The hub is designed to allow members to exchange and settle out-of-state transactions associated with valid pre-paid ETC accounts.
ATI IOP HUB: Overview
The ATI IOP HUB is a single location for a variety of service options
Designed to be flexible & adaptable
Supports interoperability for the driving public
Brings additional revenue to agencies, may reduce operating costs
• Focus: Out-of-state transactions currently uncollected: Video & transponder
• Video ready immediately, transponder by end of “testing” period
• Financial reconciliation prepared to move to contract phase

Began the development of ATI Hub in 2010
Conducted a 3-month INPP for development and implementation of a pilot Hub for the exchange of account holder license plate information and account holder identification

ATI IOP HUB History: Open Procurement
• The HUB was bid as an open procurement. The procurement included: • Scoring based on submittal of Part-1
proposal • Scoring based on Pilot hub performance • Scoring based on Part-2 Proposal • Final Scoring of Best Value
ATI IOP HUB: Selection Process
Selection process for participation:
A selection committee made up of toll agency subject matter experts reviewed the submitted Part-1 proposals and ranked them in accordance with pre-established criteria.
Four (4) vendors where selected to advance to compete in a hub pilot based on their score reaching a predetermined threshold
Upon completion of the pilot hub, two (2) vendors submitted proposals for Part-2 (the final selection process) in December of 2012.
One vendor, Secure Interagency Flow, was identified by the Selection Committee as having the “Best Value” bid in 2013.
