Cross has full access to detainees at any time and makes regular visits. They have made many suggestionsincorporated by the Gitmo staff. Prisoners receive regu lar mail and the homenations of all detainees areinformed of their whereabouts and status and kept regularly informed by our State Department. Some nationsare seeking extradition. some of those request have beenapproved .So,should, or should nol. Gitmo be closed? - J don' t know. Gitrno has become an unfortunate political symbol.of an increas ingly unpopular war . Some of the information spread in the med ia is wrong and writte n or relayedby people who are misinformed. Gitrno is a modem, well-run prison where detainees are well treated. well -fed,and medicallycared for - BUT- whatever happens - we must have a method of hand ling detaine es in the waron terrorism- Congressmay have to act - this is a different war and old models don ' t fit. Many of the detaineesare dangerous, VERYdangerous, and will kill you.me and others tomorrow if released. They should not beputblithely back on the streets inan emotional quest for justice - as an international community we MUSTfind away of hand ling these people - AND - I fully suspect thar if detainees are tran sferred back to their homecountries, Orother fac ilities constructed in far-off lands , they will soon wish they were back at Gitmo. If'someo ne tells you Gitmo is a gulag - that is nonsense - they haven 't been there. Our solders, sailors and air men and women at Guamanamo are doing a superb job aroundverydangerouspeople in a long and difficult war - you can beproud of them.Don Shepperd is a CNN Military Analys t

GoodMorning Sir! GTMO (Base and JTF-GTMO) hil anotherhome run yesterdayl Took off fromAndrewsat0708. Patricia Wildermuth and I set the stagewith briefings on theway down (Policy and ARB/CSRT), then weregreeted on the tarmac byROMLHarris and Skipper Lear, CO, U.S. Naval Base Guantanamo Bay a fewminutes after1000.. Markgave a great historical brief on the ride across the bay!Arrl\ling at JTFGTMO's Headquarters on time (1100), RDML Harris and.Mr . Frazier Thompson (GTMOs LeadFBI Agent) provided two GREAT briefings. followedby tours of CampDelta,"Detenton Hospital, EvidenceLocker,Camps 5 & 6, and, I believe, being a little ahead 01schedule. they scooted by CampXRay :)I broke off from the Camp Delta tours to meet themedia (5 plus Tim Golden's photographer. no piesallowed, perour media policy) that attendedone of our very few participatoryboards (presently silting at a Iil1e over , 3% for thefirst 164 boards). The media included Carol Rosenberg (Miami Herald). Tim Golden (New York Times). CarolWI/Iiams (Los AngeleS Times), Jane Sutton (Reuters) andStephenson Jacobs (AP).As always. when you thought the tour couldn't get any b e l t e each Ov wasprovided a autographed (byROMLHarris) pic of GTMOand the group photo, then theAdmiral "coined" them. What class!Beautiful weather, great flight downand back. returningto Andrews at 2000 (debarking at 2015....CustomsAgenlwas a little late :)Warmest Regards and VIR, .. Thereare severaj variations on the catboat, but the one basic characteristic is the single sail on a mastpositionedin the front. .They are usually 16to 26 feet long and are most suitablefor day sailing or camp cruising. Most have acenterboard , thoughsome have a keel.Mr. Lowery said the boat besold Mr. Rumsfeld was named "Terrapin," but Mrs.Rumsfeld renamed it

