1. BACKGROUND1.1. ContextHONDURAS:

HurricanesETA&IOTAaffectedthenorth-westernandAtlanticcoastofHonduras,betweenthefirstandthirdweekofNovember2020.750,000familiesinthemostvulnerableareashavebeenaffectedwithdamagetotheirhomes,theirlivelihoodsandthereforetheirabilitytoacquireandproduce food. The heavy rains caused by these hurricanes have damaged the communicationroutes that are the main channel of food supplies and are the routes that connect thecommunities.AccordingtoreportsfromtheNationalRiskManagementSystem(SINAGER)inthecountry due to both natural phenomena, 3.8 million people have been affected, 93 dead, 24injuredand9missing. Intheproductivesector,morethan1.76millionhectares wereaffectedandalmosthalfamillionwere totally lost.Theareasof thecountrymostaffectedare theSulaValleywithfloods,wherethereareplacesthatarestillunderwaterduetosaturationofthesoil,accordingtoforecaststherainswillcontinueinthecomingweeks;AnotheraffectedareaisColónandLaMosquitiaduetostrongwindsandfloodsthatcauseddamagetohomes.Thewesternareaisanotherareamostlyaffectedbyrapidfloodingofriversandstreams,aswellasbylandslides.Inall theseareasCASMand localpartnersoftheForumhaveapresence.Theaffectedpopulationlacks the necessary resources to meet their basic needs, such as food, shelter, psychosocialsupport,hygiene,shelterandhealth,amongothers.Theseclimaticeventshaveexacerbatedtheprecarious conditions that the Honduran population was already facing with the COVID-19pandemic.Thememberorganizationsoftheforumatthenationallevelhavebeengivingsupportto families in the response to the emergency caused by the pandemic, these experiences willallow a better intervention in accordance with the procedures of SINAGER, the MinimumStandardsandrecommendationsoftheSphereManual,referringtotheemergencyanddisasterresponse.Giventheimmediateneedsoftheemergency,priorityisgiventothedeliveryoffood,community-basedpsychosocialsupport,WaterandSanitation,UnconditionalMoney,householditemsand livelihoods, the food rationwill contain theprioritizedproductsandagreedwith thefamiliesbasedontheirfoodpreferencesandculturalcustoms.

NICARAGUA:

On November 3, Hurricane ETA hits between Bilwi and Haulover in the northern Caribbean,around3pmasacategory4hurricane.Finally,itleavesthecountryintheearlymorninghoursofNovember 5, as a tropical storm in the direction of Honduras. The ACT Nicaragua forumdeveloped constant monitoring in the different territories of action of its members and incoordination with municipal and community authorities. The Nicaragua government officiallyreported[1]71,145peopleevacuated,withoutregisteringlossofhumanlifewithEta.Thedamagefocusedonsocialinfrastructure,livelihoods,fishing,andaround8,000damagedhomes,16healthunits,amongothers.OnWednesday,November11,themonitoringofanatmosphericdisturbanceinthewatersoftheCentralCaribbeanSeabegins,observinginthesatelliteimagesthatitisalittlebetter organized, for this date the forecast of formation of a tropical cyclone was 80% ofprobabilities, according to the Nicaraguan Institute of Territorial Studies (INETER). OnMonday,November 16, the phenomenon impacts as a hurricane IOTA category 5, between South Cape

GraciasaDiosandPrinzapolka.

Theseassociatedevents(ETAandIOTA)havegeneratedenormouseffectsthroughoutthenationalterritory-Lossofhumanlivesanddamagetothebasicsocialinfrastructureofruralcommunities-,evidencingtherisks in lifesystems,aswellasvulnerability.Accordingtoagovernmentreport:Atotalof56municipalitieswereaffected:ThedamageestimatedbyETAandIOTAinNicaragua,160thousandpeoplesheltered,5800homesdestroyed,38,000homeswithpartialdamage,3millionpeopleexposed.InadditionwithIotahurricanereaches21peopledead.ThemembersoftheACTNicaragua Forumintheirdamageassessmentreport losses inagriculturebetween75to90%inthe crops of beans, corn, vegetables, plantains and rice. Consequently, an increase in thehumanitariancrisis.

