िोट Note : i) सर्ाि कार्ा से आशर् “सिके्षण कार्ा” होगा ।

Similar work shall mean works of “Survey Work”.

ii) दकए गए कार्ा का र्लू्र् कार्ा के िास्तविक र्लू्र् को 7% प्रनत िर्ा की दर से सार्ारण ब्र्ाज के अिसुार िवृि कर ितार्ाि िागत निर्ाारण स्तर पर िार्ा जाएगा। इसकी गणिा कार्ा पणूा होिे की नतनि से िेकर बोिी जर्ा करिे की अनंतर् नतनि की अिनर् हेत ुकी जाएगी। The value of executed works shall be brought to current costing level by

enhancing the actual value of work at simple rate of 7% per annum,

calculated from the date of completion to last date of submission of bids.

iii) उप सविदा अथिा संयुक्त आधार पर संपन्न विए गए िायय िो पात्रता/ आिलन िे योग्य नही ंमाना

जाएगा।

Work executed as sub-contract or joint-venture will not merit for

eligibility/ evaluation.

3. टेंडर विजाडा पजंीर्ि द्वारा www.tenderwizard.com/ISRO िेबसाइट स े निविदा दस्तािेज डाउििोड दकए जा सकते है। उपर्ुाक्त िेबसाइट र्ें निविदा पजंीर्ि प्रदक्रर्ा को प्रदनशात दकर्ा गर्ा है । निविदा प्रदक्रर्ा शलु्क को ई-गेटिे के र्ाध्र्र् से र्सैसा. आईटीआई नि. को देर् होगा । Tender documents can be downloaded from web site www.tenderwizard.com/ISRO

by registering with tender wizard and paying tender processing fee. The procedure for

vender registration is displayed in the above web site. Tender processing fees is

payable to M/s. ITI Ltd through E- gateway.

निविदा को केिि डाउििोड कर िेिे स ेबोिीकताा बोिी प्रदक्रर्ा र्ें भाग िेिे का पाि िहीं होगा। निविदाकार द्वारा अपिोड दकए गए प्रेिेिों को बाद र्ें विभाग द्वारा सत्र्ावपत दकर्ा जाएगा। आिश्र्कता के अिरुूप ि पाए जािे िािे प्रस्तािों को रद्द कर ददर्ा जाएगा। Downloading of tender documents alone will not make a tenderer eligible for

participating in the bidding. The documents uploaded by the tenderers will be

subjected to verification subsequently by Department. If found not meeting the

requirement, such offers will be rejected.

4. a) निविदा के साि उपर्ुाक्त पैरा 1 र्ें उखल्िखित र्ूल्र् की बर्ािा रानश संिग्ि होिी चादहए, जो दकसी अिुसूनचत बैंक द्वारा िेिा अनर्कारी, सैक, अहर्दाबाद के पक्ष र्ें जारी कॉि रसीद/

नर्र्ादी जर्ा / वडमांड डर ाफ्ट अििा बैंक गारंटी के रूप र्ें होिी चादहए। बर्ािा रानश, निविदा प्राि होिे की अंनतर् नतनि से 180 ददिों तक र्ान्र् होिा चादहए । बर्ािा जर्ा र्ि र्दद डीडी के रूप र्ें प्रस्तुत दकर्ा गर्ा है तो, निविदा िोििे पर तरंुत उसका भुगताि करा निर्ा जाएगा और असफि निविदाकारों को बर्ािा जर्ा र्ि विभाग द्वारा चैक / इिेक्रॉनिक र्ाध्र्र् से िौटा दी जाएगी ।

Tenders should be accompanied with Earnest Money Deposit for value specified in

Para 1 above, in the form of Deposit at Call receipt / Term Deposit Receipt / Demand

Draft of any Scheduled Bank issued in favour of Accounts Officer, SAC,

Ahmedabad (or) in the form of Bank guarantee issued by a scheduled bank. Earnest

Money Deposit shall be valid for 180 days from the due date of receipt of tenders. In

case EMD in the form of DD is furnished, the same will be encashed immediately on

opening of tender and refund of EMD for unsuccessful tenderers will be made

through Cheque / electronically by the Department.

b) निविदा िागत/ बकार्ा जर्ा रानश का छूट का दािा करिे िािी एर्एसएर्ई इकाई खजिा उद्योग कें द्र (डीआईसी) िादी एिं ग्रार्ोद्योग बोडा (केिीआईबी) / कॉर्र बोडा / राष्ट्रीर् िघु उद्योग आर्ोग (एिएसआईसी)/ हस्तनशल्प एिं हिकरघा निदेशािर् अििा एर्एसएर्ई र्ंिािर् द्वारा विनिददाष्ट दकसी अन्र् निकार् द्वारा जारी एर्एसएर्ई उद्योग आर्ार ज्ञापि अििा पंजीर्ि प्रर्ाण-पि प्रस्तुत करें। ज्ञापि/ प्रर्ाणपि निविदा की अंनतर् नतनि/ विस्ताररत अंनतर् नतनि तक िैर् होिा चादहए। The MSME unit claiming exemption of Tender cost / EMD should submit MSME