ByBob HerbertIfheJl didn't exist, we'd have to invent it. We"d need a place to send the public officials who are playingpoliticswith the livesof the men and women sent off to fight GeorgeW. Bush's calamitouswar in Iraq. The administrationand its allies have beenmercilessly bashingDemocrats who argued that the U.S. shouldbegin developing a timetable for the withdrawal of American forces. Republicans stood up on the Senate floorlast week, one after another, to chant like cultists from the Karl Roveplaybook : Were tough. You're not.Cutand-run. Nyah-nyah-nyahl"Withdrawal is not anoption,"declaredthe Senate majority leader, BillFrist, who sounded likean actor tryingon personas that ranged fromBarry Goldwater toGeneralPatton. "Surrender," said the bellicose Mr. Frist, "isnot a solution."Any talk about bringing nome the troops, in the Senatemajority leader's view, was "dangerous, reckless andshameless."But then on Sundaywe learned that the president'sown point man in Iraq, Ge'1. George'Casey, had fashionedthe very thing that 01 blood-and-guts Frist and his C-Span brigade had rantedagainst: a. withdrawal plan.AreKarlRoveand his liege lord, the bait-and-switchking, trying to have it both ways? You bet. And that oughtto bea crime, because thereare real lives at stake. The first significant cutunder General Casey'splan, according to an article byMichael Gordon in yesterday'sTimes, would occur in September. That, of course, would be perfect timing for Republicans campaigning for reelection inNovember. How's that for a coincidence? As Mr. Gordonwrote:"Ifexecuted. the plan could have considerable political significance. The first reductions would take placebefore this fall's Congressional elections, while evenbigger cuts might come before the 2008 presidentialelection."The general 's proposal does not call for a complete withdrawalofAmerican troops, and itmakes clear that anywithdrawals are contingent on progress in the war (which is going horribly at themoment) and improvements in.(hequalityof the fledgling Iraqi government and its security forces. The one thing you can be sureof is that the administration will milk as much political advantage as it can fromthis vague and open-ended proposal. If tbe election is looking uglyfor the G.O.P., a certain number of troopswill find themselves waking up stateside instead of in the desert in September and October.I wonder whether Americans will ever become fed up with the loathsome politicking, the fear-mongering, thedissembling and the gruesome incompetence of this crowd. From the Bush-Rove perspective, GeneralCasey'splan is not a serious strategic proposal. It's a straw in the political wind.Howmanycasualties will be enough? More than 2,500 American troops who dutifully answered PresidentBush's call to wagewar in Iraq have already perished, and thousands more are struggling in agony with bodiesthat have been torn or blownapart and psyches that have been permanently wounded.Has tbe war beenworth their sacrifice?

Howmany still have to die before we reach a consensus thatwe've overpaid for Mr. Bush's mad adventure? Will 5,000 American deathsbe enough? Ten thousand?. .The killing continued unabated last week. Iraq is a sinkhole of destruction, and ifAmericans could see it closeup, the way we sawNew Orleans in {he immediate aftermath of Katrina, theywould be stupefied.

Americans need to understand that Mr. Bush's invasionof Iraqwas a strategic blunder of the highest magnitude. It has resulted in mind-boggling levels of bloodshed, chaos and misery in Iraq, and it certainly hasn't made theU.S. any safer. . 'We've had enoughclownish debates on the Senate floorandelsewhere. We've had enoughmuscle-flexing in theWhite House and on Capitol Hill by guys who ran and hid when they were young and their countrywas at war.And it's time to stop using generals and their forces under firein the field for cheap partisan political purposes ,

, .The question that needs to beanswered, honestly and urgently (arid without regard to partisan politics), is howbest to extricate overstretched American troops - someof them serving their third or fourth tours- from theflaming quicksand of an unwinnable war........NewsweekJuly 3, 2006How To Beat 'CutAndRun'I fRove can successfully con Democrats into ignoring Iraq and reciting their laundry listofother priorities, Republicans win.ByJonathanAlterFor more tha n a quarter century, Karl Rove has employed a simple.brilliant, counterintuitive campaign tactic:instead of attacking his opponents at their weakest point, the conventional approach, he attacks their strength. He neutralizes that strength to the point thet it begins to look like weakness. When JohnMcCain was winning in2000 because of his character, Rove attacked his character. When'JohnKerry was nominated in 2004 becauseohis Vietnam combat experience, the Republicans Swift.Boated him.'This year's midterm electionswill turnonwhether Rove can somehow transform the Democrats' greatest political asset-the Iraq fiasco-into a liability. After escaping indictment, Rove is focused again on what he does best: ginning up the slime machine. Anyonewhodares criticize PresidentBush's Iraq policy is a "cut-and-run" Democrat. The White House's object here isnot to engage in a real debate about an exit strategy from iraq; that would require acknowledging somecomplications, like !.he fact that Gen. George Casey, commanderof themultinational forces in Iraq, believes it'stime to start bringing some troops home. The object is instead to either getthe Democrats tangled up inKerryesque complexities on Iraq- o r intimidate them into changing the subject toother, less-potent issues forfear of looking like unpatriotic pansies. These are the stakes: i f Rove can successfully con Democratsinto ignoring Iraq and reciting their laundry listofother priorities, Republicans win, It 's shameful that the minimumwage hasn't been raised in nine years and thatthousands of ailing Americans will ultimately die becauseof Bushs position on stem-cell research. But thoseissues won't get the Congress back .for Democrats. Iraq can. . .You would think it would be the GOr running away from the war. Instead, in gamb lers' parlance,Republicans

