    Saya amat berbangga dan bersyukurkerana Laporan Tahunan 2012Perbadanan Aset Keretapi (PAK) dapatditerbitkan sebagaimana yang dijadualkan.Laporan ini memaparkan pencapaiandan kejayaan PAK sepanjang tahun 2012

    yang memberi kesan langsung kepadaperkembangan industri perkeretapiannegara.

    Bagi pihak Lembaga Pengarah dengansukacitanya saya membentangkanLaporan Tahunan dan Penyata KewanganPerbadanan ini yang berakhir pada 31Disember 2012. PAK merupakan sebuahBadan Berkanun Persekutuan di bawahKementerian Pengangkutan Malaysia yangditubuhkan di bawah Akta Keretapi 1991

    (Akta 463) dan berkuatkuasa pada 1 Ogos1992.

    Iam very proud and grateful that theRailway Assets Corporation (RAC) AnnualReport 2012 is published as scheduled.This report highlight the achievements andsuccess of RAC in 2012 which directly affectthe progress of the national railway industry.

    On behalf of the Board, I am pleased topresent RACs Annual Report and FinancialStatements ended December 31, 2012.RAC is a Federal Statutory Body under thesupervision of the Ministry of Transport,Malaysia established under the RailwaysAct 1991 (Act 463) and in force on August1, 1992.

    Tahun 2012, merupakan tahun yang pentingdalam usaha PAK untuk terus merealisasikan motoPerbadanan ini iaitu Mengungguli Pengurusan AsetKeretapi Negara agar bidang perkeretapian Negaramenjadi lebih esien dan bersepadu disampingdapat meningkatkan pendapatan Kerajaan.

    Secara keseluruhannya, usaha-usaha PAK padatahun 2012 untuk menguruskan aset-aset keretapisecara bersepadu, sistematik dan lebih esienadalah membanggakan. PAK juga telah berusahadengan gigih dan bersungguh-sungguh dalamusaha Perbadanan ini membina asas yang kukuhdan memantapkan tadbir urusnya. Secara peribadi,saya amat berpuas hati melihat pencapaian yang

    telah dikecapi PAK sepanjang tahun 2012.Saya juga ingin merakamkan ucapan terima kasihdan penghargaan kepada semua pihak, khususnyakepada warga kerja PAK yang telah menyumbangkepada kejayaan PAK sepanjang tahun 2012.

    PRESTASI PENGURUSAN DAN PEMBANGUNAN ASET-ASET KERETAPI

    Sepanjang tahun 2012, aktiviti penyewaan masihlagi menjadi core business utama PAK dalammenjana pendapatan Kerajaan. Sepanjang tahun2012, sebanyak 185 permohonan penyewaanditerima dan daripada jumlah itu sebanyak 70

    permohonan diluluskan manakala 67 permohonanpenyewaan ditolak atas sebab aktiviti atau tujuanyang tidak sesuai dengan keadaan dan kedudukantapak, permohonan yang tidak disokong olehKeretapi Tanah Melayu Berhad (KTMB) atas dasarkeselamatan operasi dan Pihak Berkuasa Tempatan(PBT) kerana permohonan tersebut bercanggahdengan zon guna tanah atau pelan perancanganPBT kawasan berkenaan manakala sebanyak 48permohonan telah ditangguhkan. Mulai Januari 2012,proses pengambilalihan penyewaan daripada KTMBtelah dilaksanakan. Dengan terlaksananya prosespengambilalihan ini jumlah penyewa PAK telahmeningkat sekaligus mendatangkan pulangan hasilyang memberangsangkan kepada Kerajaan / PAK.

    Pada tahun semasa beberapa cadanganpembangunan di atas tanah keretapi olehsyarikat swasta telah dibuat kajian dan penilaianoleh Perbadanan ini. Cadangan-cadanganpembangunan ini telah diperhalusi secara bersamadi antara PAK, Kementerian Pengangkutan (MOT),Unit Kerjasama Awam Swasta (UKAS), SuruhanjayaPengangkutan Awam Darat (SPAD) dan KTMB.Cadangan pembangunan yang kini dalam peringkatpelaksanaan adalah cadangan pembangunanstesen komuter baru yang akan diintegrasi dengan

    2012 marked as a vital year for RAC in realizing its mottoie Excellent in Countrys Railway Assets management.As the custodian for countrys railway assets industry,RAC uphold its duty diligently in ensuring the railwayindustry become more ef cient, fully integrated aswell as increasing contribution towards governmentsrevenue.

    All in all, RACs tremendous efforts in ensuringthe above is commendable. With every ounce ofcommitment, RAC has been working diligently inbuilding a strong foundation and strengthening itsgovernance. Personally, I am very pleased to look atthe level of achievement attained by RAC in 2012.

    I would also like to extend my sincere gratitude and

    appreciation to all parties, especially RACs staff whohave contributed to the success of RAC throughout2012.

    PERFORMANCE OF THE MANAGEMENT ANDDEVELOPMENT OF RAILWAY ASSETS

    For 2012, tenancy is the main core business forRAC in generating revenue for the Government.Throughout the year, a total of 185 rental applicationswere received and 70 applications have beenapproved while the other 67 applications have

    been rejected. The grounds for rejection are mainlydue to the unsuitability of business activities overthe lands conditions and locations, nonful llmentof the technical requirements by the Keretapi TanahMelayu Berhad (KTMB) and Local Authority (PBT) onthe ground of operational safety and unsuitability withthe category of land use respectively. A total of 48applications were deferred. Since January 2012, theacquisition of rental businesses from KTMB has takenplace thus resulting in tremendous revenue for theGovernment / RAC.

    In the current year, number of development proposalson railway land by private companies have beenreviewed and evaluated by RAC. These developmentproposals were jointly scrutinized by RAC, Ministryof Transport (MOT), Public Private Partnership Unit(UKAS), Land Public Transport Commission (SPAD)and KTMB. The developments which are now at theimplementation stage are the Development of a NewCommuter Station which will be integrated with theAbdullah Hukum Putra LRT.

    Stesen Putra LRT Abdullah Hukum yang akanmenghubungkan dengan projek pembangunan KLEco City, The Garden dan Mid Valley serta pajakantanah selama 60 tahun bagi Projek PembangunanStesen Bersepadu Kajang 2 di atas Lot 853, MukimKajang, Selangor yang dijangka siap pada bulanMac 2015.

    Di bawah intipati Program Tranformasi Kerajaan (GTP)dalam mempertingkatkan pengangkutan awambandar, PAK sebagai sebuah badan berkanundi bawah Kementerian Pengangkutan telahdipertanggungjawabkan untuk menambah kira-kira6,800 tempat meletak kereta baru di 14 stesen komutersekitar Lembah Klang. Untuk tujuan itu, sebanyak 12Stesen KTM Komuter telah dikenalpasti mempunyaikeluasan tanah yang sesuai untuk dilaksanakanpembinaan tempat letak kereta secara bertingkat

    dan at-grade bagi memberi kemudahan kepadapengguna komuter di bawah inisiatif National KeyResult Area (NKRA). Stesen-stesen komuter yangterlibat antaranya adalah Padang Jawa, Seremban,Batang Benar, Petaling, Kepong dan Kajang.

