1. Goal of the Analysis

The purpose of this analysis is to identify the needs of companies in Haskovo Region, operating in targeted sectors related to applied conformity marks, product certification and management systems, systematized according to various criteria.

2. Introduction

Cross-border cooperation is essential to address the structural problems in Haskovo as border area. Its peripheral position / regarding national territory / gives it strategic advantage in comparison to other regions in the country and the potential for integrated cooperation and growth.

This analysis is focused on the study of the economic fields of the border region Haskovo region in the following branches:

Railway Transport; Chemical Industry; Mechanical Engineering and Engineering Industry; Construction and construction products; Services:

o maintenance and repair of rail infrastructure elements o testing, calibration, inspection and certification of products and

systems

After initial research, the scope was extended as well in areas with the largest share of business, such as:

trade; food industry; furniture; tobacco industry; textile industry; transport; agriculture and agricultural products; services.

The realized market research is based on collected, processed and analyzed

market information and consumer requirements in these areas through relevant survey forms given to the consumers and other public information sources.

The companies that participated in the research and that completed the survey were operating companies with actual registration in the Commercial Register, with more than two people staff.

Over 60% of the economic operators, that the surveyors turned to, did not wish to answer the questions in the survey form.

The survey was implemented in three forms of data collection:

via e-mail – 87 survey forms were received back via phone – 62 surveys were completed through the website www.askem.net – 10 survey forms were received back

Total number of received survey forms – 159

A “picture” of the specific needs of enterprises in terms of compliance marks,

certification, standardization and the impact of certain export factors on the marketing of a product or service in Greece.

3. General Analysis of the Economic Sectors in Haskovo Region

The industry is characterized by a well developed industrial structure, established market traditions and skilled labor force. Important factors for the development of the local economy are also the availability of good natural resources and strategic location of the region as a whole. Large businesses in the municipality are the main driving force of the local economy, while small and medium enterprises contribute to improving the business environment and create favorable conditions for accelerated development.

3.1 Small and Medium Enterprises

Currently, SMEs are one of the main factors determining the economic outlook of Haskovo. Most of them work in services and trade sectors. In the service sector small businesses are created mainly in utilities, repair services, public transport, accounting and other services.

Right after the companies dealing with trade and services, come the textile companies as a number of registered small and medium enterprises.

From manufacturing SMEs in the region there is a high number of mills and bakeries, meat and milk processing companies that use modern production technology and produce a diverse range of products.

The number of registered small businesses is relatively high in the transport, tourism and construction. The construction sector is fully privatized and its different activities are separated and that creates favorable conditions for the formation of SME’s in the sector. So far the textile, wood, furniture, construction, transport and food companies develop the best as small and medium enterprises in Haskovo.

Typical of small and medium enterprises in Haskovo region is that most of them do diverse activities and are rarely narrowly specialized.

One of the main problems of SMEs is the lack of financial resources needed both at the beginning of their activity, and later to finance their core business or to improve their competitiveness.

3.2 Industry – dominant sectors

The industrial character of the area is formed by the four largest municipalities by population - Haskovo, Dimitrovgrad, Svilengrad and Harmanli. Dominant importance to the regional economy are the following sectors: food processing industry, wine, food, beverages and tobacco, clothing and textiles, furniture, chemicals and agriculture.

Haskovo Region, and Haskovo Municipality in particular, is one of the main centers of the Bulgarian food processing (machinery) industry. Haskovo has specialized in the production of technological lines and equipment for the food industry. The region has many large companies with awards from national and international exhibitions and fairs, with an established name and brand on the market: (“Rodina – Haskovo” AD, “Trakiya Commerce” AD, “Kalinovi Consult”), machines and installations for milk processing (“Donido Machine Industry” EAD), heating and household appliances ("Erato" AD), coffee machines (”IBI” EOOD – Haskovo), technological lines for production of meat, dairy products and wine ("PIM" Ltd), plants and production lines for confectionery and bread ("Hranmash engineering" EOOD, "Hidroplastform" OOD). For the meaning of this sub-sector in the regional economy speaks the fact that in Haskovo is created the so called Association of manufacturers of machinery and equipment for the food industry.

Haskovo region has enormous potential for the development of the wine

industry. All the wine factories in the region (Winery "Chateau Aida" AD Haskovo, Wine House "Sakar" AD Lyubimets, "Terra Tangra" OOD Harmanli, Winery "Stambolovo", Winprom - Ivaylovgrad etc.) are specialized in producing high quality wines that are good selling on the international market. An important indicator of the prosperity of winemaking in recent years is the creation of many new wineries equipped with the latest equipment - lines for reception and processing of grapes and for advanced and fully automated bottling.

