MULING ipinakita ng mga taga Batangas City ang kanilang debosyon sa Sto. Niño sa pagsasagawa ng ika-14 na taong fluvial procession sa Calumpang River noong ika-7 ng Enero bilang bahagi ng pagdiriwang ng kapistahan ng lungsod. Ang tema ng pagdiriwang ay “Salamat sa Patuloy Mong Pag-aadya, Sto. Niño!”

Ala una ng hapon nang sunduin ni Mayor Eduardo B. Dimacuha ang imahe ng Sto. Niño sa Basilica of the Immaculate Conception. Kasama ni Mayor Dimacuha si Father Conrado Castillo, parish priest ng Basilica at iba pang lay ministers, sa motorcade patungong Batangas City Convention Center (BCCC). Sa pagdaan ng motorcade sa harap ng Saint Bridget College at Julian Pastor Memorial Elementary School (JAPMES), nakalinya ang mga mag-aaral habang iwinawagayway ang mga banderitas sa saliw ng banda ng Sta. Clara Elementary School bilang paggalang sa imahe.

Isang mag-aaral naman ng JAPMES ang naghandog ng “lua” sa Sto Niño, na isang tula ng papuri sa Mahal na Patron.

Nagdaos ng Alay sa Sto. Niño Cultural Presentationssa BCCC ang 13 paaralan. Kabilang dito ang Lyceum of the Philippines University-Batangas, Casa Del Bambino Emmanuel Montessori, University of Batangas, Saint Bridget College, Golden Gate Colleges, Batangas State University, Immaculate Heart of Mary Learning Center

113 Bangka sa Fluvial Procession, Lumahokand School of Values, Westmead International School, Divine Child Academy, BANAHIS, Marian Learning Center and Science Highschool, Cristo Rey Institute for Career Development at Colegio ng Lungsod ng Batangas.

May kanya kanyang concept o theme ang mga paaralan kung saan itinampok ang mga katutubo at modernong sayaw, ibat-ibang awitin at pagtugtog ng ibat-ibang instrumento. Dumating at nakiisa dito si Archbishop Ramon Arguelles.

Pagkatapos ng cultural program, nagpatuloy ang motorcade sa Barangay Wawa kung saan sa ilog nito sumakay ng special decorated banca si Arch. Arguelles, Mayor Dimacuha, ilang mga city officials at department heads patungong Calumpang River. Kasunod na bangka naman ang sinasakyan ng mga magda-dalit mula Alangilan.

Matiyaga naming naghintay ang may dalawang libong katao at deboto sa may tulay ng Calumpang sa pagdating ng imahe. Sa pagsapit ng takipsilim, magandang tanawin ito, habang dumadating ang prusisyon ng mga bangka na sinalubong ng mga fireworks .

Matapos mailuklok ang imahe sa isang tiburin sa ibabaw ng tulay, sinimulan naman ang land procession sa mga major streets ng poblacion, patungong simbahan. Makikita ang mahigit na 500 imahe ng Sto. Niño sa labas ng mga bahay sa poblacion habang dumadaan ang prusisyon. Iba’t

MAY 100 entries mula sa 50 photographers ang naglaban-laban at hinusgahan sa taunang Photo Contest bilang bahagi ng pagdiriwang ng kapistahan ng lungsod ng Batangas.

Naging subject ng naturang kompetisyon ang Fluvial Procession noong ika-7 ng Enero. Ang mga nagwagi ay ang mga sumusunod: Jomar Lopez, 1st place (P20,000.00); Julie Somera, 2nd place (P15,000.00); at Gil Malen, 3rd place (P10,000.00).

iba ang kulay, laki at costume ng mga Sto. Niño kung saan ang ibang maybahay ay may isa hanggang 10 imahe ang inilabas ng kanilang tahanan.

Pagdating sa labas ng simbahan, muling sinalubong ang prusisyon ng isang magarbong fireworks sa tabi ng monument ni Rizal na tumagal ng may 20 minuto at nagbigay kasiyahan sa mga tao.