Thesituationhasaffectedthebasicsurvivalof families,underminingtheirability to face,heal,and rebuild their lives with dignity. The depletion of their food reserves and low income arelimitingfactorsthatwillincreasethescenariooffoodandsanitaryinsecurity.

1.2. NeedsHONDURAS:Theaffectedpopulationlacksthenecessaryresourcestohavetheirbasicneeds,suchasfood,shelter,psychosocialsupport,hygiene,shelterandhealth,amongothers.Theseclimaticevents have exacerbated the precarious conditions that the Honduran population was alreadyfacingwiththeCOVID-19pandemic.Giventheimmediateneedsoftheemergency,priorityisgiventothedeliveryoffood,community-based psychosocial support,Water and Sanitation, Unconditional Money, household items andlivelihoods, and thoseaffectedwill be attended to in apersonalizedway (psychological first aidand health mental) The food ration will contain the prioritized products and agreed with thefamiliesbasedontheirfoodpreferencesandculturalcustoms.

Almost 70,000 families are shelteredmaking it necessary to attend to these people taking intoaccountalltheBiosecuritymeasures,relatedtothepreventionofCovid19;providingfood,shelterimplements,suchasmats,blankets,pillows,amongothers.Specialbabyfood,disposablediapers,sanitarytowels,medicalattentioninshelters,basichygienekitsareneededandtoguaranteesafewaterinshelters.

Mostofthefamiliesthatonlyhadtheirhomesfloodedneedsupporttoreturntotheirhomesbyproviding cleaning supplies, small household items, some basic improvements to their homes(repairingdoorsandwindows,fixingthefloor,roofs,lightingelectric,amongothers).Immediatelyaftertheemergencyperiod,thesepeopleneedsupporttorecovertheirlivelihoods(rehabilitationofproductiveplotsandnon-agriculturaleconomicinitiatives,amongothers).

Thereareeffectsontheemotionalandmentalhealthofthepopulationduetomateriallossesandthedifficultsituationsthattheyhadtolivewhenmanypeopleweretrappedintheroofsandtreesduetothestrongfloods,havingtoberescued;itisnecessarytoprovidepersonalizedpsychosocialattentionoratagrouplevel,takingintoaccountthattheseeffectscanbemuchmoreseriousthanthematerialdamageitself.

and livelihoods,3millionpeopleexposedtorisksof flooding,diseasesbycontagionofCovid19,andotheracuterespiratoryandvectordiseases.

Foodsecurity:Familieshavelosttheavailabilityandaccesstosafefood,thelackofemploymentintheseregionshinderstheabilitytoobtainfoodinsufficientquantityandquality.

Water sourceswerecontaminatedand their infrastructuredamaged,affecting theavailabilityofwaterforhumanconsumption.

Livelihoods; onstitutes a sectorof great importance for the life of the families, themainmeansaffectedwerethefoodproductionsystems;agriculture,smalllivestock,irrigationsystemsamongothers.

ThevulnerabilityofthecommunitiesdemandsthedevelopmentofstrategiesforthePreparationand prevention of disasters, which allows in the future an articulated and rapid response; torespondtoadverseevents.

Families suffered losses in their homes such as roofs or damaged homes, they have also lostessentialitemsforthehomethatrequirereplacement.

The crises have shown gender inequalities, generating greater vulnerability in women and theyouth,inthatsenseitisnecessarytocreatecapacitiesinthepopulationstounderstandandfacegender-basedviolence,includingaspectsofeconomicjustice.

