The numbers on page 410 of the Estimates of National Expenditure (ENE) tabled in Par-liament on Budget Day show VIP protection services (by the SA Police Service) received raises well above infl ation, amounting to an almost 50% increase over the past three years: from R748,2-million in 2012/13 to R1,12-billion in the 2015/16 fi nancial year.

In the current 2016/17 fi nancial year the al-location increases by 14% to R1,26-billion. In addition, R967,2-million is allocated for mo-bile and static protection — jargon for look-ing aft er dignitaries in transit and at venues, be it their homes, offi ces or elsewhere. That’s a total of R2,23-billion this year.

In addition, the police protection services al-locations include R254-million for operational support, or administration, and R124.1-mil-lion for the government security regulator, which checks on national key points. Ac-cording to the ENE, this brings the total to R2.6-billion for the 2016/17 fi nancial year.

It’s a small percentage of the police’s overall R80.9-billion budget, but compare the protection services allocation to the R1.87-billion given to foren-sic services, the laboratory services to process DNA, test drugs and other evi-dence needed for criminal cases from murder, rape, housebreaking and others.

Or the R1.43-billion allo-cated to specialised inves-tigations, including nation-al priority crimes such as criminal syndicates, serious violent crime and corrup-tion. Or the R2.2-billion al-located to the criminal record centre, to pro-vide eff ective and credible records of crime scene management and criminal records.

Parliament since 2009 has the power to amend, or even decline, budgetary alloca-tions in terms of the Money Bills Amend-ment Procedure and Related Matt ers Act. To date MPs have not exercised this right.

According to the narrative of the ENE’s Vote 23, VIP protection services provide security to the president, his deputy, former presi-dents, their spouses and other identifi ed dig-nitaries. The SAPS annual report adds minis-ters, deputy ministers, and foreign heads of state and, at provincial level, premiers and MECs to those gett ing VIP protection.

This VIP protection service includes the presidential protection service, with its own logo and even lapel butt ons, although there is no specifi c reference to its fi nances in ei-

ther the ENE or the SAPS 2014/15 annual report. Therefore it’s impossible to say how much of the protection budget is specifi cal-ly earmarked for the presidential protection service in all its facets, including the coun-terassault unit which accompanies the presi-dent even to the parliamentary precinct.

However, the SAPS 2014/15 annual report, the latest available, talks of the presidential protection service’s performance: there were no security breaches. And there’s a general reference to the counterassault SAPS unit: “The counterassault team, which deals with high-risk situations that require specialised, skilled members, was involved in 900 local movements and 71 foreign deployments, which were managed without any incidents.”

While the ENE may have diff erent alloca-tions for VIP protection services and mobile and static protection, the SAPS 2014/15 an-nual report shows the presidential protec-tion service also has a static protection ser-

vice. The four static presidential protection units covered 19 identifi ed VIP residences and four offi ces (not identifi ed in the report) and provided “16,790 protection services”.

Other presidential protection services in-cluded in-transit protection to 16 presidential dignitaries, who made 180 visits “outside the borders (including refuelling) of South Afri-ca”, protecting 108 (unnamed) foreign heads of state/government”, while providing opera-tional protection at the ANC January 8 state-ment and birthday celebrations, the state of the nation address and last year’s two special offi -cial funerals to rebury the remains of struggle stalwarts Moses Kotane and JB Marks.

Under the wider protection and security services programme, the SAPS 2014/15 an-nual report shows in-transit protection was provided to 96 national, 163 provincial and 56 foreign dignitaries, while operational sup-

port was provided at 41 major events. It is these numbers and allocations, against

departmental strategic and performance plans to explain how rands and cents are spent against determined targets, that now will come under scrutiny at the national legislature. The fi rst round of budgetary departmental brief-ings unfolds from mid-month, according to the parliamentary schedule of committ ee meet-ings, although the detailed hearings are set to take place only aft er the Easter recess.

However, the police VIP protection service allocations have already raised eyebrows in last week’s public hearings on the budget held by the two parliamentary fi nance com-mitt ees. Trade union federation Cosatu said the expenditure was a concern. “People are molested by criminals every day… Let’s use the money to fi ght crime, not on body-guards,” said Cosatu parliamentary liaison Matt hew Parks. “We are not saying no body-guards, but let’s be reasonable.”

