1. Introduction

1.1 Equivalence between National Metrology Institutes (NMIs) is becoming more and more

important. The metrological equivalence of national measurement standards is determined by a

set of key comparisons chosen and organized by the Consultative Committees of the CIPM,

which in this case is the Consultive Committee for Length (CCL).

1.2 A regional key comparison, APMP L-K4, was held and followed the guidelines established by

the BIPM[1]. Both the CCL and the regional comparisons are establishing equivalence

between NMIs throughout the world. To demonstrate the equivalence of routine calibration

services offered by NMIs to clients, participants in this APMP. L-K4 comparison agreed to use

the same apparatus and methods as routinely applied to client gauges.

1.3 The standard gauges to be calibrated were chosen to be two rings with respective diameters of

about 11.95 mm and 50 mm, and three plugs with individual diameters of about 3.465 mm, 24

mm, and 50 mm.

1.4 This report summarizes the measurement results provided by the participants and uses some

data analysis principles from the previous key comparisons as CCL-K4[3], and EUROMET L-

K4[4]. Drafts A and B of this report were distributed to all participants for review, and also

approved by APMP TCL.

2.2 Timetable

2.2.1 To meet the limitation of the ATA Carnet one-year expiration and check the change in

diameter, the gauges were planned to circulate within a group of institutes then returned to the

coordinating institute and the pilot institute repeatedly between 2008 and 2010 until all

participants performed their calibration.

2.2.2 All results obtained by the institutes involved were requested to be communicated directly to

the pilot institute as soon as possible, and certainly within 1.5 months of the completion of the

measurements and transportation.

Ring gauges: The two ring gauges are both marked on their upper surface with their identification and

two lines indicating the measurement direction.

Plug gauges: Two of the plug gauges, namely the Ø 24 mm and Ø 50 mm gauges, are marked on their

upper surface with their identification and two lines indicating the measurement direction. The Ø

3.465 mm plug gauge is marked by a grey dot on its end to indicate the measurement direction.

According to the protocol, the grey dot was to be oriented at the right-hand side and near the person

who conducts the calibration.

4. Measurement instructions

4.1 Length measurements should be traceable to the latest realisation of the metre as set out in the

current “Mise en Pratique”. Temperature measurements should be made using the

International Temperature Scale of 1990 (ITS-90).

4.2 The measurand is the diameter of each gauge at 20 C and corrected to zero force. The

diameter of the ring and plug gauges should be measured at the marked lines and at 3 different

heights according to the table below.

Note that the lines defining the measurement direction unfortunately do not always cross the

centre of the cylinder precisely. The measurement direction shall therefore always be parallel

to this line, but not necessarily coincident.

〝x mm〞 and 〝 x mm〞 refer to the required measurement locations x mm above and

below the mid height of the cylinder, respectively. The upper sides of the ring gauges and

plugs are defined by the inscription.

4.4 Calibration should be carried out as for a normal customer, and be reported for zero

measuring force and at the reference temperature of 20 ℃ , using a thermal expansion

coefficient of 11.5·10-6

for the diameter gauges, which are both assumed values because

they have not been measured.

4.5 The uncertainty of measurement is estimated according to 〝ISO/IEC Guide 98-3:2008,

uncertainty of measurement — Part 3: Guide to the expression of uncertainty in measurement

(GUM:1995)〞 . Participants are required to report their measurement uncertainty as the

combined standard uncertainty.

Calibration is performed by comparison with reference standards. Uncertainty of the calibration by

comparison is influenced by the multipurpose length measuring machine, the environment

temperature, and the setting and adjustment of the object calibrated, among others.

SCL (Hong Kong)

The diameters of the ring gauges and plug gauges were measured by comparison with reference gauge

blocks traceable to NPL, UK. A universal length measuring machine (Model: ULM01-600C from

Carl Zeiss) was used as the length comparator.

NMIA (Australia)

Instrument:

For the 3.465 mm plug gauge: A TESA Modul vertical comparator with a pair of mutually opposed

LVDT probes and a wrung gauge block combination.

For all other gauges: A SIP universal measuring machine fitted with a TESA LVDT lever type probe

& a Renishaw laser interferometer.

Method:

For the 3.465 mm plug gauge: The probe tips were carefully aligned before measuring a wrung gauge

block combination. The test gauge was then measured by sliding the gauge between the probes and

searching for the maximum reading. The gauge block combination was then re-measured. Probe tips

were re-aligned and the gauge block reference re-wrung before repeating the measurements. Finally, a

correction for elastic compression was applied to the measured diameters.

For all other gauges: The gauge under test and the reference gauge (a gauge block or box standard)

were lightly clamped on the table of the measuring machine, in line with the reference laser. The

reference gauge was aligned to be perpendicular to the measurement axis, while the laser wavelength

was corrected for environmental conditions by monitoring air temperature, air pressure and humidity.