1.3. CapacitytorespondHONDURAS:CASMinitsalmost40yearsofworkhasrespondedtodifferentemergenciesduetonaturalphenomena,oneofthemostimportantbeingthatofHurricaneMitch,whichhadbeenthe largest in recent times, supporting more than 20,000 families. Since the ACT Forum wasorganizedinHonduras,CASMhasbeenpartofandhasworkedtogetherwithothermembersandlocalpartnerorganizationsinthewesternandnorthernareas,ofwhichitistheleader.CASMandthepartnerorganizationsoftheforumhaveexperienceinthemanagementandadministrationofemergenciesanddisastersduetodifferentnaturalphenomena,theyworkonriskreductionatthelevelofpublicpolicies,organizationandtrainingoflocalstructuresoftheSINAGER(NationalRiskManagementSystem)relatedtothesetopics.CASMandsomemembersoftheForumarepartofplatforms such as the Humanitarian Network being an active part of the Food Security, Cashtransfer,protectionandearlyrecoveryclusters;Theyhaveanalliancewithregionalpartnerssuchas theRegionalAgreement forRiskManagement (CRGR), theVulnerableCentralAmericaForumUnited for Life (FCAVUV).CASMand theForumhavealreadyexecutedACTAllianceprojects toaddressemergenciesofdrought,floods,migration.Averyimportantissueispsychosocialsupportfor which the forum organizations have among their staff at least 10 experts (psychologists),severalofthemhavebeentrainedinthemethodologyofCommunityBasedPsychosocialSupport(APBC) that ACT promotes. Interventions have been being provided in the context of thepandemic.

NICARAGUA:Theforumhasa longhistoryofworking inaccompanimenttothemostvulnerablecommunitiesinNicaragua.Ourexperiencedatesbackmorethan30yearsintheimplementationofemergencyresponseandrehabilitationprojects,causedbydroughtevents,volcaniceruptions,

earthquakes,floodemergencies,currentlyassistancetotheCOVID-19pandemicemergency.

Wehave developed experience in humanitarian assistance; this has included strengthening andtrainingourtechnicalteams,leadersanddifferentstakeholders.

Recognition of experience in collegiate work relationships and monitoring implementationmethodologieswiththecommunitiesinvolvedandtheirlocalorganizations.

1.4. CoreFaithvaluesThephilosophyoftheForumorganizationsinitsprinciplesandvaluesareconsideredfundamentalsuchassolidarity,teamwork,genderequity,careforvulnerablepeople,non-discriminationbasedonsex,race,politicalcreed,ethnicorreligion,strongworkfocuswiththemostvulnerablesector.The ecclesial leaders are part of the target audience of the organizations, which leads to thecoordination of activities in this and other normal work processes, on the other hand, it ishighlighted that church premises are serving as shelters for affected families and theirMembership collaborates in thepreparationanddeliveryof foodandothernecessary items forfamilies. It isappropriatetomentionthatACTmemberinstitutionshavethecustomofholdingadevotionaleveryweekwiththeparticipationofcollaborators,volunteers,andcommunityleaders;Likewise,eachactivitycarriedout inthefieldbeginswithaprayerof thanksgiving.Therearenoexceptionsforpeopleofdifferentreligiousbeliefs.

2. PROJECTRATIONALE(LogicalFramework[Annex3])2.1. InterventionstrategyandtheoryofchangeHONDURAS:ItisintendedtoalleviatethepainandsufferingofthefamiliesaffectedbytheETA&IOTAhurricanesinthenorthandwestofthecountry,supportingaffectedfamiliestoimprovetheirquality of life andmanage their emotional effects. To achieve this, safe and inclusive access tohumanitarian aid for these families and their return home is sought; Here it is important thatfamilieswill be cared for under protectionprinciples,minimizing sufferingwith theprovisionofreliefkits,hygiene,biosecurityandfoodrations,aswellasthecashtransfermechanism.Anotheraspect is to contribute to the reactivation of the livelihoods of the affected families with theimplementation of productive unitswith a permaculture approach; To achieve this, agriculturaland non-agricultural productive units will be supported. And finally, the aspect of psychosocialsupport toaffected families for the recoveryof theiremotional state throughpsychological firstaid (PAP) implementing the Community-Based Psychosocial Support (APBC) methodologypromoted by ACT, which consists of strengthening knowledge of psychosocial support in keypeople, leaders or leaders so that they canprovide support toother people,without rulingoutsomepersonalizedsupportfromexperts(psychologists).Theprojectwillsupport1,500families(7,500people)intwointerventionregions(northandwest),the selection criteria for these families are based on the humanitarian principles of the SphereProject, relativetovulnerablegroups,withchildhoodasapriority.childrenunder5yearsofageandatnutritionalrisk(underweightormalnutrition),pregnantand lactatingwomen,theelderly,andpeoplewithdisabilities.

