Alina Grzejszczak, Member, provided an update on the CANBIKE Instructor Course and noted that all enrolled members passed the exam and may take the certification course on their own time if they wish.

Committee consideration of the matter included a suggestion that certified members run the Bike Rodeo event at Bike the Creek. The programs subcommittee will consider the suggestion and bring forward a motion at a future meeting.

7.2. Discussion at the request of Gaspard Ndayishimiye, Member, re: Transformation of Maintenance Strips into Cycling Lanes

Gaspard Ndayishimiye, Member, suggested that in an effort to alleviate cyclist-vehicle accidents, consideration should be given to converting maintenance strips to bicycle lanes.

Committee consideration of the matter included:

Purpose and quality of maintenance strips

Cycling lane safety, including signage and spacing

Maintenance of multi-use paths and cycling lanes

Creation of direct routes for cyclist commuter traffic

In response to questions from Committee, staff noted that maintenance do not meet the design criteria to be safely converted to cycling infrastructure. Current provincial guidelines identify requirements for the development of

proper cycling infrastructure within roads. An objective in the City’s Active Transportation Master Plan is to evaluate older infrastructure within the City’s boulevards with the intent of repurposing it for active transportation, if it is deemed safe. Committee will be asked to provide input on future active transportation developments.

7.3. Minutes - Policy Subcommittee - February 14, 2016

Good day Councillors,

This email is in response to a BCAC committee member question regarding the status of the Franceschini Bridge project

and the trail connection between the Esker Lake Recreational Trail and Bramalea Community Park.

Below is a brief summary of the current status of both sites and projects.

Bridge

We are currently in the detailed design stage, working with the Ministry of Transportation for review and approval for

the final bridge design. The work required to pedestrianize the bridge is twofold: First, minor repair/restoration work

will be needed as required by the Ministry of Transportation. Second, safety and aesthetic improvements will be made

to the MTO’s requirements and satisfaction, including railings to cyclists’ height, lighting, and fencing/gates to improve

access. The attached summary (Franceschini Bridge 0316) highlights some project information and conceptual sketches.

The project will be tendered once MTO has approved the final design and the City and MTO have signed the agreement.

We expect the project to be tendered this Spring and construction is anticipated to be late Summer 2016 and be

operational by Fall 2016. However, these dates are contingent upon MTO approvals and the City’s Purchasing timelines,

which may impact the completion date.

Trail

The attached figure (Figure 2 Esker Lake Trail) shows the proposed trail connection from the existing Esker Lake

Recreational Trail – from Streamline Drive – to the trail in Bramalea Community Park that will be constructed as part of

the Franceschini Bridge work.

The current recreational trail in Bramalea Community Park does connect with the main local trail network. However,

with the new connection to the bridge, this trail is anticipated to see an increase in cycling and pedestrian traffic. This

portion of the trail also runs under Williams Parkway past the off-leash park and the parking lot at the south end of the

park.

We are currently reviewing the option of relocating the dog park to the east side of the existing parking lot. This move is

expected to take place in 2-3 years, at which time we anticipate a realignment and renewal of the existing southern

portion of the trail to take place, due to the interconnection of the trail to the adjacent lands.

In light of the current situation, Parks Maintenance and Operations has agreed to review the trail conditions and, if

required, to re-surface the trail with new asphalt. This treatment should address any condition issues on the trail that

may currently exist until such time as the trail is realigned as part of the work on the adjacent dog park and parking lot.

When the relocated dog park and the Franceschini Bridge connection projects are complete, the result will be a fully

connected Esker Lake Trail, with enhanced cycling infrastructure for residents, and improved access for the community.

1. Project Description and Scope

The Franceschini Bridge traverses East-West across Highway 410 north of Williams Parkway, between Lakelands North community on the west, and Bramalea Community Park on the east. The City will repurpose the former quarry bridge as a multi-purpose pathway crossing to serve the local communities.

The project program includes:

Removal of existing railings;

Non-structural improvements to the bridge including new custom railings and coloured asphalt deck resurfacing;

Decorative entry gateways at each end of the bridge;

Asphalt pathway trail with connections to bridge and existing trails;

Pedestrian lighting of asphalt trail;

Pedestrian lighting on bridge;

Decorative lighting along underside/face of bridge;

Fencing and gates to restrict pedestrian/vehicular access;

Signage; and

Restoration/remediation plant material and seed/sod. Note: Project design is being administered by the Engineering Division of PI&S

Report on Safe Biking Event for Brampton County Court SNAP Neighbourhood April 21, 2016

BACKGROUND: Binu Saradakutty, Program Advisor, Sustainable Neighbourhoods, Watershed Strategies Division, Toronto and Region Conservation approached David Laing, Chair BikeBrampton on March 23rd:

“I am working with TRCA for SNAP Projects, particularly for County Court SNAP, Brampton. We had a meeting with Brampton Councillors Jeff Bowman and Martin Medeiros two days ago. The councillors suggested hosting a "Safe Biking Event" with your group in the County Court Neighbourhood. Unfortunately County Court residents are not active bikers. We would like to promote biking in the neighbourhood. Please let me know if you are interested in hosting a "Safe Biking Event" for our County Court Residents. We are fine with anytime in Summer. If you are okay with this idea we can discuss it further.”

COMMUNITY RIDE 3 – JUNE 12TH As a result of Binu’s request, George Sheppardley adjusted the shorter 5km ride to include the bike lane on County Court Blvd. Program Subcommittee approved the changed route and Dayle Laing posted the adjustment onto the registration event page: http://bikebrampton.ca/events/brampton-community-rides/community-ride-3/ David followed up with Binu on March 31st. She wants to help promote both Bike the Creek June 18th and the Peel Village Community Ride on June 12th. She is thrilled that the Community Ride will now include the County Court neighbourhood. She would like to get Bike the Creek posters, and Community Rides postcards the once they are printed. SUSTAINABILITY FESTIVAL – COUNTY COURT PARK – AUG 6TH In addition, Binu told David on March 31st that TRCA wants to hold a Sustainability Festival in County Court Park on August 6th. Active transportation will be an area of focus. The Ward 3 Councillors may be involved supporting the event. According to Binu, many residents in the area are of South Asian background. In their home country, South Asian girls are often not given the same opportunity as the boys to gain cycling skills and experience. In Canada, these women would like to cycle more but they lack skills and confidence. Binu thinks there is enough demand to run a program specifically for females. This is the second year of this event. Last year it was held later in the fall. Binu is requesting a booth, cycling skills/safety training and a basic bicycle repair clinic. BIKE BRAMPTON RESPONSE: Forecasted attendance is unknown, but it seems like a promising opportunity to encourage more cycling, particularly in this targeted community.

BikeBrampton is prepared to support a booth and hand out bike safety materials. BikeBrampton would need support from the Brampton Cycling Advisory Committee and the Community Bike Centre in order to run the requested programming. Can an appropriate skills training program be created for the event? How would this fit into plans for Community Bike Centre’s Pedalwise program? Could a basic bike repair clinic be provided? BCAC PARTICIPATION FOR DISCUSSION: Kevin has indicated he is happy to help create an appropriate skills training program for the event. Alina has indicated she is willing to help with developing the program.
