Introduction
Hong Kong St. John Ambulance has been established in Hong Kong for 136 years. It was first started in 1884
in the name of "Hong Kong St. John Ambulance Association" and inaugurated in 1900. The Brigade was formally
established in 1916 during World War I, followed by the establishment of the Council in 1949 after World War II.
In 2015, Hong Kong was upgraded as a Priory of the Order of St. John. As an ex officio member of the Grand
Council of the Order, Hong Kong is now have a broader scope of involvement in international policies and activities.
Hong Kong St. John Ambulance has been well-known in the provision of First Aid training and Ambulance services
to the general public in Hong Kong. The principle and spirit of Hong Kong St. John Ambulance as embodied in the
motto "For the Service of Mankind" remain unchanged after the enactment of the new Hong Kong St. John Ambulance Incorporation Ordinance (Chapter 1164) on 27 June 1997. Hong Kong St. John Ambulance
continues in promoting and encouraging all works of humanity and charity for the relief of distress, suffering,
sickness, danger and poverty without any distinction as to colour, class or creed.
The Council is the supreme governing body of Hong Kong St. John Ambulance and is charged with the
governance, management and control of all businesses and activities of the Corporation. The Council is composed
of dedicated volunteers from various professions and the Assistant Director (Administration and Policy) of the
Department of Health also sits in the Council as an observer. The Council’s work is facilitated by its standing
Committees, namely, Two MacDonnell Road Management, Finance, Honours and Awards, Public Relations, Property
Management and Development, Greater China Affairs and Ambulance Service Steering.
The Association, the training branch, has been the premier organization of the territory responsible for instructing
members of the general public the principles and practice of First Aid, Home Nursing and allied subjects since 1884.
The Director's Conference ensures that training works of the Association are conducted effectively and efficiently.
There are 553 volunteer lecturers or instructors, including doctors, nurses, allied health professionals and non-
professionals.
The Brigade, the service branch, is responsible for organizing training and equipping adult and youth members to
undertake, on a voluntary basis, First Aid, Home Nursing, Ambulance and Community Services to those in need. The
services are free. The Commissioner's Conference is responsible for overseeing the organization, administration,
services provision and development of the Brigade. At present, there are 7,497 members, made up of 3,602 Adult
and 3,895 Youth members including 251 members from St. John Pandas.

Chairman’s Report
Serving the community through the voluntary work of St. John has given me great pleasure, pride and satisfaction. I
would like to express my sincere appreciation and heartfelt gratitude to my fellow Members of the Council for their
unfailing trust, valuable advice and great support in continuing my chairmanship, which are essential for meeting our
challenges all along and for the next triennium.
The year 2019 marks the 70th Anniversary of our Council, which was formally established in 1949. A celebration
dinner was held at The China Club on Wednesday, 4 December 2019, and a sum of £7,000 was saved and donated
to the St. John of Jerusalem Eye Hospital Group.
The fiscal year 2019-2020 was an exceptionally challenging year for the organization. In the second half of 2019,
the civil unrest, demonstrations, violence and road blockade seriously disrupted our training, first aid and ambulance
services. Nevertheless, we could still arrange some training activities and first aid duties, and entertain the increased
demand for ambulance services. However, the situation was disastrous with the spread of COVID-19 starting from
January this year, and our training activities and first aid services came to a standstill, as our insurance plan did not
cover infectious disease contracted during voluntary works. On the other hand, our ambulance staff had to take
extra precautionary measures for infectious disease protection. Fortunately, we had adequate stock and donation of
personal protective equipment from various organizations, especially Médecins Sans Frontières.
The word "First Aid" was first coined by St. John. Hong Kong St. John Ambulance in the name of its Association
has been providing first aid training to the community for 136 years since its establishment. All along, its First Aid
Certificate has been officially recognized by the Labour Department of the Hong Kong Government. In 2013, our
"Certificate in First Aid" course gained 10 Level 3 Credit Points from the Hong Kong Council for Accreditation of
Academic & Vocational Qualifications. We are not contented at local accreditation only, and our aim is to achieve
international quality standards. With the hard work of our Secretariat and Association staff, we attained in February
this year ISO 9001:2015 certification in quality management of First Aid, Cardiopulmonary Resuscitation and
Automated External Defibrillation. We are the first in Hong Kong to get such an honour.
Our first aid online learning programme has finally been launched on 1 April 2020. This is a timely measure at the
difficult time of school closure in face of the COVID-19 pandemic. Hopefully, this will also facilitate and promote first
aid training at the same time, including our free Basic First Aid Training Project to Primary 5 and 6 students launched
since 2018, as school schedules are always tight and full.
The Hong Kong Jockey Club has invited Hong Kong St. John Ambulance and Hong Kong Red Cross to work
together in a 3-year project – Jockey Club Heart-safe Community Project, starting from December 2019. In this
project, Hong Kong St. John Ambulance was responsible for the tender specifications and purchase of around
1,600 units of automated external defibrillator, together with its operational and training accessories. In addition,
Hong Kong St. John Ambulance will be responsible to provide Cardiopulmonary Resuscitation (CPR) and Automated
External Defibrillation (AED) training for the staff of 800 Social Service Units, together with First Aid Education for
around 40,000 general public. The aim is to strengthen community life-saving capability by donating a defibrillator
with its accessories to each of the 1,600 Social Service Units subvented by the Social Welfare Department and
training their staff in CPR and AED.
A new course has been introduced from the National Association of Emergency Medical Technicians of the United
States of America – the All Hazards Disaster Response course. This is good timing to bring in this type of courses
with the onslaught of the COVID-19 pandemic. As a result, two courses have been fully subscribed.