The reference gauge was then measured; which was followed by the test gauge, for which care was

taken to ensure that the points of maximum reading on each face were found. The reference gauge

was then re-measured. A probe factor was calculated from the measurements on the reference gauge

and used to determine the diameter of the test gauge. Temperature and elastic compression corrections

were calculated and applied to the measured diameter.

In all cases, measurements labelled “” were towards the engraved face (or the grey dot in the case of

the 3.465 mm plug gauge).

MSL (New Zealand)

Ring gauges and the two larger plug gauges were measured against interferometrically calibrated

gauge blocks using a calibrated Federal 136B-3 horizontal master comparator.

The smallest plug gauge was also measured against interferometrically calibrated gauge blocks, but

using a calibrated Sears-Rolt comparator.

NPL-I (India)

A Length Measuring Machine (ULM OPAL1000) was used for the calibration of the given artefacts.

NMC/A*STAR (Singapore)

Ring Gauges

The diameter of each ring gauge was calibrated using a single-axis measuring machine

(model:SIP305m, serial no.:2809) and gauge blocks (serial no.:958837) with measuring forces of 2.0

N and 4.0 N. The measurement results are referred to 20 ℃ and corrected to zero measuring force.

Plug Gauges

The diameter of each plug gauge was calibrated using a single-axis measuring machine (model:

SIP305m, serial no.:2809) and gauge blocks (serial no.:94374) with measuring forces of 1.5 N and 3.0

N. The measurement results are referred to 20 ℃ and corrected to zero measuring force.

The artefacts were measured using a universal length-measuring machine(ULM) OPAL 1000

combined with a laser interferometer, while the gauge block was used as a reference for the ring

gauges (Ø11.95 mm, Ø50 mm) and plug gauges (Ø24 mm,Ø50 mm). The Ø3.465 mm plug gauge was

measured using ULM OPAL 1000 combined with a laser (direct measurement).

VMI (Vietnam)

Plug gauges and Ring gauges were directly calibrated with the laser interferometer (ULMM:

Universal – Length – Measuring – Machine (ULMM) with laser interferometer HP 5529A.

NIMT (Thailand)

The ring gauge was measured using a universal length measuring machine(Mahr Rubin 800) with

single probe diameter of 2 mm. The gauge block was used for reference value.

The ring gauge and gauge block were placed on a measuring table. The ring gauge measurement used

the contact single probe on the right-hand wall of the ring gauge and found the minimum value after

that move; then, the contact single probe to the left-hand wall of the ring gauge was measured the

maximum value found. The measurement results are shown on the computer.

NML-SIRIM (Malaysia)

A single-Axis universal measuring machine, model SIP 1002M was used to perform the

measurements. The artefacts were measured by comparing test gauges against the reference standard

gauge blocks. A measurement sequence based on S-T-S-T-S(where S is standard, and T denotes test)

was used to determine the difference between the standard and test gauges. Optimum alignment was

determined by finding the reversal points of the gauges along the vertical and horizontal axis.

NMISA (South Africa)

All measurements (except the 3.465 mm plug gauge) were performed on a Pratt & Whitney labmaster

measuring machine. The standards were gauge blocks which are calibrated internally in a gauge block

interferometer. The 3.465 mm plug gauge was calibrated on a Wedge Comparator, also with gauge

blocks as the standard.

KRISS (Korea)

An interferometric Abbe-type comparator was used for the measurement of diameter standards. The

comparator used a laser interferometer and a linear variable differential transformer (LVDT) probe as

displacement sensors, and can measure diameter standards up to 300 mm. The measuring force of the

probe was maintained at less than 15 mN by controlling the deflection of the probe. The main

translation stage was made by using a precision ceramic guide and air bearing pads, and driven by a

backlash-free lead screw and a micro-stepping motor. The laser interferometer measured the

displacement of the moving mirror aligned with the probe coaxially. Environmental effects were

corrected automatically during the measurement.

The comparator measured specimens through three procedures: calibration of the effective probe

diameter, initial alignment of the artefact, and automatic measurement of the artefact. The effective

probe diameter (nominal value: 3 mm) was calibrated by measuring the reference gauge block. The

diameter line of the artefact, which passes through two zenith points, was aligned roughly with the

moving axis of the horizontal stage, while the tilt angle (Y) of the specimen was also adjusted to

minimize the cosine error. After this initial alignment, the comparator could measure the diameter of

the specimen automatically as follows. Firstly, the comparator probed one side of specimen to find its

zenith point while translating the artefact in the perpendicular direction (Y) to the main measurement

axis (X). We measured the diameter by performing a circular fitting on several coordinate sets, each

set comprising two (X, Y) coordinates of the end points of each measurement line spaced equally

around the pre-aligned diameter line. Distance between two zenith points was calculated and then the

effective probe diameter and the elastic compression were compensated to obtain the final diameter

value.

