a Polish lane with exhibitions from as many as 6 cities andregions! Our business has clearly become very popular
and in demand.
And what are the forecasts? In our opinion there is no
reason to complain. Global market analysts indicate thatmore and more companies intend to transfer their pro-cesses abroad and that Poland is considered to be one
of the best locations for investment in service centres. In
the rankings by the Hacket Group, a well-known advisorycompany, we are in third place, just behind such giantsas India and China. The global crisis has worked to our
benefit by giving us the prospect of further growth in our
industry and the creation of new jobs in Poland. Since I aman optimist I believe that quite soon we will be exceeding
the magic number of one hundred thousand jobs.
I strongly encourage you to read our report. In there youwill find information about what has happened in thePolish business services sector during the last year, which
cities are the leaders in attracting investors and whichbranches of the economy exploit the shared servicescentres located in Poland most frequently.

Here is the third and latest all-Polish ABSL report, which
describes the business services sector in Poland. Haveyou got used to good news yet? As usual you will not bedisappointed. We are still witnessing double-digit growth,
inflow of investments and the creation of thousands of
new jobs in Poland. Our country has maintained its posi-tion as unquestioned leader in the region and many newglobal brands have appeared on our map of services. Im-
portantly, a majority of our respondents (representatives of
services centres) declared that if they had to decide again, they would also choose Poland as the location for their
business and what is more, they promise further growthin their business. It is also worth noting that we offer an
increasing number of knowledge- and computer-based
services, which allows us to be optimistic about the veryreal establishment of this sector in our country.
I am also happy to see a growing understanding andappreciation of our line of business among representati-
ves of central and regional authorities. ABSL has becomea partner in negotiations with the Ministry of Economy,
Ministry of Finance and Ministry of Labour and SocialPolicy. Our opinions are treated seriously, as is confirmed
in the decision to release grants for investors from our
sector. Our association with the Polish Information andForeign Investment Agency, and regional organisations
that promote the Polish economy is very positive. Themajority of towns, both larger cities and smaller ones, are actively trying to attract investors. In the largest Eu-
ropean industry conference in Amsterdam there will be

This publication is the outcome of a research projectimplemented from February to April 2012 by the Asso-
ciation of Business Service Leaders (ABSL). This reportaims to develop a comprehensive profile of the business
services sector in Poland with an outline of investment
incentives, the labour market and office estate marketin the context of investors needs. The authors adopteda broad definition of the industry that also includes re-
search and development. The considerations pertainingto the sector were based on analysis of service centres
having foreign capital1: shared service centres (SSC), bu-
siness process outsourcing (BPO/ITO) and research anddevelopment (R&D).
The basic source of the information contained in thereport was the database of service centres having foreign
capital that perform business operations in Poland. Thisspecification has been upgraded on an on-going basis
by ABSL for over two years via acquisition of data fromcompanies, information contained in industry reportsand press queries of selected magazines. The database
contains, among others, such variables as: the type ofservice centre (BPO/ITO, SSC, R&D), year of establishment
of centres (data for 2008-2011 and forecast for the end of2012), types of business processes provided in the centre
and the country of origin of an investor. An important element of the research project was ad-
dressing a Web-based questionnaire to the staff thatmanages foreign service centres. 52 respondents from
different cities completed a questionnaire that allowed

In the last few years Central and Eastern Europe4hasbecome an important location for business services of-
fshoring, not only in Europe, but also worldwide. At theend of 2011 there were 847 centres with foreign capital
operating in the discussed area. A clear majority of them
are investments by companies from Western Europe. In December 2011 the business services sector in thecountries of Central and Eastern Europe employed appro-ximately 225 thousand people5, which means a growthof slightly more than 11% (201 thousand people) when
compared to 2010.
Services in the form of offshore outsourcing and captiveoutsourcing are provided in more than 100 countries in
the world. The position of leader is still held by India, with
approximately 40% of the market. Forecasts, however, indicate that in the next few years this countrys share willbe decreasing in relation to other, expanding locations,
including Central and Eastern Europe. It is worth notingthat in the last few years there has been a significantgrowth in the participation of this region in the globalservices offshoring market. At the moment the Central
and Eastern European countries that are the object of thisanalysis have approximately a 7-8% share of the global
services offshoring market.
Poland is the definite leader with respect to the numberof employees in the sector in Central and Eastern Euro-
pe. The countries ranked below Poland are: the Czech