Governance of the Council and administration of the Secretariat have been enhanced by the following actions:
Orientation Information for New Members, St. John Standard Policies, Declaration of Conflicts of Interest, Declaration
of Criminal Offence and Professional Misconduct, Guidelines on Purchasing and Supplies Procedures and Internal
Audit by the Department of Health.
The achievement and success that have been made by Hong Kong St. John Ambulance would not be possible
without the full dedication and commitment of our volunteers and staff, who have served conscientiously to uphold
the highest tradition of St. John in every way. To them, I wish to express my sincere thankfulness and appreciation
for their admirable work. In addition, the generosity and guidance of the Department of Health, Home Affairs Bureau,
Hong Kong Jockey Club, Community Chest and other donors keep us on the right track to respond to the needs of
our local community, enabling the continuation and expansion of our services and works.
I am confident that St. John will grow from strength to strength and strive to provide better services for the
community. Glory goes to every member of Hong Kong St. John Ambulance.

1 Certificate of Registration to ISO 9001: 2015 (Certificate No. FS 708014)
Hong Kong St. John Ambulance follows the international quality management system and operates a
Quality Management System which complies with the requirement of ISO 9001:2015 for the scope “The provision of training services of Certificate in First Aid, Automated External Defibrillation Provider and Cardiopulmonary Resuscitation courses at St. John Tower”.
The assessment was completed by British Standards Institution (BSI) independently against internationally
recognized standards in February 2020. The ISO certification acts as an assurance that our courses and
services are of international-quality and standard.

Highlights of the Year
2 The year 2019 marks the 70th Anniversary of The Council of St. John, which was formally
established in 1949. A celebration dinner was held at The China Club on Wednesday, 4 December 2019.
Over 120 St. John personnel attended the dinner. A total sum of £7,000 was raised and donated to the St.
John of Jerusalem Eye Hospital Group.
3 An Investiture and Presentation of Prior’s Commendation was held at St. John’s Cathedral on
Saturday, 19 October 2019. The Prior of The St. John Priory of Hong Kong, Dr. Chung Chin-hung presented
the St. John Insignia to 31 award recipients with 6 Commanders, 4 Officers and 21 Members who have
been admitted to or promoted in the Order as a result
of having demonstrated successfully their leadership,
integrity and notable service to the organization.
Moreover, 7 Br igade Members rece ived Pr ior ’s
Commendation in recognition of their participation in
two successful resuscitation of cardiac arrest through
Automated External Defibrillation and Cardiopulmonary
Resuscitation on 13 January 2019 and 16 July 2019
respectively.

