使命及目標Mission ﹠ objeCtives

聯合國於2006年12月13日在殘疾人權利公約第三十條內加入讓殘疾人可以參與體育活動的措施。

新增條文如下：

為了使殘疾人能夠在與其他人平等的基礎上參加娛樂、休閒和體育活動，締約國應當採取適當措

施，以便：

i) 鼓勵和促進殘疾人盡可能充分地參加各級主流體育活動；

ii) 確保殘疾人有機會組織、發展和參加殘疾人專項體育、娛樂活動，並為此鼓勵在與其他人平等

的基礎上提供適當指導、訓練和資源；

iii) 確保殘疾人可以使用體育、娛樂和旅遊場所；

iv) 確保殘疾兒童享有與其他兒童一樣的平等機會參加遊戲、娛樂和休閒以及體育活動，包括在學

校系統參加這類活動；

v) 確保殘疾人可以獲得娛樂、旅遊、休閒和體育活動的組織人提供的服務。

on 13th December 2006, the United nations modified the Convention on the Rights of Persons with Disabilities in article 30 to facilitate the disabled to participate in sport. the Convention is revised as follows:

with a view to enabling persons with disabilities to participate on an equal basis with others in recreational, leisure and sporting activities, states Parties shall take appropriate measures:

i) to encourage and promote the participation, to the fullest extent possible, of persons with disabilities in mainstream sporting activities at all levels;

ii) to ensure that persons with disabilities have an opportunity to organize, develop and participate in disability-specific sporting and recreational activities and, to this end, encourage the provision, on an equal basis with others, of appropriate instruction, training and resources;

iii) to ensure that persons with disabilities have access to sporting, recreational and tourism venues;

iv) to ensure that children with disabilities have equal access with other children to participation in play, recreation and leisure and sporting activities, including those activities in the school system;

v) to ensure that persons with disabilities have access to services from those involved in the organization of recreational, tourism, leisure and sporting activities.

本會之使命是發展、推廣及組織智障人士體育活動，務求令其盡展潛能、培

養崇高體育精神及積極融入社群。

the Mission of the association is to develop, promote and organize sports activities for persons with intellectual disability in order to fully develop their potential in sports, to cultivate positive attitudes in sportsmanship and to facilitate their integration into our community.

目標objectives

1. 組織各類型體育及康樂活動予智障人士，以增進其體能及身心發展；

2. 舉辦工作坊及研討會予培訓智障人士的教練，以提昇其專業水準。

3. 鼓勵社會人士參與本會工作；

4. 提供各類體育及康樂設備以提高智障人士之體育水準；

5. 培養智障運動員之體育精神；

6. 組織及選拔智障人士參加本地和國際性之運動競賽；

7. 透過各項運動及康體活動使智障人士融入社群。

after years of untiring efforts, the dream of having athletes with intellectual disability (iD) returning to the Paralympic games has finally come true! Despite the temporary dislodgement of the iD events from the Paralympic games, our iD athletes have unremittingly sustained great results, thanks to the unfailing support of coaches, parents and most crucially, the continuous financial support of the government.

while our iD athletes are preparing for the games, the association continues to stand facing new challenges. the international federation for sport for Para-athletes with an intellectual Disability (inas) has undergone major reforms after the return of iD events in the 2012 Paralympics. it is devoted to image building and the promotion of competitions. the regional boundaries are also aligned with the international Paralympic Committee (iPC) such that iD athletes could more readily participate in the Paralympics. in addition, it gives us great honour to announce that Mrs. laura ling and Mr. David iP, our vice-presidents, are elected as the President and secretary general of the newly formed asia Region respectively. with this increasing form of recognition and influence in the asia Region, our international status in sports has evidently been much enhanced.

as international competitions and affairs continue to advance, we also seize the opportunity to grow by acquiring a new premise. if all works according to plan, the redeveloped new Method College situated in ho Man tin will become the headquarters of three sports associations including hKsaM by 2016. we believe that the three storeys of purposed built premise would be an ideal training venue for developing new sports as well as serving as the focal point for retired athletes.

we are indeed grateful to both the town Planning board and the home affairs bureau for showing staunch support to local sports by their energetic participation in this novel redevelopment project. we sincerely trust that the government will continue to implement benevolent sports policies to meet the growing needs of local sports so that more iD athletes may be engaged to exploit its very real benefits.