Besides wine production, the food industry in the region is represented by

bakery and confectionery, brewing, meat processing factories, dairy, tobacco and canning industry. In the field of bakery and confectionery in Haskovo Region there are many private companies, bakeries and pastry shops with a relatively modern technological equipment, which produce diverse range of products. It's the same with companies for meat and milk processing. In the region, there are lots of small stores for meat and meat products processing; dairy farms for production of cheese and butter, equipped with modern equipment and manufacturing products with high capacity and quality that corresponds with the current international requirements. Haskovo Region is also known for its traditions in beer production. In the region, there operates one of the leading producer of beer in the country - Brewery "Kamenica" AD, Branch Haskovo.

In Haskovo there are some of the most renowned firms in the canning industry as "Deroni" OOD. and "Yugoplod" AD. This industry has traditionally developed, especially given the fact, that the region is famous for its large production of quality fruits and vegetables.

Due to favorable soil and weather conditions for tobacco growing in the region, there are facilities for buying and first level processing of tobacco. The biggest company in this sector is "Alliance One Tobacco" EOOD, Haskovo. Specialized in the production lines for processing tobacco are the companies "Alpha and Z." OOD, "MG-Mex" EOOD, "Ronis EOOD and others.

Very well-developed industry in Haskovo is the textile industry, where large companies and many small and medium enterprises function and are located evenly throughout the area.

The chemical industry in the area is represented by one of the biggest factories in the country, manufacturing fertilizers - "Neochim" AD, Dimitrovgrad. The production of "Neochim" AD is well sold on international markets, with over 50% of the earnings of the company formed by exports. The chemical industry in the region is with the industry with the highest share of the overall industrial structure of industrial production.

In the construction industry, the largest production company, which operates in the region is "Vulcan" AD Dimitrovgrad / privatized by the Italian concern "Italchimenti Group" / specialized in the production of building materials.

Furniture industry in Haskovo Region is represented by the following major companies producing furniture - "Classic" OOD Haskovo, "Novel" EOOD Haskovo, "Topchu" Haskovo, "Comfort" OOD Harmanli etc.

Agriculture is one of the leading sectors for Haskovo, creating employment

for a large part of the population. In the area there are very favorable soil and climate conditions for crop production. Widespread industrial crop is tobacco. It is grown mainly in the lower parts of the Eastern Rhodopes and Sakar mountain. Haskovo District is known for its melons, excellent grapes, tomatoes, cucumbers and many other fruits and vegetables. Priority in the development of the crop production is the planting and replanting of young vines, increasing the area planted with perennials and creating nurseries for certified species.

3.3. SWOT analysis of the Economic Sectors in Haskovo Region

From the data obtained it can be seen that the largest share of companies is those active in the field of trade and maintenance and repair of motor vehicles and motorcycles - 47%. The second share is processing industry - 13%, which fall into different types of industries, printing and reproduction of recorded media, repair and installation of machinery and equipment. Hotels and restaurants are ranked third - 7%. The tourism potential in Haskovo region is limited compared to other areas, although the importance of this sector to the regional economy is rather increasing. The mild climate and beautiful and pure nature are a key factor for the potential development of tourism in Haskovo. Another precondition is the rich cultural heritage of the region, archaeological values, historical sites and museums. The construction of new luxury hotels and catering companies accompany the development of tourism in the region.

Transport, storage and post have the fourth share - 6%. Afterwards, come

professional activities and research - 5%. With a 4% share are agriculture, forestry and fishing, other activities and the construction sector. Other sectors are poorly represented.

The railway infrastructure in Haskovo Region is characterized by the following features:

The main roads generally do not meet the European and national requirements for gauge, safety and ride comfort, with the exception of the high-speed train section Plovdiv - Dimitrovgrad, which is part of the "Reconstruction and electrification of the railway line Plovdiv - Svilengrad - Turkish / Greek border" project. The project allows for the optimization of the whole track for reachung speed of 160 km / h.

The opposrtunities and the available capacity of the railway network and the constructed railway facilities are poorly used.

Municipalities that are significantly distant from the railway network –

Ivaylovgrad and Topolovgrad.

Low junction speed on sections, non-conforming to European norms.

Decrease of passengers and freight from railway to road transport.