Police committ ee chairper-son Francois Beukman said a week in April had been set aside for interactions with the SAPS top management. “We will look at everything. What is goods and services? What are the staffi ng costs? And break down the alloca-tions,” he said.

It’s a process that will unfold in all of the 32 par-liamentary committ ees overseeing government departments. Parliament since 2009 has the power to amend, or even to decline, budgetary allocations in terms of the Money Bills

Amendment Procedure and Related Matt ers Act. To date MPs have not exercised this right.

It’s a long process culminating in the in-dividual budget votes, and then the whole R1.46-trillion budget, usually in May and June to meet the legislative deadline. Follow-ing the parliamentary fi nance committ ees’ hearings last week, on Wednesday MPs vote on the fi scal framework, the overall budg-etary proposals and priorities. The vote on the Division of Revenue Bill, which formal-ises the allocations to provincial and local spheres of government, has been postponed for a week to 16 March.

Then the spotlight focuses on departmen-tal budget allocations. But departments have left it very late to table their strategic and annual performance plans. — Marianne Merten.* Credit: Daily Maverick

In the past cancer pa-tients in the Tzaneen area not on medical aid, had to travel to Polokwane for chemo-therapy. This has all changed and chemo-therapy is now administered at the Tzaneen Care Centre at 36 Maritz Street.

Heading up the chemotherapy division is dr Tumelo Moyaba from Polokwane. He admin-isters chemotherapy every Monday between 09:00 and midday. During this time he also consults with patients who are too ill to re-ceive chemotherapy.

Moyaba, born in Musina, was the youngest person in the country to qualify as an oncol-ogist at the age of 29 in 2014. He studied for his medical degree as well as his four-year oncology degree at the University of KwaZu-

lu-Natal. He trained at the fair-ly new and sophisticated Inkosi Albert Luthuli Hospital in Cato Manor, Durban. He opened his private practice in Polokwane at 64 Plein Street in 2015.

He says: “Oncology is an ever changing field as there are al-ways new advances in treat-ment. This is particularly so in the treatment of prostate and breast cancer. Breast cancer is the most prevalent form of cancer.

“Brachytherapy is now avail-

able for early stage prostate cancer. Men like to ignore things and also don’t like in-vasive examinations. That’s all a thing of the past with the ad-vent of PSA screening for men. A recent treatment for patients with brain tumours, inaccessi-ble by operation, is stereotactic radiotherapy.“

On the issue of diet Moyaba says, “Diet has gained promi-nence due to the fact that pro-cessed foods are considered a

cancer trigger. How-ever there is no pro-cessed data as yet on this matter. What defi-nitely does cause can-

cer is nicotine and certain viruses.”When asked about the contentious and

as yet illegal issue of cannabis oil, Moyaba said: “There is not enough research on can-nabis oil. However, terminal patients who are not on pills for pain take cannabis oil and it’s known to work. However, there’s still no hard evidence that it’s effective all round.”

He added that “cancer is on the increase in South Africa and under reported as the focus is on AIDS”. “I reckon that in fifteen years time cancer will overtake AIDS,” he said.

Polokwane comes to Tzaneen

Rees is bereikbaar by 073 166 3651 — as daar ‘n seilende koue kalant in jou kamer sy kop uitsteek.

The notorious R528 between Tzaneen and Haenertsburg added at least eight vehicles and a truck to its ever increasing tally this week — and fi nally authorities seem to be paying att ention. In the 24 hours between Tuesday and Wednesday morning, a local towing service had their hands full with break downs as one aft er the other, motor-ists fell victim to one particular section of this road.

Roughly 22 kilometres in the direction of Haenertsburg when travelling from Tzaneen the road spirals downhill into an S-bend with the fi nal corner entering a sharp incline back to the top. There are no shoulders along this narrow section of the route and a sheer four metre drop hugs the road surface on either side. Motorists travelling in either direction

are blind to approaching traffi c until enter-ing the bend.

It is right here, in the middle of the already treacherous bend, where a dip the size of a regular family sedan has formed with no way of evading it without going off -road or hitt ing oncoming traffi c. “This has now become ridiculous and the residents along George’s Valley are fed up with the lack of interest shown by Limpopo’s roads depart-ment to rectify the situation. People are go-ing to die here and ‘sorry’ won’t console their grieving families,” said one angry member of the George’s Valley Residents Association (GVRA) at the scene.

According to him, the problem lies with the heavy vehicle operators who use the R528 in order to evade the weighbridge at Mooketsi.