十年窗下無人問，一舉成名天下知 - 成功晉身倫敦2012殘疾人奧運會 (殘奧 )，是智障健兒經過多個寒暑的努力所得之成果。然而成功背後，除教練

及家人的支持外，還有賴香港政府的不離不棄，各

項目資助自殘奧智障組別禁賽以來從未間斷，讓精

英梯隊適度運作，薪火相傳。

智障健兒積極備戰殘奧之際，本會也迎來新挑

戰，國際智障人士體育聯盟在重返殘奧後進行大革新，更積極於形象的建立和賽事的推廣，又重組分

區架構以更貼近國際殘疾人奧委會之脈搏，讓運

動員參與殘奧的過程更為流暢。由於不少新國家加

入重組後的亞洲區，而香港在區內亦薄有名氣，在

成員國支持下，副會長凌劉月芬女士獲選為新亞洲

區的會長，副會長葉肇和先生亦獲委任義務秘書一

職，使本會晉身亞洲體壇組織重要位置，國際地位

相應提升。我們必竭盡全力，加強各會員國間的合

作，分享區內資源，貢獻亞洲。

隨着國際比賽和國際事務的新發展步伐，本會

會址亦出現新契機，位處何文田的新法書院重建項

目預計於2016年落成，本會將是三間受惠的體育總會之一，新會址佔地三層，屆時可為新運動項目提

供訓練場地，亦可讓退役運動員有一個聚會交流的

地方，使普及運動和非運動項目有更多發展空間。

新會址亦極具啟導性，因為政府與私人機構合

作的體育總會會址可說是史無前例，而城市規劃委

員會和民政事務局的參與亦展示政府對本地體壇的

支持。我們熱切盼望政府能推出體育政策，關注香

港體壇的需要，令更多智障健兒受惠。

主席報告ChaiRPeRson’s RePoRt

We are in! – with the return of iD event to the Paralympics, elite iD athletes around the world competed vigorously to qualify for the games. our athletes also took part in these competitions to strive for their Paralympian dream. though the process is tough, they achieved remarkable results, attaining five qualifying slots in swimming and two in table tennis.

Indomitable Spirit – inas and iPC have finally reached a consensus on the mechanism of eligibility assessment after years of disputes. Unfortunately, lai wai ling, our world no. 1 female table tennis athlete could not qualify for london Paralympics under the new assessment. nevertheless, hong Kong team managed to secure two qualifying slots for the games. although wai ling cannot play along with her teammates in the Paralympics, she continues to serve the team as an assistant Coach after her retirement and is determined to lead the team to reach the ultimate goal, winning the Paralympic medals.

Overcoming Hurdles – in 2010 two qualifying slots were attained for the swimming team by leUng shu hang and lee tsun sang. this year, the swimming team made another great leap and secured three more qualifying slots. among these three slots, tang wai lok’s persistence and continuous hard work has gained himself a qualifying slot to the Paralympics. he has made enormous progress, showing that he is capable of competing with international swimming elites.

Active Preparation for the Games – apart from competing with the elites worldwide, our athletes also had to compete with time in their preparation for the Paralympic games. they have undergone intensive training with the able bodies and gained valuable experiences from the renowned national team to sharpen their skills and tactics. the all-rounded preparation is also supported by hong Kong sports institute’s sports psychology and physiotherapy services, as well as jardine Matheson’s volunteers support in social and communication skills training.

Success with Reach – our athletes have competed and defeated thousands of elites to secure the qualifying slots of limited iD events in the Paralympics. in the days counting down to the games, athletes are well-prepared to showcase their talents to the whole world. let’s wish them all the best and look forward to their triumphant return!

遇強愈強 - 智障組別重返殘奧，各國精英傾巢而出，在競爭激烈的計分賽中角逐最佳成績，爭取通往殘奧的入場券。我們亦毫不怠慢，積極派運動員參加各計分賽，而他們亦不負眾望，除泳隊獲得有史以來的大豐收，勇奪五張殘奧入場券外，乒乓球隊亦不甘後人，在面對勁敵的計分賽中臨危不亂，終取得兩條打開殘奧大門的鑰匙。

不屈不撓 - 國際智障人士體育聯盟和國際殘疾人奧委會經過多年的磨合，方達成共識，制定檢測標準，讓智障健兒可重返殘奧；惟女子世界第一乒乓球手黎惠玲無奈成為這個檢測制度的犧牲品，與倫敦殘奧緣慳一面。一直以惠玲為首的女子乒乓球隊頓失支柱，令進軍殘奧添上變數，猶幸隊員表現出色，面對強手仍沉着應戰，最終力壓勁敵，為乒乓球隊取得兩張入場券！惠玲縱無緣問鼎殘奧，她在光榮退役後仍在乒乓球隊服務，發揮「一姐」的領導力，誓保球隊士氣，精神支援兩名女隊友向殘奧進發！

迎難而上 - 泳員李浚生和梁舒恆於2010年已穩奪兩張入場券，今年泳隊的表現更上一層樓，在多個計分賽事上屢創佳績，再為香港取得三個參賽資格。泳手鄧韋樂努力不懈，進步神速，更超越一眾前輩，在計分賽中成功出線，準備與世界游泳精英一較高下。

