    1. SCOPE1.1 This specification covers the general technical requirements for the design,

    fabrication, assembly and installation of electrical equipment, and materials on

    skid-mounted or package units that will be used in the South East Zagross

    Cluster, Sarvestan and Sadaat Abad Oil Fields Project for located in Iran.

    1.2 It shall be completed by Vendor with all data and information requestedherein. In no way does this specification supersede the referenced

    specifications, standards and codes, except the requirements herein are morestringent.

    1.3 Compliance by Vendor with the provisions of this specification does notrelieve him of the responsibility of supplying equipment and material

    electrically and mechanically suited to meet the operating guarantees at the

    specified service conditions.

    2. SITE CONDITIONSAll electrical equipment and materials of the package units shall be designed and

    manufactured, to be suitable for their particular service & operational requirements,under the following site conditions.

    a) Site elevation (+/- mean sea level): (+)1560 m

    b) High/Low Temperature: (Max.) (+)43C/(Min.) (-)14C

    c) Relative Humidity: 85% (Maximum)

    d) Atmospheric Condition: Dusty, Humid and Saliferous

    3. STANDARDS AND CODES3.1. The Electrical Equipment and Materials of the Package Units shall be

    designed, constructed, wired and tested in accordance with the pertinent

    sections of the latest editions of the standards and codes, as noted below, or

    elsewhere in this specification.

    3.2. Electrical Equipment and Materials of the Package Units shall generallycomply with the requirements of Iranian Petroleum Standards (IPS) &

    International Electrotechnical Commission (IEC) Standards, with particular

    reference to the applicable sections.

    3.3. Where reference is made to any standard and code, other than IEC it isunderstood that equivalent standard is also acceptable.

    3.4. Any deviation from the above mentioned standards and this specification shallbe clearly mentioned in the Vendors proposal.

    4. DOCUMENT PRIORITYIn the event of any conflict(s) between this specification, data sheet, drawings, codes

    and standards, the priority will be given in the following order:

    a) Purchase Orderb) Data Sheets and/or Drawingsc) This Specificationd) Codes and Standards.In any case the vendor shall inform purchaser and obtain clarification before

    proceeding with any work.

    5. POWER SUPPLY SYSTEM5.1.

    All electrical equipment and associated installation and materials shall besuitable in all respects for the service conditions stated in the data sheets for

    the package unit and where applicable, in the data sheets for individual

    electrical items of equipment which from part of the packaged unit.

    5.2. The available line voltages and frequency of the power supply which may feedthe package unit are as follows:

    a) Primary Distribution (MV)

    6 kV, 3 phase, 3 wire, 50 Hz, low resistance earthed.

    b) Secondary Distribution (LV)

    400 V, 3 phase & neutral, 50 Hz (with separate earthing conductor inaccordance with system TN-S), 50 Hz. The neutral conductor of LV

    network will be solidly grounded at the transformer secondary.

    230 V, 1 phase & neutral, 50 Hz (with separate earthing conductor inaccordance with system TN-S).

    5.3. Control voltages shall not be higher than 230 V, single-phase and neutral forcontactors and 110V dc for circuit breakers and protective systems.

    5.4. The voltage and frequency fluctuations of the power supply system will bewithin the following ranges:

    i) Nominal System Voltage 10%ii) Nominal System Frequency +2%, -5%

    6. ELECTRICAL DESIGN REQUIREMENTS6.1. Nominal Voltage of Equipment

    Electrical components of the package unit shall be designed for the following

    nominal voltages.

    6.2. Area Classification6.2.1. The electrical components utilized in package units shall be suitable

    for the area classification where the package unit is to be used. The

    manufacturer shall also consider any source of hazard within the

    package unit.

    6.2.2. The area classification of the plant and package unit shall be inaccordance with IEC 60079 or API RP 505.

    6.3. Power FactorElectrical equipment in the package unit shall operate at 0.85 to 0.9 powerfactor at normal operating conditions. The Vendor shall advise the type and

    size of power factor compensators to be used, in case the power factor is less

    than 0.85.

    6.4. Sizing of Cables & WiresCables & wires shall be sized to satisfy the following requirements:

    a) The maximum allowable voltage drop shall not be exceeded

    (preferably upto 3 per cent of nominal voltage).

    b) Effective current capacity of conductors, after applying pertinent

    derating factors for ambient temperature, grouping, thermal insulation,

    etc. shall not be less than the load current.

    c) Permissible short-circuit temperature of the cable in the event of a fault

    shall not be exceeded.

    d) The coordination of protective devices against overloads currents shall

    be considered in selecting the correct conductor size.