Undeveloped complete system for combined transport - "train car", both in terms of international transport, and servicing potential domestic markets.

Ivaylovgrad and Madjarovo Municipalities seem to be isolated as general in

terms of the current border crossing, which is due to the low grade road link.

This marketing research conducted through a survey showed a high degree of overlap between the data obtained from the National Statistical Institute - namely, with the largest share of the territory of Haskovo are enterprises in trade and repair of motor vehicles and motorcycles - 23%. The second share in percentage is for companies in the manufacturing industry - 20%. Code S ‘Other activities’ represents 13% of the total and includes activities of non-profit organizations, repair of computers and personal and household goods, and other personal services.

10% is the share of firms in ‘professional activities and research’. It includes business accounting, consulting, architectural and engineering activities, technical testing and analysis, research and development, advertising and more. Then comes ‘Agriculture, forestry and fishing’ - 8%. With an equal share - 5% are the ‘construction’ and ‘production of electricity’. ‘Transportation’, ‘hotels and restaurants’ are next in share - 4%. Other economic sectors, on the basis of the study, are poorly represented.

4.2. Enterprise Categories in Haskovo Region depending on employee headcount

The data received shows that 67% of the companies in Haskovo are micro enterprises with an average number of employees less than 10 people. Small businesses with a headcount of less than 50 is 19%. 9% are medium-sized enterprises with fewer than 250 employees. The proportion of larger enterprises with over 250 employees employed under an employment contract is smaller - only 5%.

4.3. Export

The survey, conducted on the territory of Haskovo, showed that 30% of companies offer their products and services outside Bulgaria. The remaining 70% do not perform export.

The factor that favors the export in the region is the presence of border with two

countries - Greece and Turkey. The region is crossed by two key trans-continental roads. The first connects Western and Central Europe with Istanbul, Asia, and the second - Northern Europe to the Mediterranean. Haskovo Region is located 70 km from the border with Greece, 80 km from Turkey and 230 kilometers from the capital Sofia.

On the other hand, companies, that do not export, indicate as major reasons for

the lack of export activity that their products and services are produced for the domestic market, that there is low demand for their products and lack of organized distribution channels. Limited benefits, bureaucracy, lack of confidence and skilled human resources, and the need for risk-taking are other significant reasons that prevent the companies from exporting.

Based on the study, the percentage of surveyed companies that export their

products and services specifically to Greece is relatively small - 19 percent compared to 81 percent that do not export to our southern neighbor. Approximately the same proportion represent companies that have established business cooperation with Greece.

4.3. Conformity Marks and Certificates

Regarding the use of markings and production certificates, the percentage of the surveyed that answered negative is very high - 91%. Positive answers are only 9% of the total share. Partly, the reason for this result is the fact that most of the companies that participated in the survey are in trade and services sectors, i.e. they do not produce. Ignorance regarding the procedures for certification is another reason why manufacturers do not consider them. Enterprises in Haskovo, using conformity marking and hold certificates for the produced

Depending on the activity, companies follow different standards for products and services. The embedded by them management systems are also subject to different requirements. For example, manufacturers of construction products are required to comply with the Regulation on the essential requirements for building works and conformity assessment of construction products. Bulgarian and international accounting standards are mandatory for businesses with accounting activities. The surveyed enterprises that specialize in the design of pressure vessels must comply with the requirements of the Regulation on the essential requirements and conformity assessment of pressure equipment, etc. Manufacturers of food products comply with the standards of the Bulgarian Agency for Food Safety, etc.

One of the mandatory marks for products sold on the European market is the CE marking. However, not all products sold in the EU must carry the CE marking. CE marking applies to products ranging from electrical equipment to toys and from civilian explosives to medical products. These products are covered by one or more directives that define specific requirements that a product must meet to bear CE marking.

The manufacturer is responsible for carrying out conformity assessment, for creating technical documentation, for issuing an EC declaration of conformity and for affixing the CE marking on a product. Distributors must verify the presence of both the CE marking and the required supplementary information. If the product is imported from a third country, the importer must ensure that the manufacturer outside the EU has taken the necessary measures, and that documentation is available upon request.

5. Analysis of the needs of businesses in terms of designing and / or completion of the applied system for product certification and quality managemen

Depending on their business, the surveyed companies and organizations comply with certain requirements. Requirements may be in terms of safety, health and environment or certain characteristics associated with quality. Conformity assessment of a product, process, service or system with specified requirements can be expressed in sampling, testing, certification and inspection.