積極備戰 - 備戰殘奧好比一場耐力賽，運動員除了與各國好手比賽，還要跟時間競賽，在賽前加緊集訓，增強體力應付賽事，北上祖國取經，務求突破技術的規範。加上由香港體育學院提供的心理和物理治療，怡和集團義工的語文及社交禮儀訓練等，使他們身心皆得到充分準備，迎接殘奧的挑戰。

成功在望 - 殘奧智障組別的比賽項目雖然有限，卻高手雲集，我們的運動員身經百戰，方取得參賽資格。踏入比賽的倒數階段，全球運動好手已磨拳擦掌，迫不及待到倫敦去，踏上運動員的星光舞台，一圓奧運夢。讓我們一同為本港智障健兒打氣，期待他們凱旋而歸！

PeRsonnel anD finanCial sUb-CoMMittee RePoRt人事及財務委員會報告

康樂及文化事務署是本會職員薪金資助的主要

來源，本年度資助職位喜獲薪酬調整，員工深受鼓

舞；作為一個多元化運動項目的體育總會，我們多

年來爭取的執行總監職位亦同時落實，這無疑是對

本會工作的肯定，令我們士氣大振。

為配合會務發展，我們參考康文署及社會福

利署的管治要求，建立及深化誠信意識，增加管治

透明度及問責性，為董事會和功能委員會成員、職

員和教練分別制定紀律守則，修改會章遂成當務之

急，服務質素標準及職員手冊的修訂亦相繼於年內

完成，讓我們在人事管理方面更專業化。

本港法定最低工資於去年五月一日起實施，

感謝資深人力資源義工提供電腦計算程式，協助本

會確保在特殊計算的海外工作情況下仍能符合法例

要求。

透過社署的資助，本會近年得以把職員培訓外

判予專業顧問公司，本年度的培訓日就以「團隊建

立」為主題，透過活動加深員工之間的團隊默契及歸

屬感；我們亦舉辦委員 /職員 /教練研討會，以不同

角度探討服務理念，增進彼此間的溝通，維持一個

穩定的團隊。

倫敦2012殘奧舉行在即，除了民政事務局發放

的備戰基金外，我們也要感謝黃廷方慈善基金的慷

慨捐助，及時紓緩緊絀的備戰預算，讓運動員能適

度增加賽前集訓，以最佳狀態迎戰殘奧。

leisure and Cultural services Department (lCsD) has been the main source of salary subsidy to the association. the lCsD-subvented staff are greatly encouraged by the pay rise this year. we are also thrilled to announce that the executive Director position was finally established in recognition of our work as a multi-sports association organising a variety of sports activities.

to complement the association’s development, our human and Resources management structure has been further professionalized. in accordance with the corporate governance requirement of lCsD and the social welfare Department (swD), we have enhanced the understanding and implementation of integrity, increased the transparency and accountability of administration, and established rules and regulations for directors, committees, staff and coaches. amendment of the association’s Memorandum ﹠ articles was given a priority. the service Quality standards and staff manual were also amended during the past year.

the Minimum wage ordinance took effect on 1 May 2011. we would like to thank volunteers with professional human resources background for providing us with a computing formula to calculate salary for staff working overseas.

with the social welfare Development fund, we continue to cooperate with training consultancy to organize staff training, with this year’s theme being “team-building”. a series of activities were carried out to strengthen the team spirit and sense of belonging of our staff. Retreat for committees/staff/coaches was also held to discuss the association’s values and beliefs from different perspectives. we believe these activities greatly enhanced communication between staff members which in turn contributed to a more stable working team.

2012 Paralympics is a key focus of the year, besides the preparation fund from the home affairs bureau, we would also like to express our heartfelt gratitude to the donation from ng teng fong Charitable foundation limited. this generous donation soothed the tight budget for athletes’ training and allowed athletes to better prepare themselves for the games.