    6.5. Lighting6.5.1. The package vendors shall provide luminaires when to do so by

    purchaser.

    6.5.2. The luminaries shall be of the types specified by the purchaser.6.5.3. Where the package vendor is of the opinion that the purchasers

    luminaries are not suitable for the particular application, the vendor

    shall offer alternative luminaries for the purchasers approval stating.

    IP degree of protection6.5.4. Appropriate level of illumination shall be provided for the skid and the

    local control panels, in accordance with API RP 540.

    6.5.5. The vendor shall submit a lighting scheme for purchasers.7. LIMITS OF RESPONSIBILITIES

    7.1. Electrical equipment included within the skid shall be installed, wired andtested by the manufacturer of the package unit..

    7.2. Terminals for cables and wirings from external power supply and auxiliariesto the package unit shall be provided in an appropriate box or control panel on

    the skid (with adequate safety for hazardous area and ingress protection).

    8. ELECTRICAL EQUIPMENT & INSTALLATION REQUIREMENTS8.1. Power & Control Panels

    a) Panels shall be made with minimum 2 mm thick sheet steel featuring

    IP55W enclosures, and appropriate safety protection for the specified

    classification of hazardous area, where the package unit will be

    installed.

    b) Panel components operating at different voltages or relating todifferent electrical circuits, shall be segregated by partitions or housed

    in separate compartments.

    c) As far as practicable, conductors of different voltage levels must not

    cross each other, otherwise barriers shall be provided to avoid

    accidental contacts.

    d) Any instrument and equipment mounted on doors must be connected

    via flexible conductors in flexible conduits. All instruments and

    equipment installed in the panels shall be identified by labels.

    e) All terminals & wires conductors shall be clearly marked. Wiring

    ferrules shall be arranged for easy reading.

    f) Panels shall be provided with an earthing terminal bus bar.

    8.2. Electrical Equipment Enclosures8.2.1. Hazardous Areas

    The enclosures of electrical equipment, that will be used in locations

    with area classification, shall be provided on the following basis:

    Equipment to be used in Zone 0 & 1 (Class 1, Div. 1) area shall beflameproof Exd-IIB-T3, tested and approved by BASEEFA, UL or

    EOTC, or other equivalent national certifying organization, and

    with IP 65 degree of ingress protection. Where hydrogen is present,

    Exd-IIC-T3 enclosure shall be used.

    Equipment to be used in Class 1, Div. 2 area shall be as follow:a) Equipment producing sparks, like switchgears, receptacles,

    push-button stations, switches, and similar devices shall

    have enclosures with Exd-IIB-T3 & IP55 protection. Wherehydrogen is present Exd-IIC-T3 enclosure shall be used.

    b) Equipment not producing sparks, including lighting

    fixtures, junction boxes, cable glands, terminals boxes and

    similar items shall be totally enclosed and gasketed types,

    IP 55, with increased safety (Exe) protection, as per

    IEC 60079-7.

    c) Squirrel cage motors shall be totally-enclosed fan-cooled

    (TEFC), type IP 55W enclosure, in accordance with

    IEC 60529, and shall further meet the requirements ofincreased safety (Exe) protection, in accordance with IEC

    recommendation 60079-7.

    d) All single-phase and fractional-horsepower three-phase

    motors shall be flameproof type Exd-IIB-T3, suitable for

    division 2 hazardous area.

    8.2.2. Non-Hazardous (Safe) AreasThe enclosures of equipment to be used in non-classified areas shall be

    as follows:

    a) The degree of ingress protection of equipment located indoorsshall be IP 54 according to IEC 60529 except switchgears &

    relay cabinets, which will be IP 41.

    b) The degree of ingress protection of electrical equipment located

    outdoors shall be weatherproof equivalent to IP 55W.

    8.3. Circuit Breakers and On-Load Switchesa) Circuit breakers used in power circuits shall conform to

    IEC publication 60947-2. They shall have a making and breaking

    capacity equal to or higher than those specified for the main powersupply equipment.

    b) On-load switches shall be capable of interrupting and closing the

    circuits rated current and withstand without damage, the short circuit

    current, for the full clearance time of the upstream protective devices.