    PRESTASI KEWANGAN PERBADANAN ASET KERETAPI

    Pada tahun 2012, PAK mencatatkan peningkatanhasil kutipan sewa yang sangat membanggakaniaitu RM12.020 juta berbanding hanya RM5.344

    juta pada tahun 2011. Peningkatan sebanyak 69.22peratus ini adalah hasil daripada kerjasama tindakanproaktif yang diambil Unit Kewangan dan BahagianPengurusan Hartanah serta proses pengambilalihan

    penyewaan daripada KTMB mulai Januari 2012.Selain itu, Perbadanan ini turut mencatatkankenaikan berterusan bagi hasil daripada Lain-lainPendapatan iaitu RM2.22 juta berbanding kutipanyang direkodkan pada tahun 2011 iaitu berjumlahRM605 ribu. Peningkatan ketara ini sebahagianbesarnya disumbang oleh hasil jualan bahan lusuhbagi memberi laluan kepada Projek LandasanBerkembar Ipoh Padang besar dan Projek LandasanBerkembar Seremban Gemas.

    Sementara itu, perbelanjaan mengurus PAK telahmencatatkan penurunan daripada RM11.6 jutakepada RM9 juta antaranya disebabkan PAK hanyamembayar cukai untuk tahun semasa. Namunbegitu terdapat peningkatan belanja daripada segipembayaran emolumen, bayaran gaji kepada PekerjaSambilan Harian (PSH), bayaran caj guaman bagiperjanjian penyewaan, pajakan dan pembangunantanah serta pemberian kepada Kerajaan Negeri.Memandangkan sumber peruntukan pemberianKerajaan adalah terhad, PAK menggunapakai sumberkewangan daripada hasil kutipan sewa 2011 dan2012 untuk menampung sebahagian perbelanjaanPAK terutama pembayaran cukai tanah dan cukaitaksiran. Keseluruhan belanja pengurusan aset yangdirekodkan adalah sebanyak RM3,232,739.00

    This station will connect to the KL Eco City, The Gardenand Mid Valley; and the 60-year Land Lease for theKajang 2 Integrated Station Development Project inLot 853, Mukim Kajang, Selangor, which is expected tobe completed in March 2015.

    As the essence of the Government TransformationProgramme (GTP) is to improve the urban publictransport, RAC has been entrusted with theresponsibility to increase approximately 6,800 newparking spaces at 14 commuter stations in KlangValley. Thus in 2012, a total of 12 commuter stationswith appropriate area of land have been identi ed forthe construction of multi-storey and at-grade car parksfor the convenience of commuter customers underthe initiative of the National Key Result Area (NKRA).The stations involved are Padang Jawa CommuterStation, Seremban Commuter Station, Batang Benar

    Commuter Station, Petaling Commuter Station,Kepong Commuter Station and Kajang CommuterStation.

    FINANCIAL PERFORMANCE OF RAILWAY ASSETS RAC

    In 2012, RAC income from tenancy activities hasimpressively increased to RM12.020 million fromRM5.344 million in 2011. The 69.22 percent increase isthe result of a proactive collaboration between RACsFinancial Unit and the Property Management Divisionand also due to the rental acquisition from KTMB sinceJanuary 2012. In addition, RAC has also recorded a

    continuous increase of income in other revenue i.e.RM2.22 million compared to RM605 thousand in 2011.This signi cant increase was mainly contributed bysales of railway scraps in order to give way to the Ipoh- Padang Besar and Seremban Gemas Electri edDouble Track Projects.

    Meanwhile, RACs operational expenses hasdecreased from RM11.6 million to RM9 million. Thereason for the reduction is the payment made byRAC for taxes is only for the current year. However,there is an increase in the payment of emoluments,salary of Daily Temporary Workers (PSH), legal chargesfor tenancy, lease and development agreementsas well as grant for the State Government. In view ofthe limited resources allocated by the Government,RAC has utilized the internal fund especially for thepayment of quit rents and assessments. The totalamount of asset management expenses is recordedto be at RM3, 232,739.

    With the success of RAC in increasing the revenueimpressively, and successfully implement the railwayrelated projects, I believe RAC is well positioned toperform its duties as set in the Railways Act 1991.

    Dengan kejayaan PAK mencatatkan peningkatankutipan hasil yang memberangsangkan dankejayaan melaksanakan projek-projek perkeretapian,saya percaya PAK mampu melaksanakan tugasnyasebagaimana yang termaktub dalam Akta Keretapi1991. Saya yakin dengan tekad dan iltizam yang

    jitu, PAK sebagai sebuah badan berkanun mampubersaing dan berdiri teguh setanding dengan badan-badan berkanun yang lain. Walau pun terpaksamendepani pelbagai cabaran dan isu semasa,Laporan Tahunan dan Penyata Kewangan 2012 inimembuktikan PAK telah berjaya menjadi sebuahbadan berkanun yang boleh dibanggakan. Tahniahdan syabas saya ucapkan.

    Sebelum saya mengakhiri kata-kata ini, sekalungucapan tahniah dan setinggi-tinggi penghargaandiucapkan kepada semua staf PAK yang terlibat

    1 Pengenalan 1 Introduction

    1.1 Railway Assets Corporation (RAC) is a FederalStatutory Body under the Ministry of TransportMalaysia. It was established under the Railways Act1991 (Act 463). RAC was gazetted under Volume 36No.16 on 30th July 1992 and was fully operational ason organization on 1st August 1992, the same time theMalayan Railway Administration was corporatized andknown as Keretapi Tanah Melayu Berhad (KTMB). TheCorporation was formed in line with the Governmentsmove to boost the railway industry in Malaysia to be apar with the railway industry with the enforcement ofthe Railways Act 1991 and the revocation of RailwaysOrdinance 1948, where three (3) major entities wereestablished, namely :

    a) Department of Railway A regulatory body of railway and railway safety in

    Malaysia.

    b) Railway assets CorporationAgency entrusted with the responsibilities tomanage railway assets.

    c) Keretapi Tanah Melayu BerhadA corporatized body to provide railwayoperation service.

    1.2 Through the corporatization programme, the

    Malayan Railway Administration was disbanded, andall its property and assets, as well as railway land underthe Federal Land Commissioner are vested in the RAC,while the railway operation services were taken overby Keretapi Tanah Melayu Berhad (KTMB). In otherwords, RAC is a Governments agency, which was setup as a caretaker and business planner to govern andinterpret railway assets into valuable property capableof generating continuous income for the Government.The decision to corporatise the Malayan RailwayAdministration was made with the aim to prevent therailway service in industry from being fully dependenton the Government. Besides, the corporatizationwas also a part of the Governments efforts to turnthe Malayan Railway Administration into viable andcompetitive company, which can compete with otherprivate railway service providers in Malaysia.

    1.1 Perbadanan Aset Keretapi (PAK) merupakansebuah Badan Berkanun Persekutuan di bawahKementerian Pengangkutan Malaysia yangditubuhkan di bawah Akta Keretapi 1991 (Akta 463)dan berkuatkuasa pada 1 Ogos 1992. PAK telahdiwartakan melalui Warta Kerajaan No.16, Jilid 36pada 30 Julai 1992 dan mula beroperasi secararasminya sebagai sebuah organisasi pada 1 Ogos1992 serentak dengan pengkorporatan Keretapi TanahMelayu (KTM). PAK ditubuhkan hasil daripada langkahKerajaan untuk mengkorporatkan pentadbiran KTM sebuah agensi milik Kerajaan yang diwujudkanuntuk membantu industri perkeretapian negaraberkembang maju dan berdaya saing setandingdengan industri keretapi di negara-negara maju.