5 On-site First Aid Services for Public Meetings and Processions have been provided since June 2019, and 410
injured cases, including 33 hospital transfer cases have been
treated. Moreover, 84 ambulance transport cases at the conflict
zone of Public Meetings and Processions were handled, and 89
patients were treated at the campus of the Hong Kong Polytechnic
University on 19 November 2019.
4 Grand Council Meeting 2019 was held in Singapore from 24-30 May 2019. Dr. Chung Chin-hung,
Prior of The St. John Priory of Hong Kong and Ms. Susanna Chow Chui-san, Chief Executive Officer attended
the meeting. It was a fruitful meeting in many ways. The annual meeting with Great Officers, Priors/Chancellors
and CEOs from all 11 Priories of the The Order of St. John gathered together to discuss on many commonly
concerned topics for St. John worldwide. This year, two Youth Officers, Mr. Vico Chan Siu-ming and Mr.
Joseph Hung Hin-ching also participated in the meeting to share their views on the matter “Young People in
The Order” with the representatives from other Priories.

Jockey Club Heart-safe Community Project ( 賽馬會「顫動人心」社區計劃 )
Funding has been granted from the Hong Kong
Jockey C lub Char i t i es Trus t fo r i ns ta l l a t ion o f
Automated External Def ibr i l la tors and provid ing
training programmes for 1,600 social service units
for three years. The project has been carried out
in collaboration with Hong Kong Red Cross since
December 2019.
In addi t ion, a Publ ic Educat ion Programme has
also been implemented to raise the interest and
awareness of the public on learning first aid skills.
The first talk was conducted on 23 December 2019
at St. John Tower.
E-Learning of Certificate in First Aid
To facilitate the learners to undertake first aid course anywhere and at their own pace, St. John Association
launched E-Learning on Wednesday, 1 April 2020. Online learning provides consistent and standardized
training every time. Using animation clips, scene and games will enhance learning effectiveness.
The e-learning course combines online (14 hours) and face-to-face instruction (16 hours) modes of learning
for the existing 30-hour Certificate in First Aid Course.

Flag-raising Ceremony by Uniformed Groups at Golden Bauhinia Square
Moral, Civic and National Education is an essential element of
whole-person education. For promoting national education,
young people were given the opportunity to conduct flag-raising
ceremonies at Golden Bauhinia Square. Youths participating
in this program were recommended by leaders from various
Uniformed Groups and given specialized training for conducting
the ceremony. The ceremony has been conducted on the
second Sunday of each month since 2008 and St. John Youth
Command was responsible for conduct ing the f lag-rais ing
ceremony on Sunday, 8 December 2019.

The Presentation of 5-year of St. John’s Awards was held at the European Consuls’ General
High Table, University of Macau on Tuesday, 16 April 2019. The Prior of The St. John Priory of Hong Kong,
Dr. Chung Chin-hung was invited as Special Guest to present the awards to the awardees.

Highlights of the Year
HKStreetathon 2020 was held on Sunday, 12 January
2020 with over 7,500 runners attended for the races. 295
St. John Personnel, including Officers, Medical Officers and
Nursing Officers were deployed to provide First Aid coverage to
this large-scale sports event. In addition, 10 ambulances and 6
logistic vehicles were deployed for transporting injured persons
to the nearest hospital and for conveying all duty personnel to
First Aid Posts respectively. 14 bicycles from Cycle Response
Unit (CRU) were also deployed. A total of 6 injured persons
were transferred to hospitals and 351 minor injured cases were
handled.
First Aid at Schools Programme (Primary Schools)
St. John Assoc ia t ion has launched a
16-hour free first aid training programme [ 學校急救課程計劃 ( 小學 )] for Primary Five and Six school students since
28 June 2018. A total of 6,700 primary
pupils were trained in the 2018/2019
academic year. The pupils were exited to
attend the course and showed interest in
future learning.