    8.4. Motor Starters8.4.1. Motor controllers shall be combination type motor starters, consisting

    of disconnect switch, HRC fuses, magnetic contactors and thermal

    relays.

    8.4.2. The motor starters shall comply with the requirement of IEC 60947.When supplied with the package unit.

    8.4.3. Motor starters for continuous operation shall be designed for AC3 dutyand coordination type C, as per IEC 60947. For intermittent operation,

    motor starters shall be designed for AC4 duty.

    8.4.4. Starter for motor rated 30 kW and above shall be provided withinstantaneous ground fault relay.

    8.4.5. Single phasing protection shall be provided on all three phase starters.

    8.4.6. Starters for major electric motors of the package unit will be locatedoutside the skid in the MCC of the relevant substation.

    8.4.7. Single-phase and fractional-horsepower three-phase motors will havethe relevant starters in the local power distribution panel on the skid.

    8.5. Motors8.5.1. Electric motors shall be induction type, squirrel-cage, totally-enclosed

    fan-cooled (TEFC) with minimum degree of protection IP55W foroutdoors and IP 54 for indoor installations.

    8.5.2. The motor enclosure shall be according to section 8.2.1, for motorslocated in hazardous areas.

    8.5.3. All single-phase and small three-phase motors shall be flameproof(Exd) type, the package is to be installed in process, utility or tankage

    areas.

    8.5.4. The insulation of all motors shall be class F. However, the temperaturerise of the windings shall not exceed class B insulation temperaturelimit, with respect to the maximum ambient temperature stated in

    section 2 above.

    8.6. Control system8.6.1. Alarm and signaling circuits shall be fail safe, with normally close

    contacts opening to alarm.

    8.6.2. Indicating ammeter shall be provided for each motor 4 kW and above.For motors less than 4 kW, ammeters will be provided if required for

    process purpose.

    8.6.3. Heaters up to 2 kW may be controlled by local thermostat connected inseries with the power supply circuit.

    8.6.4. Heaters larger than 2 kW shall be controlled by a thermostat through acombination motor starter without overload device.

    8.7. Cables & Wires8.7.1.

    Generally, external wirings shall be through conduit. Spare space shallbe provided in the relevant conduits for power, control, alarm and

    instrumentation wires.

    8.7.2. Low voltage control wires shall be at least 2.5 mm, stranded copperconductors with PVC insulation, rated 600 V.

    8.7.3. Cables and conductors shall be tagged and marked at both ends forproper identification. Numbering system will be defined and/or

    approved by the Purchaser.

    8.7.4. Low voltage feeder cables to package units shall be copper conductor,PVC insulated, lead covered, single wire armored with, black PVC or

    XLPE over-sheath (PVC or XLPE/LC/SWA/PVC), 1 kV.

    8.7.5. For 6 kV system the power cables shall be copper conductors, XLPEinsulated, lead covered, single-wire armored, with red PVC

    over-sheath (XLPE/LC/SWA/PVC).

    8.7.6. All terminal blocks shall be provided with a minimum of 20% spares.No more than two wires shall be connected at any one terminal point.

    8.7.7. All cables shall be derated to comply with the site conditions (ambienttemperature and method of installation). The derating factors shall be

    agreed with the Purchaser, prior to installation.

    8.7.8. Conduits, used in the package unit, shall be rigid steel, galvanized,heavy gauge, in metric sizes with ISO form threads, according to

    IEC 60423.

    8.7.9. Cable terminations and conduit fittings on the package unit shall beflame-proof for hazardous area installations.

    8.7.10.Protective earthing conductors of the package unit shall be brought outto at least two earth terminals for external connections. All metal

    structures and equipment enclosures shall be earthed within the

    package.

    8.8. Marking and Labeling of Components8.8.1. The power control panel and the main components, such as measuring

    and control instruments, switching devices, protection relays,

    instrument transformers, fuses and holders, shall be individually

    identified, in accordance with the related schematic diagrams by means

    of permanent and durable labels.

    8.8.2. In addition, components shall be marked with their ratings and all otheressential data, as required per IEC recommendations, including but not

    limited to the following information:

    a) Manufacturers name, trade mark and type designation.

    b) System characteristics, main and auxiliary rated voltages,

    frequency, and number of phases.

    c) Rated currents or power of each separate device.

    d) Accuracy class of instruments and instrument transformers.

