SESSION DETAILS: Ohio Department of Transportation Specification Updates Including JMF and Admixture Guidance Dan Miller, PE, ODOT This session will cover ODOT Specification updates that have been approved over the past 12 months, and explain the reasons for the updates and impact they may have in construction. Dan will review air content, micro-fines, and design air updates. A discussion of mix designs and their intended uses will also be included in this presentation to further explain the when and where to use a specific mix design. The discussion will also include guidance on the JMF submittal form and aggregate requirements, along with when, why, and how to adjust when aggregates become decertified. From a chemical standpoint, a discussion on topical treatments (evaporation retarders, finishing aids), and use of Type S admixtures will be also provided. Mr. Dan Miller, is the current Cement and Concrete Engineer for ODOT since March of 2014. He is a native of the Cleveland area and a graduate of Cleveland State University, where he obtained both his Bachelor’s and Master’s degrees in Civil Engineering. After graduation, he worked for North Carolina DOT where he served as the assistant physical testing engineer for 5 years and quality assurance engineer for 1 year. ________________________________________________________________________________________ Pavement Condition Rating, City of Cleveland Sean Milroy, PE, Michael Baker Int’l & Khalil Ewais, PE, City of Cleveland Tuesday, February 14, 2017, the City of Cleveland released the Pavement Management Study and an-nounced plans to implement the results of the study focused on ‘worst first’ initially and then transitioning to the ‘fix it first’ strategy. The City hired Michael Baker International to conduct a pavement management survey of every road, over 1,300 ceneterline miles, in Cleveland. The company, which started the survey in late-spring 2016, provided a grade for each road from A to F. Although 60 percent of the streets received a passing grade, nearly 40 percent of local streets received a D or F grade. Based on the results of the study Chief of Operations, Darnell Brown said, “Michael Baker Inter-national has recommended the city continue with the worst first approach, fixing every F rated street first. Over the next 3 years, as these F streets are resurfaced, we will begin transitioning to the fix it first philoso-phy placing an emphasis on bringing the overall status of the City’s streets to a 75 PCR (Pavement Condition Rating).”

Sean Milroy, PE, PMP, is the Project Manager, Highways for Michael Baker Int’l. His experience includes managing multi-disciplinary transportation projects from preliminary and final engineering through construc-tion phase services. Sean has managed projects including major and/or complex bridges, interstate bridge rehabilitation projects, and local Municipal projects. His design-build experiences include design work for contractors and owner support services, including preparation of procurement documents and technical sup-port post-award services. Khalil Ewais, PE, graduated from Cleveland State University with a Bachelor’s of Science in Civil Engineer-ing. He is a licensed professional engineer with over 20 years of experience in Planning, Design, and Con-struction of major infrastructure improvement projects. Khalil is currently the Chief of Construction for the City of Cleveland where he oversees the City’s Capital Construction Program that averages $40 million per year. ________________________________________________________________________________________

Optimizing Heavy Duty Pavement Design with the New ACI 330.2R-17 Robert Rodden, P.E. PNA Technologies The recently released ACI 330.2R-17, “Guide for the Design and Construction of Concrete Site Paving for In-dustrial and Trucking Facilities,” contains guidance on methods for optimization of heavy duty pavement de-sign. This presentation discusses this new ACI document with a focus on why and how to apply optimized designs on your future heavy duty projects. Robert Rodden, PE, is the Lead Engineer at PNA Technologies in Atlanta, GA, and has dedicated his entire career to concrete flatwork. Through his research while earning Bachelor and Master of Science Degrees in Civil Engineering from the University of Illinois at Urbana-Champaign, Robert discovered his love of concrete materials and flatwork. His 9 years of experience with the American Concrete Pavement Association (ACPA) focused on assisting en-gineers and contractors with project designs and details, responding to technical service inquiries, and devel-oping publications and tools to support the industry. Prior to joining PNA, Robert served dual roles as the Executive Director of the International Society for Con-crete Pavements (ISCP) and as a Research Engineer at Lafarge-Holcim’s global research center in France. Through these efforts, he has contributed over 1,000 pages of published text, provided consulting services, and lead hundreds of presentations and discussions around the world on all aspects of concrete flatwork, including design, materials, construction, performance, preservation, and life-cycle cost analyses. ________________________________________________________________________________________

Concrete Pavements in Ohio: Why Not 100 Year Life? – Dr. Dave Lankard, Lankard Materials Lab While working on a project in 2009-2010 I learned that portions of State Route 7 in Gallia County have been in service since 1946. As far as I know, it’s still in use today. Granted, 71 years is not 100 but other than the 1893 concrete pavement in Bellefontaine, it’s pretty much in a class by itself. One key to this success, I be-lieve, is a joint sealant technique and material that has been in place and functioning to keep the water out of the joint since the pavement was built. In Ohio’s freeze/thaw climate, keeping water out of the joints is necessary if joint functioning is to be sustained. And keeping joints functioning is the key to overall pave-ment longevity. When pavements are removed and replaced, the concrete lying between the joints is often still in good condition. This talk is intended to tell this story.

