Admissions Policy

School of Political Science and Economics Based on Waseda University’s motto of “independence of learning,” the School of Political Science and Economics

welcomes many students from both within and outside of Japan who have achieved a high level of fundamental academic

skills and possess a strong intellectual curiosity, an “enterprising spirit in line with the philosophy of this university, and a

high motivation to learn.” In order to secure diversity and quality among such students, the School of Political Science and

Economics holds admission exams of four types—the general entrance examination, the National Center for University

Entrance Examination, the entrance examination for recommended admission, and the AO entrance examination. In

particular, the School makes use of the third and fourth types to open its doors to those with experience of education beyond

what is typical of that found in Japan. What is expected of students taking these entrance exams is linguistic performance in

both their native language and English (if the two are different), which serves as the foundation for learning, the capacity to

think logically, the historical and cultural knowledge required to recognize their own place in a global setting, and the ability

to tackle various problems while interacting with people from all over the world. The abovementioned entrance

examinations enable test-takers to be examined in a multifaceted manner with regard to such knowledge and capabilities.

Department of Political Science The Department of Political Science is carrying on the spirit of the university by emphasizing independence of learning and

the establishment of a self-sustaining civil society. This spirit is reflected in the high ideal of analyzing living political

phenomena based on a close linkage with economics, and aiming for learning that can be transmitted from Japan to the

world. It is desired that enrollees become able to constructively take over these traditions of the Department. The

Department seeks students from diverse backgrounds who have demonstrated the requisite academic ability up until the

high school level, including people who have a strong interest in social phenomena such as current politics and economics,

and who strive to acquire comprehension, analytical abilities, expressive powers, and the behavioral ability to adapt to new

times, as well as people who have the communication skills to respond to a modern society that has globalized, who can

express opinions backed by accurate knowledge and abundant originality, and who try to contribute to the creative

development of Japan, the region, and the world, all the while possessing the motivation to pursue academic learning and

individual maturity through friendly competition with each other in learning political science.

Department of Economics The basic philosophy in selecting enrollees in the Department of Economics is “selecting students who have a deep interest

in theoretically explaining social phenomena with a focus on the economy.” This means that students who place an

emphasis on logical thought, in addition to having an interest in the history and current state of politics and the economy,

are very welcome. In economics, mathematics is part of logic. Even if a student is not particularly adept at mathematics, it is

necessary for the student to pursue the subject with perseverance. The ideal is for students who have their respective strong

points, such as those with a wealth of knowledge relating to the past and present of politics and economics, students who

excel in mathematical thought, students who have an interest in international relations, etc., to learn logical explanations

regarding economic and social phenomena while motivating each other. To realize this, the Department is striving to gather

students with various strengths through making use of multiple types of entrance examinations.

Department of Global Political Economy The Department of Global Economy welcomes students who have a strong interest in the various political and economic

phenomena that occur in today’s international society and their relationship to each other, who perceive global issues as

their own problems and search for ways to solve such issues, and who want to contribute to regional and global

development. The Department also seeks students who possess logical thinking and communication skills that are adapted

to international society, who have a broad sensitivity that takes the standpoints of various kinds of people into consideration,

and who can take the initiative actively and independently. With regard to the broad field of learning centering on politics

and the economy in particular, the Department values the curiosity of students who do not restrict themselves to existing

boundaries but try to absorb new knowledge and diverse concepts. Together with this, the Department seeks students who

are not daunted by the number of courses required, and who spare no effort in acquiring analytical abilities and thoughts and

actions that correspond to the new era.

II. Applicant Eligibility

N.B.

● Students already enrolled in Waseda University are not eligible to apply for the EDESSA Admission by Transfer. Such

students should apply for the EDESSA Admission by Change of Affiliation (September Entrance).

● Eligibility is not decided by nationality or length of period spent abroad.

To apply for admission, you must meet requirements (1) and (2) (or their equivalent) below.