NSCL (Syria)

Measuring Instrument: Universal length measuring machine

Manufacturer: Tsugami – Japan

Type: UL5D

Description: The measuring instrument was a horizontal length measuring machine that employs the

Abbe Principle. The instrument uses a digital glass scale that is built onto the centreline of the

measuring spindle.

Measurement method:

Plug gauge: The plug gauge was directly measured using the digital scale by positioning the plug

between two knife edge contact tips at the specified measuring position.

Ring gauge: The ring gauge was measured compared to a standard ring gauge using the digital scale.

The measuring instrument contacts the ring gauge with two arms fitted with spherical contact tips.

CMS/ITRI (Chinese Taipei)

Besides the 3.465 mm plug gauge, a Pratt & Whitney labmaster laser telemetric measuring machine

calibrated all the ring gauges and plug gauges and used correspondent ring gauges and plug gauges as

the standards. The 3.465 mm plug gauge was calibrated on a Zygo 1200B Laser Telemetric System

with plug gauges as the standards.

6. Stability of the diameter gauges

Gauges were monitored by the pilot institute, which measured them at least once a year during the

gauges circulation. Even though more and more scratches were found and reported by participating

institutes, most gauges remained in control condition based on the collected data, except the 24 mm

plug gauge. The 24 mm plug gauge (Mahr 020422) was found to have an obvious deviation present in

July 2010, so a substitute plug gauge (Mahr 090212) replaced it as a new artefact and then was

measured by KRISS and NSCL. The control charts of the diameter gauges are listed as follows;

7. Preliminary analysis of results

After collection of the measurement results from all participants, an initial overview that included the

calculation of weighted mean, En values and Birge ratio value was made.

Some results showed that absolute En values (coverage factor k = 2) calculated from the weighted

mean were larger than one while the Birge ratio value was not consistent. Then, the weighted mean

was recomputed after zero weighting the results with the largest absolute En value; thereafter, the En

values were recomputed and the process repeated until the correspondent Birge ratio value was

consistent.

8. Measurement results

The following tables list the measurement results submitted by the participants according to the

different diameter standards and measurement locations. Each table shows the reported results, En

values (coverage factor k = 2), weighted means, the normalising factor C ,uint( wx ), uext( wx ) and Birge

ratio Rb. Further, each graph shows the reported results with their expanded uncertainties (k = 2).

The weighted mean is calculated as follows [2]:

where n is the number of laboratories. With 14,13,12 or 11 laboratories, the dataset is

consistent provided that Rb< 1.34, 1.35, 1.36, 1.38, respectively.

The En value (coverage factor k = 2) is calculated from the weighted mean. When the Birge ratio

value is not consistent, the weighted mean is recomputed after zero weighting the result with the

largest absolute En value; then, the En values are recomputed and the process is repeated until the

corresponding Birge ratio is consistent. The analysis of the results is shown in Tables 5 to 22, after the

review of the final report draft by all participants.

For each measurand, a set of two tables and a graph are shown.

The first table shows the measured deviation from the nominal value ix , the claimed standard

uncertainty )( ixu , the effective degrees of freedom veff , the claimed expanded uncertainty i

En(k = 2) which is the first calculation of the En with all participants, and En* (k = 2) which is the final

calculation of the En when the correspondent Birge ratio is consistent.

The second table shows the result of each step during the En calculation process until the

correspondent Birge ratio is consistent. The results include the weighted mean, Birge ratio, and

laboratories excluded at each step.

The graph shows the initial weighted mean, the final weighted mean and each submitted value with

expanded uncertainty. The initial weighted mean, denoted by the dotted line, is calculated with all

9. Conclusions

With 14 participants in this key comparison, a total of 15 parameters were measured on 5 diameter

standards. The measurement schedule was planned to last approximately 30 months; however, due

to some delays, was actually completed in 32 months. The delay of the diameter standards

circulation was partly due to custom operations. Nevertheless, measurement results have been

submitted by all NMIs despite some scratches of the diameter measuring sections being reported

during circulation. The repeated measurements by the pilot institute showed an acceptable stability

(i.e. control limit with 3 standard deviations) except for the 24 mm plug gauge (Mahr 020422).

The whole set of the En* values was recomputed from the weighted mean by zero weighting the

measurement results with the largest absolute En and repeating the process until the Birge ratio was

consistent. In this key comparison, some correspondent Birge ratios needed 2 or more steps to

achieve consistency, so a significant number of measurement results were excluded from the

calculation of the weighted means.

The following summary table lists all the En values obtained by all participants for all items and

the percentage of the absolute En value larger than 1.