“The trucks are liter-ally tearing this road apart and the depart-ment of roads just don’t seem to care. It is an old problem and locals are very much aware of it, but nothing is done other than fi lling the hole when someone loses a vehicle.”

This week, he took it upon himself to in-vestigate the matt er

and made a spine-chilling discovery — the road is busy collapsing. The corrugated cul-vert beneath this section of the road has lost its structural integrity through years of ero-sion and rust. It can no longer support the weight of the tarmac above it and is literally collapsing on itself.

“What was seen as a mere pothole is in fact a sink-hole which could give way without warning at any moment. The entire sec-tion of road will fall away.” An emergency meeting was called on Wednesday morning and members of the GVRA, Mr Victor Khumalo, the provincial traffi c department’s chief in Tzaneen for the Mopani area, Ms Joyce Nenungwi, the head of the department of public works’ roads maintenance, and Mr Pocky Rikhotso, the maintenance manager at the department of roads, inspected the scene.

“This is a ticking time bomb waiting to ex-plode,” said Khumalo. “My problem is that my hands are cut off because all my man power has been taken from my department

and shift ed to Public Works. So now, if we have an emergency, we cannot handle it im-mediately as in the old days. We have to send out emails and wait for a tender process to have a contractor appointed and that could take months. We have to close this road as a matt er of urgency!”

The group spent some time at the site and upon investigation of the culvert it was agreed that the road would have to be closed to heavy traffi c. Traffi c offi cers were stationed on the route and barrier tape was placed around the hole as warning to resi-dents to be.

According to Nenungwi, the road is now closed to heavy vehicles. “We will not allow any heavy vehicles to use the George’s Valley road until that road has been repaired, so we have closed the road on both sides from Tza-neen and Haenertsburg,” she told Bulletin

yesterday (Thursday). Motorists are urged to avoid the R528 and seek alternative routes when travelling to or from Tzaneen. • Watch the video of the delegation’s visit to the sinkhole along with more images of the culvert on our website and Facebook page. Bulletin will follow up on the situation as it progresses.

18 Maart 2016

What are we looking for in life?• Justice, that all are treated fairly

under the law. • Education for all, the building up of our nation to be true leaders. • Security, the ability to live our life in safety and not fear. • Unity, the coming together of all irrespective of race or creed. • Sustainability, enabling all to live and survive in this world.

So how does this all fi t into our Christian lives here on earth? Taking the fi rst lett ers of each statement we fi nd the answer: JESUS, yes, He is the answer to all our strife and tribulations, but this needs faith, faith in someone we have never seen, yet believe is alive and lives with each of us. This is not an easy concept to grip, but then again we be-lieve that tomorrow we will wake up. We have not seen to-morrow yet we believe. One may argue “How can God/Je-sus be with all of us at the same time?” We forget that God is God and through Him all things are possible. A concept that needs faith and trust. Is this just an inbred ability that is in all of us? I believe so, but it needs work, we need to live our lives in hope, hope for the future, hope for love and most importantly hope that we are acceptable to Christ.

Yet, we oft en forget, that God loved us fi rst, that is why He created us. We are all diff erent in makeup, male, female, diff erent hues of colour, beliefs etc.

Yet we are all one in God’s eyes, aft er all we were created in His image. But what is God’s image? If we cannot see Him how can we know what He looks like? Now this is where faith comes in, if we truly believe there is a God and we trust in Him, He will enable us to live in His image. God is a God of love and if we love one another as He loves us it becomes a lot simpler. Love drives the wheels of our exist-ence, if we do not love ourselves how can we love someone else? Love is an expression of our true feelings for ourselves and for one another. Spreading this love takes time and ef-fort and oft en we complain that we do not have enough time and if it is worth the eff ort. God sees how much we try and will always give us time, even in the busiest sched-ule of our lives. A smile, a thank you, can work wonders in someone’s lives. This is just a small way of showing our love for others, sharing in God’s love for us no matt er how we have rejected His promises to us. So my message to you all is to follow in Christ’s footsteps and believe that through Him all things are possible.God Bless.

South Africa’s Supreme Court of Appeal (SCA) on Tuesday accused the SA govern-ment of “disgraceful conduct” in allowing

Sudanese President Omar al-Bashir to leave the country, despite an arrest war-rant from the International Criminal

Court (ICC).Bashir was not arrested while att ending

an African Union summit in Johannesburg last year as the South African government claimed he had immunity as the head of a member state.

