Bienvenue à tous pour la 3ème édition de cette newsletter hebdomadaire qui vous accompagnera jusqu’au début de la COP22 qui se déroulera à Marrakech du 7 au 18 Novembre 2016 !
Lors du Sommet sur le Climat à New York, en septembre 2014, Ban Ki-Moon, a lancé un appel invitant les acteurs non-étatiques à prendre des engagements pour lutter contre le changement climatique. L'utilisation du terme d'acteurs non étatiques est officialisée par l'Accord de Cotonou afin de désigner une large gamme d'acteurs, autres que les gouvernements. Cela regroupe le secteur privé, les organisations de base, les groupes de femmes, les organisations non gouvernementales, les organisations religieuses, les coopératives paysannes, les syndicats, les universités et instituts de recherche, les médias, les associations du secteur informel, etc.
Lors de ce Sommet, une trentaine d'engagements coopératifs
furent pris dans huit domaines d'actions : l'agriculture, les
villes, l'énergie, le financement, les forêts, les polluants, la
résilience et les transports.

NAZCA est une plateforme sur
laquelle sont enregistrés les
engagements pris par les acteurs
non-étatiques (villes, régions,
entreprises) qu'ils soient
individuels ou collectifs.
Cependant si sa vocation est de
réunir et de recenser ces
initiatives, elle n'est pas de faire
de distinction entre les initiatives
à fort potentiel et capables de
réduire les émissions de gaz à
effet de serre de celles qui ne
seraient que des engagements pris
dans un but de 'greenwashing'.
En outre, NAZCA n'est pas un
outil permettant d'accélérer et
d'augmenter l'action des acteurs
non-étatiques.
Ainsi, il serait intéressant de
créer, en plus de NAZCA, une
plateforme exclusivement
réservée au Global Climate Action
Agenda afin de prendre en
considération les initiatives au
réel potentiel de réduction des
émissions de GES.
Suite à cet appel, le 11 décembre 2014, lors de la COP20 à Lima,
deux processus furent lancés : d'une part la plateforme Non-
State Actors Zone for Climate Action (NAZCA) regroupant les
engagements et les initiatives pris par les acteurs non étatiques
et le Plan d'Action Lima-Paris (LPAA).
Le LPAA, piloté par les présidences péruvienne et française, la
CCNUCC et le Secrétariat Général des Nations Unies, a été l'un
des quatre piliers de l'Alliance de Paris. L'Alliance de Paris
regroupe 4 piliers : la négociation d'un Accord universel, les
contributions nationales des Etats, le volet financier et le Plan
d'Actions Lima-Paris. Aux huit domaines d'actions, existant
depuis le Sommet sur le Climat, quatre nouveaux champs
d'action furent rajoutés : le bâtiment, les entreprises,
l'innovation tandis que le secteur de l'énergie fut divisé en deux
volets séparant les énergies renouvelables de l'efficacité
énergétique.
Pendant la COP21, des journées thématiques furent organisés
pour chacun des domaines d'action afin de présenter les
actions menées par les acteurs non-étatiques en matière de
réduction des gaz à effet de serre (GES) ainsi qu'un événement
de haut niveau où différentes personnalités sont venues
présenter leurs engagements dans la lutte contre le changement
climatique.
Le succès du LPAA a permis de l’inscrire dans la décision de
l'Accord de Paris au §117 : « Note avec satisfaction les résultats
du Programme d’action Lima-Paris, qui s’appuient sur le
sommet sur le climat organisé le 23 septembre 2014 par le
Secrétaire Général de l’ONU » et a montré que les actions des
acteurs non-étatiques revêtaient une importance particulière
§134 « Se félicite des efforts déployés par toutes les entités non
parties afin de faire face et de répondre aux changements
climatiques, y compris ceux de la société civile, du secteur
privé, des institutions financières, des villes et des autres
autorités infranationales ».
Enfin, l’article §122 de l’Accord de Paris a décidé que deux
champions de haut niveau seront nommés afin d’agir pour le
compte de la Présidence de la Conférence des Parties pour
faciliter par une participation renforcée de haut niveau pendant
la période 2016-2020 l’exécution efficace des activités actuelles
et l’intensification et l’introduction d’activités, d’initiatives et de
coalitions volontaires, nouvelles ou renforcées », deux

Le slogan des champions «Plus, plus vite, maintenant» pourrait être « plus, plus vite, maintenant, ensemble » ce qui permettrait de refléter l'importance du rôle des acteurs non-étatiques et la possibilité de créer une interface entre le monde réel et les solutions proposées.

