2.1 Handover II MR processing

MR Interpolation

Select the protocol worst value(-110dBm) to interpolate (remark)

Serving cell MR power control compensation

For all the inter cell handover, the serving cell MR will be

compensated. (remark)

For the intra cell handover (except concentric handover),

serving cell MR will not be compensated.




New added penalty

2.2 Handover II penalty

1. After load handover, punish the initial cell

level from [penalty level on load HO] during

[Penalty time on load HO]

2. Add [Penalty Time on Interfere HO] after

interference HO (No matter success or failure)




2.3 Basic Cell Ranking and Network Feature Adjustment

Network feature adjustment

16 bits

In handover II, the Basic cell ranking and network feature adjustment is

divided. After the Basic cell ranking(bit1~bit4), the emergency handover

will trigger, then the network feature adjustment(bit5~bit16) will start.

Finally, the Forced handover and normal handover will triggered based on

the network feature adjustment result.

Note: the emergency handover just consider the level, so after basic

ranking, it will trigger.




2.4 Handover Judgment flow optimization

The handover II consider all the handover type judgment result.

According to the integrated ranking result to decide the target cell.

According to the target cell define the handover reason

Emergency handover add the P/N judgment.