NICARAGUA:Theproposal is aimed at families and vulnerable people that themembers of the

forumaccompanyintheirdevelopmentproposalsandthathavebeenaffectedbyhurricanesEtaandIota.Thesefamiliesaregenerallylocatedinruralterritoriesandfarfromthemaincitiesandwithlittleaccesstoqualitygoodsandservices,characterizedbyashortageofworkandhighratesofpoverty.wehaveapreviouslyestablishedorganizationalandsocialnetwork.

The approach to be used in this intervention is direct assistance to families and communities,through the provision of different food aid kits, seeds, agricultural inputs, and materials toimproveaccesstowaterandsanitation.

In the recovery stage, the reactivation of family, social and economic means of livelihood isforeseen,consideringabroadparticipationofwomen.

Theentire implementationprocess takes intoconsideration themeasuresandprotocolsofeachimplementingmemberforthecareandprotectioninthepreventionofCovid19infections,bothintechnicalteamsandincommunitygroups.

The proposal also incorporates a component aimed at creating conditions of resilience andpreparednessfordisasters,especiallyconsideringthatthesecommunitiesareexposedtoaseriesofnaturalandanthropicrisks.

2.2. 1,500 families (7,500 people) received support through cash transfers for household items andbasicrepairstotheirhomes,allowingthemtolivewithdignity.800families(4,000people)haverehabilitatedtheir livelihoods(productive,agriculturalandnon-agriculturalunits)andimprovetheirqualityoflifebasedontheprinciplesofrightsanddignity.700families(3,500people)havereceivedsupportthroughtherehabilitationofcommunitywatersystems, provision of pylons with safe covers, educational talks and hygiene promotion andguaranteeminimumconditionsinwaterquality.300 families (1,500 people) received psychological first aid (PAP), through the methodology ofCommunity Based Psychosocial Support (APBC) and have learned to manage their emotionalsituation.NICARAGUA:A.1At least1,050 familiesandvulnerablegroupshave the resourcesneed it to reactivate theirlivelihoodsordonewproductionentrepreneurstoallowthemtoguaranteelivingwithdignity.

RiskAnalysisHONDURAS:The context in which the project will be executed may be affected by electoralpoliticalfactors,sincetherewillbepresidentialelectionsinNovember2021,whichcouldgenerateconfrontation between families, including local governments and other activities. Theimplementing organizations are respectful of the political and religious beliefs of the people,therefore, itwillbeavoidedasfaraspossiblenottoaddresspartisanpoliticalaspects,whilethe

activitiesaredeveloped.Local structures are disarticulated and due to evacuations and damage to communityinfrastructure,manyfamilieswillnotreturntotheircommunities,ifthishappens,committeeswillbeorganizedtosupportimplementation.

The increase inCOVID19casescould leadtoasecondpartialor totalconfinementofHonduransociety, thusmaking it difficult to carry out actions, foreseeing this scenario, the organizationshave included within the support all the biosafety material that is necessary for theimplementationofactivities.

New natural phenomena could aggravate the context in which the project is developed, forexample,newfloods,periodsofdrought,highrainfall.

Thecurrentcontext,addedtothe lackof jobopportunities,tendstocausemassivemigrationtotheUnitedStatesofAmerica.

NICARAGUA:Thefollowingriskswerereviewedwhendesigninginterventionsforthisappeal:

-Depletionofbasicfoodandhealthsupplies,duetotheeffectscausedbythehurricanesandtheCovid-19pandemic,therewillbecontinuousmonitoringofthedifferentsuppliesinlocalmarkets.

-MassivecontagionofthepopulationbyCovid-19,ourteamsandthepopulationsservedwilltakeallthenecessaryprotectionmeasuresthroughouttheinterventiontime.