1. During the reporting year, the Brigade discharged a total of 221,867 man-hours of volunteer first aid,
ambulance duties, dental and community services for the public.
2. In 2019/2020, the Brigade responded to 7,368 emergency and non-emergency calls for ambulance
services. A detailed breakdown of these calls is tabulated below for easy reference.

3. Dental Service
Dental service provided by Hong Kong St. John Ambulance Brigade has been in operation for over 69 years.
This is the only service provided among the global St. John Ambulance organizations.
Free dental service is made available to the elderly and patients with special needs by Brigade volunteer
dental surgeons, dental surgery assistants and members at the Dental Clinic located at the St. John
Headquarters or to the elderly homes by the Outreach Team. In addition, oral health services are provided to
the public through campaigns and special events.
The fiscal year 2019/2020 was a challenging year for the dental service due to the social unrest and
COVID-19 virus outbreak. In fact, the dental clinic and outreach service has been suspended since February
2020 but service has been continued through email to over 100 organizations to educate the patients on
oral hygiene by powerpoint presentation. Feedback was very positive because prevention is always better
than cure.
In 2019/2020, volunteers in the Dental Command provided dental services to a total of 941 patients with
1,934 cases treated in the dental clinic. In addition, 857 members of the general public received free
consultations and free basic dental treatment including oral examination, dental prophylaxis, fillings and
extractions through various health promotional projects.

Advanced Medical Life Support (AMLS) Course
The Associat ion has launched the Advanced
Medical Life Support (AMLS) Course developed
by the Na t iona l Assoc ia t ion o f Emergency
Medica l Technic ians (NAEMT) of the Uni ted
States since 2016. Apart from the didact ic
aspects, interact ive simulat ions and problem
solving scenarios have given participants realistic
exposure to similar cases. Course participants
were mainly doctors and nurses. In 2019, three
AMLS courses were conducted from June to
October 2019 with 31 participants attended.
Advanced Life Support in Obstetrics (ALSO) Course
ALSO provider courses were jointly organized by the Hong Kong College of Emergency Medicine and the
Hong Kong College of Obstetricians & Gynaecologists for the 9th consecutive year at St. John Tower. Three
ALSO courses were conducted on 3-4 April, 9-10 April and 11-12 April 2019 at St. John Tower with 120
nurses and doctors participated.

Basic Life Support in Obstetrics (BLSOTM) Provider Course
The American Academy of Family Physicians has granted the Association a license of conducting Basic
Life Support in Obstetrics (BLSOTM) Provider Course. The course objective is to provide training of
pre-hospital care providers who wish to increase their knowledge and skills in the field of obstetrics. Courses
were held between February and October 2019 with total of 94 participants. Candidates who have passed
the assessment were awarded a certificate valid for 5 years.
Pet First Aid and Emergency Care Course (PETFA)
Pet First Aid and Emergency Care Course was launched in
2015, which has grown in popularity since the first class. In
2019, two classes were held every month in average with
total of 590 participants. The first aid kit for pet was also
popular among pet owners. Around 230 kits were sold in the
past few years.
The Association took part in the Hellodog Fest 2019 on
14 April 2019 at Nursery Park, West Kowloon Cultural
District to promote PETFA.

Free Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillation (AED) Training Courses for Members of the Public
The Sir Robert Ho Tung Charitable Fund has granted the Association funding for the 10th consecutive year
for conducting free 6-hour CPR & AED training for members of the public. The project was conducted from
14 May 2019 to 30 May 2019. The number of participants was 1,827 with 28 courses. All qualified
participants were awarded the Adult CPR and AED Provider Certificate with 3 years validity.
Cardiopulmonary Resuscitation (CPR) Education Projects of Rotary
Since the sponsorship of Rotary International District 3450 in 2016, St. John has been conducting the
CPRAED course for members of the public for the 4th year. Around 3,000 members from the public have
taken part in the project. In 2019, the targeted beneficiaries were students and staff from schools.
The Opening Ceremony of the fourth phase was held on 28 September 2019 at St. John Tower.
Dr. KH WONG, JP, Controller of Centre for Health Protection, was invited as the Officiating Guest of the
ceremony. Brigade members came and shared their experiences of a case of successfully saving life for a
sudden cardiac arrest patient by applying AED machine.