    Hasrat ini dilaksanakan melalui penggubalan AktaKeretapi 1991 dan pemansuhan Ordinan Keretapi1948 di mana tiga (3) entiti utama diwujudkan iaitu :

    a) Jabatan Keretapi MalaysiaAgensi kawal selia dan keselamatan keretapi.

    b) Perbadanan Aset KeretapiAgensi yang bertanggungjawab ke ataspengurusan dan pentadbiran aset-aset keretapi.

    c) Keretapi Tanah Melayu BerhadMerupakan organisasi pengganti bagi

    menjalankan operasi keretapi.

    1.2 Melalui pengkorporatan tersebut, segala hartadan aset-aset keretapi yang dahulunya di bawahPentadbiran Keretapi Tanah Melayu (KTM) telahdibubarkan, dan tanah keretapi di bawah PesuruhjayaTanah Persekutuan (PTP) adalah terletakhak kepadaPAK, manakala operasi perkhidmatan keretapidikendalikan oleh Keretapi Tanah Melayu Berhad(KTMB). Dalam erti kata lain, PAK merupakan sebuahagensi Kerajaan yang diwujudkan untuk bertindaksebagai caretaker dan perancang perniagaan untukmenjaga dan menterjemahkan aset-aset keretapikepada sesuatu harta yang bernilai dan mampumenjana pendapatan yang berterusan kepadaKerajaan. Keputusan Kerajaan untuk mengkorporatkanKTM adalah untuk mengurangkan kebergantunganindustri perkeretapian negara kepada Kerajaansepenuhnya. Program pengkorporatan KTM antaralainnya merupakan satu daripada usaha untukmenjadikan KTM sebagai sebuah syarikat yangberdaya saing serta setanding dengan penyediaperkhidmatan (service provider) keretapi milik swastayang lain di Malaysia.

    1.3 With the corporatization, the responsibilities andduties entrusted to RAC are as follows:

    i. To manage all assets and liabilities owned by theMalayan Railway Administration before 1st August

    1992, so that KTMB does not have to carry theburden of past debts and non-operational costsits shoulders;

    ii. To execute the responsibilities to develop andre-develop railway infrastructures do that KTMBwill be able to concentrate in the operation andproviding excellent railway services to the users inthe country; and

    iii. To nance railway infrastructure developmentusing sources gathered from various activities suchas rental, leasing and Government allocation.

    1.4 At present, RAC is led by seven (7) membersof non-executive Board of Directors, comprisingrepresentatives from various ministries andGovernment agencies. The appointment of thesemembers is line with Section 89(2) of the Railways Act1991 (Act 463), which sated that the RAC shall consistof the following members who shall be appointed bythe Ministers of Transport:

    i. A representative of Ministry of Transport;ii. A representative of Treasury;iii. A representative of Economic Planning Unit;iv. Federal Land and Mineral Department Director-

    General;v. General Manager of Railway assets Corporation

    who shall be an ex-of cio member; and vi. Not more than two other members.

    1.5 Realising the fact that the responsibilities and rolesplayed by RAC are getting crucial, RAC has added thetotal of oersonnel from 16 staff to 38 staff. This move is toensure that the tasks and responsibilities entrusted toRAC can be implemented ef ciently and successfully.At present, the operation of RAC is conducted by 38staff comprising those from the Top ManagementLevel, Management and Professional Group, Support

    Group I and II. The summary of personnel in RAC is asshown in table 1 below:-

    1.3 Dengan terlaksananya program pengkorporatanini, maka tugas dan tanggungjawab PAK adalahseperti berikut:

    i. Meletakkan pengurusan aset, hak dan liabiliti

    Pentadbiran KTM sebelum 1 Ogos 1992 kepadaPAK supaya syarikat pengganti (KTMB) bebasdaripada tanggungan hutang dan kos-kos bukanoperasi yang membebankan;

    ii. melaksanakan tanggungjawab memaju danmemajukan semula infrastruktur keretapi supayasyarikat pengganti (KTMB) dapat memberikantumpuan sepenuhnya kepada operasi danperkhidmatan keretapi di negara ini; dan

    iii. membiayai pembangunan infrastruktur keretapiyang telah dipertanggungjawabkan melaluisumber-sumber yang diperolehi dari aktiviti-aktivitipenyewaan, pajakan dan peruntukan Kerajaan.

    1.4 Pada masa ini, PAK diterajui oleh tujuh (7) orangLembaga Pengarah bukan eksekutif terdiri daripadawakil-wakil pelbagai Kementerian dan agensi-agensiKerajaan. Pelantikan kesemua Lembaga PengarahPAK adalah selaras dengan Seksyen 89(2) AktaKeretapi 1991 (Akta 463) yang mana ianya perludilantik oleh Menteri Pengangkutan seperti berikut:

    i. Seorang wakil Kementerian Pengangkutan;ii. Seorang wakil Perbendaharaan;iii. Seorang wakil Unit Perancang Ekonomi;iv. Ketua Pengarah Tanah dan Galian;v. Pengurus Besar Perbadanan Aset Keretapi

    hendaklah menjadi anggota ex-ofcio; danvi. Tidak lebih daripada dua orang anggota lain.

    1.5 Menyedari hakikat bahawa tanggungjawab danperanan yang dimainkan oleh PAK semakin penting,maka PAK telah menambah jumlah perjawatandaripada 16 orang kepada 38 orang. Langkah yangdiambil ini adalah bagi memastikan tugas dantanggungjawab yang telah diamanahkan kepadaPAK dapat dilaksanakan dengan sempurna dandengan jayanya. Kini, operasi PAK dilaksanakan oleh

    38 staf yang meliputi kumpulan Pengurusan Tertinggi,Pengurusan dan Profesional, Sokongan I dan II.Ringkasan mengenai perjawatan di PAK adalahseperti jadual 1 di bawah:-

    2 RAC S JURISDICTIONS

    2.1 RAC s jurisdictions are clearly stated in the RailwaysAct 1991 (Act 463) and they comprise the followingaspects:

    i. Acquire and enjoy movable and immovableproperty [Sec.89 (1)]

    ii. Membership and functions [Sec.89(2) and 89(8)] iii. Appointment of Chief Executive Of cer [Sec.90(1)iv. Vesting of assets in the RAC [Sec.92(2) and 93] v. Liabilities enforceable against the RAC or

    Federal Land Commissioner (Sec.95)vi. Appointment of staff [Sec.96(1)] vii. Establishment of RAC Fund [Sec.98(1)] 98(4)] viii. Deal with any immovable property (Sec.103)

    3 CLIENTS CHARTER

    3.1 RAC is always concern about the need ofdevelopment in the railway sector and will continueto assist the Government in developing railwayinfrastructures in the country. To this end, the RAC willensure that:

    i. Application for lease of railway land will beprocessed within the period of 90 days.

    ii. Rental application of railway land and way leavewill be processed within 60 days.

    iii. Acquisition and disposal of railway infrastructureassets through tenders and quotations will beprocessed within 180 days.

    iv. Application for development on railway land willbe processed within 180 days.

    4 QUALITY POLICY

    4.1 RAC is always committed develop and the servicethat will ful ll the needs and satisfaction of its clientsthrough quality service, while adhering to the stipulatedrules and regulations. The implementation of servicesin RAC is based on the MS ISO 9001:2008 with focusgiven on the efforts for continuous improvement.