fUnD Raising anD PRoMotion sUb-CoMMittee RePoRt籌款及推廣委員會報告

我們於年初檢視傳媒策略，以不同角度主動出

擊，增加社會大眾對智障運動員的認識，去年有關

本會及運動員的消息報導超過100篇，主要以報章

報導為主，其餘包括電視特輯和電台訪問。傳媒除

熱切報導智障健兒參加國際賽事的消息外，也有不

少生活報導和訪問，大大增加他們的媒體曝光率。

而智障健兒重返殘奧亦成為傳媒追訪焦點，香港電

台節目《體育的風采•力爭上游》一集便專題介紹泳

隊備戰殘奧概況，而副會長凌劉月芬女士亦應港台

訪問，分享自己與運動員經歷殘奧變遷和重返殘奧

的感受，加深公眾對智障體壇的關注。

本年度我們繼續獲社會各界人士的支持及贊

助，包括瑞銀集團、香港賽馬會慈善信託基金、黃

廷方慈善基金、美泰玩具亞太有限公司、香港迪士

尼和高盛 (亞洲 ) 有限責任公司。其中怡和集團更身

體力行，派出職員參與備戰殘奧的「全方位運動員支

援計劃」，為我們的選手進行語文和社交禮儀訓練，

改善他們的溝通技巧。而屈臣氏集團對我們的支持

亦不遑多讓，多年來為本會的全年活動提供飲用水。

得到多方支援，運動員可以全程投入訓練和

比賽，獲取卓越成就。泳員梁舒恆和歐棨麟分別獲

得「香港傑出運動員」和「香港傑出青少年運動員」

殊榮，其中舒恆更是四度榮膺此項榮譽，實力不容

置疑。

在此特別感謝各委員過去一年群策群力制定

和推行各項宣傳策略，加深公眾人士對智障健兒的

認識。

in the past year, we have actively promoted athletes with intellectual disability (iD) in the community resulting in over 100 pieces of news about the association and iD athletes in the mass media within a single year. the public awareness and image of iD athletes have been greatly enhanced as the news covered not only their performance in international competitions, but also included their daily lives. the re-inclusion of iD athletes in the Paralympic games also became a hot topic for the mass media. the RthK tv documentary series “glamour of sports” introduced how the iD swimming team prepared for the games in one of its episodes. Mrs. laura ling, our vice President, was also interviewed in the program, sharing her experience in the evolution of the Paralympics and her views on re-inclusion of iD athletes into the games.

累積多年的選拔經驗，我們於本年度制定了海

外賽事港隊選拔機制，為運動員和家長訂立一個參

考指引。而今年的訓練焦點以倫敦2012殘疾人奧運會為主，大量人力及訓練資源均投放在計分賽及備

戰訓練上，為他們進軍殘奧鋪路。

除運動員挑選和培訓外，我們也銳意策劃國際

賽事。國際智障人士體育聯盟 (inas)亞洲區 (asia Region)於去年重組後，更着重於推動發展區內高水平賽事，並呼籲各成員國於區內舉辦全國賽。我們

響應此發展方向，於7月舉辦首場本地高水平賽事―2012香港智障人士短池游泳錦標賽，以此賽事作為試點，部署未來國際賽事的擴展藍圖。我們亦向

國際智障人士體育聯盟申辦「2013世界乒乓球錦標賽」，若成功申辦，賽事將繼2004世界游泳錦標賽後另一由本會主辦的高水平國際賽事，為本地智障

體壇再添一件盛事。

一系列的國際賽事定必吸引世界精英運動員的

注意，為提升參賽運動員的水平，本會獲戴麟趾基

金的資助，購置先進的運動及輔助器材，以運動科

研理念篩選運動員，積極裝備及培訓新血，讓梯隊

的銜接和篩選更為順暢。

為增加與機構會員的互動，提供更適切的服

務，建立一個溝通和意見交流的平台，於去年首次

舉辦聚焦小組，與會機構均踴躍表達對會方現時服

務的意見和期望。我們會繼續努力，提升本地賽事

和運動員的質素，爭取更多主辦大型賽事 /活動的機會，令智障人士的運動生活更添姿彩。

this year we have set up a mechanism for selecting athletes to represent in overseas competitions and have created a reference guide for athletes and parents accordingly. this year’s training focus has been on the 2012 Paralympic games. Most of our resources have been injected into qualifying competitions and training to better prepare our athletes for the upcoming games.

apart from athlete selection and training, we have also devoted to organizing international competitions. inas asia Region, which has been realigned, concentrates on developing high-level competitions urging member states to organise national games. we responded to this development trend by organizing the 2012 hong Kong short Course swimming Championships for Persons with intellectual Disability in july as a testing ground for the planning of future Championships. Moreover, successful bidding of the 2013 inas world table tennis Championships would bring hong Kong iD sports another dynamic event since the inas-fiD world swimming Championships in 2004.

the various international championships will most definitely catch the attention and interest of elite athletes worldwide. thanks to the sir David trench fund for Recreation, advanced sports and complementary equipments were bought to support athlete training. the use of sports science has allowed us to develop new blood and prepare for competitions more effectively. this in turn improves the selection and progress in talent pool.

the first focus group was held last year to increase the interaction between the association and agency members for a better provision of services. Participants act ively expressed their v iews and expectations concerning current services. we will continue to do our best in enhancing the quality of local competitions and athletes. to beautify the life of iD persons, we will also make good use of every opportunity to organize large-scale competitions and events for them.