- We hope to obtain the necessary resources to implement the proposal, and we maintaindialoguewiththecommunitiestosearchforlocalsolutionsthathelpreducetheadverseeffects.

- Opening of spaces and good coordination with local authorities. We hope that our localleadershipandwork teamsstrengthen localalliances forgoodperformanceandachievementofgoals.

2.7. Sustainability/ExitstrategyHONDURAS:Sustainability isbuiltwiththestrengtheningof localcapacitiesthatCASMand localorganizationshavebeendevelopingthroughtheirpresenceforseveralyearsintheworkareas,thelink with local governments and structures responsible for guaranteeing the access of thesefamilies to better living conditions. Likewise, CASM and the executing organizations remain inthese territories for several years with a development approach, which guarantees that thesefamiliescancontinuetobecaredforinacomprehensivereconstructionprocess.NICARAGUA: The proposed interventions are based on communication and communityparticipation, from the approach of the proposed processes, their implementation, to the post-intervention monitoring. Initiatives will be carried out with a particular focus on strengtheningresilienceanddevelopingcapacities.

Actions and capacity buildingwill have long-term benefits andwill, of course, be effective in arecoveryphase.

Buildingcapacityofnationalmembers.HONDURAS:During thedevelopmentof theproject, two training sessionswill beheld for themembers of the regional ACT Honduras Forum on topics such as: disaster risk management,environment, climate change, political advocacy, humanitarian assistance (Sphere Manual) andprinciples of protection. Considering the context that is lived, it is suggested that the trainingsessions be virtual, using themost appropriate platform for allmembers. In the sameway, thecommunityandecclesial leaderswhowillsupporttheprojectprocessinthecommunitieswillbetrained, since they are also the ones who, through their commitment and capacities, willguaranteethesustainabilityofthecontinuityofpreventionandmitigationactions.,managementandresponse,amongothers.NICARAGUA:ThememberoftheNicaraguaForumhasincludedatrainingprocesstoself-careforthe work teams. These capacities will be shared with community leaders and promoters whocontribute to the implementation project. ImplementationApproachHONDURASTheproposedmodalitieshavebeenconsideredaccordingtotheresourcescurrentlyavailableandthecontextofthedifferentinterventionareas,forexample,thetrainingwillbevirtual,consideringthattheimpactoftheCovid19pandemicisstillbeingsuffered;Likewise,supportwillbeprovideddirectly to affected families living in shelters, churches, streets, among others, considering orprioritizingtheirbasicneedswithaviewtotheirrecoveryandrehabilitation.Considering that theaffected families, inaddition to totallyorpartially losing theirhomes,havelosttheirmaterialassets,theirproductiveunitsorbusinesses,amongothers,theyhavesufferedstrong psychological and emotional effects, due to mourning and suffering, Community-BasedPsychosocialSupportItwillbeveryhelpful.

It is important to mention that during the implementation of the project, the most affected,vulnerableandimpoverishedfamilieswillbeidentified,fortheimplementationofproductiveunitsor,whereappropriate, familygardens,economic initiatives,amongothers. Likewise,prioritywillbe given to benefiting families with children, the elderly, single mothers and / or infants andpeoplewithdisabilities.

The project interventionwill help the affected families through cash transfer, in order tomeettheir most important needs, there are several modalities that will be used depending on the

Wewillmakedirectdeliveriesoffoodtofamilies,eachimplementingmemberwillcarryouttheirdelivery plan with small groups in order to avoid crowds, as far as possible the acquisition ofproductswillbemade in localmarkets, thoseclosest to thecommunitieswith inorder toboostthelocaleconomy.

IntheWASH,Livelihoodscomponents,ourorganizationshavetrainedpersonnelandmembersinthecommunity;agriculturalpromoters,healthpromoters,leaders,etc.whohaveexperienceandtraininginwatermanagement,hygieneandespeciallyinagriculture.

Ourentireproposalandalsoeachoftheorganizationshavestrategiesforaddressinggenderandequity.

