CCAWV Members Vote NO 2014Salary Hike
CCAWV Board Members convened September 22- 23, 2013 in Barboursville to tackle a number ofhot-ticket items, including the possibility of a 2014salary increase bill. Commissioners understandthat their fellow elected official have gone eightlong years without a raise, and appreciate thesacrifices they have made and continue to make fortheir fellow citizens. However, after reviewing
the voting results of al l member countycommissions on the issue, the board had to respectthe will of the entire body.A decisive 70% of theCCAWV membership voted to NOT support thebill in 2014. After much deliberation, and carefulconsideration, the board agreed that it was notfiscally responsible to support a salary increase in2014. Some of the primary reasons commissionerscited to support their decision included:
The still-lagging economy
Dire warnings from state leaders of impending
money woes for 2014 for both State and localgovernments
Continued decreases in coal severance monies
Not the surge expected in oil & gas prices tomake up the loss
The rise of drug-related incarcerations andsubsequent soaring jail bills
Budget cuts on the state and federal levels thatcould reduce grant funding and other resourcesto counties
Recent EPA regulations that will take a furthertoll on already reduced WV coal miningproduction
Slowed production of plants and mines, leading to layoffs and shutdowns across the state, further reducing the counties taxbase and leaving many county taxpayers jobless
Fallout from failed legislative attempts to control county lawsuits due to firing practices, and unfunded mandates
Even some counties that supported a raise in theory admitted that, due to some recent county budget woes, they would nothave enough money in the county coffers to cover the cost of a salary hike.At the end of the day, Commissioners just couldnot support a salary increase for themselves and fellow elected officials when their fellow taxpayers face, in many counties, a10% unemployment rate.
It was not a decision taken lightly. Commissioners began the discussion in August at the annual meeting. It was there theyput the question to a county-by-county vote.The final results of the vote left no question - a full 70% of the membership
voted against supporting any salary increase in 2014.

year that CCAWV starts to concentrate onpreparing for the coming legislative session.Tothat end we are currently scheduling our 8regional roundtables and hope that you will planto attend the one nearest you! The entireschedule of meeting dates & locations will be
coming to you shortly. Be sure to call yourlegislators and invite them to participate also.
Well talk about our legislative priorities for2014 and also discuss issues particular to eachregion.
Also coming soon, CCAWV is hosting 3 regional opportunities to learn moreabout the Federal Affordable Care Act and how it relates to counties. InMonongalia County, October 11th; Braxton County, October 16th; and inMercer County, October 18th.
We are just putting the finishing touches on our program and registration formsshould already be in your hands! This is a membership benefit, withoutregistration fees to member counties! Lunch will be provided.
Any county employee who has responsibilities for compliance of the ACAshould attend this workshop.
Commissioners, you are ultimately responsible for compliance and Irecommend that you also attend, so that even if youre not doing the task, youare cognitive of the responsibilities and deadlines that must be met! Dont becaught unprepared if the US Department of Labor comes auditing!

Congratulations to our new legislativechairperson, Ms. Nancy Cartmill. She and her
committee put together a great agenda for all of us to work on. Pay attentiontotheRegional Roundtable dates, times and locations for your county!!Please make every effort to attend so you can stay on top of what we are all
working for. Interact with your legislators and help them help us!!

Every year at the AnnualMeeting, several awards are
g iven out to recognizecommissioners who have
gone above and beyond the
cal l of duty. The first ofthese awards given out wasthe 2013 Early Bird Award,
which is given to the firstcounty to pay their CCAWVdues. This year's winner wasPocahontas County. Thank

The recipient of this award issomeone who has displayed exceptional potential forleadership by being an engaged, active participant of theCounty Commissioners' Association. This year's RisingStar was Craig Jennings of Preston County.Congratulations, Craig! Keep up the great work!
The West Virginia State Auditor's Office presents anaward every year to the county commission that bestexemplifies the qualities of teamwork, having a unified
vision, and using each individual's unique talents for thebetterment of the county. This year's Thelma J. StoneMemorial Achievement Award went to Monongalia