Nagtapos ang gawain sa pagdaraos ng Banal na Misa ng pasasalamat, hindi lamang para sa mga personal na kahilingan at biyayang natatanggap ng mga tao, kundi sa patuloy na pasasalamat at ang pag-aadya ng Sto. Niño sa mga taga lungsod sa mga kalamidad. (Angie J. Banuelos/Ronna E. Contreras)

PAGKATAPOS na makapag host ang Batangas City ng Ala-Eh Festival noong ika-8 ng Disyembre, nailatag na rin ang mga gawain para sa pagdiriwang ng kapistahan ng Mahal na Patrong Sto. Niño. Bilang pasasalamat sa Poong Lumikha sa pagliligtas sa lungsod sa matinding kalamidad ang tema ng pagdiriwang sa taong ito ay “Salamat sa Patuloy Mong Pag-aadya, Sto Niño!” Tampok sa selebrasyon ang Sto Niño ng Batangan Fluvial procession sa Calumpang River noong ika-7 ng Enero. Ito rin ang pormal na pagbubukas ng gawain sa kapistahan at pagsisimula ng novena at misa para sa Sto. Niño. Bago ihatid ang imahe ng Sto. Niño sa Wawa ay nagtanghal ang labingtatlong paaralan. May 113 bangka ang lumahok sa procession sa ilog. Kabilang dito ang special banca na nilulanan ng imahe at ng mga opisyales ng pamahalaang local ng Batangas sa pangunguna ni Mayor Eddie B. Dimacuha at Archdiocese of Lipa sa pamumuno ni Archbishop Ramon C. Arguelles at Parish Priest Conrado Castillo. Naging mahigpit ang Philippine Coastguard, miembro ng organizing committee, sa pagche-check ng mga Bangka, bilang ng pasahero at safety gadgets nito. Ito ay upang maisiguro ang kaligtasan ng mga tao. Isinarado naman ang tulay ng Kalumpang, alas tres ng hapon hanggang matapos ang prusisyon, upang maiwasan ang aksidente at di-kanais nais na pangyayari. Para naman sa mga kabataan na may talento sa pagtugtog ng banda at pag-awit ng Original Pilipino Music , isinagawa ang Battle of the Bands noong ika-9 ng Enero. May 16 na banda ang lumahok. Sa haba ng patimpalak at dami ng kalahok,inabot ng hatinggabi bago naihayag ang mga nanalo. Isinagawa naman ang paggagawad ng karangalan sa mga nanalo sa kauna-unahang Batangas City National Painting Competition noong ika-11 ng Enero sa SM City Batangas. Ito ay may temang Dangal ng Lungsod ng Batangas. May 42 entries sa Professional Category at 19 naman sa Student Category. Kasabay rin nito ang exhibit Fluvial Photo Contest at Children’s Art Competition na tatagal hanggang ika-21 ng Enero. Habang sinusulat ito, itatanghal naman sa gabi ng ika-11 ng Enero sa Batangas City Convention Center (BCCC) ang pinakamahusay na mang-aawit sa grand finals ng EBD Barangay Caravan Videoke Challenge. Para sa mga nagnanais magkaroon ng trabaho, muling isasagawa ang Handog ni Mayor: Trabaho para sa mga taga-lungsod ng Batangas sa BCCC sa ika-13 ng Enero. Magpapakitang gilas naman ng kani-kanilang talento at husay ang 20 semi-finalists sa Bb. Lungsod ng Batangas 2014 sa Talent Show sa BCCC sa ika-13 ng Enero. Tulad ng nakaraang taon ito ay isang fund-raising show kung saan ang proceeds nito ay ibibigay sa higit na nangangailangan. Noong 2013 ang pondo ay ibinigay sa kidney at dialysis patients at ngayon naman, ito ay ilalaan sa mga biktima ng Typhoon Yolanda sa Philippine Science High School sa Visayas. Tatanghalin naman sa ika-15 ng Enero sa Batangas City Sports Coliseum ang pinakamagandang dilag sa Bb Lungsod ng Batangas Quest 2014. Inaasahan na darating ang malalaking artista ng Kapamilya Channel na sina Kim Chu at Xian Lim para magbigay aliw sa mga manonood. Ipakikita naman sa araw ng kapistahan, ika-16 ng Enero ang

Following is an interview with Dr. Victoria G. Fababier, Education Program Supervisor, Senior High School for School Base Management (SBM), Elementary and Secondary. Batangas City Schools Division, Department of Education (DepEd) on status of the K-12 system.Q: Kumusta na po ang pagpapatupad ng K-12 Program?A: We are now preparing for the School Year 2016-2017 because of the additional year for high school, specifically, for the senior. There is a need for additional teachers, textbooks, especially the school buildings.Q: Sa pagpapatupad ng K-12 Program, may budget po ba mula sa National Government?A: Meron, ngunit dahil sa transition period, ito’y hindi pa nagagawa at itong high school ay naghahanda pa. So, inaalam pa ng Central Office ng DepEd kung ano ang kakayahan ng mga cities at municipalities sa buong bansa at doon ibabatay ang pagbibigay ng pundo. Q: So i-paparioritized nila kung alin ba ang city o municipalidad na kailangan ng tulong ng DepEd? Eh ano po ba ang basehan ng LGU para makatulong sa pagpapatayo ng classrooms?A: RA 5447 o itong An Act Creating a Special Education Fund to be constituted from the proceeds of an additional realty property tax and a certain portion of the taxes; at ang RA 7160, Section 100 C na nakasaad na “ The annual School Board Budget shall give priority to the following: Construction, repair and maintenance of school buildings and other facilities of public elementary and secondary schools.Q: So maliwanag po ang batas na talagang mandato at hindi ito option?A: Hindi option, dahil ito ay “shall” give priority.Q: Back to the building requirements ng senior high