(1) Educational background

(a) You are enrolled at a university (excluding junior colleges and community colleges) in or outside Japan. Furthermore,

i. you have completed or are scheduled to complete a total of 13 years or more of education, including

elementary and secondary education, by September 20, 2017; and

ii. you have completed or are scheduled to complete a first year of education at a university by September 20,

2017.

* If you are taking a leave of absence at the time of application, please submit reason(s) for taking a leave of absence.

(b) You have obtained or are scheduled to obtain a total of 30 credits or more towards graduation* during or after your

13th year of education including elementary and secondary education by September 20, 2017.

* A total of 30 credits or more towards graduation indicates the standard number of credits obtained in the first year

at Waseda University. Since the number of credits to be obtained in an academic year varies by university, it will be

determined by the School of Political Science and Economics during the preliminary review of eligibility whether the

number of credits you have obtained at your university suffices to meet this requirement. For more information,

please inquire at the Office of the School of Political Science and Economics.

N.B.

● The term “university” is taken to mean an institution of higher education that awards a Bachelor’s degree on graduation.

● Applicants who are scheduled to complete a first-year education at a university must submit an academic transcript

(original) to the Office of the School of Political Science and Economics to prove that a total of 30 credits or their

equivalent have been or will have been obtained by September 20, 2017, as prescribed above. However, if applicants need

to apply for a student visa, they must submit an academic transcript by August 22, 2017, in order to have the time required

to apply for and receive by mail a Certificate of Eligibility (CoE). Time may also be needed to apply for a student visa in the

applicant’s own country as well.

If it is difficult to submit an original transcript by August 22, 2017, please email a copy (a pdf file) of the transcript to the

Office of the School of Political Science and Economics by the deadline and then submit the original by September 20,

2017. (No transcript arriving after these deadlines will be accepted.)

● If applicants fail to submit an academic transcript and cannot prove that they are able to fulfill the application

requirements by the deadlines, the process of their admission to the School of Political Science and Economics will be

canceled. In such cases, the School cannot refund the registration fee (an amount equivalent to the entrance fee), though

school expenses and other fees paid for the fall semester of 2017 will be repaid. For more information about the procedures

for receiving a refund, please refer to the “Handbook on Enrollment Procedures” mailed to successful applicants.

(2) English language proficiency

● Please submit an original score card from one of the tests above.

● Scores taken before January 30, 2014, will be considered invalid.

● Scores must be submitted by the deadline. Note that even if the score cards are being sent directly from the organization

that administered the examination, only those that arrive during the application period can be accepted. It often takes several

weeks for test scores to reach their destination, so allow yourself sufficient time to obtain your test scores.

[The Waseda University code for requesting a TOEFL score sent to Waseda directly from ETS is 9342.]

If you submit a certificate of university entrance qualification examination/standardized test administered for an

educational system in which the first language is English (SAT, ACT, GCE, IB taught in English, etc.), you are not

required to submit a certificate related to your English proficiency.

N.B. If you take an IB program in Spanish or French, you are required to submit a score card from an English language

proficiency test.

III. Application Procedures

(1) Application Period for Preliminary Review of Eligibility

January 30 (Mon.), 2017 – February 10 (Fri.), 2017

● All applicants are required to apply for and pass the preliminary review of eligibility.

● All required documents (hereinafter referred to as “application documents”) must be submitted when applying to the

preliminary review of eligibility.

● Application documents must be sent by postal service and received by the Office of the School of Political Science and

Economics no later than the respective deadlines. Also, we do not accept applications that arrive after the application period

closed for whatever reason, including postal delay.

● Late submission and submissions by hand, email or facsimile are invalid. Please make sure to prepare and mail

application documents well in advance.

(2) Application Method for the Preliminary Review of Eligibility

Enclose all application documents in an envelope and send them to the following address by, if mailing from within Japan,

Simplified Registered Mail (or Simplified Registered Express Mail if the application deadline for the preliminary review of

eligibility is near) from a post office. If mailing from outside Japan, you may use an international courier service.

● Write Application for EDESSA Admission by Transfer on the envelope.