    8.8.3. On withdrawable type units, identification labels shall be mounted onboth the fixed and withdrawable parts.

    8.8.4. The following information shall be clearly marked on stainless steelname-plates attached to a permanent part of the power and control

    cabinet, and/or the package unit:

    a) Purchasers order number.

    b) Year of manufacture.

    c) Name of manufacturer.

    d) Nominal input current/voltage and frequency.

    e) Type and serial number of unit.

    8.8.5. Anti-Condensation Heatersa) Space heaters shall be provided for power and control panels.

    b) The space heaters shall be suitable for operation in the specified

    area classification and shall operate below the relevant temperature

    group limit.

    9. EARTHING9.1 Earthing shall comply with the relevant standards and codes listed in section 3.9.2 Where a low voltage cable enters a metalic enclosure a bonding connection

    between the gland and the enclosure is not normally required providing there

    is no electrical discontinuity of the enclosure and the entry is via a tapped hole

    in a 4 mm minimum thick gland plate. Where entry is via a clearance hole a

    Star washer shall be fitted under the back nut to ensure good electrical

    contact.

    9.3 Where non-metallic enclosure is used, means shall be provided to preserve theelectrical continuity of the armoring and/or metallic sheaths of cables.

    9.4

    To ensure the requirements for earthing in hazardous areas are met, eachpackage unit shall be provided with two welded basses, easily accessible and

    at opposite corners of the skid, to allow the user to earth the packaged unit as

    required.

    9.5 Luminaries shall be earthed by means of a separate conductor in the cableconnecting them to the lighting interface junction box.

    9.6 Earthing conductors shall be green/yellow PVC insulate, stranded copperconductor.

    10. TECHNICAL INFORMATION10.1 Manufacturer shall submit as a minimum the following information:

    a) Start-up and commissioning instructions and data.

    b) Fault diagnostic instructions and data.

    c) Outline and arrangement drawings of all equipment, including weights

    and floor cut-out drawings.

    d) Operation and maintenance manuals.

    e) Schematic block diagrams, showing the basic control and protection

    systems, together with trip and alarm functions.

    f) Electrical single line, control and wiring diagrams.

    g) List of electrical users with estimated loads.

    10.2 Components ListA components list shall be submitted by the Vendor listing the quantity, rating,

    type and manufacturers catalogue number of all electrical modules and

    equipment installed in the package unit.

    11. SPARE PARTS AND SPECIAL TOOLS11.1 Spare parts of electrical components shall be interchangeable, as far as

    practical, between different electrical components, and shall be suitable for use

    in place of the original parts & comply with the same specification & tests.

    11.2 Spare parts shall be marked and numbered for easy identification, andpreserved against damage & deterioration during transport and storage.

    11.3 Adequate quantity of commissioning spare parts shall be provided for allelectrical components of the package unit.

    11.4 At the quotation stage the following lists of parts and tools shall be submittedby the vendor:

    a) Commissioning Spare Partsb) Spares for 2 year Operation

    c) Special Tools

    11.5 Vendor shall provide any special tools required for the operation andmaintenance of package unit electrical equipment.

    12. TEST AND INSPECTION12.1 Electric motors and starters shall be tested in accordance with the pertinent

    IEC standards.

    12.2 As a minimum, the following tests shall be carried out on the electric powerand control systems, cabling and wiring of the completed package unit.

    a) Insulation and continuity tests.

    b) Functional tests

    12.3 The Purchaser and/or his appointed inspectors reserve the right for inspection,at any stage of fabrication, testing or preparation for shipment of the package

    unit.

    13. PREPARATION FOR SHIPMENTPreparation for shipment shall be in accordance with manufacturers standards, unlessotherwise noted on the request for quotation and/or purchase order. The manufacturer

    shall solely be responsible for the adequacy of the preparation for shipment.

    14. GUARANTEEThe supplier shall replace any damage equipment from poor workmanship and/or

    faulty design, the supplier shall also replace any equipment the supplier shall also

    replace and equipment failed under the following condition:

    a) Failure of the equipment under the pre-commissioning and/or commissioningtests.

    b) Equipment failure under normal operation in the specified service, up to 12months after installation or 24 months after shipment whichever occurs earlier.

    c) The Vendor has to consider a 10 years availability of system equipment(upgrading compatibility will be a requirement).