When an emergency order was obtained from the High Court during the summit ordering Bashir’s arrest, government lawyers admitt ed he had fl own out of the country just a few hours earlier.

The government subsequently fi led a plea against the arrest order at the SCA.

“The assurances that he was still in the country given to the (High) Court at the commencement and during the course of

argument were false,” the SCA judges said.“It was disgraceful conduct.”

It was also unlawfulThe SCA ruled that the failure to arrest

Bashir was unlawful and dismissed the government’s appeal.

South Africa is a signatory of the Hague-based ICC, which wants Bashir arrested for alleged war crimes related to the confl ict in the Darfur region of Sudan.

The South African Litigation Centre (SALC) hailed the court ruling, saying it meant Bashir must be arrested if he returned to South Africa.

“The government should seek to uphold the rule of law instead of shielding suspected war criminals and the Supreme Court of Appeal has made this clear today,” SALC director Kaajal Ramjathan-Keogh said.

The decision by South Africa not to arrest Bashir sparked international condemnation, which was met with a threat from Pretoria to withdraw its membership with the ICC.

The Sudanese leader has evaded justice since his indictment in 2009 for alleged crimes in the Darfur confl ict in which 300,000 people were killed and two million forced to fl ee their homes.

The South African government made no immediate announcement on whether it would appeal against Tuesday’s ruling.

Jade Barnatt was afwesig.

multimedia-vertoning oor interne wetenswaardighede geniet.

The Letaba Fire Protection Association (LFPA) is footing the bill for a second Bell Huey helicopter over the next three years for aerial fire fighting.

This decision was made at the LFPA’s annual general meeting on Friday. The expected date of delivery of the helicopters is early in June.

The resources will then include two helicopters, two aircraft support vehicles and one Spotter aer-oplane to be based at their Ops Centre at Politsi.

The LFPA entered into an agreement with the Zoutpansberg Fire Protection Association (ZFPA) in Louis Trichardt to use the second helicopter, if it is available and not needed by Letaba FPA full members. ZFPA will buy their own Spotter plane for this purpose, but it will also be available for the LFPA when and if needed.

The 2015 statistics include five Orange Fire Danger Index (FDI) days and 42 Yellow days. There were

329 controlled fires with a total of 1 419,9 hectares burnt and 134 uncontrolled fires which burnt down 191,4 hectares.

Landowners are once again encouraged to report all fires, including controlled burns, for statistical purposes, which they need to qualify for provincial and national funding.

Two weather forecasters attended the LFPA meeting at Politsi. Messrs Kelvin Price (left) and Giel Hugo (right) are seen here with chairman Trevor Phillips and fire manager Rouan Snyman.

Super brave and concerned Mr Greg Wilson of Agatha fought man alone against six intruders during a farm attack early Monday morning. The safety of his family was the only thing he could think of, and that gave him almost supernatural power to stand up against the six men.

According to reports the incident occurred just after 05:00 when Greg heard a noise at the kitchen door. He went to investigate and found one man attempting to enter their home. He wrestled the man to the ground, but the suspect managed to escape leaving behind a pistol and a few other items on the lawn.

Greg and his wife, Sandy, were standing in the kitchen a few mo-ments later, contemplating the event, when a man entered the kitchen door wielding a pistol. “We had called for help and were busy discussing what happened when suddenly a hand holding a gun appeared through the

door. I screamed and ran to the kids’ room, where I locked myself in with them,” recalled Sandy.

“Greg stayed in the kitchen to con-front the intruder. There were a few loud bangs and glass shattering on the other end of the house as our glass door shattered. I heard loud scuffling and men shouting at each other. I knew then that there were more of them. They wanted guns and the keys to the security gate that was protect-ing me and our children from them.

“The men asked my husband if we had guns in the house. He said no and asked them if they wanted the tv and other electronics instead. At this point I heard some more scuffling and loud conversation. When it was quiet and I could hear that they were gone, I came out of the room and saw that Greg was in need of medical at-tention so we rushed off to hospital.”

Greg had been hit over the head with a rock by one of the suspects

during the skirmish, but had not lost consciousness. He was treated later that morning at Mediclinic Tzaneen and at the time of talking to Bulletin, Greg and Sandy were underway back home. Members of Northern Security responded to the call and met with SAPS patrol units who accompanied them to the Wilson household.