● Application documents must be received by the deadline. We do not accept applications that arrive after the application

period for the preliminary review of eligibility. Even sent via EMS or other similar courier service, your application may

take more than one week to reach us. Please allow yourself sufficient time to mail your application materials.

● To check whether or not your application documents have been received, contact the post office or the courier with the

tracking number given by them.

● Application documents must be sent by postal service. They will not be accepted if brought in person, faxed or emailed to

the Office of the School of Political Science and Economics.

the information given there carefully in order to prepare the documents properly. Before sending them, check the documents

using the “Application Documents Checklist” and enclose the checklist with your application.

(4) Period for review of eligibility:

The School of Political Science and Economics may contact you by email during the period of review. Please make sure to

check your email regularly during this period.

Since emails from the School of Political Science and Economics may accidentally be recognized as spam mail and sent to

your spam folder, it is advisable to keep checking that folder, too.

(5) Announcement of the results of the preliminary review of eligibility

●The results will be sent to all applicants by postal service.

●The above date is not the date on which you will receive the results but the date they will be sent out from the Office of the

School of Political Science and Economics. As the results will be sent from Japan, they may take a week or more to arrive,

depending on where you live.

(6) Application period (Payment period for screening fee)

Applicants who pass the preliminary review of eligibility will be required to complete the application procedure (that

is, through payment of the screening fee) by the deadline. Document screening will NOT be conducted for those

applicants who have failed to make the required payment by the deadline.

Please note that the screening fee cannot be returned for any reason once an application has been accepted.

After completing the transaction, print out the “Result” page and send it to the Office of the School of Political Science and

Economics by postal service, or send a pdf file by email.

● The payment can be made at any time, 24 hours a day.

● You can make a payment with a credit card held in the name of a person other than yourself. However, make sure to enter

your own personal information in the “Basic Information” page of the website.

b. Overseas remittance (Payment from overseas to Japan only)

To pay from outside Japan, follow the procedure below to remit the screening fee plus a bank transfer fee of 2,500 yen at a

financial institution. Please send a copy of the remittance form by postal service or send a pdf file of the copy to the Office

(8)Screening Fee Waiver Program (limited to applicants from SPECIFIED Countries)

Waseda University provides a screening fee waiver program for applicants from SPECIFIED countries. They are required to

read the instructions in the following section and submit requests along with their application documents.

1. Eligible Countries

Afghanistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambodia, Central African Rep., Chad, Comoros,

D. P. R. Korea, Democratic Republic of the Congo, Djibouti, Equatorial Guinea, Eritrea, Ethiopia, Gambia, Guinea,

Guinea-Bissau, Haiti, Kenya, Kiribati, Laos, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique,

Myanmar, Nepal, Niger, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan,

Sudan, Tajikistan, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Vanuatu, Yemen, Zambia, Zimbabwe

2. Outline

You are eligible to apply for a screening fee waiver if you reside in one of the countries designated by Waseda University

AND hold nationality in one of the countries listed above.

3. Eligibility

The following conditions must be fulfilled:

1)You must reside in one of the countries classified as "Least Developed Countries" or "Other Low Income Countries" in

the list of ODA recipients as published by OECD/DAC AND hold nationality in one of the countries listed (your country of

residence and nationality do not necessarily have to be identical).

For the list of eligible countries, refer to "Eligible Countries" above.

You are not eligible if you reside in Japan.

2) In case of dual nationality, you are only eligible if both nationalities are included in the list of eligible countries described

in 1. above.

4. Procedures

When applying to an undergraduate school or graduate school of Waseda University, please enclose the following

documents in the application documents instead of the certificate of payment for the screening fee (copy of the remittance

form, etc.).

2) Copy of passport (including all details)

The application for the screening fee waiver program must be made along with the application for preliminary review of

eligibility.

Applications made afterwards will not be accepted under any circumstances.

You are not required to pay the screening fee. However, if payment was made before the application for the screening fee

waiver program, the screening fee will not be reimbursed.

In the event that you are found to be ineligible for the screening fee waiver program, or have made a false claim, you will

be advised to settle the screening fee by the deadline of the application period.

