  • RULES AND REGULATIONSI. DEFINITIONS "

    1. The Organiser refers to the Association of Public Affairs and Social Service (APASS)

    2. The Organising Committee/The Committee refers to the Organising Committee of the APASS 2nd Inter-University Debate League

    3. These regulations refers to the APASS 2nd Inter-un ivers i ty Debate League Engl ish Br i t ish Parliamentary Debating Rules and Regulations

    4. Participating institutions 5. Participating teams/teams "

    II. STANDARD RULES "1. Each participating team must consist of 3 full-time

    undergraduate or postgraduate students enrolled at an accredited institution for tertiary education.

    2. Should any participating team fail to attend the debate within 15 minutes of the announced starting time, they will be disqualified. All other teams will be allocated to an alternative debate, either with an adjusted draw or an additional swing team. "

    III. DRAW AND MOTIONS "1. A randomised draw will be conducted to determine

    the side, opponent and motion each participating team will contest on. The Organising Committee will ensure that teams do not compete on their own

    IV. COMPETITION REGULATIONS "A. TEAMS "

    Team Composition 1. 2 participating teams contest each debate: the

    Proposition and Opposition. 2. Each team should consist of three speakers:

    a. 1st Speaker, 2nd Speaker, 3rd Speaker b. Concluding Speaker (chosen from either the

    first or second speakers) "Equipment 1. Teams may use cue cards no larger than 15.6cm x

    9.5cm for their speeches. No other properties and/or equipment are allowed.

    2. Teams may use blank A4 paper provided by the Organising Committee for drafting purposes during the debate.

    3. Teams a re s t r i c t l y banned f rom d i rec t l y communicating in any form with members of the audience during the debate. Offenders may be disqualified. "

  • B. SPEECHES "Standard Requirements 1. The 1st, 2nd and 3rd speeches are 6 minutes. The

    concluding speech is 3 minutes. 2. The bell will be rung twice at 05:00 to indicate the

    end of speaking time. 3. The speaker is allowed 15 seconds of buffer time,

    after which the bell will be rung continuously and marks will be deducted for overtime.

    4. Overtime mark deductions: 5 marks will be deducted for every 5 seconds over time, rounded upwards to the nearest 5 seconds (i.e. 06:16 would be treated as 06:20 in mark deductions). "

    Points of Information (POI) 5. 00:00-00:59 and 05:01-06:00 are protected time

    under which no Points of Information are allowed. 6. The bell will be rung once at 01:00 and 05:00 to

    indicate the beginning and end of unprotected time. ""

    RULES AND REGULATIONS

    B. SPEECHES (CONTINUED) "1. In unprotected time, an opposing team member may

    ask the Speaker a point of information. The procedures are as follows:

    a. The opposing team member stands, and offers the point.

    b. The speaker then either accepts or declines the point.

    c. If accepted, the debater that offered the point may then briefly interject an argument, question or statement.

    d. The time limit is 15 seconds, after which the speaker may demand the asker to end their POI.

    e. The speaker must then immediately answer the Point of Information.

    2. Teams may not offer points of information to their own team members.

    3. Speakers should aim to accept 1 to 2 POIs in each speech to maximise engagement.

    D. CHAIRPERSON "1. The Chairperson is responsible for operating rules

    and regulations and arbitrating the debate. 2. The Chairperson holds final decision-making rights

    over all decisions and arrangements during the debate.

    3. Under no circumstances should the Chairpersons judgment be called into question. The Chairperson is solely answerable to the Organising Committee.

    4. The Chairperson should announce the motion, rules and regulations, participating teams and adjudicators prior to the beginning of the debate.

    5. Should any unfair circumstances affect the debate, the Chairperson may terminate the debate at his/her discretion. Adjudicators and participating teams may also request such termination. "

    V. MARKING REGULATIONS "1. Each speech is marked on three criteria: Content (40

    marks), Style (40 marks) and Strategy (20 marks), totaling 100 marks.

    2. The concluding speech is marked with the same criteria but half the points, i.e. Content (20), Style (20), and strategy (10) totaling 50 points.

    3. Each team is awarded the aggregate mark of team members speeches, a maximum of 350 marks.

    4. As per regulations in Section IV (c), mark deductions are incurred for over-time.

    5. Each adjudicator should award the debate to the team with the highest score on their own mark sheet.

    6. Teams are ranked in the tournament based on the following criteria (in order):

    a. Number of wins b. Number of judges votes c. Speaker scores d. Head-to-head record (Should both teams tie

    on a) and b), and have competed with each other before)

    e. Toss of a coin (Should teams tie on a) to c).) "

  • V. MARKING REGULATIONS (CONTINUED) "Consensus Adjudication

    1. Adjudicators should come to a consensus on the competitive result.

    2. Each adjudicator should first devise an initial decision. All adjudicators should then enter a discussion on their respective judgment, after which a vote should be taken on the most desired result.

    3. Should there be a split vote, the result preferred by a >50% majority shall be passed. ""

    VI. ADJUDICATORS "1. The Organising Committee may invite any

    candidate to act as Adjudicator, Advisor or Chairperson in the tournament. Participants may not question the selection of any of the above candidates.

    2. Each debate is adjudicated by a 3-person panel. 3. Adjudicators must:

    a. Adjudicate in an unbiased, attentive and fair manner.

    b. Designate a representative Adjudicator to del iver feedback on the debaters performance at the end of each debate. "

    1. The Organising Committee reserves all rights of final interpretation, extension and revision for these regulations.
