    1) It works like a life long learning centre and each and every person of the community is a life member of this centre. Therefore it is known as a public university or a library of public university.

    A public library performs this function also. It provides refreshment for mans spirit by the provision of documents like fiction, audio-visuals etc. for relaxation, pleasure and entertainment. The cultural programmes organized by the public library also give support to this function. It encourages healthy recreation and constructive use of leisure time of its users.
