Building Control
From e-permitting via modelchecking to part of customersprocesses
• Started in May 2014• All single houses 11/2014, All permits 11/2015, site inspections
11/2016, archive 1/2017, BIM inspections 11/2017
• Conserns all activities• Application, consultation, decision making, statistics and archive
• No papers in any part on the process
• Lupapiste.fi/ Evolta system• Operating system
• Developed under umbrella of Ministry of Environment
• Operator Evolta Oy
Why digital building permissionprocess ?• Design is already in 3D as is the Construction
coming with speed
• Building control personnel are used to digital tools
• All plans can be saved to pdf ( before prints )
• Why send printed plans to building control whenyou con deliver them digitally ?
• All 3D plans can be saved on IFC
- allmost 90 % of information saved
• Why transform 3D plans to 2D (pdf)• Lots of information lost

Solibri Automated checking up to 70 %Solibri is a originally Finnish software for IFC model checking, acquired by Nemetcheck, Germany
Rule base checking• Automated checking is based on rules
• Algorithms on the background analyzes all model components• Component dimensions• Collisions• Property values• Behavior• Relations
• Rules are collected into Rulesets• A Ruleset can consist of several sub
rulesets• Default ruleset of roles are included
in the installer• Rule parameters can be edited and
saved within the model
We are using Solibri rules for apartment buildings and private houses made specifically for building permission office and using Finnish building law requirements
