"If we attempt to differentiate between culture and civili-sation, we might say that civilisation is the organisation of lifewhich makes a sivil society possible. Such a civil societyis the condition for corporate life in which individuals canpursue fruitful and creative activity. Culture, on the otherhand, is the resultant of such organisation and expresses itselfthrough language and art, through philosophy and religion,through social habits and customs, and through political insti-tutions and economic organisations. Not one of them isseparately culture, but collectively they constitute the expres-sion of life which we describe as culture. Civilisation is theorganisation of society which creates the conditions of culture.There can, therefore, be no culture without civilisation, butthere may be civilisations which have not yet developed theirculture. ..culture is the efflorescence of civilisation.., culturewas, therefore, the result of liberation from the urgency of theproblem of existence while civilisation was the form of machi-nery evolved for the achievement of such liberty."*
