傳、與民航處及有關部門協調機場設施及收費、與中國部門協調外地旅客到內地的簽證安排、策劃開闢新旅遊點、與文化部門協調旅遊活動、聯同大專院校統籌培訓旅遊業人才、監管旅行社註冊和業內操守,以及與規劃署等部門統籌酒店發展。 註一

land transportation, retailing, entertainment, as well as cultural and sports

activities. A vigorous tourism industry will energize the related industries.

The local economy will definitely also be invigorated.”

Hotel and tourism industry is a pillar of the economy

Many people have mistakenly seen the hotel industry as a form of real estate development. Dr Che-woo Lui has pointed out that this is a complete fallacy.

He star ted par ticipating in real estate projects in the 1960s. In the 1970s, he became the first Hong Konger to invest in and operate a five-star hotel. Both industries star t with the two basic steps of site acquisition and civil construction. Profits derived from a real estate project are measured in terms of the Hong Kong Dollar. Profits ultimately come from the pockets of local people. Hotel earnings, on the other hand, are largely in foreign

currency. The development of the international hotel sector marks a new phase after the takeoff of the manufacturing industry. Traditional family-run hostels could no longer cope with the demands of international visitors. There were budding international “star-rated” hotels earning foreign currency.

Hotels are very long-term investments. Acquisition of sites and civil construction aside, hoteliers will also have to take care of the management and operation of the hotels. This is a daunting and professional process. After the physical structure of a hotel is completed, its management will have to plan for its marketing campaigns almost on a monthly or even daily basis year after year. Hotel management is an around-the-clock business.

It takes at least three to four decades of care and effort to establish an international hotel brand. The complexity of such operation, which includes issues such as promotion, quality control and management, is beyond the comprehension of many people. He pointed out that the government should invest heavily in promoting the Hong Kong tourism industry, which can generate large numbers of middle- and lower-rank positions. Such foreign earnings can bring about real growth for the local economy. Dr Lui has contributed in many ways to the industry over the years. He has given lectures to numerous universities and professional bodies in both Hong Kong and Mainland China. He has also submitted many proposals to the authorities on how to develop the tourism industry. The Government of the Hong Kong Special Administrative Region has adopted many of his ideas. As a business achiever, he is not only fully involved in promoting the economy, but has also taken on the additional mission of improving the way our society is run and people’s livelihood.

• Severalyearsago,theChineseUniversityofHongKongwas trying to start up a degree programme in hotel management. The Hotel Management Professional Association raised its objection when it was consulted about the idea. It insisted that the supply of hotel professionals had been adequate. In reality, the local educational institutions only provided training for middle and lower level hotel practitioners. There had been a lack of training for senior managers. Expatriates had thus monopolized the managerial grade. They, of course, did not want to see an increase in the supply of local professionals. However, in order to keep up with the future development of the tourism industries in Hong Kong and Mainland China, Hong Kong must strengthen its training of hotel professionals. As a hotel operator, I have strongly appealed to the government in support of the Chinese University’s new programme. As a result of the efforts by former Vice Chancellor Professor Arthur Li Kwok-cheung, the university’s School of Hotel and Tourism Management was opened in 1998. It has now become one of the most popular disciplines for university applicants.

• HongKongpeopleknewvirtuallynothingabouthotelmanagement three decades ago. We started from scratch. Hong Kong now has multiple global hotel networks. The determination and fighting spirit that have made this possible are stunning. It will not be too difficult for Hong Kong to become a unique hotel kingdom, if the government is supportive of the growth of the sector in terms of overall economic policies and university education.

• Picturesquescenes,historicalrelics,artsandculture,climate,living environment, and friendly smiles are all tourism assets for any given location. They cannot be traded; their value cannot be measured by money. As a result, they are often neglected by the government.

Note 1: On New Year’s eve in 1997, Dr Che-woo Lui pointed out in a letter to

the then Chief Executive, that the then Hong Kong Tourist Association (HKTA), was only a quasi-governmental agency. It did not have the

powers to ensure that relevant government policies are implemented. “The HKTA was not necessarily getting the whole-hearted backing of the

government,” said Dr Lui. The new Tourism Board, chaired by Executive and Legislative Councillor Selina Chow Liang Shuk-yee, came into being on 1 April

2001. The revamp of the HKTA was the spur for the appointment of the first Commissioner for Tourism in May 1999. The arrangements have turned out to be effective. There was a new sense of direction in developing the industry. The

series of measures and developments that followed were well received. These included corresponding arrangements, such as building more tourist spots,

and the Individual Visit Scheme for Mainlanders.

In 1995, the authorities created a new Hotel and Catering constituency, in which the electors from the latter sector significantly

outnumbered those from the former. The two made strange bedfellows as fundamental differences between them were

ignored. The arrangement is far from satisfactory as it is like mixing beer with coffee just because both of them contain

water. The functional representatives now make up half of the 60-seat assembly. Despite its many

contributions, the hotel industry still lacks an independent voice to articulate and tackle

its many problems in the legislature.

hinges upon repeat customers. The most important measurement of our service quality is whether customers are willing to come back.

• TheproposedTourismBureau’spurviewshouldcovercoordination of overseas tourism promotion. It should also liaise with the airlines and relevant departments on fees and charges for airport facilities. It should also liaise with the Chinese authorities to facilitate visa arrangements for foreigners to visit Mainland China. The proposed bureau can also take on the tasks of planning for new tourist spots; liaising with cultural departments to coordinate events and activities; working with the tertiary educational institutions for professional training; monitoring the registration of travel agencies and the professional ethics of practitioners; and coordinating with the Planning Department and other official units for hotel development projects.

• Thegovernmentshouldbuildstate-of-the-artstagefacilities that are comparable with those in the theatres and cultural centres of New York and London. Such facilities will do a better job of presenting the best of the Cantonese and Beijing operas, acrobatics and cultural dances by providing modern lighting, music, scripts and other stage techniques. Top performers from Mainland China can be invited in groups that can be based here for at least six months to help transform Hong Kong into an international Chinese cultural performance centre. Lovers of Chinese culture will be attracted to come here from different corners of the world. Top international performers can also be invited to perform here and so help promote Hong Kong as a regional performance centre in Asia.

• Chinahasawiderangeoftraditionalfolkartsonoffer.They have been well received by Westerners. Many Americans and Europeans have come to Hong Kong specifically to look for such classical furniture and artifacts for home decoration. Some of them use such items to decorate restaurants and hotels. We should systematically introduce Western tourists to the historical backgrounds of specific artifacts. This can help give visitors a deeper understanding of Chinese history, thus boosting their interest in things Chinese. The sales of such artifacts can also produce more jobs for Hong Kong’s manufacturing industries.

• TopromoteMainlandtourism,alotofimprovementswill be needed in terms of service quality, management standards, public hygiene, security, communications, maintenance, publicity, professional ethics, training, facilities and technology, as well as interior design. It will have to catch up with international standards in all these respects.

KWIH Shanghai Property Division and the Jingan District Tennis Association jointly organized the Shanghai tennis tournament cum spring appreciation party on 10 April 2010 at the Shanghai Tianma Country Club.