. "doubled down" on Iraq. After the good newsabout Zarqawi's death, they bet that by uniting behind Bush, theywould shift the blame to the squabbling Democrats, even though the Democrats have no power at all tochange-or even affect-s-policy on the ground.Rove's notion is thatstrong and wrong beatsmeek andweak. It almost worked. It looked recently as if Democrats were so fearful of being cast as war weenies that theywould changemesubject. Nancy Pelosi, HarryReid & Co. held a press conference on the Democratic issues forthe fall thatbarely mentioned Iraq. Hillary Clinton tried to focus on a lengthy list of worthy issues that, exceptfor the mistreatmentof veterans, had little 10 do with thewar. Why areDemocrats having somuch difficulty'holdingBush accountable for his myriad failures? I think it'sbecause they've lost touch with the basic merits of accountability, particutarly on education, where they letinterest-group politics trump tough judgments on performance. But then, some Senate Democrats got smart for a change. They recognized that the party out of the White Housedoesn't need a detailed strategy for ending a war, just a general sense of direction, When DwightEisenhower ranfor president in 1952, his plan wasn't any more specific than "1will go to Korea." When Richard ixon wasasked how he would end the Vietnam War in 1968, he said he had a "secret plan"-and got away with it. Sonow80 percent of Senate Democrats are united behindsomething called the "Levin-Reed Amendment.II Thedetails of it (beginwithdrawal without a finn timetable for getting out completely; diplomacy with the Sunnis;purging the Iraqi military and police of bad guys) are less important than that they finally came up withsomething.Of course parrying "cut and run" with "Levin-Reed" won't suffice. But Sen. Joe Biden's riposte to theGOP'ssymbolic roll-call votes-''The Republicans are now totally united in a failed policy'---js a start. This isn'trocketscience. Unless things improve dramatically on the ground in Iraq, Democrats have-apowerful argument:I f you believe the Iraq war is a success, vote Republican . i f you believe it is a failure, vote Democratic.Isn't that irresponsible? Not in the slightest. It's only under Bush that criticizing the conduct of a war has beendepictedas somehow unpatriotic. Lincoln was lambasted by opponents during the Civil War as was FORduringWorldWarI l .To take a lesser example, some of the sameSean Hannitys of the world who slam antiwar criticswere blastingBill Clinton's Bosnia policy in 1999whenU.S. planes were in the air over Belgrade. We'll see this summer i fDemocrats begin to getup in lhe morning, look in the mirror and say, "This isn't aboutus. It's about them." We'll see if, when Karl Rove wan ts to talk about Iraq, the Democrats respondwith threefamiliar words: "Bring it on."TimeJuly 3,2 006Forget Flag BurningDebating a ban during war is a waste of lime and sends troops the wrong messageByMaj. Gen. RobertScales (Ret.)Some in Congress appear to be taking a sabbatical from the long war on terrorism to introduce a constitutionalamendment banning the burning of the flag. The debateover suchan amendmentmayor may not beworthhaving, but one thing is clear: at a time when the country is at war, now is not the time for such tertiaryconsiderations.