Pre-hospital Trauma Life Support (PHTLS) Courses
The Association has been the sole provider of PHTLS courses in Hong Kong since 2002. The course was
developed by the National Association of Emergency Medical Technicians (NAEMT) of the United States and
was introduced to Hong Kong by the China-Hong Kong Chapter of the American College of Surgeons. This
two-day intensive course gives instructions on kinematics of injuries, assessment and management of trauma
patients with multiple injuries. Prospective trainees include doctors, nurses and pre-hospital care providers.
The 9th edition of the PHTLS course manual was released in 2018. An update seminar that provided PHTLS
Instructors a comprehensive overview of content and features was held on 2 October 2019 at St. John
Tower.

First Aid Lecturer Training Course (LTC) 2018/2019
The LTC aims to train up sufficient volunteers for the Association to teach the general public on First Aid. The
candidates have to go through various assessment, i.e. First Aid knowledge and practical assessment etc.
Eighteen candidates completed the LTC 2018/2019 and were granted St. John Lecturer (First Aid) status.
Basic Psychological Life Support (BPLS) Course
The 2-day BPLS Courses jointly developed
by the Association and the Institute of Mental
Health, Castle Peak Hospital were held from
July 2019 to November 2019. Over 100
participants joined the course to learn about
emotion, anxiety, stress, positive psychology,
common mental illness, together with the skills
for managing panic patients.

Sports Medicine Committee
With the successful promotion of First Aid Specialty Course on Sports Emergencies, the “Sports Medicine
Committee” ( 運動醫學小組 )was formally established in September 2008. Also, the Committee aims
to design a strategic plan for the development of sports related courses or workshops and to serve as
the responsible body for continuous quality assurance of sports courses held. It is an honor to have
Dr. Wilson Li, Sports Medicine Consultant, as the Chairman of the Committee. The Committee had reviewed
the curriculum and prepared a manual for the public and other interested parties, especially those working
in sports and recreation areas. In 2019, five Sports Emergencies courses were conducted with over 200
participants.
Free One Day First Aid Workshop for Hong Kong Media Organizations
Hong Kong St. John Ambulance Association provided a one-day free first aid training workshop including
3 hours first aid talk and 3 hours Cardiopulmonary Resuscitation (CPR) training for Hong Kong Media
Organizations. The project was conducted from July 2019 to Dec 2019. The number of participants was
188 in 16 courses for front-line journalists. All qualified participants were awarded the First Aid Attendance
Certificate and Adult CPR Provider Certificates with 3 years validity.

Visit to District Health Center
A visit to Kwai Tsing District Health Center was
conducted for Nursing Committee members on
13 December 2019. The staf f int roduced
center services and operation. A guided tour
was arranged to introduce all facilities in the
center. The visit enriched committee members
about the service and operation of the center.
For Lecturers/Instructors and Members
“Introduction of Venous Access” Course
As initiated by the Council Chairman, Dr Chung Chin-hung, a new course, “Introduction of Venous Access”
was launched in October 2019. The course aims to provide venous access training to St. John ambulance
crew and promote to the public later. The train-the-trainer workshop was held on 15 October 2019. And
the first course was smoothly delivered on
6 December 2019 at St. John Tower. 12 full
and part time staff from St. John ambulance
crew were enrolled in the class.

Visit and Experience Exchange at Foshan Traditional Chinese Medicine Hospital ( 佛山市中醫院 )
The visit was co-organized by the Board of Membership Affairs and Board of Public Relations and External

good exchange process. Members also visited the newly opened NAEMT training center.

support from Headquarters staff. A summary of the trainings is as below:

Special Programs
The May Fourth Flag Raising Ceremony is held every year at Golden Bauhinia Square to
commemorate the May Fourth Movement. Cadet Leader Lau Sik-wa from S.C. Gaw Combined Division and
Cadet Leader Lau Yu-kit from TWGHs Sun Hoi Director’s Combined Division were responsible for raising the
HKSAR flag in the ceremony on 4 May 2019.