    2 PUNCA KUASA PAK

    2.1 Punca kuasa PAK seperti yang terdapat dalamAkta Keretapi 1991 (Akta 463), merangkumi bidang-bidang berikut:-

    i. Memegang dan menikmati harta alih dan hartatak alih [Sek. 89 (1)]

    ii. Keanggotaan dan fungsi [Sek. 89(2) dan 89(8)]iii. Pelantikan Ketua Pegawai Eksekutif [Sek. 90(1)]iv. Peletakhakkan harta kepada PAK [Sek. 92(2) dan

    93]v. Segala liabiliti yang dikuatkuasakan terhadap

    PAK atau Pesuruhjaya Tanah Persekutuan (PTP)(Sek. 95)

    vi. Pelantikan kakitangan [Sek. 96(1)]vii. Penubuhan Kumpulan Wang PAK [Sek. 98(1) 98

    viii. Mengurusniagakan harta tak alih (Sek. 103)

    3 PIAGAM PELANGGAN

    3.1 PAK sentiasa peka dengan keperluan sektorperkeretapian dan akan berusaha membantuKerajaan membangunkan infrastruktur keretapi dinegara ini. Untuk tujuan ini, PAK akan memastikan:

    i. Permohonan pajakan tanah keretapi diprosesdalam tempoh 90 hari.

    ii. Permohonan sewaan tanah keretapi dantumpang lalu akan diproses dalam tempoh 60hari.

    iii. Perolehan dan pelupusan aset-aset infrastrukturkeretapi melalui tender dan sebutharga diprosesdalam tempoh 180 hari.

    iv. Permohonan pembangunan di atas tanah-tanahkeretapi akan diproses dalam tempoh 180 hari.

    4 DASAR KUALITI

    4.1 PAK sentiasa komited untuk melaksanakandan menyediakan perkhidmatan yang memenuhikehendak dan kepuasan pelanggan menerusiperkhidmatan yang berkualiti, mematuhi aktaserta peraturan yang ditetapkan. Perlaksanaanperkhidmatan di PAK adalah berasaskan kepada MSISO 9001:2008 dengan menekankan kepada usaha-usaha penambahbaikan secara berterusan.

    5 AUTHORISED FUNCTIONSACCORDING TO RAILWAYS ACT 1991

    5.1 RAC is a Federal Statutory Body under Ministry ofTransport. It was established under the Railways Act

    1991 (Act 463) and was fully operational since 1stAugust 1992.

    Its functions as stipulated under the Railways Act 1991are:

    Section 89(8)

    a) To manage, administer and maintain:

    i) All properties and rights of the MalayanRailways Administration under the repealedOrdinance which by virtue of Section 92 are

    vested in the Corporation;

    ii) All property vested in, held or acquired bythe Federal Land Commissioner under therepealed Ordinance which by virtue of Section93 are vested in the Corporation, and tomanage and administer all liabilities inrespect thereof;

    b) To promote and undertake projects for thedevelopment or re-development of any railwayinfrastructure or facilities; and

    c) To carry out and perform such other functions asmay be prescribed by the Minister under thisAct.

    Section 92(2)

    All properties, rights and liabilities of the MalayanRailway Administration under the repealed Ordinanceshall, upon the commencement of this Act, vest in theCorporation without any conveyance, assignment ortransfer whatsoever and all references to MalayanRailway Administration, Malayan Railway, orGeneral Manager, Malayan Railway in relationto such property in any instrument, deed, title,document or written law shall be construed as if allsuch references were references to the Railway assetsCorporation.

    Section 93

    All properties vested in, held or acquired by the FederalLand Commissioner under the repealed Ordinanceshall vest in the Corporation under this Act within anyconveyance, assignment or transfer whatsoever forthe like title, estate, or interest and on the like tenureas the same was vested or held immediately beforethe commencement of this Act and all references to

    the Federal Land Commissioner in relation to such

    5 BIDANG TUGAS MENGIKUTPERUNTUKAN AKTA KERETAPI 1991

    5.1 PAK adalah sebuah Badan Berkanun Kerajaanyang ditubuhkan di bawah Akta Keretapi 1991 dan

    telah beroperasi secara rasminya pada 1 Ogos 1992.

    Fungsi-Fungsi Perbadanan mengikut Akta Keretapi1991 adalah:

    Seksyen 89(8)

    a) Untuk mengurus, mentadbir danmenyelenggarakan:-

    i) Segala harta dan hak Pentadbiran KeretapiTanah Melayu di bawah Ordinan termansuhyang menurut kuasa Seksyen 92 adalah

    terletak pada Perbadanan;

    ii) Segala harta yang terletakhak pada, ataudiperolehi oleh Pesuruhjaya TanahPersekutuan di bawah Ordinan termansuhyang menurut kuasa Seksyen 93 adalahterletak hak pada Perbadanan dan untukmengurus dan mentadbir segala liabilitiberkenaan dengannya;

    b) Untuk mengusahakan projek-projek bagipemajuan atau pemajuan semula mana-manainfrastruktur atau kemudahan keretapi; dan

    c) Untuk menjalankan dan melaksanakan apa-apa fungsi lain sebagaimana yang ditetapkanoleh Menteri di bawah Akta ini.

    Seksyen 92(2)

    Segala harta, hak dan liabiliti Pentadbiran KeretapiTanah Melayu di bawah Ordinan termansuhhendaklah apabila mula berkuatkuasanya Aktaini, terletakhak pada Perbadanan tanpa apa-apa jua pun pemindahhakan, penyerahhakanatau pemindahan dan segala sebutan mengenaiPentadbiran Keretapi Tanah Melayu, Keretapi TanahMelayu, atau Pengurus Besar, Keretapi Tanah Melayuberhubungan dengan mana-mana harta dalamapa-apa suratcara, suratikatan, hakmilik, dokumenatau undang-undang bertulis hendaklah ditafsirkanseolah-olah segala sebutan sedemikian adalahsebutan mengenai Perbadanan Aset Keretapi.

    Segala harta yang terletakhak pada, dipegangatau diperolehi oleh Pesuruhjaya Tanah Persekutuandi bawah Akta ini tanpa apa-apa jua punpemindahhakan, penyerahhakan atau pemindahan

    8 MANAGEMENT AND ADMINISTRATION

    The Management Service Division is the backbone ofRAC in managing, administering and maintaining allresources in the Corporation. It comprises three Units,

    namely Administration, Finance and Account, andInformation Management. This division has been giventhe responsibility to administer and manage RACsresources to ensure its ef cient and effective operationbased on the applicable circulars as guidelines setby the Government according to current needs of thecorporation. In addition, the Management ServicesDivision ensures the continuous production of trainedand innovative human capital to suit the evolvingquality of work, ICT development and situation toenhance and shape its corporate image and help inachieving the speci ed mission and vision of RAC.

