Art 156 (9) Guideline on System Operation (version of 03.05.2016 ):
„For the CE and Nordic synchronous areas, each FCR provider shall ensure that the
FCR from its FCR providing units or groups with limited energy reservoirs are
continuously available during normal state. For the CE and Nordic synchronous areas,
as of triggering the alert state and during the alert state, each FCR provider shall ensure
that the FCR from its FCR providing units or groups with limited energy reservoirs are
able to fully activate FCR continuously for a time period to be defined pursuant to
paragraphs 10 and 11. Where no period has been determined pursuant to paragraphs
10 and 11, each FCR provider shall ensure that the FCR from its FCR providing units or
groups with limited energy reservoirs are able to fully activate FCR continuously for at
least 15 minutes or, in case of frequency deviations that are smaller than a frequency
deviation requiring full FCR activation, for an equivalent length of time, or for a period
defined by each TSO, which shall not be greater than 30 or smaller than 15 min.”

At a reset of the control electronics during
a filling container operation, filling level
control has been set back to zero. As a
result, upon restart of the plant, the
container was congested.

The entire component obtained by a long
production process in a corporation has
become completely unusable after the
production process has been disrupted
by an interruption of the power supply,
causing the corporation a damage equal to
50,000 Euros.

Smelting/Mine Sector
Some milliseconds without power and everything
shuts down at the copper smelting plant of Hamburg
Aurubis Group. "Our machines automatically turn
immediately off to avoid security risks“, explains Ulf
Gehrckens, Senior Vice President for energy
management at Europe's largest copper producer
company. It may take several hours before production
can start off again.
This costs the Aurubis Group several hundred
thousand Euros and, in cases when the power cut
lasts longer, even more than a million Euros. “In such
cases, the power supplier compensates for damages,
however, only up to a maximum of 2,500 Euros. The
industry remains therefore responsible for the rest of
the damage costs.