IntheShelterandNFIscomponent,zincandnailswillbedeliveredfortherehabilitationofroofsaffectedbythehurricanessothatthebeneficiariescanrebuildtheroofsoftheirhomes.Boththedelivery and the monitoring of the execution of these works will be done by the technicalpersonnel that the members who participate in this project have. The project does notcontemplate the construction of houses sowewill not require specialized assistance, since thebeneficiariesthemselveshavethebasicmaterialsforthereconstructionoftheirhouses.

Considering thevulnerabilityof theareasaffectedby thehurricanes, the conditions thatpersistand the close ties of the community to their environment, it is necessary to strengthen and/orreformulatecontingencyplansandadaptationandresponsemeasuresintheeventofrecurrenceof natural phenomena that put the physical integrity and livelihoods of the inhabitants of theaffectedareasatrisk.

Theseactivitieswillbecarriedout in locations identifiedas themostvulnerable inourareasofincidence. The preparedness and prevention component will help build capacities in thecommunitiesthatallowthemtofaceotherdisastersthatmayarise.

Given the nature of the pandemic,wewill use differentmeans of communication between thebeneficiaries and staff of the organizations. Messages will be produced to broadcast on localradios, instructional videos thatwill be shareddirectlywith the beneficiaries viaWhatsApp and

3.3. ProjectStakeholdersHONDURAS:Toguaranteebeingeffectiveandreachingthepopulationthatneedsitmost,thefollowingactorswillbeworkedwith:1.The familiesaffectedby thepassageof theETA& IOTAhurricaneswill be thedirect beneficiaries of the various actions developed through theproject,thereforetheywillbe involvedfrombeginningtoendofthe intervention.2.Church leadersandcommunity structureswithwhom theaffected familieswill beaccompanied,during theprocessthat they will receive training that will allow them to exercise a better role. 3. 3.5. ProjectManagementHONDURAS:

TheACTALLIANCENationalForumisorganizedinthreesub-nationalregionsinthecountry(North:Cortés, Santa Bárbara and Yoro, South Region: Choluteca and Valle, West Region: Copán,OcotepequeandLempira)EachoftheregionsisledbyanorganizationthatareintegratedintheCoordinating Committee made up of full members and local / national partners who lead thestrategicpoliticalactionsoftheFORUM.This Appeal is being led by CASM with the participation of technical staff from local memberorganizationsintheregionswheretheprojectwillbeimplemented.

Administratively, thefundswillbedepositedtoCASM,who inturntransfersthemtooneof thereference organizations in each of the regions, to develop the planned activities, the referenceorganization is responsible for providing technical and financial reports to CASM, as well asguaranteeingtheexecutioninatimelymannerasplanned.

NICARAGUA:

ILFEwillcoordinatetheexecutionoftheproject.Regularmeetingswillbeheld inordertoshareinformation on progress in the implementation process.Monitoring and evaluationwill includeperiodic visits to monitor the achievement of results and the preparation of quarterly statusreports.

The comments or opinions of the beneficiaries and other interested parties will be collectedthroughout the implementation of the project, monthly coordination meetings will be held tosharehowthecommentsarebeingtakenintoaccountwithintheproject.

organizations ineach region to shareworkexperiences, administrativeprocedures including thedefinitionofproducts,equipmentandformatstobeusedduringtheprocess.The municipalities where the project will be implemented are identified by each of theorganizations taking into account the damage caused, their area of intervention, type ofpopulationtobenefit,littleinstitutionalpresence,impactonlivelihoods,especiallyhillsidecrops.,withpreferencetovulnerablegroups,theLencaandChortipopulationinthewestandLadinosintheSulaValley,singlemothers,headsofhouseholds,theelderly,boysandgirlsunderfive(5)yearsofage.

Allmemberorganizationshavebeenworkingondifferentdevelopmentproposalsformorethan30 years, during all this time they have been involved in assisting communities in the face ofhurricanes,earthquakes,famines,droughts,volcaniceruptions,amongothers.

Forthisproposal,thereisalreadyexperiencetoaddresstheproposedsectors.Theimplementingorganizations have technical teams trained over many years in the implementation ofdevelopmentproposalsandhumanitarianassistance.

Pastorsandcommunityleadersalsoactivelyparticipateintheimplementationoftheproposalineachoftheterritories.