(9) Notes on application

All of the application documents must be submitted by mail and received by the Office of the School of Political Science

and Economics, Waseda University, by the application deadline for the preliminary review of eligibility.

The decision to apply to a particular department cannot be changed after you submit your application for the preliminary

review of eligibility.

If you submit a certificate to demonstrate that you are expected to meet the qualification to enter university in order to

meet the standards of eligibility stated in the Application Guidelines at the time of application, you will be required to

submit a certificate to certify that you have indeed met the requirement by September 20, 2017 (by August 22, 2017, for

those who will need to apply for a student visa). You will not be allowed to enter Waseda University even if you pass the

entrance examination unless you submit such a certificate.

Application documents must be completed for you to qualify to be screened. If we contact you concerning your

application, please follow our instructions immediately.

You may be deemed to have committed a dishonest act if you falsify, fabricate or plagiarize any of the document(s),

statement(s), or information submitted in your application. In such a case, the result of the entrance examination will be

invalidated, and your application documents and screening fee will not be returned.

As a general rule, application documents and screening fees are not returned or refunded once your application has been

accepted. However, we will return the originals of documents that can be issued only once (e.g., high school or college

diplomas) upon request. Enclose a self-addressed return envelope if you want us to return such documents.

If there is a change of address, telephone number or email address after application, promptly notify the Office of the

School of Political Science and Economics, Waseda University. Also, if you notify the Office of the School of Political

Science and Economics that you have changed your address, telephone number or email address just before the Office is

scheduled to send you your examination documents (e.g., the examination admission card), the Office may already have

sent them to the old address. Please make sure to notify the Office of the change as early as possible.

If a physical disability requires special consideration when taking the entrance examination or studying at Waseda

University, be sure to notify the Office of the School of Political Science and Economics before submitting your application

Handling of personal information

Waseda University uses personal information on applicants, such as their addresses, names, and dates of birth, collected on

their application for admission for conducting the entrance examination, announcement of successful applicants, entrance

procedures, and other incidental business. We take all necessary and proper measures to protect such personal information

from leakage, disclosure or unauthorized use. All or part of the above operations may be outsourced to an agency. However,

even in such cases, we will contractually oblige the agency to conduct the necessary and proper management of the data.

However, please note that personal information will be used as study or research materials for screening during university

admissions. Even so, the information will be statistically processed to prevent any individuals from being identified.

You are screened in a holistic manner based on your application documents. As for the document review, you will receive

one of three results: An unconditional offer, a conditional offer, or a fail. If you receive an unconditional offer, you can be

admitted to SPSE without any further interview or other test. If you receive a conditional offer, you will be invited for an

interview, and your admission will be judged according to the result of the interview.

The results of the document review will be sent to all applicants at their “Mailing Address” specified in the Application

Form by EMS or by Simplified Registered Mail, etc. For those with a conditional offer, an interview invitation and an

examination admission card (with an examinee number) will also be sent, in addition to the document screening

result. Invitations will be sent from Japan according to the schedule below. It may take over a week for you to receive the

notification, depending on the country of your residence. (Please be sure to contact the Office of the School of Political

Science and Economics if there is any change in your mailing address.) Inquiries regarding the results of document review

will not be accepted via telephone, facsimile or email. However, in some cases, the examination admission card may be sent

separately to you at a later date. You may also receive a phone call or an email message to notify you of the same, in

addition to the notification by mail, when the interview date is near.

(3) Test-taking Guidelines

Waseda University has provided the following guidelines so that entrance examinations can be properly administered and

all applicants have an opportunity to perform in a fair and equitable environment. Please read the guidelines carefully and

approach the examination in a serious manner.

1. You may be deemed to have committed a dishonest act if Waseda University determines that you have falsified,

fabricated or plagiarized any of the document(s), statement(s) or information submitted in your application.

