La Roumanie ethnographiqueLe peuple roumain s'est fixe, depuis toujours, dans le bastion alpin de

la Transylvanie, soutenu par les collines avoisinantes, jusqu'aux limites consti-tuees par la Tisa (Theiss), le Danube, la Mer Noire et le Dniestr, sur une su-perficie d'environ 300.000 km 2. II semble bien qu'il ait ainsi choisi d'instinct laforme qui convenait le mieux a son existence ethnique, dans sa resistence contre

ceux qui ont menace sa vie a travers les ages. L'Etat roumain est situe ainsidans un admirable ovate, dessine par les trois fleuves navigables susmentionnes :symetrie parfaite, forme ronde, longueur reduite des frontieres par rapport a

l'etendue territoriale 1).

Comme le constatait un savant allemand, ('image de la Roumanie offreune ellipse unique en son genre, par rapport a l'espace d'installation de tous

les peuples du monde c'est ('image de ('unite la plus arrondie, la plus har-

monieuse 2).

Les Roumains forment, dans les limites de leurs frontieres naturelles, une

masse compacte ininterrompue. C'est le seul peuple, parmi les plus anciens

du Sud-Est europeen, qui se soit maintenu sur ce territoire depuis sa formation

comme peuple latin, unique vestige de la domination romaine en Dacie etdans les deux provinces de l'ancienne Moesie. Les sources medievales en par-

lent, non pas comme d'un peuple nouveau, mais bien comme dune masse

compacte exercant sa force d'expansion en devalant de la citadelle des Car,

pathes, vers l'Orient jusqu'au dela du Dniestr, vers le Nord dans les regions

slovaques, vers le Sud, dans la plaine luxuriante du Danube.

Le territoire ethnique des Roumains a beaucoup souffert au cours des

siecles.

Dans la premiere moitie du Moyen-Age, la plupart des peuples quicherchaient aventure vers ('Occident ou vers le Sud, ont traverse les vallees

des Carpathes orientales y faisant des haltes plus ou moins longues. Lorsque

le peuple roumain reussit, bientot, a constituer des noyaux politiques, it se

trouva paralyse par les tendances imperialistes des Etats qui l'entouraient

de toutes parts. Sa situation geographique dans ('Orient de ('Europe excite

The Ethnographic RoumaniaThe mountain valleys of Transilvania, within their neighbouring hills, and

with the rivers Theiss and the Danube, the Black Sea and the river Dniester,

in all enclosing some 300.000 sq. km., have always had a Roumanian popula-

tion. It therefore seems that the Roumanians had instinctively chosen the most

advantageous position for prolonging the pureness of their race against all

those who have threatened them in the course of the centuries. The country

of Roumania is thus situated in a perfect oval, bounded by the above men-

tioned three navigable rivers, in absolute symetry of form, and the length of

its frontiers reduced in relation to the extent enclosed by them.

It has been stated by a well-known German scholar that Roumania forms

an ellipse unique of its kind, in comparison with the positions of other peoples

of the world. It is thus a picture of complete harmonious unity.

The Roumanians, within their natural boundaries, thus form a solid union.

They are the only people among the most ancient of South East Europe, who

have maintained themselves in their land as a Latin people, being the only

remaining trace of Roman rule in Dacia and the two provinces of Roesie. The

story of this ancient origin, however, speaks to us not as of a new people, but

of an already solid mass naturally expanding and descending from its citadels

in the Carpathian mountains towards the East beyond the river Dniester, to-

wards the Slovac regions in the North and spreading over the fertile Danube

basin and plain in the South.

The natural ethnical territory of the Roumanians has suffered much in the

course of the centuries.

In the first half of the Middle Ages, most of the people, in search of ad-

venture in the East or South, spread through the valleys of the Eastern Car-

pathians and settled for long or short times. When, however, they then suc-

ceeded in drawing up a political basis of life, they found themselves paralysed

by the imperialistic tendencies of the countries which surrounded them on

all sides, Roumania's geographical position in the East of Europe then incited

l'appetit des voisins qui rivalisent a dechirer son unite politique, reconsti-

tuee seulement apres l'ecroulement des trois grands Empires limitrophes.