    8.1 AdministrationRAC s Administration Unit is led by an Administrationand Finance Manager (Grade M48) with the helpof an Administrative Of cer (N41), an AssistantAdministrative Of cer (N27). There is also a SeniorAdministrative Assistant (Clerical/Operation) (N22),Clerical Administrative Assistant/Operation (N17),Assistant of the Of ce Secretary (N17), GeneralOf ce Assistant (N1) and two (2) Drivers (R3) underthis same structure to ensure the smooth running ofadministration affairs. The units is responsible for theadministration and of ce maintenance management,of cial vehicle management and human resourceand personnel management.     8 PENGURUSAN DAN PENTADBIRAN

    Bahagian Khidmat Pengurusan merupakan tulangbelakang PAK dalam mengurus, mentadbir danmenyelenggara sumber-sumber yang ada di dalam

    PAK. Terdapat tiga unit yang diletakkan di bawahbahagian ini iaitu Unit Pentadbiran, Unit Kewangandan Unit Pengurusan Maklumat. Bahagian inidipertanggungjawabkan dalam mentadbir danmengurus sumber-sumber di PAK bagi memastikanPAK ini dapat beroperasi dengan cekap dan esyenberpandukan kepada pekeliling-pekeliling yangdigunapakai mengikut keperluan semasa PAK yangmana garis panduan tersebut telah ditetapkanKerajaan. Selain itu, Bahagian Khidmat Pengurusansentiasa memastikan modal insan yang terlatih danberinovatif dilahirkan selaras dengan peredarankualiti kerjaya, pembangunan ICT dan keadaan

    semasa bagi meningkatkan dan membentuk imejkorporat dalam membantu PAK mencapai misi danvisi yang telah ditetapkan.

    8.1 Pentadbiran Unit Pentadbiran di PAK diketuai oleh seorang PengurusPentadbiran dan Kewangan Gred M48 (Terbuka)dengan dibantu oleh seorang Pegawai Tadbir (N41)dan Penolong Pegawai Tadbir (N27). Di bawah strukturini juga, terdapat seorang Pembantu Tadbir Kanan(Perkeranian / Operasi) (N22), Pembantu TadbirPekeranian / Operasi (N17), Pembantu SetiausahaPejabat (N17), Pembantu Am Pejabat (N1) dan dua(2) orang Pemandu (R3) bagi memastikan segalaurusan Pentadbiran berjalan dengan lancar. Unit inibertanggungjawab dalam pengurusan hal ehwalpejabat, penyelenggaraan aset alih dan pengurusanstor, pengurusan kenderaan rasmi jabatan danpengurusan sumber manusia, perjawatan jugalatihan.     8.1.1 Stafng

    As at 31st December 2012, RAC has 38 staff, comprisinga General Manager (Grade Utama C) who leads theTop Management Level, fourteen (14) of cers in theManagement and Professional Group and twentythree (23) staff in the Support Group I and II. Theincrease of 22 new staff was made possible throughthe warrant of Occupation Bill K21/2008 dated 28thJuly 2008. With the increase in the number of its staff,it is hoped that the RAC s capability to manageand develop railway assets, involving the upgradingof railway infrastructure like the Ipoh - Padang Besarand Seremban - Gemas Electri ed Double TrackingProjects, as well as other development on RAC-ownedland will be improved.

    8.1.1 Perjawatan

    Sehingga 31 Disember 2012, PAK mempunyai 38warga kerja yang terdiri daripada seorang PengurusBesar (Gred Utama C) yang menerajui KumpulanPengurusan Tertinggi, lima belas (15) pegawaidaripada Kumpulan Pengurusan dan Profesional dandua puluh empat (23) orang staf daripada KumpulanSokongan I dan II. Pertambahan sebanyak 22 jawatanbaru di PAK ini diperolehi melalui Surat KelulusanPerjawatan Bil K21 Tahun 2008 bertarikh 28 Julai2008. Dengan pertambahan jawatan ini, keupayaanPAK untuk mengurus dan membangunkan semuaaset-aset keretapi yang melibatkan perlaksanaanprojek-projek menaiktaraf infrastruktur keretapi sepertiProjek Landasan Berkembar Elektrik (PLBE), ProjekNational Key Result Area (NKRA) dan lain-lain projekpembangunan di atas tanah-tanah milik PAK dapatdipertingkatkan.

    8.1.2 Human Resource Development

    To ensure that the RAC continues to operate ef ciently,effectively and with integrity, the Administrative Unit asthe unit involved in human resource management will

    ensure that all activities involving mustering up theenergy of labour are organised and carefully plannedin order to achieve the goals outlined by the RAC.

    In line with the increasing number of humanresources in this Corporation, RAC is able to performthe entrusted tasks more effectively to ensure that theorganization remains viable in rank or better than theother statutory bodies. The service delivery system tothe public is also enhanced from time to time to meetthe requirements and satisfaction of the stakeholdersand customers. This is done through:

    i. Providing output-oriented service with quality,fast and conform to customers needs.

    ii. Practising excellent and quality working cultureand principles.

    iii. Ensuring a constant update and improvement ofsystems and procedures from time to time.

    The Administration Unit is aware that trained employeesare important assets of an organisation. Therefore,serious attention has been given in terms of trainingand courses in which the implementation of theseactivities on an ongoing basis will help to produceinnovative workers with high skills and expertise in aparticular eld. In addition, as the coordinator of theReducing Bureaucracy Task Force, The AdministrationUnit also has the following goals:

    i. Improving the working procedures and systemsto ensure quick and ef cient service to customers,stakeholders and ensure that there is no roomand opportunity to allow any fraud, abuse ofpower and corruption;

    ii. Supervising research and amendments of theRailways Act 1991 to suit current situation without

    compromising the smooth and effective servicesand propose appropriate amendments to the Actand the regulations;

    iii. Revising the Customer Charter from time to timewhile making improvements to the vowed servicesin the Customer Charter including makinganalysis on feedbacks obtained from thecustomer complaint forms;

    8.1.2 Pembangunan Sumber Manusia

    Untuk memastikan PAK terus beroperasi dengancekap, berkesan dan berintegriti, Unit Pentadbiranselaku unit yang terlibat dalam pengurusan sumber

    manusia akan memastikan setiap aktiviti yangmelibatkan penggemblengan tenaga kerja diaturdan dirancang dengan teliti agar ianya dapatmencapai matlamat yang telah digariskan oleh PAK.

    Sejajar dengan pertambahan bilangan sumbermanusia di Perbadanan ini, PAK mampumelaksanakan tugas yang dipertanggungjawabkandengan lebih berkesan bagi memastikanorganisasi ini kekal berdaya maju seiring ataulebih baik berbanding badan berkanun lain.Sistem penyampaian perkhidmatan kepada orangramai turut dipertingkatkan lagi dari semasa kesemasa bagi memenuhi kehendak dan kepuasanstakeholder serta para pelanggan. Tanggungjawabini dilaksanakan melalui:

    i. Pemberian perkhidmatan yang berorientasikankeluaran (output) yang berkualiti, cepat danmenepati keperluan pelanggan.

    ii. Pengamalan prinsip dan budaya kerja yangcemerlang serta berkualiti; dan

    iii. Memastikan sistem dan prosedur kerja sentiasadikemaskini dan ditambahbaik dari semasa kesemasa.

    Unit Pentadbiran sedar bahawa pekerja yang terlatihmerupakan aset penting dalam sesebuah organisasi.Justeru itu, tumpuan yang serius telah diberikankepada bidang latihan dan kursus di mana denganpelaksanaan aktiviti ini secara berterusan, ianya akanberupaya melahirkan pekerja yang berinovatif danmempunyai kemahiran serta kepakaran yang tinggidalam sesuatu bidang. Selain itu, sebagai penyelaraskepada Pasukan Petugas Bagi MengurangkanKarenah Birokrasi, Unit Pentadbiran juga mempunyaimatlamat seperti berikut:

    i. Menambahbaik sistem dan prosedur kerjabagi memastikan perkhidmatan yang cepatdan cekap kepada pelanggan, stakeholder sertamemastikan tidak terdapat ruang dan peluangyang membolehkan berlakunya penyelewengan,salah guna kuasa dan rasuah;

    ii. Mengurusetiakan kajian dan pindaan terhadapAkta Keretapi 1991 mengikut kesesuaian semasatanpa menjejaskan kelancaran dan keberkesananperkhidmatannya serta mencadangkanpindaan-pindaan yang sewajarnya kepada aktadan peraturan tersebut;

    iv. Reviewing and deciding the necessary tools toenhance delivery of service to the public.