Upon their arrival on the scene they did a search of the surroundings as it was believed that the suspects may have been in the vicinity. The search continued and a few hours later a private helicopter had joined the Politsi SAPS K-9 unit in the search.

At roughly 14:00 that afternoon the search was called off and at the time of going to print, the suspects were still at large. “We won’t be staying there for a while. We just don’t think it’s safe and we are all still pretty shocked at what happened.”

The annual general meeting of the LFPA was well attended this year

Twenty underprivileged pupils from Rathaga Pri-mary school in Bodupe Village, Bolodedu, were overjoyed when they received brand new school uniforms from Sadmon Projects and Consulting and the Greater Letaba Municipality.

Teachers and parents heaped praise upon the highly esteemed Sadmon and the GLM for the generosity and for bettering the life of the needy pupils.

The recipients of the uniforms could barely con-tain their excitement and are relieved that they can now proudly attend school wearing their uniforms.

The Mayor of Greater Letaba Municipality, Mr Godfrey City Modjadji, reiter-ated the dire need to properly dress, educate and empower the children. “We are grateful be-cause Sadmon came to our aid by

donating school uniforms to the needy pupils. As the government we can’t allow a pupil not going to school due to the fact that he/she lacks a school uniform,” said Modjadi.

Emelina Monyepao (73), the grandmother of Mahlatse Monyepao who is in Gr 4, said she was extremely happy for what the donor has done. “If it wasn’t for his good heart I would have had to use my social grant money to buy a uniform for my grandson, as her mother is sick and unemployed,” said Monyepao.

Commercial News

Mina’s is an event off ering very special cui-sine in the Haenertsburg area as well as craft beer, wine and live laid back music. The stalls start on the stoep of a large farmhouse. Inside it’s just one aroma aft er another and one deli-cious stall aft er another preparing food.

Outside are long trestle tables with benches that can seat some 200 people. There are logs for sitt ing, a kiddies’ playground with sand-pit nearby and all of this under huge, old oak trees with a view that ‘skriks for niks’.

To get to Mina’s turn off onto the Cheerio Road outside Haenertsburg, and head along a 7 km well sign-posted dirt road. The farm lies on the banks of the Broederstroom and is home to the Tooley family.

Mina’s is held the fi rst Sunday of March, June, September and December. Last Sunday was a perfect sunny day. Some of the food stalls were the Red Plate with fresh dishes from the lakes and gardens; the Pot & Plow

with a pizza oven in which pizzas were being fi red; Mina’s prepared tapas; Wegraakbosch presented its cheeses and MaGriet had her sweet treats.

Mina’s owner, Ms Denise Tooley, with her usual

broad smile and un-fl appable personali-ty, marvelled at the incredible turn out and apologized to customers who didn’t have seating.Tooley, a Rhodes uni-

versity graduate, togeth-er with husband Rob and

adult children, Luca, Rebecca and Lulu, always makes one feel

welcome One of the reasons for the mete-oric success of Mina’s is the Tooley family’s att itude towards customers and their striv-ing for excellence in whatever they do. Ms Tooley is also an expert in event planning and Sunday was testimony to her expertise in this fi eld.

Some twenty years ago Ms Tooley ran the successful restaurant Greenwood’s in the village. At the time she was pregnant with Lulu, yet her multi-tasking abilities let her carry off all of it with aplomb.

Mina’s is defi nitely a Sunday to ring in red on your calendar. The good music from Steve Howells and his friends, the food, the drink and the cool people made this a pleasant Sunday to look forward to repeating every three months.

— Sue Ett mayr [email protected]

“What? The ball was in!” “The ball was out, Mr McEnroe, love fi ft een.” “It was in!” [Breek raket op baan.] “Abuse of court, love thirty!”

Siek!

“A hero is someone who understands the responsibility that comes wth his freedom.” — Bob Dylan

The Duiwelskloof Bowls Club singles fi nals — the Ladies’ & Men’s Open, Men’s Handi-cap and Novices Finals — were fought out bvy the club’s best players over the past weekend.

Zane Fanie won both the Handicap Singles and the Open Singles for 2016, with Johan Benade ending up as runner-up.

Rosemary Atherstone is this year’s Ladies Singles champion and defending champion Di de Wet ended as the runner-up.

In the Novices competition, Ampie Greyling took the Cup against runner up Martin Bensch.

• The Men’s Singles Plate competition between Gullis Gouws & Leon de Wet will take place on a later date.