Hakima El Haïté, Ministe
déléguée chargée de
l'environnement du Maroc, et
Laurence Tubiana, Ambassadrice
française chargée des négociations
sur le changement climatique ont
été nommées championnes de
haut niveau pour le Global
Climate Action Agenda. Elles
occuperont ce rôle jusqu'à la
COP22 pour Laurence Tubiana et
jusqu'à la COP23 pour Hakima El
Haïté.
Elles ont présenté leur rôle dans
une feuille de route expliquant
qu'elles joueront un rôle
d'interface entre l'action sur le
terrain et le processus de
négociation au sein de la CCNUCC
ainsi qu'entre les Etats Parties et
les acteurs non Parties ; elles
cherchent à suivre la mise en
œuvre des initiatives existantes et
à promouvoir les meilleures
méthodes ; elles soutiennent les
nouvelles initiatives focalisées sur
l'adaptation et travaillent avec les
Parties et non Parties sur le
respect des principes d'inclusion,
de transparence ainsi que sur la
promotion de l'innovation. Le
rapport des championnes sera
présenté lors de l’événement de
haut niveau.

Ces derniers doivent être fortement impliqués dans ce
processus et actifs sur le terrain. Il est, également, nécessaire
qu'ils travaillent sur l'interaction entre les Etats et les acteurs
non-étatiques.
La COP21 était l'occasion de présenter des initiatives porteuses
d'ambition en matière de réduction des émissions de GES.
Ainsi, les présidences péruvienne et française, la CCNUCC et le
Secrétariat des Nations Unis ont mis en place des critères
permettant de distinguer les initiatives au fort potentiel de
réduction de GES. Ces initiatives devraient être coopératives,
inclusives, ouvertes et géographiquement équilibrées,
ambitieuses, avoir des fondements scientifiques, avoir la
capacité de produire des résultats, avoir un niveau de maturité
élevé et produire des rapports réguliers.
Cependant, si ces critères ont permis au LPAA de démontrer les
capacités des acteurs non-étatiques de lutter contre le
changement climatique, son successeur le Global Climate
Action Agenda devrait faire preuve de plus de rigueur dans son
fonctionnement.
Ainsi, il serait intéressant de redéfinir les champs d'actions afin
d'avoir une visibilité plus grande par exemple au lieu de laisser

un champs d'action qui correspond à des acteurs comme c'est le
cas pour la thématique « villes et collectivités » renommer cette
thématique « urbain » permettrait d'englober l'ensemble des
acteurs sous ce terme.
Enfin, revoir les critères de sélection des initiatives serait un
atout afin de ne pas exclure des initiatives avec un fort potentiel
mais aussi pour permettre une transparence plus importante. Il
serait, également, pertinent de laisser les secteurs qui disposent
ou ne disposent pas déjà d'une coordination interne mettre en
place les propres critères qui correspondraient davantage aux
attentes de leurs secteurs.
Organiser un événement de haut niveau annuel, comme ce fut
le cas pendant la COP21, serait l'occasion de partager les
progrès et les leçons des engagements et initiatives pris
précédemment mais aussi de travailler sur des actions futures.
Ce serait aussi un moment permettant d'associer le processus
de la CCNUCC au monde et aux citoyens.
L'organisation de cet événement serait aussi l'occasion de
lancer de nouvelles initiatives transformationnelles illustrant le
potentiel de collaboration comme c’est le cas du AAA
(Adaptation, Afrique, Agriculture), l'Initiative de l'Afrique sur
les Energies Renouvelables ou celle de l'Alliance Solaire
Internationale.
Enfin, cet événement serait l'occasion de créer un momentum
afin d'encourager les pays à revoir à la hausse leurs objectifs de
réduction de GES dans leurs contributions nationales (INDC).

Welcome to the 3rd edition of this newsletter that will accompany you to the COP22 taking place in Marrakech from 7 to 18 November 2016.
At the Climate Summit in New York in September 2014, Ban
Ki-moon invited non-state actors to make commitments in the
fight against climate change. The use of the term “non-state
actors” is formalized through the Cotonou Agreement to
designate a wide range of actors other than governments. This
includes the private sector, unions, women's groups, NGOs,
religious organizations, farmers' cooperatives, trade unions,
universities and research institutes, media, informal sector,
associations, etc.