La resistence ethnique du peuple roumain, ainsi que l'affirmatoin per-

manente de sa domination sur toute l'etendue de la region ou it s'est forme,

a tous les caracteres essentiels dune grande mission historique ; elle est, en

tous cas, la preuve incontestable dune vitalite exceptionnelle, que les vicis-

situdes des temps n'ont pas reussi a diminuer. Les taches de differentes cou-

leurs, disseminees dans l'ocean ethnographique roumain, representent les restes

des dominations politiques passees et, seulement dans une infime mesure,

le terrain conquis par l'elasticite ethnique des peuples en contact immediat

avec le peuple roumain.

Au premier coup d'oeil, it est loisible de constater ainsi que les Hon-

grois ne vivent en masse compacte que dans trois departements des Secui"

(Szeklers), situes au centre meme du pays roumain. Le reste de cette popu-

lation est repandue dans vingt departements, sans aucune liaison entre elle,

partout en minorite par rapport aux grandes masses compactes roumaines.

II en est de memo des Allemands qui, hormis les Saxons venus en Tran-

sylvanie vers les XII-eme et XIII-eme siecles, ont ete colonises recemment ;

ils ne constituent que de petits ilots, entoures par la masse roumaine.

Les Ukrainiens de Bucovine forment une minorite insignifiante ; toutefois,

ces colons constituent la seule population slave ayant reussi, a l'appui du re-

gime autrichien, a s'assimiler une partie de la population autochtone des

Roumains du Nord, au courant des dernieres decades de la monarchie des

Habsbourg.Les Turcs et les Bulgares ne representent pas non plus des masses ho-

mogenes en Dobrogea, province qui a l'epoque du Sultan Bajazet faisait

partie integrante de l'empire du Grand Voevode roumain Mircea-le-Vieux.

II en est de meme des Gagautzi de Bessarabie, region qui au dernier siecle

encore &Fait une province purement roumaine, caractere ethnique qu'elle

a toujours conserve memo sous le regime russe.

Constatons, par ailleurs, que la frontiere politique de l'etat roumain

reste, presque sur toute son etendue, a l'interieur de la frontiere ethnique

roumaine. Au dela du Dniestr, se trouve ainsi une population roumaine de

plus d'un million d'habitants, pour laquelle l'Union Sovietique a tree une

Republique Moldave" ; au sud du Danube, tout le long du fleuve, en Bul-

garie, dans la vallee du Timoc et en Yougoslavie, continue a vivre une po-

pulation roumaine, de beaucoup plus nombreuse que les minorites bulgare

et serbe de Roumanie.

the three great neighbouring Empires to destroy her political unity, which had

only been created after they themselves had collapsed.

The resistence made by the Roumanian people and the permanent assertion

of domination in all the region which was theirs, is as a Saga in the story of

history ; it is, in any case, the incontestable proof that the vicissitudes of time

could not break the purity of their race. Traces of different race, spread among

the pure Roumanian majorities, are the only remains left by foreign dominations

of the past, proving the resistance even in their conquered land of the ethnical

Roumanians who came into contact with the more pliable peoples who were

over them.

At first sight, it would seem permissible to claim that Hungarians only

live in a solid mass in three provinces called Secui" (Szeklers) in the centre of

Roumania. The remains of this population are actually spread over 20 provin-

ces, without any connections with each other, and constitute a minority in com-

parison with the great body of Roumanian population.

There are also Germans who, except for the Saxons who came to Transyl-

vania in about the XII-th XIII-th centuries, have been recent settlers. They

form but small completely surrounded bq the Roumanian masses.