    8.1.3 Information Update of RAC Staff

    In addition to administrative duties, the Unit is alsoresponsible for managing the affairs of human resourcesespecially in matters of updating information involvingthe service of of cers/staff. Since the appointments ofRACs senior of cers is an open recruitment, thus theinformation about the tranfers of of cers/staff in RACneeds to be updated from time to time. At present,all of the staff information has been compiled in theHuman Resource Management Information System(HRMIS) to facilitate the maintenance and updatingof personal data of staff as well as a reference bythe PSD starting from the date of their appointmentuntil the date of retirement. In addition, all informationconcerning the movements of a staff are also recordedin the Government Services Book provided speci callyfor this purpose.

    8.1.4 Ofce General Management

    Government has high expectations for all departmentsand agencies to cooperate and collaborate indeveloping the nation to ensure the comfort and well- being of people. In this regard, RAC too, would not missto participate in implementing policies and plans tooptimise the use of available resources to avoid wasteand abuse.

    To realise this hope, the Administration Unit alwaysensure that the task is implemented properly to providethe best service involving the following aspects:

    Provide and display the Vision, Mission, Objectives,Functions, Customer Charter and OrganisationalChart of RAC inside the of ce and make sure thatthey are understood by all staff;

    i. Prepare the Strategic Plan, Human ResourceStrategic Plan, Code of Ethics, Key PerformanceIndicator (KPI), Training Operational Plan (POL) ofRAC and make sure the Desk Files and Manual

    of Work Procedures (MWP) of each post arealways updated from time to time;

    ii. Prepare the Annual Work Targets (SKT) ofDepartment and make sure that each of cer hastheir own SKT;

    iii. Make sure that all staff prioritise the importanceto comply with relevant regulations andgovernment circular in force;

    iv. Emphasize the use of information andcommunication technology (ICT) in of ce

    management;

    iii. Mengkaji semula Piagam Pelanggan dari semasake semasa di samping melakukanpenambahbaikan kepada perkhidmatan yangdijanjikan di bawah Piagam Pelanggan termasukmembuat analisa terhadap maklum balas yang

    diperolehi daripada borang aduan pelanggan;

    iv. Mengkaji dan menentukan bekalan peralatanyang perlu bagi meningkatkan tahappenyampaian perkhidmatan kepada orangramai.

    8.1.3 Pengemaskinian Maklumat Staf PAK

    Selain tugas-tugas pentadbiran, Unit ini juga bertanggungjawab dalam hal ehwalpengurusan sumber manusia khususnya dalamurusan pengemaskinian maklumat-maklumatyang melibatkan perkhidmatan pegawai/staf.Memandangkan pengisian jawatan bagi pegawaiatasan PAK adalah secara terbuka, maka maklumat-maklumat pertukaran pegawai/staf di PAK perludikemaskini dari semasa ke semasa. Pada masa ini,semua maklumat staf telah dimasukkan ke dalamSistem Maklumat Pengurusan Sumber Manusia(HRMIS) bagi memudahkan data peribadi stafdiselenggara dan dikemaskini serta dijadikan bahanrujukan oleh JPA bermula dari tarikh pelantikansehingga tarikh persaraan. Selain itu, segalamaklumat mengenai pergerakan seseorang staf turutdirekodkan dalam Buku Perkhidmatan Kerajaan yangdisediakan khas untuk tujuan tersebut.

    8.1.4 Pengurusan Am Pejabat

    Kerajaan mempunyai harapan yang tinggikepada semua jabatan dan agensi pelaksanaagar dapat bekerjasama dan berganding bahudalam membangunkan negara demi memastikankeselesaan dan kesejahteraan dapat dinikmatioleh rakyat. Dalam hubungan ini, PAK juga tidakketinggalan untuk turut serta dalam melaksanakandasar dan rancangan bagi mengoptimumkanpenggunaan sumber yang ada untuk mengelakkanpembaziran dan penyalahgunaan.

    Bagi merealisasikan harapan tersebut, UnitPentadbiran sentiasa memastikan tugasan inidilaksanakan dengan sempurna dalam memberikanperkhidmatan yang terbaik melibatkan aspek-aspekberikut:

    i. Menyedia dan mempamerkan Visi, Misi, Objektif,Fungsi, Piagam Pelanggan dan Carta OrganisasiPAK di ruang pejabat serta memastikan semuastaf memahaminya;

    ii. Menyediakan Pelan Strategik PAK, Pelan Strategik

    v. Promote healthy relationships between of cersby providing a harmonious and condusiveworking atmosphere;

    vi. Apply a psychological approach in human

    resource management;

    vii. Establish and strengthen collaborationmechanisms of RAC with other agencies todevelop the railway sector of the country forthe future.

    8.1.5 Courses and Trainings

    In the effort to produce capable, innovative andcompetitive human resources, RAC has developedand implemented various human resourcedevelopment programmes in a systematic and orderlymanner. Each staff will be sent to short-term and long- term courses appropriate to their eld of work, shouldthe need arise. The courses and trainings are crucialto increase the knowledge and skills of of cers/staffand ensure the practice and application of positivevalues while performing the tasks entrusted.

    Throughout 2012, RAC has also held internal seminars/ workshops and courses for all of its of cers/staff asfollows;

    Indicator (KPI), Pelan Operasi Latihan (POL) danmemastikan Fail Meja dan Manual Prosedur Kerja(MPK) setiap perjawatan sentiasa dikemaskinidari semasa ke semasa;

    iii. Menyediakan Sasaran Kerja Tahunan (SKT)Jabatan dan memastikan setiap pegawaimempunyai SKT masing-masing;

    iv. Memastikan agar semua staf memberi keutamaanakan kepentingan pematuhan kepada peraturan-peraturan berkaitan dan Pekeliling-PekelilingKerajaan yang berkuatkuasa;

    v. Mengutamakan penggunaan teknologimaklumat dan komunikasi (ICT) di dalampengurusan pejabat;

    vi. Menggalakkan perhubungan yang sihat diantara pegawai-pegawai dengan menyediakansuasana kerja yang harmoni dan kondusif;

    vii. Menggunakan pendekatan psikologi dalampengurusan sumber manusia jabatan; dan

    viii. Mewujud serta mengukuhkan mekanismekerjasama di antara PAK dengan agensi-agensilain untuk memajukan sektor pekeretapiannegara ini di masa-masa akan datang.

    8.1.5 Kursus dan Latihan

    Dalam usaha melahirkan sumber manusia yangberkebolehan, berinovatif dan berdaya saing, PAKtelah merangka dan melaksanakan pelbagaiprogram pembangunan sumber manusia secarateratur dan sistematik. Setiap kakitangan akandihantar untuk mengikuti kursus jangka masa pendekdan jangka masa panjang yang bersesuaian denganbidang kerja masing-masing, mengikut keperluansemasa. Kursus dan latihan ini amat penting bagimembolehkan setiap kakitangan meningkatkanilmu pengetahuan dan kemahiran diri disampingmemastikan nilai-nilai positif dapat diterapkan dandiamalkan semasa melaksanakan tugasan yang

    diamanahkan.

