The outbreak of the COVID-19 pandemic has changed the economic outlook for the years to come in the Union. The short-term impact in each Member State will depend on the duration and severity of the lockdown measures, the impact on economic activity (e.g. tourism, industrial production etc) and the economic policy measures taken to cushion the immediate impact of the crisis. of the level playing field of the Single Market can lead to increasing economic divergences in the EU in the absence of decisive policy action.

To support the recovery from the crisis and to make Member States' economies more resilient, the Commission has submitted a proposal for the Recovery and Resilience Facility ('the Facility'), based on Article 175(3) TFEU. The Facility will offer large scale financial support for public investment and reforms in the Member States. The Facility is part of the EUR 750 billion Next Generation EU (NGEU).

The funding for the Facility comes from outside the regular funds under the Multi-Annual Financial Framework. In order to fund the Facility, the Commission in parallel proposed a legislative draft for the European Union Recovery Instrument under Article 122 TFEU. Under this article in the Treaty, the EU is provided with the possibility of establishing measures, in a spirit of solidarity between Member States, to borrow funds.

Under the Facility, the Member States shall submit so-called recovery and resilience plans (R&R plans) in which they set out their reform and investment agenda for the coming four years. These plans should be consistent with the challenges and priorities defined in the European Semester, national reform programmes, national energy and climate plans, just transition plans, and the partnership agreements and operational programmes adopted under the Union funds.

The Member States will be able to receive a financial contribution for the activities in the R&R plans in the form of non-repayable support (grants, with a total envelope of EUR 310 billion in the Commission’s proposal, EUR 312,5 in the European Council’s conclusions) and loans (with a total envelope of EUR 250 billion, EUR 360 billion in the European Council’s conclusions). The non-repayable support is maximised on the basis of an allocation key based on the population, GDP and the relative unemployment rate of each Member State.

The Commission will assess the R&R plans on the basis of criteria formulated in Article 16 (3) and Annex II to the proposal.

Rules on payments and other financial matters, including suspension and cancellation, are also established in the proposal. As well as reporting requirements from Member States to the Commission and from the Commission to the Council and the European Parliament.

The draft opinion on the RRF from the Committee on budgetary control to ECON/BUDG focuses on the budgetary control aspects of the proposal. The draft opinion addresses a number of specific aspects, in particular the importance of the rule of law, the protection of the EU financial interests, and sound financial management.

In accordance with the resolution of 13 May 2020 accompanying the decision on discharge for the financial year 2018, the Secretary General will briefly summarise the replies and follow-up of the EP administration to the various questions and requests of the 2018 EP discharge resolution before proceeding to an exchange of views.

The Secretary General's written replies have been made available prior to the committee meeting. These were sent to Members by email on 21 September and have been published on the CONT website. It is proposed that the discussion is structured following this order of interventions:

brief presentation by the Secretary General on the replies and follow-up of the administration;

statement and oral questions by the Rapporteur for the follow-up of the 2018 discharge;

reply by the Secretary General to the Rapporteur; questions by the Rapporteur for the 2019 discharge

and then by other Members;

CONT Study presentation on “Horizon 2020: Geographical balance of beneficiaries”

The European Parliament has concluded a new framework contract on external expertise in the field of budgetary affairs, mainly for the BUDG and CONT committees. Following on a public call for tenders, seven bids have been received, checked and evaluated. Service contracts for the years 2020-24 have been signed with the following consultancies and think-tanks: AEGIS, a network of academics from different universities, the main partners from Spain, Germany and Italy;Blomeyer & Sanz Ltd., based in Spain, leading a group of institutes from Austria, Czechia, Germany, Italy and Poland;

Centre for European Policy Studies (CEPS), a research think-tank from Brussels, with partners from Belgium, France, Latvia and UK;Centre for Strategy & Evaluation Services LLP (CSES), a consultancy from UK and Ireland;Deloitte Belgium, an audit company;European Economic Research Ltd.