3.7. ProjectAdvocacyHONDURAS:Is included in the legal framework (SINAGER Law, Municipal Development Plans with aComprehensive Risk Approach, Territorial Planning Plans, National and Municipal Plan forAdaptationtoClimateChange,amongothers.At the local level, thedistributionofhumanitarianaidwill be coordinatedwith theCODEMandCODEL, including the technical support of the COPECO staff. Social oversight will be effectivethrough the participation of citizen transparency commissions, church groups. Other relevantactors will be theMunicipal Food Safety Tables in everything related to livelihoods, water andsanitation,communityhealth,actionswillbeestablishedwiththeSecretaryofPublicHealthattheMunicipallevel.

NICARAGUA:

Thefaith-basedorganizationsoftheACTForumwillworktopromotepreventionmeasuresagainsttheCovid19Pandemicduringtheirinterventioninthecommunities.

3.8. Private/Publicsectorco-operationHONDURAS: The participation of the Public sector is related to the coordinationwith COPECO,SecretaryofHealth,withtheBusinessDevelopmentCenter, itwillseektoestablishcoordinationfor the implementation of economic initiatives, with the Local Government, efforts will bearticulatedinstrategicactions(ADVOCACY)duringtheinterventionoftheproject.3.9. EngagingfaithleadersHONDURAS:Religious leaderswill play a leading role accompanying the various actions contemplated in theprojectineachofthecommunities.Itshouldbenotedthattheyareexemplarypeoplewhohaveearned the respect, trust, and credibility of the population and have the capacity to convene,disseminate informationmoreeasilyandwhoserveasa linkbetweenthecommunityandotherkeyactorsatthemunicipallevel.facilitatingdialogue,intercommunalwork,andatthesametimethey become advisers among families and the general population. They will get involved inpsychosocialsupportbytrainingthemintheAPBCmethodology.NICARAGUA:

There are organized zonal committees of pastors and community groups in each of theintervention areas. These people are recognized for their trust, leadership and communicationwith the target population of the project, many of them belong to different religiousdenominations. They are community leaders of the zones, who enjoy credibility with thepopulation.

4. PROJECTMONITORING4.1. ProjectMonitoringHONDURAS:

CASMhas responsiblepersonnel in thePlanning,MonitoringandEvaluation (PME)unitwho, astheorganization responsible for theAppeal,willmonitor theprocesses inexecutionat the sub-national forums (north andwest) throughmeetings eachwith local organizations. Therewill befieldvisitsinthemiddleoftheprojecttoholdmeetingswiththebeneficiarypopulationtofindoutdetailsrelatedtotheirsatisfaction,complaintsorconcernsrelatedtotheproject.CASMwillplacecomplaint boxes in the communities so that families can write any concern related to theexecution, there will also be a cell phone number that people can contact to express their

NICARAGUA:

TheAct-NicaraguaForumassumesthecommitmentofmonitoring,evaluationandlearninginthedevelopment of the project. Follow-up and accompaniment among the forummemberswill bepromoted inpersonandvirtually,ensuringthefulfillmentofgoalsandobjectivesthatguaranteetheirachievementandscope.

Themonitoringwillbedonecontinuouslywithdifferentactivitiesfortheaccompanimentofeachmember of the forum. Evaluative-summative cuts will be made when there is 40% and 80%implementationtoensurecompliancewiththegoalsandproducts,thisprocesswillbeledbytheprojectcoordinator,withthesupportoftheforumcoordinationandtheimplementingmembers.

Forum members, local counterparts and representatives of the communities benefited by theprojectwillbedirectlyinvolved,ensuringaprocessadjustedtocurrentneeds.

Allourmonitoringactivitiesaim to improve the implementationofallplannedactivities ineachsector.Forexample,inlivelihoodstofoodproduction,wewilllookforthebestcropmanagementpractices.

Insupportingtheconstructionofroofsinhomes,standardsbasedoncomfortandqualitywillbeimplemented.

Constant monitoring will help to identify progress in a timely manner and establish correctivemeasureswiththeparticipantswhenevernecessary.