national eligibilitY CoMMittee RePoRt參賽資格審核委員會報告

殘疾人奧委會 (iPC)已有完善機制評核非智障組

別的參賽資格，惟智障組別只經歷兩屆殘奧便因西

班牙作弊事件而遭禁賽，所以檢測機制仍屬起步階

段。今年智障組別雖能重返殘奧，惟新檢測標準已

令部份頂尖精英運動員無法通過測試，引來國際間

頗大的迴響。iPC及國際智障人士體育聯盟 (inas)對

智障運動員在運動表現及潛能與主流相比之區別仍

存在分歧，我們期望 inas、iPC與各國際體育聯會能

繼續努力，按現有基礎改良，塑造一個更具說服力

的檢測機制，承認精英健兒因經年努力可造出近似

主流健兒的優秀運動表現。

作為把守智障體壇第一個關口的委員會，我們

會按照 inas的要求對運動員進行資格評審，推薦合

適的人選參加 inas轄下的賽事。過去一年，本會7

名運動員新增成為 inas註冊運動員，符合資格接受

國際體育聯會的運動專項評審，待他們通過兩次即

場測試 (on-site test)，便可參與 iPC及由國際體育聯

會所主辦的高水平國際賽事，與更多智障體壇精英

切磋。而2012年9月殘奧結束後，我們亦會密切關

注 iPC對智障組別首次重返殘奧的檢討報告，跟進不

同審核機構的專業建議，制定相應策略，對現行的

參賽資格審核進行微調。

我們亦會協助會方部署新的四年活動周期，期

望在香港舉行的國際賽事期間能增設即場測試，為

更多運動員 (包括外隊 )進行資格審核，令本會的精

英梯隊能儘早成為 inas註冊運動員，鞏固精英隊的

根基，藉此提高香港及亞洲區智障運動員獲參賽資

格的機會及人數，為新成立的 inas-asia略盡綿力。

since the banning of iD events in the 2000 Paralympics, iPC’s assessment procedure towards iD persons remains rather basic comparing to the comprehensive assessment used for the physically disabled. although iD athletes are re-included in the 2012 Paralympics, the opportunity for some of these elite athletes to compete in the games was exploited due to this new assessment procedure and, as a result, has aroused worldwide discussions. while iPC still has disputes with inas over sports performance and potential between mainstream and iD athletes, we hope iPC and inas can work hand-in-hand with relevant international sports federations (ifs) to improve on the existing procedure to create a more comprehensive assessment without denying the efforts iD athletes have made to develop their full potential.

as the first gate keeper of sports for iD, we assess the eligibility of athletes according to the Primary eligibility Check and send those who qualified to inas sanctioned competitions. last year, 7 of our athletes registered as inas athletes, qualifying for if sport-specific Classification. they are allowed to participate in high level competitions organized by iPC and if if they have passed two on-site tests in the sport-specific Classification. at the end of the Paralympics in september, we will review the assessment report, follow up professional advice from various assessment organizations and make relevant strategies to fine tune the Primary eligibility Check.

to serve iD athletes in the newly formed asia Region, we will help the association to plan the activities in the next four years in the hope that on-site tests could be carried out during international competitions held in hong Kong. with more athletes (including teams from overseas) having received appropriate classification, the opportunity for hong Kong and other iD athletes in the asia Region to qualify for high level competitions would be increased. this would help iD athletes to obtain inas registration earlier and thus would better consolidate the foundation of the elite team.

第三屆國際智障人士體育聯盟環球運動會3rd INAS Global Games

「第三屆國際智障人士體育聯盟環球運動會」已於2011年9月26日至10月3日在意大利利古里亞舉行。29名運動員出戰田徑、游泳、乒乓球及賽艇四個項目，取得12金11銀9銅共32面獎牌，在35個國家／地區中位列第四。

3rd inas global games was held in liguria, italy from 26 september to 3 october 2011. 29 hong Kong athletes competed in 4 events with 12 gold, 11 silver and 9 bronze, a total of 32 medals - the 4th position among 35 countries / regions.

嘉許awaRDs

超級教練獎勵計劃主要目的是鼓勵更多教練參與智障人士體育訓練，藉著表揚這

些超級教練，喚起社會大眾關注智障人士體育訓練的重要性。

完成基本課程後，教練需參與本會舉辦的各項體育訓練工作及協助各項比賽之裁

判工作，於一年內按其參與程度頒發雙鑽石、鑽石、金、銀或銅獎，以示嘉許。

its objectives are: to encourage and motivate coaches to involve in sports training programmes for the intellectually disabled, to give recognition to the ｀super Coaches´ and to arouse public awareness towards the importance of sports training for the intellectually disabled.

after attending the induction workshop, participants are required to render their services for the intellectually disabled. Different awards, namely Double Diamond, Diamond, gold, silver and bronze will be granted to the ｀super Coaches´ for their hard work within a year.