    Sepanjang tahun 2012, PAK juga telah mengadakantaklimat/ceramah/kursus secara dalaman kepadasemua pegawai/staf PAK seperti berikut;

    9 ICT MANAGEMENT

    9.1 RAC E-MAIL SYSTEM UPGRADE THROUGH THECLOUD

    In 2012, the Information Management Unit has madea shift by upgrading the e-mail system service to aweb-based e-mail that allows the access of e-mailfrom outside of the of ce. The process of upgrading theemail system was done by subscribing the 0365 cloude-mail service from Microsoft. Besides the limitlessaccess of e-mails, the package is also bundled withlync chat functionality to facilitate communicationamong the RAC staff.

    9.2 RAC WEBSITE IMPROVEMENT AND 4 STARSRATING

    In 2012, the Information Management Unit has movedanother step forward to improve its star rating forthe Website Assessment conducted by MDEC andMAMPU. All criteria which were previously unavailableon the RAC website has been created to maximisethe score of RACs Website Assessment. Functionssuch as Mobile Web and others were created to allowmaximum accessibility by the public. As a result, theRAC website has been rated four (4) stars comparedto three (3) stars in the previous year. The score was amajor boost for this unit to get the maximum score of

    9.3 ESTABLISHMENT OF DAILY TEMPORARYWORKERS FOR THE INFORMATION MANAGEMENTUNIT

    In May 2012, the Information Management Unit hascreated 3 positions for daily temporary workers (PSH).They are in charge of each respective elds i.e. themultimedia, network and system development. This

    9.1 NAIK TARAF SISTEM EMEL PAK SECARACLOUD

    Pada tahun 2012, Unit Pengurusan Maklumat telahmembuat anjakan dalam menaiktaraf perkhidmatansistem emel secara web-based bagi membolehkanemel diekses dari luar pejabat. Kerja kerjamenaiktaraf sistem emel Perbadanan ini dilaksanakandengan melanggan perkhidmatan 0365 cloud emeldaripada Microsoft. Selain emel dapat diakses tanpahad, pakej ini turut didatangi dengan fungsi lync chatbagi memudahkan komunikasi di antara staf PAK.

    9.2 PENAMBAHBAIKAN LAMAN WEB DANPENARAFAN LAMAN WEB PAK 4 BINTANG

    Pada tahun 2012, Unit Pengurusan Maklumat telahmara lagi setapak ke hadapan bagi meningkatkanpenarafan bintang untuk Penilaian Laman Webyang dilakukan oleh Multimedia DevelopmentCorporation (MDEC) dan Unit Permodenan Tadbirandan Perancangan Pengurusan Malaysia (MAMPU).Semua kriteria yang belum ada pada laman web PAKsebelum ini telah diwujudkan bagi memaksimukanskor Penilaian Laman Web PAK. Fungsi seperti MobileWeb dan lain-lain diwujudkan bagi membolehkanakses yang maksima kepada orang awam. Hasilnya,laman web PAK telah mendapat penarafan empat(4) bintang berbanding tiga (3) bintang pada tahunsebelumnya. Peningkatan skor ini telah mencetuskansemangat Unit ini untuk mendapatkan skor maksimumiaitu lima (5) bintang pada tahun seterusnya.

    9.3 PERJAWATAN PEKERJA SAMBILAN HARIANUNIT PENGURUSAN MAKLUMAT

    Pada Mei 2012, Unit Pengurusan Maklumat telahmembuat perjawatan untuk pekerja sambilanharian (PSH) seramai tiga (3) orang. Merekaini dipertanggungjawabkan mengikut bidangmasing-masing iaitu multimedia, rangkaian danpembangunan sistem. Dengan adanya sokongan

    system through an in-house approach as well ashelping the technical work and refurbishment of ICThardwares of the Corporation. Apart from that, thePSHs are also responsible for monitoring the technicalaspects of RACs of cial website.

    9.4 SYSTEM DEVELOPMENT BY IN-HOUSE ANDOUT-SOURCE

    Through out 2012, the IT Unit has developed a systemby out-source while two systems were developed in- house, namely:

    Sistem Pengurusan Aset dan Sistem Pengurusan Stor(SPA & SPS)Asset Management System and Store ManagementSystem (SPA & SPS)

    SPA & SPS ini dibangunkan melalui SyarikatKantronics Sdn Bhd selaku vendor rasmi yangdilantik oleh Kementerian Kewangan untuk sistemini. Sistem ini dibangunkan untuk kegunaan UnitPentadbiran dalam menguruskan aset dan stor PAK.Dengan adanya sistem ini pemantauan aset dapatdilakukan dengan lebih mudah dan sistematik.SPA & SPS was developed through KantronicsSdn Bhd as the of cial vendor appointed by theMinistry of Finance for this system. This system wasdeveloped for the use of the Administrative Unitto manage the assets and stores of RAC. With this

    system assets monitoring can be done more easilyand systematically.

    IN HOUSE

    Portal NKRANKRA Portal

    Portal NKRA dibangunkan sebagai mediumpenyaluran maklumat projek NKRA kepada orangawam. Portal ini menjadi satu platform untukmemaparkan status-status semasa projek NKRAuntuk panduan orang awam.NKRA portal was developed as a medium ofinformation dissemination of NKRA projects to thepublic. The portal becomes a platform to display thecurrent status of NKRA projects for public reference.

    9.5 MOTS ICT SECURITY POLICY DAY

    The IT Security Policy Day was held on July 12 and13, 2012 at the Ministry (of Transport) level. Thecorporation has been appointed as a secretariat ofthe council along with other departments/agenciesunder the auspices of MOT. RAC was assigned toprovide photographer, emcee, banners and buntingand construct the opening ceremony speech.

    9.6 DEVELOPMENT OF INFORMATIONTECHNOLOGY STRATEGIC PLAN (PSTM)

    RACs PSTM is a ve (5) years long-term implementationplan which serves as a guideline for RAC to set thedirection and implementation plan of informationtechnology (IT) development. Developed together withconsultants, Odax Synergie, the RACs PSTM researchhas been conducted for ve (5) months since August27, 2012 until December 14, 2012 at a cost of RM195943.80 . The RACs PSTM scope of research covers:

    i. Analysing the Business Environment of RAC;ii. Analysing the ICT Environment of RAC;iii. Developing the ICT Strategies; and

    Sistem Maklumat Projek NKRA (NKRAis)NKRA Project Information Sytem (NKRAis)

    NKRAis dibangunkan untuk kegunaan BahagianPembangunan Hartanah bagi memudahcaraproses rekod, kemaskini dan carian maklumatberkenaan projek NKRA.NKRAs was developed for the Property DevelopmentDivision to facilitate the process of recording,updating and searching of information on NKRAproject

    9.5 HARI DASAR KESELAMATAN ICT MOT

    Pada 12 dan 13 Julai 2012 telah berlangsungnyaHari Dasar Keselamatan IT peringkat KementerianPengangkutan. Perbadanan ini telah dilantik selakuurusetia bersama dalam majlis ini selain Jabatan/Agensi lain yang bernaung di bawah MOT.