With the aim to promote positive development and encourage
more teenagers to join as volunteers of Hong Kong St. John
Ambulance Brigade, a Health Promotion Day on Youth Development ( 青少年活力及發展推廣日暨嘉年華 )
organized by New Territories Command was held on Sunday,
30 June 2019 at Tsuen Wan Liu Po Shan Memorial College.
The Open ing Ce remony was o f f i c i a t ed by Mr. Cheung
Yam-lung, Vice Chairman of The Associat ion of Heads of
Secondary Schools of Tsuen Wan, Kwai Chung & Tsing Yi District.
Booths were set up for d isplay ing the ambulance equipment,
equipment of Cycle Response Unit (CRU) and sharing on academic
development paths. Seminars were also organized for promoting
the volunteerism, Cycle Response Unit and the health care related
academic programs in the universities.
Besides, first aid scenarios were set up for teenagers to participate
with the Brigade Officers and Members to let the teenagers know
more on the real situation when performing first aid duties. Basic knowledge and training about CPR and
AED were also provided to the teenagers during the event.
The Establishment Ceremony of Jordan Division cum Passing-out Parade of Hong Kong St. John Ambulance Brigade Undergraduate Membership Programme (UMP) was held on Sunday, 30 June 2019
at Kowloon Command Headquarters. Mr. Alfred Poon Sun-biu,
Brigade Commissioner inspected the parade of 47 members
who were newly recruited from the local tertiary institutions and
had completed a 26-week comprehensive training programme
satisfactorily.
Mr. Poon also presented a certificate to Mr. Stephen Chan Siu-lun,
Assistant Commissioner, Kowloon Command, symbolizing the
establishment of Jordan Division, the 17th division in Kowloon
Command. As at the end of 2019, the division had provided
nearly 2,300 man-hours of public services.

Regional Youth Competition (RYC) is a newly established bi-annual competition
for cadets from the St. John family of Hong
Kong, Singapore, Malaysia and Sri Lanka.
It is an international competition aiming at
enhancing both first aid and nursing skills
of cadets, and strengthening the bonding
and promoting fr iendship among off icers
and members from different countries and
regions. The first RYC was hosted by St. John Malaysia on 20 July 2019 in Kuala Lumpur, Malaysia. A
total of 34 delegates including 17 Officers and 17 Cadet Members of the Youth Command took part in the
competition. They won the championship in Scenario 2 of Pair Test (雙人賽場景二 ).
HK Uniformed Groups 10,000 miles Friendship Trek is a cultural exchange program jointly
organized by Hong Kong Uniformed Youth Groups and Liaison Office of the Central People’s Government,
the HKSAR. Participants of the program are youth members from all Uniformed Groups in Hong Kong.
7 Officers and 24 Cadet Members of the
Youth Command joined the 9-day Exchange
Program a t Be i j i ng, J inan, Qufu, Ta i ’an
and Qingdao from 20-28 July 2019. The
group attended the Flag Raising Ceremony
and par t ic ipated in tour to have deeper
understanding in Chinese culture, as well as
the latest socio-economic development of
China, our homeland.

Cadets’ Summer Camp 2019
i s a major annua l Youth Command
event for promoting mutual support
and f r iendsh ip among Of f icers and
Cadet Members of the St. John Youth
Command, as well as for enhancing
se l f -deve lopment and growth. The
one for 2019 was held on 2-4 August
2019 at Po Leung Kuk Jockey Club
Pak Tam Chung Holiday Camp, which
had attracted over 230 Cadet Members
to participate. Through many activities held in the summer camp including talks, competitions, campfire
and various sports activities, Cadet Members can develop positive values, self-confidence and cultivate their
sense of belonging.
In order to foster team spirits and to promote physical fitness and healthy living among Officers and
Cadet Members of the St. John Youth Command, Cadets’ Sports Day 2019 was held on Thursday,
26 December 2019 at Kowloon Tsai Sports Ground. A total of 235 Officers, Cadets and their family
members joined the event.

The Council Chairman, Dr. Chung Chin-hung was invited to comment on treatments for tear gas for i-Cable
Programme 《至 Fit男女》 on 15 August 2019.