J understand reverence for the flag. It comes naturally to soldiers. We commit our lives to serving intangibles.swearing oaths to a piece of parchmentor saluting an expanse of cloth decoratedwith stars and stripes. Weunderstand symbolism because symbolism is what in largemeasure compels us to do a job thatmight result inour demise. The American flag symbolizes freedom. TheConstitutionwe soldiers are pledged to defend guarantees freedomof expression even when freedom of expression includes the right to deface the flag, however obnoxious that acimaybe.Ofcourse, I'm old enough to remember flag burningwhen flag burning was "cool."I was inHawaii, onR. and R., halfway through mytour in Vietnam. Mywife and [were watching television when student warprotesters in California-none of whom had the slightest chance of facing violent death in combat-villuminatedtheir campusby torching Old Glory. I was appalled by the sight Ashort time later, Walter Cronkite informedtheworld that my unit, the 101st Airborne, was beginningan offensivein the A Shau Va lley.L left for Vietnamthe next day to confrontan enemy that undoubtedly wou ldhavepunished those protesters had they burned theNorthVietnamese flag in Hanoi. But that was then. The image of the flag that soldiers see today is different. Instead of flags aflame, wesee flagscovering coffins of soldiers and Marines returning the hardway fromIraqandAfghanistan. Pushing forward aconstitutional amendment is labor-intensive work. I'm concerned how such a diversion during wartimemightappear to those who are still serving in harm's way. Please don't get mewrong. I havemany friends in Congress, patriots all. Each one of them has been to Iraq andAfghanistan many times. Althoughhe refuses to advertise the fact, onewas wounded there during an inspectiontour last year.Myconcern relates not to the sincerityof Congress but to tbe perceptions among our young menand women that their overseersare suddenly distractedat a time when attention (0 their needs has never beenmore necessary. Our soldiers want to beassured that Congress is doing all it can to reduce losses in what Lincolnruefully termedthe "terrible arithmetic" ofwar. They want to knowthat Congress is doing all it can to give them the weaponsthey need tomaintainthe fighting advantageover the enemy.Theyare concerned that their equipment iswearing out under constant use. They and their families are worried that not enough soldiersare in the pipelineto replace them.We know from letters and conversations that our young soldiers returning from combat are concerned about thefuture of their institutions. They want to know who is focusedon reshaping OUT Army and Marine Corps so thatboth services will be better able to fight the long fight against radical Islam. Howwill Congress fund the future?.Where will the newweapons and equipment come from? They are also worried about more personal issues likehousingand health care for themselves and heir families.Dan Brown was myFirst Sergeant in Vietnam. I was new to war. He had served in two. He gave me a pieceofadvice then thaICongressmen intent on changing the subject should heed: "In combat the main thing is to keepthemain thing the main thing. Otherwise, you die." The main thing today forCongress and the nation should bethe war in Iraq. Soldiers are sworn to defend the right to free speechwith their lives even if "speech" isexpressed in despicable ways. What they want in return is the assurance that our lawmakers will hold theirinterests dear.So themessage from most of us soldiers is clear: Debatea flag-burningamendment if you wish. But don'tcreatethe perceptionamong our youngmen and women in combat that there are more important issues than theirwelfare at the moment. Wait a while. At least for their sake, wait until the last flag-d rapedcoffin comes horne.Scales, who commanded two units in Vietnam an was awarded a Silver Star, served 34 years in the Army.

NewYork TimesJune 26, 2006Really Bad Ideas On KoreaNorth Korea hesn't yet tested its new long-range missile, but some bizarre ideas have al ready startedflying around Washington about the best way for America to respond - including a proposal by two.Democratic defense 'experts to launc h apre-emptive Ame rican attack on the'missile. While that isn'tlikely to inspire greater sobriety in Pyongyang. it has made the Bush adm inistration's less stridentpreparations for a possible military response look statesmanlike by comparison. What would be better still would be for the White House to heed yesterday's call by senior Republicanson theSenate Foreign Relations Committee for direct talks with North Korea on the issue.Pyongyang is unpredictable. It cla ims to have nuclearweapons already. And a successful long-rangemissile test would mark a sign ificant step down a road that might even tually give it the capacity todeliver nuclear weapons as far as the United States. But the danger, for now at least, is scarcelyimminent enough to justify a pre -emptive military response. An American overreaction would do moreharm than good. There aremanygood reasons why North Korea should not test an intercontinental ballistic missile. But it hasevery legal right to do so. Washington. on the other hand, has no obvious legal right to blow up orth Koreasmissile onthe launching pad. Doing so would forfeit the diplomatic high ground on anissue that in the end willhave to be resolved by diplomatic means, and with active Chinese support.Washington needs to keep two fundamen tal qoa ls in s ight. The first. obviously. is to convince NorthKorea to give lip its nuclear wea pons and long-range missile .programs. The second is to make surethat neither Pyongyang's fe ints nor Wash ington 's responses touch off a nuclear arms race inNortheast Asia .Formost of its tenure, the administration has refused to engage in serious nuclear diplomacywithNorth Korea. The exception came during a brief period last summer whenAmericandiplomats were actually allowed toengage in substantive talks, which led fairly quickly to II broad agreement in principle. Progress cameto II sharphalt after Washington abruptly imposed unre lated banking sanctions and declared them nonnegotiable.NorthKorea then responded in a veryNorth Korean way by walkingaway from the nuclear talks. This is all very symmetrical, except that time is clearly not onAmerica'sside. Now North Korea is renouncingits missile test moratorium, which it had agreed to in the hope of negotiations on that issue. This gathering cr isis is dangerous enoughon its own terms. But if mishandled byWash ington, it could havepotentially disastrous regional consequences, drivinga furtherwedge between Japan and.China.