2. Your actions may be considered dishonest if you commit any of the following acts:

1) Cheating (possessing or using a cheat sheet or reference book during the examination, or glancing at another examinee’s

answer sheet or gaining answers from others)

2) Providing benefits to other examinees by telling them the answers during the examination

3) Keeping your mobile phone with you or using it during the examination

4) Letting your mobile phone or watch emit noise (incoming call alert, alarm, vibration, etc.) during the examination

5) Conducting acts that could be considered a nuisance to other examinees at the examination venue

6) Not following instructions from examination supervisors at the examination venue

7) Pretending to be an applicant and taking the examination for the real applicant

8) Conducting other acts impairing the fairness of the examination

3. The following responses may be taken if an applicant is suspected of committing a dishonest act:

1) An examination supervisor may warn or question the applicant.

2) The applicant may be requested to take the examination in another room.

4. In addition, the following responses may be taken if a dishonest act is identified:

1) The applicant may not be allowed to take any other entrance examination given by Waseda University during the year

(screening fees will not be returned).

2) The results of all entrance examinations taken by the applicant at Waseda University during the year may become

invalid.

(4) Other notices

1. The exam environment:

We will do our best to provide you with a quiet and fair exam environment. However, please be aware of the following

unavoidable conditions that may occur:

1) Everyday noise (airplanes; motor vehicles; wind and rain; the sound of air conditioners; coughs, sneezes, and sniffles

from the other examinees; the distant noise of cell phones, etc.) is sometimes unavoidable. As a general rule, no special

treatment will be given to any examinee (or group of examinees) due to any occurrence of “everyday noise.”

2) In the event that a cell phone or wristwatch rings, vibrates or otherwise causes a disturbance during the exam, and the

exam supervisor can identify the particular device as the source of the disturbance, he/she will remove the device from the

exam site, with or without the consent of its owner. The item will be kept at the exam headquarters.

3) While desks, chairs, air conditioning, acoustic equipment, etc., may vary between classrooms used as test sites, this will

not be taken as a handicap to any examinee.

4) If, by the actions of a certain examinee, other examinees are disturbed, the examinee causing the problem may be asked

to take the exam in a different room.

2. Unforeseen problems that are beyond human control:

In cases of unforeseen circumstances that are beyond human control, such as natural disasters (e.g., typhoons, earthquakes,

flooding, tsunamis) and/or accidents, such as fire or power failure, measures including delaying the start of the exam or

postponing the exam may be taken. However, in such an event, we will bear no responsibility for any resulting

inconvenience, expenses or other personal loss that examinees may incur.

VI. Enrollment Procedures Complete the enrollment procedure during the following period:

The enrollment procedure consists of the following two steps.

(1) Payment of Registration Fee, School Expenses, and Other Fees

Remit the registration fee (amount equivalent to the entrance fee), school expenses, and other fees (for the fall semester of

2017) from a bank in Japan (though not a Yucho-Bank) in the period designated above. Relevant details including the

instructions on how to remit the fees from overseas will be sent to successful applicants.

(2) Submission of Enrollment Documents

Successful applicants will receive documents to submit for enrollment. These documents will be sent to the “Mailing

Address” specified in the Application Form by EMS or by Simplified Registered Mail, etc. Follow the “Guide to Entrance

Procedures” enclosed to complete and submit these documents during the designated period above.

Please note that payment of registration fee, school expenses, and other fees and submission of enrollment documents after

the deadline will not be accepted under any circumstances.

N.B.

As a rule, we cannot refund school expenses or other expenses once they are paid. However, if you do not enter the School

due to unavoidable circumstances, we may refund school expenses and other fees (for the fall semester of 2017) except the

registration fee (equivalent to the entrance fee). For more information about the procedure for receiving a refund, refer to

the “Handbook on Enrollment Procedures,” which will be sent to successful applicants.

1. Waseda University uses an automatic account transfer system for payment of school expenses and other fees. School

expenses and other fees for the spring semester are scheduled to be transferred on May 1. School expenses and other fees

for the fall semester are scheduled to be transferred on October 1 in the next and subsequent years. If financial institutions

are closed on May 1 or October 1, the account transfer will be processed on the following business day.

Affix a color photograph of yourself taken within three months of the time of your application in

Submit a certificate proving you completed a 12–year education curriculum before entering university.