Dr. Dave Lankard is a Concrete Petrographer, with formal training as a geologist/ceramic engineer, with 52 years of experience in the concrete industry. After 13 years with Battelle’s Construction Materials Group he founded his own company, Lankard Materials Lab in Columbus in 1978. Although long past retirement age, he’s still working full time in the lab, simply because it’s still challenging and fun and keeping him young. Unified Design Software (ACPA – NRMCA – PCA) – Mark Pardi, PE, Ohio Concrete A new web-based pavement design application being developed by ACPA, the NRMCA Research Foundation, and PCA is in the final stages of development before its release later this year. PavementDesigner is a free on-line software that is applicable for all types of concrete pavements including parking lots, streets, and indus-trial pavements. The user can select from different materials options such as conventional concrete, con-crete overlays, or roller compacted concrete pavements to do the job. This brief presentation will introduce you to the newest pavement design tool that can be used on any type concrete project. Mark Pardi is a Field Engineer for Ohio Concrete and represents the Ohio Chapter of the American Concrete Pavement Association (ACPA). He is a Professional Engineer and LEED GA. Mark has worked in the Concrete Industry for 38 years, including Highway Construction, Ready Mixed Concrete Production and the Concrete Association. Mark is the Ohio Department of Transportation liaison for the Ohio Concrete Construction Association and member of the ODOT Specification Committee. Mark participates on the ACPA National task force com-mittees for Concrete Pavement Design, Jointing, and RCC. He is an Examiner for ACI Certification Programs and the Ohio Board of Building Standards Continuing Education Courses.

Concrete Testing at the Third Set of Locks, Panama Canal Expansion Republic of Panama – Jim Nehez, PE, Fall Line Testing/Applied Geotech The Third Set of Locks is the main portion of the 5.4 billion dollar Panama Canal expansion. The completion of the project resulted in more than doubling the capacity of the Panama Canal, one of the Seven Wonders of the Modern World. The project incorporates the largest rolling lock gates in the world and more than six and one half million cubic yards of concrete, more than double that contained in the Hoover Dam. Fall Line Testing & Inspection provided the Construction Quality Control for both the Atlantic and Pacific Locks including concrete, aggregates, cement, and soils. They maintained two full service laboratories which each independently obtained ISO 17025 accreditation. This program will present the history, purpose, and goals of the Panama Canal expansion project from its in-ception in 1939. The program will present the challenges faced providing material testing services on an in-ternational mega project. James R. Nehez, P.E., MASCE served as Project Manager Third Set of Locks, Vice President, Fall Line Testing & Inspection from 2011 through mid 2016 – He has over 40 years of experience in geotechnical engineering and materials testing including roadways, bridges, commercial, industrial, and energy projects. Concrete Admixture Use in NYC – Challenges & Solutions – Bill Lyons, FACI, Euclid Chemical Hydration Stabilizer Concrete Revolutionizes Logistics in New York City More than ever, concerns for placing concrete in New York City have become a daily issue. Traffic congestion, tight jobsites, and robust mixes to meet stringent design criteria make for difficult con-struction. All this and the project has to meet the "90" minute time limit to the jobsite. The presentation will highlight how one project and its developer championed the proposal to extend the time limit. William J. Lyons III, FACI is the National Business Development Manager – Northeast Region for The Euclid Chemical Company. Bill is a Fellow in the American Concrete Institute. He is currently the chair of ACI 306 “Cold Weather Concreting”, a member of committees ACI 232 “Fly Ash in Concrete”, and the “Hot Topic Com-mittee”. Bill is a currently the President of the National Capital Chapter of ACI in Washington, DC metro area. He is past president of both New Jersey Chapter of ACI, the Concrete Industry Board (CIB), the NYC ACI Chapter as well as past Vice President of Eastern Pennsylvania ACI Chapter. Bill has 31+ years experience in the concrete construction industry which includes being an engineering rep-resentative for another large admixture company, technical representative for a fly ash company, engineer-ing representative for a national ready mix company and the executive director for a concrete association.