The Ukrainians of Bucovina form an insignificant minority but, at the

same time, their numbers form the sole Slav population which succeeded, with

the support of the Austrian regime and during the last years of the Habsburg

monarchy, in assimilating any part of the Roumanian population of the North.

The Turks and Bulgarians also do not represent the majority in Dobrogea,

a province which until the time of Sultan Bajazet, formed part of the Empire

of the great Roumanian Voevode, Mircea the Old. The same thing exactly

exists with Gagautzi of Bessarabia, a region which until the last century was

a purely Roumanian province, with an ethnical Roumanian character which it

has preserved even under the Russian regime.

Let us also state, on the other hand, that the political frontiers of Rou-

mania, are, in Almost all their lenght, well inside the purely ethnical Rou-

manian boundaries. Beyond the Dniester, there is a Roumanien population of

more than a million inhabitants, for whom the Soviet Republic has created a

Moldavian Republic", then, South of the Danube, all along the river, in Bul-

Vers l'ouest, la frontiere ethnique roumaine coincide avec la frontierepolitique entre la Roumanie et la Hongrie. Nulle part une frontiere politiquene decrit autant de detours et de couloirs, afin de suivre avec autant deprecision que possible les limites entre deux peuples. On peut titer, a ceteffet, les temoignages hongrois du comte St. Beth len et de l'ethnologue sta-tisticien bien connu Jules Vargha.

S'etant occupe de ce probleme des 1912, le comte Beth len etablit ce

qui suit :

I) Les Roumains de Hongrie possedaient a cette époque une superio-rite numerique dans 18.700.000 arpents, sur une superficie totale de 48.000.000

formant le Royaume de Hongrie ; ils occupaient ainsi plus d'un tiers de tout

le territoire hongrois.2) Le nombre des Roumains depassait celui de toutes les autres natio-

nalites, les Hongrois y compris, dans toute la Transylvanie, historique, ainsique dans trois circonscriptions du Maramures. Quant au territoire situe entre

la Transylvanie historique et la frontiere actuelle de la Roumanie, les Rou-

mains etaient en majorite absolue dans les departements de Satumare, S5-

laj, Bihor, Arad et Caras-Severin, ainsi que dans beaucoup de circonscrip-lions des departements de Timis et de Torontal.

3) Enfin, bien que les Roumains ne representaient selon les calculs

du comte Beth len que 16,7% de la population de la Hongrie d'avantguerre, ils disposaient, des 1912, dune situation predominante sur 38% de

toute l'etendue de la Hongrie 3).Les mamas precisions se retrouvent chez Jules Vargha, quant a la de-

limitation du territoire roumain", avec ('indication dune majorite ethniqueroumaine dans toutes les regions susindiquees, ainsi que dans les circons-

criptiens du departement Ugocsa situe au sud de la Tisa (Theiss) et attribue

a la Hongrie par le Traits de Trianon. En decrivant exactement la frontiere

ethnique roumaine, le savant hongrois y englobe meme les deux circonscrip-tions de Valea-lui-Mihai et S5cueni, sachant sans doute qu'en dehors de ces

petites unites administratives, it restait encore de nombreuses enclaves de

population roumaine é l'interieur de la frontiere orientale de la Hongrie 4).

Les cartes ci-jointes, faites par de nombreux ethnographes et statisti-ciens strangers, constituent une illustration de la superiorite de ('element rou-main sur toute l'etendue de la Roumanie. Elles sont de nature a demontrer

garia in the valley of Timoc, and in Jugo-Slavia, a Roumanian population many

times more numerous than the Bulgarian and Servian minorities in Roumenia,

continues to live there.

Towards the West, the ethnical Roumanian frontier coincides with the po-

litical boundary between Roumania and Hungary. No other political frontier

has been made with so many detours and inroads so that the limits between

the two peoples could be better traced out. This is the work of the Hungarian

Count St. Bethlen and the well-known ethnological statistician, Tules Vargha.