Warto podkreli,e w ostatnich kilku latach zaznaczy si wyrany wzrost
udziau omawianego regionu w globalnym rynku offsho-ringu usug. Udzia omawianych pastw Europy rodko-

jako czci strategii offshoringowej wielu zachodnioeu-ropejskich firm.

wrd najbardziej atrakcyjnych lokalizacji dla outsourcin-
gu usug biznesowych na wiecie7, wyprzedzajc inne
miasta w Europie rodkowo-Wschodniej, m.in. Prag (20miejsce), Budapeszt (27 miejsce) czy Brno (31 miejsce).

lokalizacja aspirujca, tym razem na 78 miejscu (awans

Republic, Hungary, Slovakia and Bulgaria (Figure 1). Since2009 62 thousand new jobs have been created in Central
and Eastern European service centres with foreign capital,of which 28k in Poland. What follows from this is the fact
that as much as 46% of the employment growth in theregion has been generated by service centres operating
in Poland.
The sectors fastest growth over the last few years has
been noted in Bulgaria, where employment in servicecentres has grown by more than 2/3 when compared withthe end of 2009. Poland came second in the region with
its 50% increase in the number of service centre employ-
ees over the years 2009-2011. For Hungary, Slovakia andRomania employment increased by 30%-40%, whereasin the Czech Republic it was only 20%.
Midyear employment growth in this sector in Polandhas remained steady over the years 2008-2011 at a level
of over 20%, which is the most stable when compared to
the other countries in the region. It is also worth notingthat Polands participation in general employment in our
sector in Central and Eastern Europe has grown in 2009and 2010 services centres in Poland employed less than
35% of sector employees in the region, whereas by 2011
this had increased to almost 38%. It must be emphasisedthat growth unemployment in this sector in the analysed
region results, among other things, from the stabilised po-pularity of nearshoring as a part of the offshoring strategyof many Western European companies.
Figure 1 shows over twenty of the most important se-
rvices offshoring centres in Central and Eastern Europe. It is worth noting that Poland stands out in the region
due to the large number of such centres and significant
degree of their development. Some cities in the region usetheir potential and manage to achieve a strong positionon the global map of services offshoring. For example,
in the 2012 report prepared by the company Tholons6,Krakw again took 11th place among the most attractive
locations for business services outsourcing in the world7thus overtaking other Central and Eastern European ci-
ties such as Prague (20th position), Budapest (27th) orBrno (31st). This years ranking by Tholons also included
Warsaw (38th), which retained the place it took in theprevious edition, as well as Wrocaw, which was againranked as an aspiring location, this time taking 78th place
(previously 84th).
6 Tholons Top 100 Outsourcing Cities 2012.7 Which corresponds to 1st place in the world in the group of
emerging locations for business services outsourcing. It is thehighest position for a European city in this category.

The first services centres were set up in Poland as early asin the 1990s; significant growth in investments from thebusiness services sector occurred, however, after Poland
had joined the European Union. It is worth noting thatthree quarters of the centres operating in Poland have
been created since 2004 (Figure 2). Polands joining the
EU contributed to an increase in the political credibilityof our country and to changes in legal conditions related
to conducting business activities, and has had a positiveinfluence on the reactions of investors. What has played
a decisive role in the context of this investment boom is,however, the global development of the sector as well as
the related necessity to seek new markets that can meetthe demand for provision of modern business services.
The number of services centres in Poland has beengrowing regularly. From 2005 to the end of 2011 250
new services centres were established. The largest annualincrease in the number of centres was seen in 2006 and
2008 in both years as many as 44 centres were created.
Over 30 centres were also created in the years 2005, 2007and 2011. It should also be added that another important
indicator of the dynamic development of the sector inPoland over the last few years has been the significant
growth of employment in centres that have already been
operating in the Polish market for several years. At themoment over 3/4 of employees in the sector are employed