(Examples) A graduation certificate of a senior high school; a document certifying you have passed a high school

equivalency examination.

If your high school does not use a fixed format for a certificate of graduation, please download the “Template for

Certificate of Graduation” from the SPSE EDESSA website, fill out the template, and submit it (with the official stamp or

seal of your high school on it).

or English translation notarized by an embassy or other appropriate office officially approved by the government.

(4) Academic transcript

Please submit (a), (b), and (c), as follows.

a) Submit an academic transcript issued by your university with the grades of all semesters or terms until the most recent

semester or term at the time of application.

b) Submit an academic transcript issued by your high school (or an equivalent institution) for the last three years of school.

c) Submit one of the following documents to indicate the course registration or credits accreditation methods.

i. A document to indicate the maximum number of credits that can be earned in one academic year

A copy of a page from a school guide is acceptable. If you are not able to submit any of these documents, please contact the

Office of the School of Political Science and Economics.

If you skipped a grade or accelerated to complete a standard education curriculum in less than 12 years and your academic

transcript does not specify the grade you skipped or the reason, submit a document prepared by the school explaining your

acceleration.

If you have passed a high school equivalency examination, present documents certifying the fact, together with an

academic record.

(If you have been enrolled in high school in the past, submit an academic transcript for the entire period during which you

were enrolled.)

Your examination subjects must include mathematics. If you have not taken mathematics in the university entrance

qualification examination or standardized test held in your own country or mathematics is not offered as an examination

subject in your country's university entrance qualification or standardized test, take mathematics in the SAT Subject Test or

ACT Test and submit your score.

The scores must be from no more than four years before the first day of the application period for the preliminary review

of eligibility (January 30, 2017). If you took a university entrance qualification/standardized test more than four years ago

and cannot submit scores from within four years before the start of the application period for the preliminary review of

eligibility, you must take one of the exams/tests listed below, such as the SAT Reasoning Test (also offered outside the U.S.)

and then submit your score.

If you ask the College Board to send your test certificate directly to Waseda University, use the Waseda University code

for the College Board: 0837. If you ask the ACT to send your test certificate directly to Waseda University, use the Waseda

University code for the ACT: 5473.

It often takes several weeks for test scores to reach us. Please make sure to order your test score report well in advance. If

you are ordering a SAT score report right before or during the application period, please do so by using “Rush Reporting.”

N.B.

If you did not take your country's university entrance qualification examination or another standardized test

because they were not available in the country or area where your high school was located and you cannot submit

(6) Score Card of English Language Proficiency Test: 1 copy

Submit the original score card of one of the tests listed below or its photocopy authenticated with the original by your

university. Digital signatures and printed pictures of the school seal or stamp are not accepted.

Scores taken before January 30, 2014, will not be considered valid.

Scores must be submitted by the deadline of the preliminary review for eligibility. (Even if the score cards are being sent

directly from the organization that administered the examination, only those that arrive during the application period for the

preliminary review for eligibility are considered valid.) It often takes several weeks for test scores to reach us, so allow

yourself sufficient time to order your test scores.

Please have the letters written in English (if written in another language, attach an English translation).

Use the form designated by Waseda University. If your recommender cannot use the designated form, please submit a

letter written in a similar format.

The letters must be written by a dean, department head, academic advisor or instructor of your university. A

recommendation letter from your high school is also acceptable, if that is your only option.

A recommendation letter from a language school or a vocational school is not acceptable.

The letters must be dated and signed in the recommender’s own handwriting.

The date of issue for the recommendation letters must be later than February 2014.

(8) Consent form regarding your application for EDESSA Admission by Transfer

The consent form must be signed or sealed by the dean or department head of the school that you are attending. Please

consult with your school office to prepare the document.

The consent form must be written in English.

(9) School Profile

Submit the school profile of the last school you attended (if possible). It is preferable that you submit the school profile of

a tertiary education institution (university, junior college, etc.) as well as a high school.

If you submit a certificate of university entrance qualification examination/standardized test administered for an

educational system in which the first language is English (SAT, ACT, GCE, IB taught in English, etc.), you are not

required to submit a certificate related to your English proficiency.