    9.6 PEMBANGUNAN PELAN STRATEGIKTEKNOLOGI MAKLUMAT (PSTM)

    PSTM PAK merupakan satu pelan pelaksanaan jangka panjang lima (5) tahun yang akan menjadigaris panduan kepada PAK bagi menetapkan halatuju serta perancangan pelaksanaan pembangunanteknologi maklumat (IT). Dibangunkan bersamaperunding, Odax Synergie, kajian PSTM PAK telahdijalankan selama lima (5) bulan bermula 27Ogos 2012 sehingga 14 Disember 2012 dengankos berjumlah RM195 943.80 . Skop kajian PSTM PAKmeliputi:

    i. Menganalisis Persekitaran Perniagaan PAK;ii. Menganalisis Persekitaran ICT di PAK;

    9.7. DEVELOPMENT OF RACS DISASTERRECOVERY PLAN

    In November 2012 the Information ManagementUnit attended a fast track workshop to develop

    a Disaster Recovery Plan of RAC. The one weekworkshop held at the Ministry of Transport (MOT) wasin collaboration with MAMPU with the aim to enableeach Department/Agency under the MOT to havetheir own PKP. In addition to the development of thePKP master plan, an Emergency Response Plan (ERP),Crisis Communication Plan (CCP) and ICT DisasterRecovery Plan (ICT DRP) were also created. In this case,the Information Management Unit has been given theresponsibility to create the ICT Disaster Recovery Plan(ICT DRP) for the Corporation.

    10 PUBLIC RELATION ANDPUBLICITY

    The year 2012 has witnessed a greater signi cantrole of the Corporate Affairs Unit. Founded in 2009,the unit is growing with the recruitment of two (2)Daily Temporary Workers to help with the daily tasksof the unit. Aside from its role as the informant ofthe functions, policies, services and programmesof RAC to the public, the unit is also responsible forcoordinating customer complaints and managingof cial ceremonies organised by the Corporation.

    FUNCTIONS

    Conduct and coordinate the activities andstrategic planning related to public relation,media and publicity.

    Prepare the annual budget for the CorporateAffairs Unit

    Answer questions and coordinate everycomplaint and issue (through the media,mail, phone, e-mail, complaint system or walk- in)

    Manage and coordinate the of cial

    publication of RAC Monitor and regulate the content of websites

    and portals of RAC Coordinate formal events of the Corporation Monitor and collect daily newspaper clippings

    related to the issue of railways and theCorporation

    Organise and coordinate of cial visits to RAC

    9.7 PEMBANGUNAN PELAN PEMULIHANBENCANA PAK

    Pada November 2012 Unit Pengurusan Maklumattelah menghadiri satu bengkel fast track bagi

    membangunkan Pelan Pemulihan Bencana PAK.Bengkel selama seminggu yang diadakan di MOT.Dianjurkan dengan kerjasama pihak MAMPUbertujuan untuk membolehkan setiap Jabatan/ Agensi di bawah MOT mempunyai PKP merekasendiri. Selain pembangunan pelan induk PKP, turutdiwujudkan adalah Pelan Tindak balas Kecemasan(ERP), Pelan Komunikasi Krisis (CCP) dan PelanPemulihan Bencana ICT (ICT DRP). Dalam hal ini, UnitPengurusan Maklumat telah diberi tanggungjawabuntuk mewujudkan Pelan Pemulihan Bencana ICT(ICT DRP) untuk Perbadanan ini.

    10 PERHUBUNGAN AWAM DANPUBLISITI

    Tahun 2012 menyaksikan Unit Hal Ehwal Korporat diPerbadanan ini memainkan peranannya yang lebihsignikan. Ditubuhkan pada tahun 2009, unit ini kinisemakin berkembang apabila dua (2) staf bertarafPSH diambil berkhidmat bagi membantu melancarkantugas yang diberikan. Selain berperanan sebagaipenyampai maklumat mengenai fungsi, polisi,perkhidmatan dan program-program PAK kepadaorang ramai, unit ini juga bertangungjawab untukmenyelaras aduan pelanggan dan menguruskanmajlis rasmi anjuran Perbadanan ini.

    FUNGSI

    Menjalankan dan menyelaras aktiviti danperancangan strategik berkenaanperhubungan awam, media dan publisiti.

    Menjawab pertanyaan dan menyelarassemua aduan dan isu (melalui media, surat,telefon, e-mel, sistem aduan atau datangsendiri)

    10.1 PENCAPAIAN 2012

    a) PENGURUSAN ADUAN

    Pengurusan Aduan dan maklumbalas pelanggan

    merupakan salah satu elemen penting yangmenjadi penanda aras dalam usaha Perbadananini memberi perkhidmatan terbaiknya kepada rakyat.Selain menerima aduan yang disalurkan daripadaBiro Pengaduan Awam (BPA), unit ini turut menerimaaduan / cadangan melalui pelbagai saluran lamanweb, e-mel, telefon, surat atau pengadu yang datangsendiri ke pejabat. Selain itu, peti borang aduan/cadangan yang ditempatkan di sebelah kaunterpertanyaan di pejabat PAK turut menjadi mediumpenyaluran aduan oleh para pelanggan kepadapihak pengurusan PAK. Selain itu, aduan / cadanganturut diterima semasa program Hari BertemuPelanggan (HBP) Kementerian Pengangkutan yangdiadakan di tempat-tempat awam.

    Sepanjang tahun 2012, sebanyak 18 aduan telahditerima dan diselesaikan mengikut PekelilingKemajuan Perkhidmatan Awam Bilangan 1 Tahun2009 : Penambahbaikan Proses Pengurusan AduanAwam.

    10.1 ACHIEVEMENTS OF 2012

    a) COMPLAINT MANAGEMENT

    The management of customers complaints and

    feedbacks is one of the key elements that becomethe benchmark of the Corporation in its effort toprovide the best service to people. In addition toreceiving complaints through the Public ComplaintsBureau (PCB), the unit also receives complaints/ suggestions through various ways such as websites,e-mail, telephone, mail or complainant who cometo the of ce himself. Other than that, a complaint/ suggestion box provided near the enquiry counter inthe of ce of RAC is also a medium for customers topresent their complaints to the management of RAC. Inaddition, complaints/suggestions were also receivedduring Meet the Customers Day programmes (HBP)

    of the Ministry of Transport which were held in publicplaces.

    In 2012, 18 complaints were received and resolvedaccording to the Developmental Public ServiceCircular Number 1 Year 2009:The Improvement ofPublic Complaint Management Process.

    The year 2012 has witnessed a total of four (4)working visit by the Minister of Transport and one

    (1) Groundbreaking Ceremony organised by theCorporation. The visits were:

    i. A working visit by the Transport Minister, YB. DatoSeri Kong Cho Ha to the Overhead PedestrianBridge Projects (Pedestrian Bridge) in BatangMelaka, Gemenceh and the Bahau, NegeriSembilan Railway Station Sites.

    Date : April 24, 2012 Purpose : Overview of the site for the

    proposed construction of the newBahau Railway Station to replacethe 70 year old station.

    Pecah Tanah dijayakan oleh Perbadanan ini. Lawatankerja tersebut ialah:

    i Lawatan Kerja Menteri Pengangkutan YB. DatoSeri Kong Cho Ha ke Projek Jejantas Pejalan Kaki(Pedestrian Bridge) Pekan Batang Melaka,Gemenceh dan Tapak Stesen Keretapi Bahau,Negeri Sembilan.

    cadangan pembinaan StesenKeretapi Bahau yang baharu bagimenggantikan stesen lama yangtelah berusia lebih 70 tahun.