田徑隊近兩年積極選拔新秀，每星期進行六天密集式

訓練及每月到廣東進行海外集訓，並邀請國內高水平教練

協助改善技術，以上種種皆是以爭取2012殘奧參賽資格為目標，最後運動員胡靜文及楊麗珊分別在跳遠及鉛球項目

達到殘奧b標準，雖然距離a標準穩奪入場券只差一步，但各隊員並未因此而氣餒，反將目標投放於2016年的殘奧，希望屆時能增設港隊傳統強項—100米及4X100米接力。

現時所有具豐富經驗的接力隊員正努力將獨特的接

力技術薪火相傳，以保持世界領

先位置，男子隊已建立兩隊世界

前三名及第八名的隊伍，而女子

隊成績亦達世界第三名，我期望

2016年前能爭取男女子接力世界排名第一，作好準備靜待機會

來臨，衷心希望國際殘奧會會將

這項參加人數眾多、默契要求極

高、具觀賞價值的項目帶到殘奧

賽場。

胡靜文 (田徑運動員)

我為殘奧重開智障組別而感到興奮，因為我們終於有

機會踏足殘奧賽場了！惟開放予智障組別的項目有限，經

教練評估後，我便集中訓練跳遠。這兩年除了參加各項比

賽爭取好成績和吸收經驗外，我和其他跳遠隊員還會在教

練的安排下，定期到廣東接受黃勍教練的指導，改善跳遠

的全程動作和技巧，一步一步朝著殘奧進發。

為了取得參賽機會，我覺得訓練

再辛苦也是值得的，可是運動性勞損

影響了比賽的表現，再加上臨場的壓

力，經過多場比賽後，我最終只能達

到殘奧b標準，與a標準只相距5厘米！雖然無緣今屆殘奧會，但我會繼續努

力，爭取下屆參賽機會，以報答教練

對我的栽培。

WU Ching Man (Athletics Athlete)

i am extremely excited about the re-inclusion of iD events in the Paralympics ! Due to the limited sports available, i have been focusing on long jump. to pave the way to the games, i have taken part in various competitions to gain more exposures. arranged by our coach, my teammates and i had also received training from wang Qing, a top coach in guangdong, to polish our skills and techniques.

to attain the qualification for the games, it is worth making every effort to improve our skills. however, repetitive strain injuries and pressure had limited my performance to reach level b of the Paralympics standard, only 5 cm away from level a ! although i could not attend the coming Paralympics in london, i will try my best to get through it for the one in 2016. this is the only way to honour our coach who holds great expectations on us !

楊麗珊 (田徑運動員)

自從知道智障組別能重返殘奧後，我們一直朝著這個

目標進發。這兩年來我一直進行鉛球訓練，希望不斷地改

善自己的技術，還參加了世界各地的精英比賽，汲取大賽

經驗，爭取好成績以提高自己的排名。可惜最後只能達到

殘奧b標準，未能取得參賽資格，我真的感到很失望，因為殘奧夢最終都落空了。

雖然如此，教練鼓勵我們不要氣餒，應將目光放遠至

2016年的殘奧。我也知道自己的耐力不足，所以閒時會打羽毛球、游泳和騎腳踏車作額外的體能訓練，繼續努力去

爭取下屆殘奧的參賽資格。

YEUNG Lai Shan (Athletics Athlete)

we have been preparing for the games since the return of iD events to the Paralympics. in the past two years, i have been focusing on improving my skills in shot put. i also participated in numerous international competitions to acquire experiences, and compete for better results to raise my world ranking. nevertheless, my Paralympian dream was shattered when i was qualified as level b in athletics.

encouraged by our coach, we set our target right away on the 2016 Paralympics. i undergo extra training in my leisure time by playing badminton, swimming and cycling to improve my fitness and endurance, hoping to attain a qualifying slot in the next Paralympics.

Kelvin CHEUNG (Athletics Coach)

in the past two years, we have been very active in talent identification, training is maintained at six times a week; in addition we organise training in guangdong every month and invited senior Mainland coaches to assist us. all these efforts were made with the aim to qualify for the 2012 Paralympics. Due to the limited events available in athletics at the Paralympics, our athletes were not able to qualify and their dreams to the 2012 Paralympics were shattered. Despite the upset, we have moved on to focus ourselves on the 2016 games qualification in 100M and 4X100M relay race.

to ensure the leading position in the wor ld , the exper ienced sen io r s o f the re l a y t eam a re passing their unique techniques to the juniors. we now have two men´s teams rank 3rd and 8th in the world, while the women´s team ranks 3rd in the world. our target is to reach world rank no.1 before 2016, and we hope that the relay event will be included in the next Paralympics.


甘志豪、倪朝陽 (游泳教練)

自得知智障運動員能夠重返殘奧起，我們的心情既緊張又興奮。緊張是因為從現在起至倫敦殘奧，各方面都需要作出適當調整，務求讓運動員達到符合參與殘奧的資格。因此不論在長期訓練計劃、揀選參與的賽事及次數還是因應各運動員的強弱項選出最適合的主項，教練團和總會都進行過多次討論及研究，分析各運動員在3個殘奧項目的表現、技術與潛能。此外，我們亦根據國際殘疾人奧委會公布的游泳項目世界排名作出分析及比較，以瞭解其他國家泳手的水平，即使未能做到「百戰百勝」，也希望「知己知彼」。