UDYOG ADHAR MEMORANDUM or registration certificate issued by District

Industries Centre (DIC) / Khadi & Industries board (KVIB) / Coir board/ National

small industries commission (NSIC) / Directorate of Handicraft and handlooms or any

other body specified by Ministry of MSME. The memorandum / certificate shall be

valid as on due date / extended due date of the tender.

5. निविदाएं उपरोक्त पैरा 1 र्ें उल्िेि की गईं निर्ााररत नतनि एिं सर्र् पर “सरू्ह प्रर्ाि, निर्ााण एिं अिुरक्षण सर्ूह, सैक, अहर्दाबाद” के कार्ाािर् र्ें िोिे जाएंगे। Tenders will be opened at the Office of the “Group Head, Construction and

Maintenance Group, SAC, Ahmedabad” on the stipulated date and time specified

in Para 1 above.

6. a) ईएर्डी का र्ूि दस्तािेज अंनतर् नतनि तक और निविदा िोििे के सर्र् सर्ूह प्रर्ाि, निर्ााण एिं अिुरक्षण सर्ूह के कार्ाािर् र्ें प्रस्ततु करिी होगी। र्दद अंनतर् नतनि तक तिा निविदा िोििे के सर्र् िैर् ईएर्डी प्राि िहीं होता है तो निविदा प्रस्ताि निरस्त कर ददर्ा जाएगा। Original instrument of EMD shall be submitted to the office of the Group Head,

Construction and Maintenance Group on or before due date and time of opening of

tender. If valid EMD is not received on or before due date and time of opening of

tender, the tender offer shall be summarily rejected.

b) निविदा िागत/बकार्ा जर्ा रानश के छूट का दािा करिे िािी एर्एसएर्ई इकाइर्ां उपर्ुाक्त पैरा 4 (बी) र्ें उखल्िखितािुसार एर्एसएर्ई उद्योग आर्ार ज्ञापि अििा पंजीर्ि प्रर्ाणपि की सत्र्ावपत हाडा प्रनत प्रस्ततु करें। उक्त ज्ञापि / प्रर्ाण-पि की हाडा कॉपी अंनतर् नतनि तक और निविदा िोििे के सर्र् सर्हू प्रर्ाि, निर्ााण एिं अिुरक्षण सर्ूह के कार्ाािर् र्ें प्रस्तुत करिा होगी। र्दद अंनतर् नतनि तक तिा निविदा िोििे के सर्र् हाडा कॉपी प्राि िहीं होती है तो निविदा प्रस्ताि निरस्त कर ददर्ा जाएगा। The MSME units claiming exemption of Tender cost / EMD should submit attested

hard Copy of MSME UDYOG ADHAR MEMORANDUM or registration certificate

as indicated in para 4 (b) above.

The hard copy of above memorandum / certificate shall be submitted to the office

of the Group Head, Construction and maintenance Group on or before due date and

time of opening of tender. If hard copy is not received on or before due date and time

of opening of tender, the tender offer shall be summarily rejected.

7. टेंडर िोििे की निर्त नतनि को केिि उन्हीं निविदाओं को िोिा जाएगा खजन्होंिे िैर् बर्ािा रानश निनर् प्रस्तुत की होगी। तकिीकी एिं िाखणज्र्क बोिी के िोििे पर, विस्ततृ संिीक्षा एिं र्ूल्र्ांकि दकर्ा जाएगा । तकिीकी एिं िाखणखज्र्क बोिी के र्ूल्र्ांकि के दौराि, निविदाकार द्वारा प्रस्ततु दकए गए दस्तािेजों का विस्ततृ रूप से निरीक्षण दकर्ा जाएगा। र्दद पार्ा गर्ा दक कोई निविदा अहाता कसौटी को पूरा िहीं करती है तो िह इसी चरण र्ें निरस्त कर दी जाएगी और ऐसे प्रस्तािों को आगे की प्रदक्रर्ा हेतु शानर्ि िहीं दकर्ा जाएगा। इस चरण र्ें आगे,

