The Role of Communication in Large Infrastructure is part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. Infrastructure development in the past was often implemented without adequately taking into consideration the possible negative environmental and social impacts. Drawing from the experience of the Bumbuna Hydropower project in Sierra Leone, this paper proposes to complement safeguard policies by establishing, at the beginning of the project identification phase, two-way communica-tion mechanisms and a continuous consultation process, allowing the government and the donors to interact with key stakeholders. The book pro poses an integrated approach here communication is seen as a powerful analytical tool, and as an instrument to sup-port the decision making process by enabling it to be more trans-parent, consensual, and responsive to the beneficiaries' need, thus avoiding future problems and criticisms, which might delay and even bring the project to a halt at a later stage.

Japan's rapid economic recovery after World War 11, assisted by imported technology, was indeed remarkable. In the mid-1960s, it was the second largest World Bank borrower, while only two decades later it was the second largest contributor. Already in the mid-1960s, Japan's GOP was beginning to catch up with some of the European economies. In mid-2006, the Japanese economy appears to be emerging from a lengthy stag-nation. Japan has been a source of global best practices in both manufacturing processes and management; and although many of its characteristic large-firm management approaches may seem ill suited to the evolving global economy, others have been adapted and continue to be on the cutting edge. On a macro level, Japan has become the world's second largest economy and has a very high level of social equity.

This Independent Evaluation Group (lEG) review of World Bank assistance for financial sector reforms finds that the objectives of Bank assistance generally followed good practices in terms of reducing government ownership of financial intermediaries; improving prudential regulation to be consistent with international norms; and strengthening banking supervision to adhere more closely to international principles. This review also finds, however, that consistency within a country has been weak at times-e.g. advocating the privatization of banks while simultaneously supporting the expansion of government ownership of banks-and should be improved. This is one volume of a two-volume set titled Reforming Agricultural Trade for Developing Countries. The first volume is subtitled Key Issues for a Pro-Development Outcome of the Doha Round, because the chapters are for the most part focused on specific concerns that are being encountered in the agricultural negotiations, and on strategies for dealing with them to arrive at a final agreement that will significantly spur growth and reduce poverty in developing countries. The companion volume is subtitled Quantifying the Impact of Multilateral Trade Reform. It comprises chapters that take different approaches to modeling trade reform and quantifying the resulting benefits and costs to various players in the negotiations. The overview chapter of that volume explains the differences in results that come out of these different approaches, and compares them to some other recent estimates of the gains from global trade reform. Infrastructure in Latin America & the Caribbean: Recent Developments and Key Challenges WASHINGTON, August 31, 2005 — Infrastructure has improved in most of Latin America and the Caribbean (LAC) over the last decade, but a sharp fall in investment in the sector is hindering economic growth, poverty reduction, and the region's ability to compete with China and other dynamic Asian economies, says a new World Bank report. According to Infrastructure in Latin America and the Caribbean: Recent Developments and Key Challenges, by World Bank economists Marianne Fay and Mary Morrison, the region is currently spending less than 2 percent of GDP on infrastructure, down from 3.7 percent of GDP in 1980-1985. But spending would need to reach 4 to 6 percent a year for infrastructure to catch up or keep up with countries that once trailed it, such as Korea and China.

Land Law Reform Achieving Development Policy Objectives Land Law Reform examines the wide-spread efforts to reform land law in developing countries and countries in transition, drawing in particular upon the experience of the World Bank and the Rural Development Institute.