另一方面，我們十分感激總會的支持和信任。在2010年初至今，我們分別提出增加訓練時數、於長池進行訓練、參與海外賽事及安排集訓、制定全方位計劃支援運動員等意見均獲總會接納。此外，我們亦要感謝香港體育學院的專業團隊支援，包括營養師、按摩師，體適能教練及生化部職員，協助我們全面掌握運動員的身體情況。

每位運動員在備戰殘奧期間都十分投入，努力去完成目標，並在比賽中多次突破個人最佳成績及打破香港紀錄。這段期間看到他們的成績不斷進步，雖然在頻密的比賽中，部分運動員的狀態變得起伏不定，不過他們都能從中學習處理壓力的方法，發揮從大型賽事中所積累的經驗，令自己臨場表現更穩定。無論如何，看見運動員能夠在過程中不斷學習和成長，盡展潛能，於我們而言是一件賞心樂事。祝願所有參賽運動員能夠享受比賽所帶來的衝擊，在賽事中發揮出水準，創造佳績，為港爭光！

梁舒恆 (游泳運動員)

我加入泳隊已十多年，期間參加過不同的國際賽事，除了得到無數的獎牌，還能增廣見聞，使我獲益良多。可惜十多年來一直無緣參加殘奧會，特別是2008年在北京舉辦的殘奧，讓我倍感失落。但經過多方努力，智障運動員終於能重返殘奧，而我多年來的苦練也沒有白費，在2010年的世界錦標賽為香港奪得一個參賽席位！

我知道爸爸、媽媽和教練都在默默地支持我，妥善地照顧我的起居飲食，更會幫我紓緩緊張的情緒，教我以平常心面對比賽。所以我會懷著輕鬆的心情迎戰殘奧，享受比賽過程。我相信這次賽事將會是我運動員生涯中一個美好的回憶！

李浚生 (游泳運動員)

為配合殘奧所舉辦的項目，我需要由主項長途的1,500米自由泳改為短途的100米背泳。由於泳式及距離的改變，訓練模式也不同，我花了很長的時間去適應，心裏禁不住想：參加殘奧簡直是天方夜譚。但在2010年的「國際殘疾人奧委會世界游泳錦標賽」中，我與另一名荷蘭泳手於100米背泳同場較量，結果我以0.02秒之差擊敗對手取得銀牌，並以1:06.75秒打破香港紀錄，為港取得首張殘奧入場券，那刻我方知道，原來參加殘奧並不是一個遙不可及的夢。

備戰過程真的很辛苦，除了要增加訓練時間外，我還要暫停學業並於體院日宿，爭取休息時間以恢復體力。可我深信「一分耕耘、一分收穫」，我會繼續努力，享受比賽帶來的刺激，更希望不斷打破自己過往的紀錄，讓夢想成真！

崔小燕 (乒乓球教練)

技戰術和心理訓練兼備是備戰殘奧的方向；保持身心

的最佳狀態是備戰殘奧的基礎；以科學有效的方法進行訓

練是爭取比賽勝利的保證。

1. 從實戰出發的原則：在實施訓練計劃的過程中，以實戰需要為重點，針對比賽對手的弱點，運用自己的優

勢進行標靶訓練，並根據訓練情況作完善調整；

2. 突出重點、循序漸進的原則：逐步建立和加強運動員的技術和風格，取長補短，做好各項技術銜接從而達

到技戰術的深化及鞏固。只有突出特長、技術全面，

比賽中的技戰術才會變化多樣；

3. 好勝自信的原則：乒乓球比賽是一場個人對抗賽，經常

出現爭持不下甚至落後等情

況，所以培養運動員承受壓

力、敢打敢拼的鬥志是比賽

的取勝要素，更是優秀運動

員必備的基本素質。

黃家汶 (乒乓球運動員)

我是黃家汶，今年27歲，是乒乓球運動員。能代表香港出席在英國倫敦舉行之2012殘疾人奧運會，我感到十分光榮。回想起學生時期在母校老師的薰陶下，我對運動產

生強烈的興趣，尤其是乒乓球項目。自從我加入香港弱智

人士體育協會的乒乓球隊集訓後，經過他們的栽培和教練

的悉心教導，球技與日俱增，我在此衷心地感謝他們。今

次代表香港出戰殘奧會乒乓球項目，我會全力以赴，爭取

更佳成績，不負各位所望，為香港爭光。

楊賜嘉 (乒乓球運動員)