तकिीकी र्ूल्र्ांकि सनर्नत (टी.ई.सी.) द्वारा निविदाकार की क्षर्ता का र्ूल्र्ांकि और साि ही निविदाकार द्वारा दकए गए कार्ों र्ें से कुछ का निरीक्षण भी दकर्ा जाएगा। र्ूल्र्ांकि की कसौटी के साि तकिीकी र्ूल्र्ांकि प्रपि इस निविदा दस्तािेज के साि संिग्ि है। र्ूल्र् बोिी, निददाष्ट नतनि (र्ोग्र् निविदाकारों को इसकी सचूिा दी जाएगी) को अिग से, केिि उन्हीं निविदाकारों की िोिी जाएगी जो निरीक्षण तिा तकिीकी र्ूल्र्ांकि के दौराि र्ोग्र् पाए जाएंगे और निविदा प्रदक्रर्ा/शतों के अिुसार आगे की प्रदक्रर्ा की जाएगी। On the due date of opening, the Technical & Commercial bid of those tenderers who

furnished valid EMD only will be opened. On opening of Technical & commercial

bid, further detailed scrutiny / evaluation will be carried out. During the evaluation of

techno-commercial bids, the documents furnished by the tenderers will be scrutinized

in detail. Any tender, found as not fulfilling the eligibility criteria will be rejected at

this stage and such offers will not be considered for further processing. The price bid

of only those tenderers who have been qualified during the scrutiny and technical

evaluation will be opened separately on a specified date (with due intimation to the

qualified bidders) and further processed, as per tender procedure/ stipulations.

िोटः दकसी विशेर् निविदाकार खजसका सर्ाि प्रकार के कार्ा तिा र्ािा हेतु और र्ूल्र्ांकि की सर्ाि कसौटी के निए इसरो के दकसी भी कें द्र द्वारा वपछिे एक साि र्ें तकिीकी र्ूल्र्ांकि दकर्ा गर्ा हो तो ऐसे निविदाकार का पुिर्ुाल्र्ांकि िहीं दकर्ा जाएगा और वपछिे र्ूल्र्ांकि के अंकों को ितार्ाि निविदा हेतु अहाता के र्ूल्र्ांकि हेतु िे निर्ा जाएगा। Note: Any particular tenderer who has been technically evaluated by any of ISRO

Centres in the past one year for any work of similar nature and magnitude and for

same criteria of evaluation, such bidders will not be re-evaluated and the scores of the

previous evaluation will be taken for the assessment of the eligibility for the present

tender.

8. सफि सवंिदाकार की बर्ािा रानश कार्ानिष्पादि गारंटी र्ें तब्दीि कर दी जाएगी। कार्ा पणूा होिे पर उसे सरुक्षा अर्ाित र्ें तब्दीि कर निर्ा जाएगा। र्दद बर्ािा रानश के भगुताि से छूट दी गई है तो स्िीकृनत पि/ कार्ा आदेश की प्रानि पर अिरु्ानित िागत की 2% कार्ानिष्पादि गारंटी अिग स ेनिविदा र्ें र्िाशीघ्र रिकर दी जाए।

Earnest money of the successful contractor will be converted into Performance

guarantee. On completion of the work, the same will be converted as security deposit.

In cases of exemption for payment of Earnest money, separate performance guarantee

at 2% of the estimated cost put to tender to be submitted immediately on receipt of

letter of acceptance/ work order.

9. निविदा प्रस्ततु करिे से पहिे इच्छुक निविदाकार, सर्ूह प्रर्ाि, सी.एर्.जी./ प्रर्ाि, सी.एर्.डी./ अनभर्तंा एस.जी./ अनभर्तंा एस.एफ./ अनभर्तंा एस.ई./ अनभर्तंा एस.डी. की पिूा अिरु्नत से, स्िि का निरीक्षण कर सकते हैं। Intending tenderers may inspect the site before submitting the tenders, with the prior

permission of Group Head, CMG / Engineer-SG / Engineer-SF/ Engineer-SE/

Engineer-SD

10. भारत के राष्ट्रपनत की ओर से निविदा स्िीकार करिे िािा प्रानर्करण न्र्िू र्ा दकसी अन्र् निविदा को स्िीकार करिे हेत ुबाध्र् िहीं है और कोई कारण बताए वबिा दकसी र्ा प्राि सभी निविदाओ ंको रद्द करिे का अनर्कार रिता है। सभी निविदाएं जो निददाष्ट शतों र्ें से र्दद दकसी शता को परूा िही ंकरती हों र्ा कोई शता खजसर्ें निविदाकार द्वारा सशता छूट दी गई है, निरस्त कर दी जाएंगी। The tender accepting authority on behalf of President of India is not bound to accept

the lowest or any other tender and reserves the authority to reject any or all the tenders

received without assigning any reason. All tenders in which any of the prescribed

condition is not fulfilled or any condition including that of conditional rebate is put

forth by the tenderer shall be summarily rejected.