N.B. If you take an IB program in Spanish or French, you are required to submit a certificate related to your English

proficiency.

(10) Statement of Financial Resources and certificates to prove your ability to pay for school

and living expenses for one year

The documents and certificates below must be prepared in Japanese or in English. If the bank cannot issue a certificate of

deposit balance in English, attach an English translation. If the provider of funds prepared an Agreement for Defraying

Expenses in a language other than Japanese or English, attach a Japanese or English translation.

1) Statement of Financial Resources

In the Statement of Financial Resources, indicate how expenses required during your stay at the School (school and living

expenses for one year) will be paid.

Use the designated form.

Please make sure that the statement is signed by the applicant.

2) Certificate of the deposit balance of a bank account (only certificates issued during the three months prior to the

date of application are valid)

If you plan to depend on allowances from a family member or relative, submit a certificate of the deposit balance of a bank

account established in the provider’s name. If you plan to pay your school and living expenses on your own, submit a

certificate of the deposit balance of a bank account established in your own name.

Make sure to submit the original copy.

Copies of passbook pages or monthly account statements issued by banks are not acceptable as certificates.

Certificates of balances of securities accounts of securities companies (stocks, etc.) are not acceptable as certificates of

deposit balances.

3) Agreement for Defraying Expenses

An Agreement for Defraying Expenses signed by the holder of the bank account used in the certificate of deposit balance is

required.

Use the designated form.

If you name a scholarship as a source of funds in the Statement of Financial Resources, submit a scholarship certificate

that specifies the scholarship amount and the scholarship period.

(11) Documents related to application for Certificate of Eligibility (“1” through “4”):

1) Application for a Certificate of Eligibility (CoE)

Use the required forms. Of the whole five pages of the Application, fill out only the part for the applicant (3 pages). Waseda

University will fill out and seal the part relating to the institution (2 pages). Do not use double-sided printing when you print

out the form.

2) Curriculum Vitae

Fill out the required form in English.

3) Photographs

Prepare two photographs identical to the one affixed to the Application Form (put your name on the back). Affix one of

them to the application for a CoE.

4) Copy of your passport

If you have not yet applied for a passport, there is no need to submit one. However, please apply for a passport immediately.

If your nationality is not Japanese and you do not have a status of residence in Japan, present the following

documents in addition to documents (1) to (9).

As a rule, successful applicants of nationalities other than Japanese must acquire a “College Student” visa after completing

the enrollment procedure. To apply for a “College Student” visa, you will need to obtain a CoE (Certificate of Eligibility)

from the Tokyo Regional Immigration Bureau of the Ministry of Justice in Japan. The Waseda University Center for

International Education will apply for a CoE by proxy for students admitted to Waseda University through this admission

process if they are foreign nationals without resident status in Japan. If you do not submit the necessary documents or the

submitted documents are incomplete, we will not be able to apply for a CoE for you. If you apply for a CoE or a visa

separately (make double applications), we will not be able to support your application. In some cases, you may be required

by the Immigration Bureau of Japan to submit additional documents.

Waseda University will assist students only with obtaining “College Student” visas. You must apply for other types of

visas on your own.

You will be requested to return your CoE to Waseda University along with a statement of the reason in case you are unable

to enroll due to changes in circumstances .

Be sure not to make multiple applications for a CoE. If you make multiple applications, a CoE will not be issued.

(12) Certificate of residence in Japan

If you have a status of residence in Japan at the time of application, submit copies of either one of the following:

a. Certificate of Residence (“Juuminhyo”) which shows your nationality, residence status, period of residence, the

expiration date of your period of residence and your Resident Card number.

b. Copies of both sides of your Resident Card or Alien Registration Card

● If you have a status of residence in Japan other than “Permanent Resident,” “Spouse or Child of Japanese National,”

“Spouse or Child of Permanent Resident,” or “Long Term Resident,” change the status of residence to “College Student” on

your own after you have been accepted by the School, if necessary.