otes on meeting with Gen. Casey

These notes are from an on-the-record Thursda PM meeting with General George Casey , commander ofMultiNational Forces, Iraq - in the Pentagon - about 10 media analysts and writers before his press conferenceaccompanied by tbe SECDEF - it was good to see him again , I had dinner with him on my last trip to Iraq. I likeand respect him immensely. He is a statesman as well as warrior and a though tful and caring commander. He isstill quickto smile and has a sense of humor - I don' t blow bow:

The overall situation in Iraqa the completion of tbe government with tbe appointment of the defense and interior ministers and thenational security advisor makes a huge di fference. Until that happened, nothing could move forwardo the new go emment was digging out of a deeper hole than the old, but is moving out of the box fastero he is extremely impressed with PM ouri al- aliki - dedicated, srnart., courageous, decisiveo al- aliki 's priorities are unity, security, prosperityo in addition the PM is trying to craft a framework fOT national reconc iliationo the Speaker of the Parliament and one of the Ps, both Sunni truly want to see this government succeed

The security environment in Iraqo extremely complex - more so than it has ever beeno the insurgency is only one of the major problemso political, economic maneuvering and crime are huge factors in the iolenceo Zarqawi's death hurt the ins.urgency, but they are still a viable forceo current captured documents show the diffi culty anddespondency of the insurgents - they see themselves. losing, the government getting stron ger and time not on their sideo a HUGE fight is coming up - 'how to handle the various militias

o this will be an Iraqi Army figh t (with US he lp) as the police will no t be strong enough, but the police willhave to be stron g enough to surv ive when the fight is over - this is a BIG problemo the m ilitias are out of con trol an d focused on politica l advantage, revenge and kidnapping and intimidationfor profit - this is no longer about security. Muqtada al-Sadr may have lost control of bis ow n militiao this is a dicey poli t ical as well as mi itary pro blem - al-Maliki will use politics as we ll as force and mustbe careful not to lose support of an y political faction or th e po pulation in ge ner alo the res istance again st US occupation is weakening . The Sun ni insu rgency is beginning to seek anhonorable way outand methods to ins ure relevancy and participationo . Iran is becoming a serious factor - they ar e arm ing, instructing and supplying Shia militias - some of thisis coming from Lebanon (Hezbollah) th rough Syriao vio lence is not widespread. 80% of the seriou s violence is within 30 m iles of Baghdad. 14 of 18 provinceshave less than 9 majo r incidents a m onth

Iraqi security forceso the Iraqi securi ty forces are coming uptosp eed rap idly. Theywillneed ou r help fo r a long time, but they areincreasingly capable of taking th e lead - they don't have to be "US good ," only " Iraqi goo d".and the insurgentsaren't ten feettall .o we will be providing advisors, logistics and quick reaction forces for an extended peri odo the Iraqi forces have 3 divisions, 18 brigades and 69 battalions - six months ago the numbers were 1,4 and23 - about 80% are no w ca pable of lak ing the leado the Iraq is are paying lots of attention to the appointment of commanders above the battalion levelo police performance is spotty'< not bad in the E and southo the Army comes first and must b.e strong enough to support thc po licc in a regiono a big problem 's restoring confidence of the SUMi s in theMinistry of the Interio r (hand les the pol ice ) - seenas a pro-Shia forceo the governor ofMuthanaprovince in the south ha s assumed responsibility for securi tyo when a provincial governor certifies that the Ar my and po lice are capab le o f provid in g security in hisprovince - we release tha t responsibility to him - we retain right s of passage and the right to co nduct counterterrorism with coord ination and we continue to provide quick-reaction forceso he sees the Sun ni insurgency as s lowly tapering of f nex t yearo even though Iraq is will be in the lead, we will.support them with transport , med-evac , com, intell andoccasional fire su pport for QI l extended periodo expect rap id Iraqi security force progress in 07

o we are creating a light-infantry, counter-terrori sm force initially within tbe security forces. Later they willbecome something else in the nature of a more-capab le ariny as they develop a 5-yr. plano the odd-numbered divisi ons ha e been recruited as a national armywith a mix of Shi a Sunni Kurd. Evennumbered are more like National Gua rd - recruited locally and reflecting the ethnic make-up of the provinceo Fallujah is doing "OK'o the Fallujah model is being introduced to Ramadi - cordon off, control access, conduct targeted err ops. This wi ll take months