4.2. SafetyandSecurityplansHONDURAS:

Eachoftheorganizationsthatmakeuptheregionalforumshaveaninstitutionalsecurityplanandprotocols, in which risks related to field work are considered, as well as preventive measuresaimedatreducingrisk.Itisimportanttomentionthattheinstitutionshavefullknowledgeofthecontextofthecommunitiesandinturnknowintheseplacestheworkthathasbeencarriedoutinthezones.However, given the contextof theeconomic crisis, violence, insecurity andvulnerability, amongothers,itisknownthatfieldpersonnelareexposedintheexerciseoftheirwork,buttheseplansandprotocolsallowtoactinapreventivemanner,thusmanagingtomanagetheselatentrisks.Itisimportanttomentionthatthestaffhasanindicatedscheduletocarryoutfieldwork,theymustarriveatthecommunitiesverywellidentified,leavethevehiclesinthestartingpositionandnotifytheleadersofthecommunitiesoftheirarrivalforbetteraccompaniment.

Inmanyofthecommunitiesaddressedinurbanareastherearemaras(gangs)forexample;Inthecaseof ruralareas,assaultsmayarise in theaccess roads,enmitiesor interestsatstake,amongmembers of the population, having coordination with community leaders to carry out fieldactivitiesaccordingtoexperiencereducesthepossibilitiesoftheserisksforthepersonal.Likewise,the proliferation of the Covid 19 pandemic, for which there is a Biosafety protocol for fieldactivities. It is necessary to consider that the year 2021will be a political season and this cangeneratepolarization,conflicts,meetings,discouragement,amongothers.

NICARAGUA:

Inourcontext,theCOVID19pandemicposesagreaterrisktothehealthofthepersonnelinvolvedin the project. Regarding health, the issue PPE for the teams that will be in the response isprioritized by all members of the forum, observing all the securitymeasures recommended byWHOandPAHO;however,possibleexposurestocontagionarenotruledout.

At the community level, the members of the forums have already carried out awarenesscampaignsamongthepopulationonthecorrectuseofbiosecurityandhygienemeasures;Theseactionswillbeconstantthroughoutthedevelopmentoftheprojectandacontinuousevaluationofitseffectivenesswillbecarriedout,tomakethenecessaryadjustments.

TheACTAllianceSecurityPolicieswillbetakenintoaccount,notonlyforissuesofviolenceintheexecutionzones,butalso forpotentialsocialconflictsoractionsofsocialdisorder. In thissense,the implementation of the Security Plans of eachmember of the Forum, and the follow-up ofguidelinesderivedfromtheresourcesavailableintheACTAlliancesuchas:SpaceforCivilSocietyHow to Protect and Expand a Facilitating Environment; ACT Personnel Safety and SecurityGuidelines;HumanitarianProtectionPolicyforActAlliance,etc.withthepurposeofmitigatingtherisksthatmayarise.

KnowledgeManagementHONDURAS:Thelessonslearned,goodpracticesandachievementsobtainedduringthelifeoftheprojectwillbereportedthroughinfographics,memoriesandreportsandasaformofaccountability,itwillbesocializedduringaday,withthebeneficiariesofthecommunities,localactors,externalactorsandwiththedonorcooperationagency.Based on the knowledge and experience of the implementing organizations, the exchange ofstrategies and methodology among the members of the regional forums of ACT Honduras iscontemplated.

NICARAGUA:

Themembersof theForum, throughthecompilation,systematic reviewandregistrationofbestpractices and lessons learned, will hold a forum-workshop online to share them with otherinterestedpartiesseekingsimilarresponsesindifferentcoordinationspaces,facilitatingfeedbackandthereproductionoftheseexperiences.

5. PROJECTACCOUNTABILITY5.1. MainstreamingCross-CuttingIssuesHONDURAS:Gender and Social Inclusion. The member institutions of the ACT Forum and the partnerorganizations have Gender Equity Policies and during field actions, priority is given to singlemothers, heads of households andmotherswithminorswith nutritional risk, among other riskassessments; It is noted that the project will also be implemented in communitiesmade up of