At this Summit, thirty cooperative commitments were made in
eight areas of action: agriculture, cities, energy, finance, forests,
pollutants, resilience and transport.
Following this call, on 11 December 2014 at the COP20 in Lima,
two processes were launched: the Non-State Actors Zone for
Climate Action (NAZCA) platform gathering commitments and
initiatives taken by the non-state actors and the Lima-Paris
Action Agenda (LPAA).
The LPAA, led by Peruvian and French presidencies, the UNFCCC and the General Secretariat of the United Nations, was one of the four pillars of the Paris Alliance. The Paris Alliance includes four pillars: the negotiation of a universal agreement, the national contributions of the States, the financial aspect and the Lima-Paris Action Agenda. In addition to the eight areas of action existing since the Climate Summit, four new fields were added, four new fields were added: construction, business and innovation, while the energy sector was divided into two parts separating renewable energy from energy efficiency.
During COP21 there were theme days, in which non-state actors could present their actions towards reducing greenhouse gas, and a high-level event where various personalities presented their commitments in the fight against climate change. The success of the LPAA led to the inclusion in the Paris Agreement of article n.117: "Notes with satisfaction the results of the Lima-Paris Action Agenda, which rely on the climate summit organized on September 23, 2014 by the General Secretary of the UN "and showed that the actions of non-state actors were particularly important as quoted in article n.134:" commends the efforts of all non-parties to face and respond to change climate, including civil society, private sector, financial institutions, cities and other sub-national authorities." Finally, in article n.122, the Paris Agreement decided that two senior champions will be appointed to act on behalf of the Presidency of the Conference of the Parties to facilitate, with increased high-level participation during the period 2016-2020, “the effective implementation of current operations and the intensification and introduction of activities, initiatives and voluntary coalitions, new or strengthened"; the two champions are appointed by the Presidency for two years to maintain the effort made during the period 2016-2020. They should be heavily involved in this process and active in the field. It is also necessary that they work on the interaction between states and non-state actors.

Nazca is a platform recording commitments by non-state actors (cities, regions, companies) both individual and collective. Its purpose is to collect and identify these initiatives, not to distinguish between initiatives with strong potential and capable of reducing emissions of greenhouse gas from those that are merely commitments in a goal of 'greenwashing'. In addition, Nazca is not a tool to accelerate and increase the role of non-state actors. It would be interesting to create, in addition to NAZCA, a platform reserved exclusively for Global Climate Action Agenda to consider initiatives with real potential for reducing GHG emissions.

Hakima El Haite, Deputy Minister
in charge of the Environment of
Morocco, and Laurence Tubiana,
French Ambassador in charge of
negotiations on climate change,
have been named senior champions
for the Global Climate Action
Agenda. They will occupy this role
until the COP22 for Tubiana and up
to the COP23 for Hakima El Haite.
They presented their role in a
roadmap explaining that they will
act as an interface between the
action on the ground and the
process of negotiation within the
UNFCCC and between States Parties
and non-Parties.
They seek to follow the
implementation of existing
initiatives and promote best
practices; they support new
initiatives focused on adaptation
and work with Parties and non-
Parties on the principles of
inclusiveness, transparency and the
promotion of innovation.
The report of the champions will be
presented at the high-level event.
COP21 was the opportunity to present ambitious initiatives to reduce greenhouse gas emissions. Thus, the Peruvian and French presidencies, the UNFCCC and the United Nations Secretariat have established criteria to distinguish the initiatives with a higher emissions reduction potential. These initiatives should be cooperative, inclusive, open and geographically balanced, ambitious, they must have a scientific basis, the ability to produce results, a high level of maturity and produce regular reports.
However, if these criteria allowed the LPAA to demonstrate the capacity of non-state actors to fight against climate change, its successor, the Global Climate Action Agenda should be more rigorous in its operation. Thus, it would be interesting to redefine the fields of action in order to have more visibility for example, instead of keeping a field of action that matches the players as with the theme «Cities and Communities» it should be renamed "urban" to encompass all stakeholders in this term. Finally, to avoid excluding initiatives with strong potential it would be useful to review the criteria for selecting initiatives and would also allow greater transparency. Sectors should establish the specific criteria which would correspond more to their individual needs.
The annual high level event during COP21, was an opportunity to share progress and lessons from commitments and initiatives taken previously but also to work on future actions.

Such an event at COP22 would also be a moment to communicate UNFCCC processes.
The organization of this event would also represent an opportunity to launch new transformational initiatives illustrating the potential for collaboration as is the case of AAA (Adaptation, Africa, Agriculture), the Africa Initiative on Renewable Energies or that of the International Solar Alliance.
Finally, this event would be an opportunity to create momentum to encourage countries to increase their GHG reduction targets in their intended nationally determined contributions (INDC).

تنظيم هذا الحدث سيكون كذلك فرصة لاطلاق مبادرات تحويلية
ـ AAAجديدة، تجسد امكانية التعاون كما هو الشان بالنسبة لمبادرة
الزراعة ـ و أيضا مبادرة افريقيا حول الطاقات ،افريقيا ،التكيف
٠ المتجددة و الحلف الدولي حول الطاقة الشمسية
وفي الختام هذا الحدث سيكون مناسبة لخلق ديناميكية مشجعة للدول
على اعادة النظر للرفع من سقف اهدافها لتقليص الإنبعاتات المتسببة في
٠ي مساهماتها الوطنيةالاحتباس الحراري ف