school, ano po ang ang mga ito? A: Ngayon ay ipinatutupad na ang Grade 8, at sila ay magiging Grades 9 at 10 o Junior High School. And by School Year 2016-2017, yun ay Grade 11, na Senior High School. Sa Junior High School, Grade 7-10, yun ang regular classrooms. Ngayon sa new curriculum, may special emphasis para sa technology. Kailangan ng industrial arts and tech-voc buildings. Sa senior high school, curriculum 2016-2017, yun ay additional year para sa high school kaya magkakaroon ng shortage. Sa katunayan ang projected enrollment sa School Year 2016-2017 ay 3,246 na mga mag-aaral na supposed to be ay papunta na sa college. At dahil sila ay magha-high school senior pa, sila ay mananatili sa mga eskuwelahan. Walang school buildings para sa kanila. Ang projected para sa taong iyun ay 72 classes, 72 classrooms, 72 teachers kung 1 is to 1 ang ratio. At sa sunod na taon, another 72 dahil dalawang taon ang madadagdag para sa high school. Kaya nasa 144 na classrooms bukod pa yung kakailanganin nila para sa techonology at para sa educational subjects na ngayon ay wala sa DepEd.Q: Sa pagkakaintindi ko, may mga areas of development ang pagtutuunan ng K-12.A: Tama po kayo. Tatlo ang pagpipilian kung anong area ang angkop sa mag-aaral-academics,technology, vocational, entrepreneurship at para sa music, arts and sports. Kaya talagang nangangailangan, hindi lang classrooms kundi pati equipment at supplies para dito. Napakaraming kailangan, malaking gastos at malaking pondo ang kailangan. Mas priority ang 3rd class municipalities sa budget ng DepEd. Ang bibigyan lang

Nakapaloob ito sa Board of Trustees (BOT) Resolution No. 2013-11-34 na may titulong “Establishing a PSHS Campus in Barangay Sampaga, Batangas City to be known as PSHS-CALABARZON Region Campus), may petsang ika-6 ng Nobyembre, 2013 at pinirmahan ni DOST Secretary Mario G. Montejo at ng pitong miembro ng BOT. Ayon sa panayam kay Engr. Januario Godoy, ito ay itatayo ng Department of Science and Technology (DOST) sa 5-hectare lot sa Barangay Sampaga. Ito ay may sariling pondo mula sa pamahalaang nasyunal sa ilalim ng D0ST PSHS System. Katulad aniya ito ng mga state colleges and universities na may sariling charter. Ang hinihingi lamang ng PSHS ay ang pagkakaroon ng access road mula sa highway ng Sampaga papasok sa loob. Ayon naman kay City Engineer Adela B. Hernandez,

may direktiba na si Mayor Dimacuha upang maipagawa ang naturang kalsada ngayong taong ito. Inaasahan na ang itatayong pasilidad ay may kaukulang classrooms, dormitory at mga laboratory katulad ng ibang PSHS sa Quezon City at Visayas. Ikinagagalak naman ni Mayor Eduardo B. Ito ang napagkasunduan sa pagpupulong noong ika-10 ng Enero sa Teachers Conference Center sa pagitan ng Technical Working Committee (TWC) ng Batangas City Solid Waste Management Board at ng 42 barangay na hinahakutan ng basura ng private hauler ng lungsod. Ito ay bunsod ng paglobo ng basura na kinokolekta na ayon sa private

hauler ay lampas sa itinalagang 30-44 tons kada araw. Ang pagkakaroon din ng pick-up points na tinatapunan ng ibang barangay at bayan ang nakapagpalala dito. Kung kayat napagkasunduan na aalisin na pick-up points at ibabalik na ang sistema ng house-to-house collection. Isasagawa ang massive information dessimination sa bawat sitio ng barangay tungkol sa bagong sistema. Maaaring makasuhan ng Ombudsman ang barangay captain na hindi tatalima rito.