我在去年底參加了在香港舉行的「亞洲及大洋洲殘疾

人乒乓球錦標賽」，並獲得女子單打金牌，這面金牌對我

來說實在意義重大，它使我取得倫敦殘奧的參賽資格。我

真的沒想過能夠參加殘奧，開心之餘更覺得自己很幸運。

事緣在比賽前數天，我因氣管敏感而引發哮喘，需要到急

症室求診，並留院觀察了兩天，比賽時的狀態並不太好，

與對手可謂「勢均力敵」，但最後仍可贏得金牌，實在喜

出望外。

我知道自己信心不足，總覺得實力不比人強，乒乓球

技亦不及人，所以要加緊努力，積極備戰倫敦殘奧。每當

感到緊張時，我會盡量叫自己放鬆，暫時放下訓練，與隊

友聊聊天，逛逛街。我知道家人、教練和隊友都很鼓勵和

支持我，叫我相信自己，以平常心去比賽，發揮平時應有

的水平。

在倫敦殘奧時，我一定會加倍努力，克服緊張情緒，

希望可以擊敗心魔，在殘奧初試啼聲時便取得理想佳績！

LEUNG Shu Hang (Swimmer)

having been in the hKsaM swimming team for over 10 years, i have taken part in numerous international competitions that brought me lots of medals and broadened my horizons. it is a pity that i have never been to the Paralympics, especially the one held in beijing in 2008, since the dislodging of iD athletes from the games in 2000. nevertheless, it is finally re-opened to iD athletes in 2012! the championship of 100M butterfly in 2010 iPC swimming world Championships helped me obtain a qualifying slot to the Paralympics for hong Kong, proving our years of effort are not in vain.

with the support from parents and coaches, i am physically and mentally prepared to enjoy the games. i believe this would be one of the momentous memories in my life as an athlete!

WONG Ka Man (Table Tennis Player)

it is my honour to be one of the representatives of hong Kong for the 2012 london Paralympics. influenced by teachers when i was still a student, i am strongly interested in sports, especially in table tennis. i would like to thank h K s a M a n d c o a c h e s f o r polishing my skills after joining the table tennis team. it is my wish to strive for better results during competitions and bring glory to hong Kong.

YEUNG Chi Ka (Table Tennis Player)

Paralympics is a dream to me - the gold medal obtained from 2011 iRRf Ptt asia ﹠ oceanic table tennis Regional Championship makes it possible. My asthma was triggered by aspiratory allergy and i had been admitted to the hospital for 2 days before the Championship. with bad health condition and strong competitor, it is lucky for me to be the champion of the competition.

one weakness in me is the lack of confidence. i always feel that i am behind others and my skil ls are far from ideal. to make it up, i have to work harder than the others. nevertheless, i stop training and hang out with my teammates when i am pressurized. with the support from my parents, coaches and teammates, i start to believe in myself, and learn to handle the pressure in competition.

at the london Paralympics which is my first Paralympics, i hope to manage my psychological barrier and achieve good results.

CUI Xiao Yan (Table Tennis Coach)

the preparation for the Paralympics has focused on building and maintaining athletes physical and mental health to their peak. the use of sports science in enhancing training effectiveness is a must in elite training.

1. Pragmatism as the basis: skills for competition should be the basics for training to focus athletes on leveraging their strengths against the weakness of their competitors. ongoing adjustment of the training programme based on individuals progress is also important.

2. step by step improvements: build on one s strengths: through progressive development, athletes styles will be developed riding on one s strengths, techniques and competition experience. it is through developing individual unique styles that athletes can become more diversified in competition situation.

3. Confidence and belief in winning: table tennis is an individual sport athletes need to be able to compete under pressure, have the courage to fight until the last points. Confidence and a strong belief in winning are fundamental qualities for an elite table tennis player.

LEE Tsun Sang (Swimmer)

with the limited events available for iD swimmers, i have to change from 1,500M freestyle to 100M backstroke. with this change of style and distance, it took me quite a while to get used to the new training mode. Paralympics is rather beyond me – it seems to be a mission impossible! however, the silver medal obtained from the 100M backstroke in the 2010 iPC international swimming Championship threw a gleam of light on me. i defeated the netherland swimmer with 0.02 seconds and broke the hong Kong record by 1:06.75 seconds, rewarding the first Paralympic qualifying slot to hong Kong.

it is tough to get ready for the passage to Paralympics. with the increasing training hours, i have to suspend my studies to lead a balanced life. as the old saying goes, “no pain, no gain”. i will try my best to head for this greatest challenge of my life!

KAM Chi Ho, NI Chao Yang (Swimming Coaches)

we are extremely excited about the return of iD events to the Paralympics! after the release of the news, we immediately reviewed the potentials of every single athlete. in addition, we studied the world swimmers who ranked on iPC world ranking and analyzed them versus our swimmers in order to tailor-make the most competent training schedule for us to acquire the qualifying slots for the games.

we greatly appreciate the support and trust from th e association for accepting our proposed training schedule for athletes. we would also l ike to thank hong Kong sports institute for applying sports science in monitoring performance of elite athletes.

During the preparation period, the qualified athletes have strived their best to break their personal best and hong Kong records. frequent competitions have led to some of the athletes performed unstably but years of competitions have rendered them experiences to deal with these pressures. w e a r e d e l i g h t e d t o witness their growth. we wish that they can enjoy the compet i t ions in the Paralympics and make every effort to attain splendid results!
