The Commission had notifed the Central Electricity Regulatory Commission(Grant o Connectivity, Long-Term Access and Medium-Term !en Access in

"nter-#tate Transmission and related matters$ Regulations, %&&' (hereinaterConnectivity Regulations)$ *hich came into orce *ith e+ect rom %&&.ith the o/0ective o acilitating grid connectivity to the generating stations/ased on Rene*a/le sources o energy, the Commission issued anamendment to the Connectivity Regulations vide notifcation dated 1rd#e!tem/er, %&&, *herein, the threshold ca!acity or connecting to inter-#tate grid *as reduced rom %2& M. to 2& M. or the generating stationsusing Rene*a/le sources o energy The relevant Regulation % (/$ (i$ o theConnectivity Regulations, as amended, defnes the term A!!licant) orGrant o Connectivity as under3(a) A generating station with installed capacity of 250 MW andabove, including a captive generating plant of eportable capacity of250 MW and above or!(b) A "ydro #enerating station or generating station using renewablesource of energy, of installed capacity between 50 MW and 250 MW$(c) %ne of the "ydro #enerating stations or generating stations usingrenewable sources of energy, individually having less than 50 MWinstalled capacity, but collectively having an aggregate installedcapacity of 50 MW and above, and acting on behalf of all thesegenerating stations, and see&ing connection fro' * at a singleconnection point at the pooling sub+station under *, ter'ed as thelead generator, or! $-% E4isting generating stations connected to the inter-state grid and havingsur!lus land, can add a small ca!acity o rene*a/le source o energy in thesame !remises 5y co-locating this ne* and rene*a/le energy source *iththe e4isting inrastructure and the associated interconnection andtransmission acilities, e4isting generating stations can ma4imi6e use o theirland and transmission systems 7o*ever, e4isting Connectivity Regulationsdonot allo* connectivity or such small generating !lants /ased on rene*a/lesources o energy 8resently, such !lant is re9uired to /e connected *ith the#tate transmission system, *hich may re9uire laying do*n long transmissionlines or evacuation o its !o*er "t *ill, a!art rom other !ro/lems related tothe construction o the transmission lines including Ro. issues, increase notonly the cost o evacuation /ut also the transmission and *heeling losses1 "n order to acilitate develo!ment o rene*a/le energy !ro0ects in the

!aragra!hsConnectivity and Metering2 >T8C has su/mitted *ith regard to connectivity at the e4isting connection!oint that in a generating station, various acilities li;e Rail*ay sidings, MGR,ma;e u! *ater system, colony, Ash dy;e ? Ash .ater Recirculation #ystem(A.R#$ etc *ould not /e located *ithin the /oundary o !o*er !lant These!lant acilities could /e located a*ay rom !o*er house /ased on theland=*ater source availa/ility "t has /een urther su/mitted that therene*a/le ca!acities could also /e !lanned /y co-locating along *ith suchacilities= in the sur!lus land availa/le a*ay rom the !o*er house !remisesA rene*a/le generating station shall /e generating electricity at voltage

syste', as the case 'ay be3i$ in relation to wind energy pro4ects and olar 1hotovoltaic1ro4ects, inter+connection point shall be line isolator on outgoingfeeder on "6 side of the pooling sub+station!ii$ in relation to s'all hydro power, bio'ass power and non fossilfuel based cogeneration power pro4ects and olar her'al 1ower1ro4ects the, inter+connection point shall be line isolator onoutgoing feeder on "6 side of generator transfor'er$.

!o*er *ith the generating station system *ould ena/le !o*er o* to "#T# ondis!lacement /asis' The >T8C urther su/mitted that such as rene*a/le !o*er is green!o*er and should /e harnessed *ith techno-economically easi/le o!tion/ased on the ca!acity o rene*a/le !lant and availa/le voltage sourcenear/y "n uture, rene*a/le ca!acities can /e !lanned on e4isting /uilding=to*nshi! o !o*er !lant 7ence, it has /een re9uested to include theca!acity less than M. (say 2&&D.$ also in order to harness #olar on rooto!s o !o*er !lant /uildings& >T8C has su/mitted that to acilitate such rene*a/le energy generatingstations see;ing Connectivity at electrical systems o such generating station,

desira/le to dis!atch and grant connectivity to a rene*a/le generatingstation o less than 2 M. ca!acity Accordingly, a rene*a/le generatingstation o ca!acity 2 M. and a/ove /ut less than 2& M. develo!ed in thee4isting generating station connected to the "#T# may /e grantedconnectivity

2 "n the light o a/ove, it is not desira/le to grant connectivity torene*a/le generating stations including roo to! solar or a ca!acity lessthan 2M. to "#T# #uch !lants may use solar generation or ca!tiveconsum!tion and get the REC issued or the solar generation The CT: has suggested deleting the *ords Hsu/0ect to availa/ility otransmission ca!acity marginH ater the !ro!osed amendment as it is a !arto LTA and not connectivity There is merit in their contentionSc"eduling .ith regard to scheduling 8#C has su/mitted that the rene*a/leenergy generating station o M. ca!acity and a/ove *ith connection!oint at 11 D and a/ove, develo!ed /y a generating com!any in its

This issue is not connected *ith the connectivity regulation and can /edealt as !er Terms and Conditions or recognition and issuance oRene*a/le Energy Certifcate or Rene*a/le Energy Generation Regulations,%&&Gaming%' The 8#C has su/mitted that there is not much o e4!erience *ithRL@Cs to ta;e care o gaming and other diculties li;ely to /e encountered

during e4ecutions RL@Cs *ill a!!roach to the 7on/le Commission or theredressal o the same rom time to time The Commission shall ta;ea!!ro!riate vie* on the 9uestion o gaming and other diculties as and*hen /rought /eore it1& CEA has also su/mitted that the tari+ o such rene*a/le generator*ould have to /e e4amined, since the land and evacuation acilities may /ecommon /et*een the e4isting generator and the rene*a/le generator "ncase, the tari+ or sale o this !o*er is /eing ta;en as the CERC regulatedtari+, then some !art on account o common usage o land and evacuationacilities may have to /e reduced rom the tari+, or these assets may have to/e shared /et*een the e4isting generating station and the rene*a/le
