The City of Osaka has regarded attracting both domestic and
international businesses and research/development institutes as a
major priority in its overall efforts to advance international
economic relations. To this extent, the city of Osaka established
the IBPC Osaka Investment Promotion Center in April 2003 to realize
its investment promotion goals. With its extensive ties with
Business Partner Cities (BPC) and its network of overseas branches,
We are not only engaged in domestically and internationally
advertising Osaka’s advantages as a base of operations for
advancing business in Japan. It also endeavors to meet the needs of
companies considering investment in Osaka by offering a wide range
of services which include: arranging business negotiations with
Osaka-based corporations; preparing business incentives; providing
information on facility setup, living environment, and legal
incorporation procedures; and preparing temporary office space. We
provide a “one-stop service” through a newly established section
staffed by 8 dedicated members. These members of staff will assist
enterprises preparing to establish their business bases in Osaka by
locating offices and housings, offering business-matching
opportunities, helping them with everyday needs and corporate
matters, and providing necessary living and business
information.

With the aim of establishing an economic network in the Asia
Pacific region, the Osaka City Government has promoted partnerships
with Asian cities through the Business Partner Cities (BPC)
program. This inter-city partnership program is innovative in that
it facilitates economic exchange at the private sector level under
the leadership of relevant local governments. While promoting
economic exchange between BPCs, this program is designed to
contribute to the globalization and revitalization of SMEs in Osaka
through the network.

brochure
“INVESTMENT OSAKA” We made Japanese, English and Chinese versions
of the brochure, “INVESTMENT OSAKA”, which features information on
the business environment and daily life in Osaka. The brochure was
distributed to prospective companies as well as participants of
investment promotion seminars and exhibitions.
Contents: The brochure included information on market scale, urban
infrastructure, investment incentives, living environment, and
concentration of environment and new energy industries. It also
contained messages from companies which have already invested in
Osaka.

The web contents of the IBPC Osaka Investment Promotion Center and
Osaka Business and Research Hub site managed by the City of Osaka
have been integrated under a new domain (http://www.investosaka.
jp). This new site is currently being managed as Osaka’s
comprehensive portal for investment promotion and support of
setting-up business base. The new website, which is in Japanese,
English and Chinese, has played an important role in publicizing
the appeal of Osaka and in presenting a wide range of useful
information to domestic and foreign companies invest in Osaka. The
site describes Osaka’s close partnership with government, industry
and academia in advancing key industries such as those involved in
green innovation (e.g. environmental and energy industries) and
life innovation (e.g. robotics and healthcare industries). It
emphasizes Osaka’s superior potential and favorable cost
performance. It also advertizes urban redevelopment projects
particularly in the Yumeshima/Sakishima and Osaka Station North
(a.k.a. Umekita) Districts which have been designated as Growth
Strategy Hub. Furthermore, the site explains the types of

We produced a promotional video that can be used as an effective
public relations tool for advertizing investment in Osaka at
domestic and overseas events. In addition to describing Osaka’s
basic details, beneficial geographic location, promising key
industries, and urban redevelopment districts expected to grow
significantly in the future, it also comprehensively introduces the
city’s cultural, tourism and educational characteristics as well as
an outline of its investment promotion program. In this manner, the
video endeavors to spread the attractiveness of Osaka to a wider
audience and encourage people to consider bringing their businesses
to the city. The video is currently being streamed on the video
site “OSAKA City of Opportunity” and Invest Osaka websites, and has
been distributed to domestic and international companies and
organizations interested in investing in Osaka.

We conducted highly effective public relations activities to
promote its promising Growth Strategy Hub in Osaka. These

1. The General Assembly of the World Trade Centers Association
(WTCA) IBPC participated in the 41st General Assembly of the WTCA
to present information about business opportunities and conditions
in the city and to make connections with participating companies

Visits to companies and business associations: We visited the JETRO
office in Mumbai as well as the two major business associations in
the city: the Indian Merchant’s Chamber (IMC) and the Federation of
Indian Chambers of Commerce and Industry (FICCI). In these visits,
IBPC explained Osaka’s investment promotion activities and asked to
maintain ties in the future to expand exchange of information. IBPC

3. Energy INDIA 2010 “Energy INDIA” was one of a series of
composite trade fairs held every year since 2008 in India and

including exhibitors , introduced to the companies, who planned

The temporary rent-free office space, “Business Support Office
(BSO)”, was located within our office, and provided to the
international firms and government organizations interested in
setting up their business base in Osaka. Furthermore, in order to
facilitate a secure and comfortable living environment for the
international community, We and the Osaka International House
Foundation held “Lecture of living in Osaka”. The lecture explained
issues such as health care, education, taxation and pensions in
multiple languages including Japanese, English, Chinese and
Korean.