The assessment shall be carried out through systematic examination the degree of compliance of a product, process or service.

When the assessment is related to safety and health, and the environment, it is regulated by law and is mandatory. If it is necessary to prove the origin of a product, process or service, the assessment of compliance is voluntary. In the process of compliance assessing applicable standards, unique to each product, are used both by the manufacturer (Declaration of Conformity) and an independent third party (certification body).

Data obtained from the analysis of the research show that 27% of the companies surveyed in Haskovo perform production control that ensures compliance of the

manufactured by them products and services with the legal requirements. The remaining 73% say they do not perform production control.

An important part of the production control is measurements and tests performed in specialized laboratories. Firms from Haskovo region that have completed the survey test their products primarily in their own or other Bulgarian laboratories. Only 14% of them use foreign labs.

In terms of the applied and embedded control systems, based on ISO standards, the number of surveyed enterprises that do not have embedded management systems is significantly higher - 80 percent, compared with the companies that responded positively to this question - 20%.

The ISO management system is voluntary, but its implementation has many advantages for the organizations and adds value to all economic activities. ISO standards are related to the concept of governance and they contribute to the development, production or delivery of safer and environmentally friendly products and services.

The main factors that hinder companies to adopt and use management /

production control systems is the lack of information, the too expensive acquisition and maintenance of marking, lack of competent staff and the need to buy equipment.

The largest share of surveyed enterprises - 47% have embedded a system of

quality management based on standard ISO 9001:2008. With the same proportion - 13 percent are businesses that operate with a system for environmental management under the international standard ISO 14001:2004 and management system for health and safety, based on standard BS OHSAS 18001:2007. 6. Analysis of national, international /especially harmonized / standards and technical specifications for interoperability (TSI) - applicable to the needs and interests of economic operators

The technical regulations in the field of railway infrastructure and its interoperability within the European Union are based on Directive 2008/57/EC on the interoperability of the rail system within the Community.

This directive aims to accelerate the integration of the European Union (EU) railway

network by increasing technical harmonization, ensuring a high level of safety. The Directive refers to "New approach" in technical regulation and the

implementation of the "Modular approach" while assessing compliance. Unlike the "New Approach", Directive 2008/57/EC does not provide for CE marking.

In national legislation the Directive was introduced by the Railway Transport Act, in

force since 01.01.2002, Prom. National Newspaper ed. 97 of 28 November 2000 and last amended National Newspaper ed. 47 of 21 June 2011, as well as by the regulations, the main of which is Regulation № 57 National Newspaper 55 of 25 June 2004.

Besides the voluntary harmonized standards (detailed in Appendix 1), the technical regulating on the area of the interoperability of the rail system within the Community shall be established as well by direct application of Decisions (detailed in Appendix 2).

The full texts of regulations from the Bulgarian national legislation and the

Decisions, introducing technical specifications for interoperability (TSI) are given in the attached optical media (CD 2).

7. Analysis of the interests of the economic operators in Haskovo Region in designing, constructing, introducing, upgrading, renewing, using and maintaining the system parts, as well as the professional qualification and safety conditions and health protection of the staff that contributes to the usage and maintenance of the railway system

None of the surveyed enterprises in Haskovo performs activities related to the design, construction, commissioning, upgrading, operation and maintenance of the railway infrastructure. In the research and the surveys there has not been expressed a desire to expand the company activities to the field of railway infrastructure, despite the fact that high-speed railroad is being built in the region.

The results of the study show that there is no need to carry out activities related to the implementation and use of conformity marks for the components and subsystems for the interoperability of the railway infrastructure.

8. Conclusion

On the territory of Haskovo there are no clearly divided industries, which to adopt and enforce conformity marks and control systems in.

Nearly a quarter of the firms engage in economic activity in the retail sector. The manufacturing industry, as the leading sector which is directly interested in

applying conformity marks and management systems, takes the insignificant 20%. These data directly correlate with the results obtained from companies holding certificates - 9%.

Beside the small share of this sector, it is highly segmented - food products, beverages and tobacco, textiles and clothing, shoes and leather work, chemical products, machinery and others. All these segments have different requirements and conformity marks and the only thing unifying them are the management systems. A fact that has been proved by the research as well - 47 percent of companies holding certificates are for systems of quality management based on ISO 9001. The majority of the surveyed among the other companies implement systems for environmental management and health and safety at work. A minor part of the surveyed companies have product certificates in the voluntary field.