11. भारत के राष्ट्रपनत की ओर से निविदा स्िीकार करिे िािा प्रानर्करण कार्ा आदेश जारी करिे से पहि ेकार्ाके्षि र्ें पररिताि/ र्ा कार्ा की र्ािा र्ें कर्ी का भी अनर्कार रिता है तिा निविदाकार इस सबंरं् र्ें कोई भी दािा िही ंकरेगा। The tender accepting authority on behalf of President of India also reserves the right

to alter the scope/ or reduce quantum of work before issue of work order and the

tenderer shall not have any claim what so ever on this account.

12. भारत के राष्ट्रपनत की ओर से निविदा स्िीकार करिे िािा प्रानर्करण निविदा को पणूा रूप से र्ा उसके दकसी भाग को स्िीकार करिे का अनर्कार रिता है तिा निविदाकार को ददए गए र्लू्र् पर ही कार्ा करिा होगा। The tender accepting authority on behalf of President of India reserves the right of

accepting the whole or any part of the tender and the tenderer shall be bound to

perform the same at the rate quoted.

13. निविदा के सबंरं् र्ें प्रत्र्क्ष र्ा अप्रत्र्क्ष रूप से कोई भी पक्षप्रचार सख्तता से निवर्ि है और ठेकेदार खजसिे पक्षप्रचार करिे की कोनशश की है उसके द्वारा प्रस्ततु की गई निविदा निरस्त कर दी जाएगी।

Canvassing directly or indirectly, in connection with tender is strictly prohibited and

the tenders submitted by the contractors who resort to canvassing will be liable for

rejection.

14. निविदा स्िीकार करिे िािा प्रानर्करण सरकार द्वारा सर्र्-सर्र् पर जारी की जािे िािी िीनतर्ों के अिसुार प्रस्तािों को प्रािनर्कता देिे का विकल्प रिता है।

The tender accepting authority reserves the option to give preferences to the offers in

accordance with the policies of the Government from time to time.

15. निविदाकार को विभाग के कें द्र के उस प्रभाग र्ें निविदा जर्ा करिे की अिरु्नत िहीं दी जाएगी खजसर्ें सवंिदा देिे और उसके कार्ाान्िर्ि हेत ुखजम्र्ेदार कार्ाारत व्र्वक्त उसका/उसकी कोई िजदीकी ररस्तेदार है। उस ेउि व्र्वक्तर्ों का िार् भी सनूचत करिा होगा जो उसके साि दकसी भी क्षर्ता र्ें कार् कर रहें हैं र्ा जो उसके िहा कार्ारत हैं और जो अतंररक्ष विभाग र्ें कार्ारत राजपवित अनर्कारी का िजदीकी ररस्तेदार है। ठेकेदार द्वारा इस शता का उल्िघंि करिे पर उसके द्वारा जर्ा की गई निविदा रद्द कर दी जाएगी तिा सवंिदा निरस्त हो जाएगी। The contractor shall not be permitted to tender for works in the Division of that

particular Centre of the Department responsible for award and execution of contracts

for which his / her near relative is working. He / she shall also intimate the names of

persons who are working with him in any capacity or are subsequently employed by

him and who are near relatives to any Gazetted Officer in the Department of Space.

Any breach of this condition by the contractor would render him liable for rejection of

tender or cancellation of contract.

16. निविदा, उपर्ुाक्त परैा 1 के अिसुार निविदा प्रानि की अनंतर् नतनि स ेकर्सेकर् 120 ददिों तक र्ान्र् होिी चादहए। र्दद कोई निविदाकार र्ान्र् अिनर् के अदंर अपिा प्रस्ताि िापस िेता है र्ा निविदा की शतों एि ंनिबरं्िों र्ें कुछ पररिताि करता है जो विभाग, सरकार को स्िीकार िहीं हैं तो सरकार वबिा दकसी अनर्कार र्ा उपार् पर कोई पक्षपात दकए वबिा बर्ािा र्ि अर्ाित के 50% (पचास प्रनतशत) का जुर्ाािा िगािे का अनर्कार रिता है। आगे, निविदाकार को कार्ा की पिुनिाविदा र्ें भाग िेिे की अिरु्नत िहीं दी जाएगी। The tender should be valid for minimum period of 120 days from the due date of

receipt of the tender specified in Para 1 above. If any tenderer withdraws the offer

within the validity period or makes any modifications in the terms and conditions of

the tender which are not acceptable to the Department, the Government shall without

prejudice to any other right or remedy, be at liberty to forfeit 50% (Fifty Percent) of

the Earnest Money Deposit absolutely. Further, the tenderer shall not be allowed to

participate in the re-tendering process of the work.

17. निविदा परूी होिे पर, सफि निविदाकारों के साि एक करार दकर्ा जाएगा।

On concluding the tender, an agreement shall be drawn with the successful tenderer.