Count Bethlen, after devoting himself to this problem since 1917, esta-

blished the following :

I) The Roumanians in Hungary possessed at this time a numerical majority

in 18.700.000 acres, out of the total area of 48.000.000 acres which made up

the kingdom of Hungary. They thus occupied a third of the Hungarian ter-

ritory.

2) The numbers of the Roumanians surpassed those of all other nationa-

lities, the Hungarians even included, in the historic Transylvania, and in the

three districts of Maramuresh. As for the territory between Transylvania and

the actual Roumanian frontier, the Roumanians were in absolute majority in

the provinces of Satumare, S5laj, Bihor, Arad, and Carash-Severin, as well as

in many districts of Timish and Torontal.

3) Therefore, although the Roumanians represented according to the

calculations of Count Bethlen only 16.7% of the population of Hungary

before the war, they occupied after 1913, a predominant situation of 38% of

all the extent of Hungary.

The same results were obtained by Tules Vargha in his Boundaries of Rou-

mania's Territory", and he confirmed that there is a pure Roumanian population

in all the above districts, and that a Roumanian majority also exists in the

Ugocsa province which is South of the Theiss, and was given to Hungary by

the Treaty of Trianon. In his estimate of the exact ethnical Roumanian boun-

daries, this Hungarian Scholar also included even the two districts of Valea-lui-

Mihai and S5cueni, knowing without doubt that besides the little administrative

unities, there still remain numerous groups of Roumanian within the eastern bor-

ders of Hungary.

le caractere sporadique des minorites- ethniques se trouvant sur son territoire.

La plupart de ces cartes sont I'oeuvre objective de personnalites dune repu-tation scientifique bien etablie. El les sont, en general, d'accord dans leurs

constations quant aux frontieres ethniques des Roumains, devenues aujourd'hui

leurs frontieres politiques.

Si, toutefois, ces cartes offrent des nuances sur certains points de de-tail, cola demontre qu'elles ont ete concues independament rune de rautre,

depuis Czoernig jusqu'a la carte de l'Institut de Novare. Riles differenttoutes de la carte tendancieuse du comte Teleki Pal, presentee par la Hon-grie a la Conference de la Paix, par ce fait caracteristique qu'aucune n'em-ploie sa methode, depourvue de scrupules, des vides" geographiques. Se-lon nos calculs, rien que les taches blanches de Transylvanie englobent

700.000 habitants. Ces cartes sont d'ailleurs, superieures a celle de Mr. Teleki

par un trace plus consciencieux de la ligne de demarcation ethnique, ainsi

que par une juste indication des proportions entre les differents groupes

alogenes.

La carte de la densite de la population et des groupes ethniques par de-partements, basee sur les chiffres du recensement de 1930, indique revolutionnaturelle constatee apres le Traite de Trianon.

To illustrate the numerical superiority of the Roumanian element within the

Bounds of Roumania, the following maps, drawn up by many well-known foreign

ethnographists and statisticians, will be a guide. They will also indicate the

scattered nature of the minorities within Roumania. Most of these maps arethe work of Scholars with a well established scientific reputation. They are in

general, in agreement as to their views on the ethnical frontiers of Roumania,with are to-day also her political boundaries.

If, at the same time, these maps differ slightly in matters of detail, thisonly goes to show that they have been worked out entirely separately, fromCzvering to the map of the Institute of Novare, They all differ considerably

from the map of Count Teleki Pal, which was presented by Hungary at thePeace Conference, as no one uses his method of including geographical

blanks", with is really devoid of scruples. According to our calculations, theblank spaces' of Transylvania contain 700.000 inhabitants. Our maps are,moreover, superior to that of Mr. Teleki Pal as they trace the ethnical linesmore carefully, and make a more true and even demarcation between the

different groups of each kind.The map of the density of the population and the ethnical groups in de-

partments, baser on the census figures of 1930, shows the natural evolutionwhich has taken place since the Treaty of Trianon.