centres (R&D). Over 80% of all the services centres inPoland are located in the seven major business services
offshoring agglomerations9
(Warsaw, Krakw, Wrocaw,d, the Silesia Metropolis, the Tricity Area, Pozna Figure 3). In each of those areas there are at least 25centres. There are no more than nine centres in any ofthe remaining locations.
When analysing the structure of individual locationswith respect to the profile of centres operating in such
areas we can observe that outsourcing services centres
(BPO/ITO) are in a clear majority in only one of the seven
urban centres analysed10 (Warsaw). In Krakow we can seethat centres which belong to this category are in a slightmajority when compared to other types. Shared services
centres (SSC) dominate in od, the Silesia Metropolisand Pozna. Wrocaw, on the other hand, is the only me-
tropolitan area with the largest number of research anddevelopment centres. The structure of the Tricity Areas
centres is the most balanced among the agglomerationsanalysed (Figure 4).
9 If we want to be precise it should be said that the units of analysisused in the report are agglomerations. For example: Krakow isanalysed together with Zabierzw which is not a part of theKrakw city, d together with Aleksandrw dzki, Poznatogether with Plewiska, whilst Tricity includes Gdask, Gdyniaand Sopot. The Silesia Metropolis includes, in individual analyses, data of the services centres operating in: Katowice, Gliwice,Sosnowiec, Ruda lska, Tychy and Dbrowa Grnicza.
10 Agglomerations covered by the analysis are those in which atleast 25 foreign services centers operate.

creased by 50% from 56.6 thousand to 85.0 thousand.
In just the last year alone, 14.5 thousand new jobs were

has been slightly above 20%. Taking into account the
dynamic development of the discussed business area
so far, we may assume that by the end of 2012 thenumber of people employed in the business services
sector in Poland will have doubled when compared to
2008 (Figure 8) and that it will amount to approximately
100,000 people12.
12 If we assume more prudent estimates, this value will be between95,000-100,000 people. If, however, the increase unemploy-ment turns out to be evidently larger than the average growthunemployment over the last few years, then by the end of 2012the centers in Poland will be employing more than 105,000people.

Analysis of the structure of the services provided in SSC,
BPO/ITO and R&D centres showed14that the processesdealt with in the majority of centres include finances andaccounting (108 centres), IT services (107 centres) as well
as research and development services (106), which are
rendered not only in R&D centres but also in other entitiesthat provide more advanced IT outsourcing services. 90
centres deal with customer service-related processes(excluding IT support), whilst 56 centres deal with human
resources management. Financial services are providedin 44 services centres. This group includes several spe-
cialised, typical financial services centres (that is, centres
which in the first place provide financial services). Mostof the entities which render financial services are sharedservices centres. The entities that dominate in this group
are the centres of bank institutions. Services connected
with support for decision-making processes and withoutsourcing of processes are provided by 25 centres, whereas management services are provided by 21 centres.Other services that have not been previously mentioned
(e.g. documentation management) are rendered by 37centres (Figure 12).
It should be emphasised that a definite majority ofcentres provide services in at least two business areas,
e.g. finance and accounting or IT services. This provesthat the business activity of services centres in Polandis increasingly comprehensive. On the other hand, thecentres that stand out in the market are specialist centres
which deal first of all with more advanced processes.
The effects of the changes with respect to servicesprovided, which occurred in 2011, as well as the plans in
this respect for the next 3 years are also interesting. It isworth noting that the majority of entities analysed have