The fo llowing are my remarks, not Gen . Casey' s:

A suggested measure ofprogress is to watch the Iraq i security forces and how quickly they take over completeprovinces - this will permit a gradual withdrawal ofAmerican forces - this will be done bynot replacing forcesthat have reached the end of hei r deployment. Gitmo Tr ip Report

It was my second trip to Guantanamo, the last being a year ago. A collection of medi a anal ysts, (CNN and Fox) .radio comributers, lawyers , writers, DoD deputy assistant secretaries, it was another whirlwind adventure - outof the chocks at Andrews AFB as a guest ofDoD on avy mil-air at 7:30 AM; 3:J5 en route to Cuba; land atGitmo Airfield, avy launch to the windward side, visit the detention facility all day; receive briefs, long watertaxi back to the airfield, wheels up at 5:00 PM and back (0 Andrews by 8: I5 - whewl.

I wish all ofAmerica, in fact all of the concerned world, would go because they could draw their ownconclusions and stop ask ing me . Theworld at least America, would be proud ofRear Admiral HarryHarris, theJoint Task Force Commander-GTMO and his troops . Thoughtful, articulate, professional, concerned, serious.

but with panache , a '78 USNA grad, Harris stayed with usall day giving and participating in the briefingsandanswer ing questions, some very hard ones. ArmyCol.Mike Bumgarner, in charge of detainee operations and35years as anMP ,was the hostof our tour through all the faci l ities, including individual cells, cellblocks, recreation areas, medical facil itiesand in terrogation ops where we viewed anHVT (high value target)interrogation... .and then there were other participants - briefs from the " other" agencies. law enforcement andintelligence . Bumgarner could be a popular county sheri f f - be is hometown America - hecould getelectedanywhere - may happen as lie is nearing the end of his career - he cares about his troops and the detaineeseven the ones that have threatened to kil l him and his family.

We started with briefings over a halal meal at the CampDelta messhall. The meal was tasty and oneof threecomposing the4200 daily calories offered each detainee. Special meals are also of fered for vegetarians, diabetics, etc. The food is good.

A professonal medical staff with a fully-equipped hospital. including majo r surgical capabil ities.mental healthand dental looksafter the detainees. The docsand nurseswear "stab vests" as they provide care... hmmm.

The facilitiesaremodem, resembling any modemhigh security U.S. prison - and expensive - and getting moreexpensive, new one being constructed to reducemanpower requirements and provide for an extended stay, oran expanded GWOT. '

    SO J1le important questions:

Did we rink the ovemment kool-aid? - of course - that was the purpose of the trip , to hear the U.S.government side of the story . the other side is provided da ily in the media . some informed . most bythose who have never been to Gitmo . A visitor is at the mercy of local officials , but one also has lotsof time to argue . inquire , question, disagree, exchange ideas, provide alternate views , suggestions . Itis a healthy environment for an inte llectual exchange. One has free access to talk to any of the staff.

Did you see anyevidenceofmistreatment? - of cou rse not , nor wou ld one expect to on an arranged visit ,but there is anothe r important reason - no mistreatment is going on. There may have been somemissteps and policy confus ions at the old Camp X-ray (long closed) , but GITMO has known for a longt ime that the eyes of the world are on them. There is simply too much supervision, too muchprofessionalism, too much pride to make anything bad intentionally happen. Add itionally, allinterrogators will tell you that mistreatment is counter-productive. The only th ing that works, theyinsist. is to establish rapport over a long per iod of time and eventually almost everyone talks .providing sma ll pieces of big puzzles that.can eventually amalgamate into a useful portrait.

Why don' t we avoid all thiscontroversy and simply declare the detainees as POWs and comply wi th theGeneva9
